UTIS 교통정보 제공서비스 성과평가 인덱스 개발 (A Development of the Evaluation Index for UTIS Traffic Information Service)

  • 도로교통공단과 경찰청은 2005년부터 전국 주요도시에 교통정보센터, 도로교통정보시스템(UTIS), CCTV, VMS 통신망 등 교통정보 기반시설을 설치하는 "도시지역 광역교통정보 기반확충사업"을 추진 중에 있다. 중앙교통정보센터는 국내 교통정보 허브(Hub) 기능을 담당하는 동시에 표준화된 광역교통정보관리체계의 구축 및 지역간 구분없는 UTIS 교통정보를 제공하는 역할을 수행하고 있다. 본 연구에서는 중앙교통정보센터를 통해 통합 제공되는 UTIS 교통정보 서비스의 효율적 추진과 품질향상을 도모하기 위한 방안을 모색하기 위해 수행되었다. 최종수요자(End-User) 요구분석, 기존사례검토 및 계층적 분석기법(AHP) 등을 활용하여 UTIS 교통정보 제공서비스의 성과평가지표를 개발하였으며, 평가시행방안을 수립 제시하였다. 개발된 성과평가지표는 총 5개 부문 20개 지표로 구성되어 있으며, UTIS 교통정보 제공에 따른 직접적/간접적 평가가 가능토록 하였다. 본 연구에서 제시된 평가지표 및 평가방법을 활용함으로써 중앙교통정보센터 UTIS 교통정보 제공서비스의 품질 개선을 도모할 수 있을 것으로 기대되며, 타 교통정보시스템의 운영성과 평가 시에도 확장 적용이 가능할 것으로 판단된다.

  • 본 논문에서는 차등서비스 망의 성능 평가 문제를 다룬다. 성공적인 성능 평가를 위하여 적절한 트래픽 모델에 의하여 네트워크상의 실제 트래픽을 정확히 나타낼 수 있는 능력이 필수 요소이다. 실제 트래픽 측정의 성질에 대한 많은 연구 결과는 웹과 텔넷, P2P 트래픽을 포함하여 인터넷 트래픽에 대한 장기간-의존성을 증명하였다. 장기간 의존성은 자기유사성에 의하여 효과적으로 표현될 수 있다. 본 논문에서는 중첩된 On-Off 소스 모델, FFT-FGN 모델과 RMD 모델에 대한 특성 분석을 기반으로, 중첩된 On-Off 소스 모델을 이용하여 자기유사트래픽 발생기를 설계하고 구현한다. 생성된 트래픽의 자기유사성은 TCPdump 데이터의 패킷 도착 간격을 조사하여 확인하였다. 또한 구현된 트래픽 발생기를 차등서비스 망의 성능평가에 적용하여 On/Off 모델의 $\alpha$ 값에 대한 성능이 영향과, CBQ(Class-Based Queueing)에 의한 EF(Expedited Forwarding)/BE(Best Effort) 클래스 트래픽의 성능을 관찰한다.

휴리스틱 기법을 이용한 교통정보 어플리케이션의 시각화 평가 (The Visualization Evaluation of Traffic Apps using Heuristics Techniques)

  • 교통정보는 우리 생활과 밀접한 관련이 있으며, 최근 휴대용 전자기기의 보급과 발전이 급속화 됨에 따라 시공간의 제약 없이 손쉽게 얻을 수 있게 되었다. 특히 스마트 폰의 보급 율이 높아지면서 모바일 앱 형식의 교통정보 제공이 활발하게 이루어지고 있으며 그에 따른 이들 정보에 대한 사용자 편의성을 개선시키기 위한 사용성(Usability)향상이 중요한 과제로 떠오르고 있다. 그에 따라 이 논문에서는 현재 우리나라에서 제공되고 있는 교통정보 모바일 앱 네 개를 선정하여 그에 대한 비교평가 및 사용자 니즈를 도출하여 향후 교통정보 모바일 앱의 시각화 방향을 제시한다. 먼저 정보 시각화 평가와 관련 된 연구 및 연구동향을 정리하고, 교통정보 모바일 앱의 소개와 함께 각 모바일 앱에서 제공하는 시각화 서비스에 대하여 정리하였다. 다양한 평가기법 중 시각화 평가기법으로 적절한 휴리스틱 평가기법을 도입하여 교통정보 시각화 평가에 적절한 평가요소를 추출하였다. 평가 요소를 기준으로 설문조사를 실시하여 주관적일 수 있는 시각화 평가에 객관성을 부여하였고, 그 결과를 토대로 네 가지 교통정보 모바일 앱의 시각화 평가 결과를 도출하였다. 이 논문을 통해 도출 된 결과가 향후 교통정보의 시각화 서비스 발전에 기여할 수 있기를 기대한다.

