Video image processing systems (VIPS) offer numerous benefits to transportation models and applications, due to their ability to monitor traffic in real time. VIPS based on a wide-area detection algorithm provide traffic parameters such as flow and velocity as well as occupancy and density. However, most current commercial VIPS utilize a tripwire detection algorithm that examines image intensity changes in the detection regions to indicate vehicle presence and passage, i.e., they do not identify individual vehicles as unique targets. If VIPS are developed to track individual vehicles and thus trace vehicle trajectories, many existing transportation models will benefit from more detailed information of individual vehicles. Furthermore, additional information obtained from the vehicle trajectories will improve incident detection by identifying lane change maneuvers and acceleration/deceleration patterns. However, unlike human vision, VIPS cameras have difficulty in recognizing vehicle movements over a detection zone longer than 100 meters. Over such a distance, the camera operators need to zoom in to recognize objects. As a result, vehicle tracking with a single camera is limited to detection zones under 100m. This paper develops a methodology capable of monitoring individual vehicle trajectories based on image processing. To improve traffic flow surveillance, a long distance tracking algorithm for use over 200m is developed with multi-closed circuit television (CCTV) cameras. The algorithm is capable of recognizing individual vehicle maneuvers and increasing the effectiveness of incident detection.
Though background subtraction has been widely studied for last decades, it is still a poorly solved problem especially when it meets real environments. In this paper, we first address some common problems for background subtraction that occur in real environments and then those problems are resolved by improving an existing GMM-based background modeling method. First, to achieve low computations, fixed point operations are used. Because background model usually does not require high precision of variables, we can reduce the computation time while maintaining its accuracy by adopting fixed point operations rather than floating point operations. Secondly, to avoid erroneous backgrounds that are induced by high pedestrian traffic, static levels of pixels are examined using shot-time statistics of pixel history. By using a lower learning rate for non-static pixels, we can preserve valid backgrounds even for busy scenes where foregrounds dominate. Finally, to adapt rapid illumination changes, we estimated the intensity change between two consecutive frames as a linear transform and compensated learned background models according to the estimated transform. By applying the fixed point operation to existing GMM-based method, it was able to reduce the computation time to about 30% of the original processing time. Also, experiments on a real video with high pedestrian traffic showed that our proposed method improves the previous background modeling methods by 20% in detection rate and 5~10% in false alarm rate.
The tactical network is system based on wireless networking technologies that ties together surveillance reconnaissance systems, precision strike systems and command and control systems. Several alternative paths exist in the network because it is connected as a grid to improve its survivability. In addition, the network topology changes frequently as forces and combatants change their network access points while conducting operations. However, most Internet routing standards have been designed for use in stable backbone networks. Therefore, tactical networks may exhibit a deterioration in performance when these standards are implemented. In this paper, we propose Priority based Multi-Path routing with Local Optimization(PMPLO) for a tactical backbone network. The PMPLO separately manages the global and local metrics. The global metric propagates to other routers through the use of a routing protocol, and it is used for a multi-path configuration that is guaranteed to be loop free. The local metric reflects the link utilization that is used to find an alternate path when congestion occurs, and it is managed internally only within each router. It also produces traffic that has a high priority privilege when choosing the optimal path. Finally, we conducted a simulation to verify that the PMPLO can effectively distribute the user traffic among available routers.

Purpose: The COVID-19 pandemic led to significant changes in the lifestyle patterns of children and affected the patterns of pediatric injuries. This study analyzed the changing patterns of pediatric injury overall and by age groups, based on the datasets before and during the COVID-19 pandemic. Methods: This study is based on the data of patients who presented with injuries at 23 hospital emergency departments participating in the Emergency Department-based Injury In-depth Surveillance (EDIIS) conducted by the Korea Disease Control and Prevention Agency. The surveillance data was categorized by injury mechanism, location, activity, and severity. We analyzed the injury patterns of pediatric patients aged 0 to 15 years. Subgroup analysis was conducted by age group in children aged 7 to 15 years, 1 to 6 years, and <1 year. Results: When comparing the COVID-19 pandemic period to the pre-COVID-19 period, the total number of pediatric patients with injuries decreased by 38.7%, while the proportions of in-home injuries (57.9% vs. 67.9%), and minor injuries (38.9% vs. 39.7%) increased. In the 7 to 15 years group, bicycle riding injuries (50.9% vs. 65.6%) and personal mobility device injuries (2.4% vs. 4.6%) increased. The 1 to 6 years group also showed an increase in bicycle accident injuries (15.8% vs. 22.4%). In the <1 year group, injuries from falls increased (44.5% vs. 49.9%). Self-harm injuries in the 7 to 15 years group also increased (1.6% vs. 2.8%). Conclusions: During the COVID-19 pandemic period, the overall number of pediatric injuries decreased, while injuries occurring at home and during indoor activities increased. Traffic accidents involving bicycles and personal mobility devices and self-harm injuries increased in the 7 to 15 years group. In the <1 year group, the incidence of falls increased. Medical and societal preparedness is needed so that we might anticipate these changes in the patterns of pediatric injuries during future infectious disease pandemics.