도로 노면 안전성 분석을 위한 물고임 측정장비 개발 및 현장 적용성 연구 (Comprehensive Evaluation of Water-Reservoir Measuring Equipment for Highway Safety Analysis)

  • PURPOSES : The purpose of this study is development of automatic equipment to measure the road water-reservoir which can be one of factors for road traffic safety inspection and its application to safety analysis. METHODS : The scopes of this study are the examination of the riskiness and location of road water-reservoir through literature review, development of appropriate sensor and automatic equipment to survey the road water-reservoir and evaluation of field application. RESULTS: The laser lighting and IR camera were selected to develop the equipment. It was found from the field calibration that there is a high correlation between rutting and road water-reservoir and road water-reservoir caused by rutting can be correctly calculated. About 20.2km of national highway were inspected for case study and field application. It was found from correlation of traffic incident that 2.08km of the latent length for water-reservoir which is related to 12 traffic incidents were analyzed. CONCLUSIONS : This technique can be utilized evaluation method for road condition such as road water-reservoir for conventional evaluation system such as road traffic safety assessment and safety analysis and it can be use to new evaluation system to apply various road condition and traffic condition.

교통안전사업 유형별 평가항목의 가중치 특성분석 (Characteristic Analysis for Weight Values of Evaluation Items by Traffic Safety Project Type)

  • PURPOSES : The purpose of this study is to analyze the characteristics of the weight values of evaluation items by traffic safety project type. METHODS : In general, a large-scale investment in projects such as the traffic safety project requires economic analyses to be performed in advance. However, there is an argument for considering special characteristics of the traffic safety project. Therefore, this study conducted characteristic analysis of the weight values of evaluation items. The analysis consisted of two steps. The first step was hypothesis verification using analysis of variance (ANOVA). In this process, the authors examined whether the weight of evaluation items is the same regardless of the traffic safety project type. Based on the first step's results, the authors proceeded to the second step. The objective of this step was to analyze how different the weight values are by traffic safety project type using an analytic hierarchy process. RESULTS : According to the ANOVA test results, the benefit to cost ratios have different weight values based on traffic safety project type at the 0.01 significance level. The policy evaluation items, such as the plans connection, resident opinion, and regional equity, also showed the same results except that the result for the related plans connection was statistically significant at the 0.05 level. Based on the first step's result, the AHP analysis in the second step showed that the traffic safety projects for vulnerable users and pedestrians have very low weight values in economic evaluation factors compared with other safety project types. The weight values for vulnerable users and pedestrians were 0.29 and 0.26, respectively, in economic evaluation items. On the other hand, the weight values for other safety project types were around 0.6. Among the policy evaluation items, resident opinion showed a higher weight value than other factors, such as connection and regional equity items. CONCLUSIONS : The social and economic impact of a traffic safety project varies by project type and project characteristics. Although the economic approach is overarching and a reasonable methodology is applied for large-scale projects, it should be noted that the safety issue, especially for transportation of vulnerable uses, requires a non-economical approach. Based on the analysis results, this study suggests that the priority of the projects should be determined by separating them into independent assessment groups depending on their characteristics.

교통정온화사업 평가체계 개발에 관한 연구 (A Development of an Evaluation System for Traffic Calming Schemes)