Purpose: No previous study has assessed elderly pedestrian traffic accidents based on a nationwide database. This study aimed to help primary physicians who examine patients in emergency departments to determine and make prompt and accurate treatment decisions. Methods: This study used data from the Emergency Department-based Injury Indepth Surveillance from 2013 to 2017, managed by the Korea Centers for Disease Control and Prevention. Pedestrians aged ${\geq}65years$ were included, and using multivariate logistic regression multiple factors were analyzed to determine their relationship with injury severity. Results: Of 227,695 subjects, 6,498 were included, of whom 2,065 (31.8%) were severely injured. There were more female than male patients in all severity groups. Most accidents occurred in the afternoon and on general roads. In the multivariate analysis, the odds ratio (OR) of injury severity for male pedestrians was 1.165 (95% confidence interval: 1.034-1.313, p=0.012). Older age of patients and the use of ambulances were associated with greater injury severity. The accident time affected the degree of injury severity; i.e., compared to dawn, injury severity increased in the morning (OR: 1.246, p=0.047) and decreased at night (OR: 0.678, p<0.001). A significant difference was noted in the correlation between the type of vehicle causing the accident and the accident severity; i.e., motorcycle accidents had lower severity than bicycle accidents (OR: 0.582, p=0.047). Conclusions: Injury severity was correlated with sex, age, transportation to the ED, TA onset time, and type of vehicle. The study results suggest that injury severity may be positively reflected in initial assessments and overall integrated treatments by physicians and in the related policies.
According to the studies recently published through advanced maui optical and space surveillance technologies (AMOS) Conference 2021, LEO conjunction assessment revolves around not on operating satellites but space debris such as rocket bodies and non-operational satellites, hence suggesting a solution through space traffic management. Against this backdrop, the issue of active debris removal (ADR) has emerged to the surface as an international challenge throughout the globe. In step with this, the United Nations General Assembly approved a resolution calling on nations to halt tests of direct-ascent anti-satellites, to which U.S. and twelve other nations included Republic of Korea were original signatories. ADR techniques are also actively being researched in the civil sector, and these commercial services, if successfully developed, could possibly be utilized for military use as well. As such, this paper will help readers' understanding for the current status of ADR techniques, space threat assessments, on-orbit rendezvous and proximity operations by looking at previous cases, reflecting on space-faring nations' ADR techniques and its development probability in relation to space weapons. As a conclusion, this study will propose the needs of developing space propulsion system by understanding Space Maneuver Warfare in preparation for the future space battlefield.
Public rental housing in Korea has been initially provided for residential stability of low-income household focusing on solving quantitative insufficiency since 1980s. In the process of early stage of designing and planning public rental housing, qualitative aspects of considering children were not primary concern. This study aims to analyze the priority of environmental improvement of outdoor spaces for children's safety in public rental housing. First, literature review was performed in the reference of local residential safety guidelines, Universal Design, and CPTED guidelines. In each guidelines, common safety planning factors for children were extracted within different types of outdoor spaces. Second, based on literature analysis, residents evaluated importance and satisfaction level by different safety types, outdoor space type, and environmental planning factors. In results, residents evaluated high importance and showed low satisfaction for crime and traffic safety. Through IPA, facilities and parking space was evaluated where improvement is needed for the first priority, and planning factors were mostly concerned with surveillance and safety management system. Result shows general concern of public rental housing residents, about weak facility management and security system, and about socially isolated environment which heightened the fear of crime safety. Overall, poor maintenance of the complex environment and decrepit facilities are constantly raising risk of safety accidents especially for children. Considering residents' concern, environmental improvement should be considered in perspective of not only physical repair, but also facility management and security system.

The rapid growth of smartphone-to-Internet of Things (IoT) connections and the explosive demand for data usage centered on mobile video are increasing day by day, and this increase in data usage creates many problems in the IP system. In a full-based environment, in which information requesters focus on information providers to receive information from specific servers, problems arise with bottlenecks and large data processing. To address this problem, CCN networking technology, a future network technology, has emerged as an alternative to CCN networking technology, which reduces bottlenecks that occur when requesting popular content through caching of intermediate nodes and increases network efficiency, and can be applied to military information and communication networks to address the problem of traffic concentration and the use of various surveillance equipment in full-based networks, such as scientific monitoring systems, and to provide more efficient content.

This paper proposes a case study of applying to DO-278A, which is a software development standard of ground aviation equipment in communication, navigation, surveillance/air traffic management (CNS/ATM) domain, in order to develop software of Advanced surface movement, guidance and control system (A-SMGCS). It explains considerations to application of DO-278A standard, discusses how to tailor processes or requirements specified in DO-278A in detail, and explain tailored results. And it also summary problems or issues occurred during application of DO-278A, which can be appeared when DO-278A is applied to for the first time by any development part. These are required considerations in order to reduce trial and error. To the conclusion, it explains lessons learned from application of DO-278A and suggest how to solve these problems or issues.
Safety assessment is an essential activity for developing a system in the CNS/ATM domain. Up to now, there are many reference materials, but there is nothing that definitely specifies what to do and how to apply in the CNS/ATM. Another problem is that software assurance level has to be determined for a software under development. But there is nothing that defines a determination scheme of software assurance level. To solve these problems, this paper proposes a method to conduct a hazard assessment based on target level of safety defined in ICAO Doc 9689. To be applied generally in CNS/ATM domain, it mathematically defines procedures of hazard assessment. And it defines severity classification, probability, and safety objective of a system, which are necessary for hazard assessment, and it describes a method to apply event tree analysis process in order to conduct a hazard assessment.