  • 본 연구는 교통정온화(Traffic Calming)기법 적용시 고려되어야 할 평가지표들을 개발하고 이를 토대로 교통정온화 기법 평가시 주요하게 고려되어야 할 지표들을 AHP분석을 통하여 그 중요도를 분석하였다. 본 연구에 대한 결과를 요약해보면 다음과 같다. 주거지역과 상업지역 모두 교통정온화의 대분류의 가중치는 주거지역, 상업지역 모두 안전측면을 가장 중시하고 있음을 알 수 있었고, 주거지역과 상업지역 모두 공통으로 자동차 평균주행속도, 보차분리정도, 교통사고 심각도 순으로 도출되었다. 주거지역에서는 제한속도 보다 낮은 속도라 해도 주택가에서는 전반적인 평균속도가 보행약자의 안전을 지킬 수 있을 것이라 사료되기 때문에 '자동차 평균 주행속도'가 주요한 지표로 도출되었으며, 상업지역에서는 특성상 많은 보행량 때문에 '보차분리정도'의 중요도가 높은 것으로 나타났다. 평가지표를 사례지에 적용해본 결과 교통정온화는 주거지역에 적용하였을 경우, 그 효과는 상업지역에 적용하였을 때 보다 상대적으로 큰 것으로 나타났다. 본 연구의 결과는 향후 교통정온화 기법을 적용시 또는 정온화기법의 평가 시에 기초적인 자료로 활용 될 수 있을 것으로 판단된다.

우리나라 연안의 해상교통관리시스템 설치를 위한 기초 연구 한국연안의 교통관제대상해역 평가에 관하여 ( On the Mathematical Model for Evaluating the Applicability of the Vessel Traffic Management System)

  • The amount of cargoes and fishery production have increased continuously during the last decade due to the great growth of the Korean economy. These increasements have made our coastal traffic congested, and the future coastal traffic is also expected to increase considerably. The increased traffic can be a cause of large sea pollution as well a s greater sea casualties us as properties and human lives, which could result in a big national loss. In order to prevent the sea casualties and promote the safety of coastal traffic, the Vessel Traffic Management System (VTMS) along the Korean coastal waterway is inevitably introduced. But, the precise evaluation is necessary required prior to the implementation of VTMS because this system necessitates a huge amount of budgets. This paper aims to propose the model of evaluation process, but the evaluation as to the urgency of establishment is not only very complicated and fuzzy but also affected by the subjectivity of human. Therefore, fuzzy integral is adopted as the mathematical model of evaluation in which decision-maker can intervence by making decision considering the calculated membership-function. Four aspects, namely, the frequency of sea-casualities, the traffic volume, the frequency fuzzy day, and the complexity of waterway are selected as the item of evaluation, and the fuzzy measure are applied to the evaluation of 8 candidated regions such as the adjacent area to the port Inchen, Kunsan, Mokpo, Wando, Yosu, Pusan, Pohang, Donghae. As a result of evaluation, the priority as to the candidated regions is obtained, and the following prior execution regions, namely, the adjacent area to the port Pusan, Yosu, Mokpo & Wando are selected by considering the present situation, but, in the long run, the VTMS should be executed in the whole coast of the nation, through the cost-effectiveness analysis.

  • PURPOSES: This study proposes a novel method based on microscopic simulation models to evaluate bicycle passing ways in mixed traffic flow conditions at signalized intersections. METHODS: Both operational efficiency and safety are taken into consideration in the evaluation. A widely used performance measure, delay, is used for evaluating the operational efficiency. Regarding the safety evaluation, surrogate safety measures (SSM) to represent traffic conflicts and the level of crash severity, DeltaS and Max.DeltaV, are applied in the proposed method. RESULTS: Extensive simulations and statistical tests show that an integrated bike-box way is identified as the best in terms of operational efficiency and safety. CONCLUSIONS: The proposed method and outcomes of this study will be valuable for bicycle traffic operations and facility design.

음질을 기초한 교통소음의 척도화에 관한 연구 (A Study of the Evaluation Scale of Traffic Noise base on Sound Quality Index)

  • This paper describes the methodology for environmental assessments of traffic noise sources. An attempt is made to establish evaluation scale relationships between noise quality Parameters and subjective degrees annoyance. Subjective experimental was conducted to determine the subjective degrees annoyance that scaling score compare with reference and varieties noise source about modified traffic noises with $40{\sim}85dB$. Also a correlation analysis between noise rating index and satisfactory percentage of the noise dose response curves varied with response was conducted. As a result of study, subjective annoyance degree has not correlation of proportional linearity to the A weight noise level, but has correlation of proportional linearity to the index composed to loudness and tonality. It is suggested to be resonable level 4.9 (equivalence about 53dB) index on the out door noise limits for traffic noise and to be 6 step scale base on the linearity for evaluation traffic noise.

신뢰도 기준에 근거한 도로설계 대안에 대한 교통안전성 평가 (Evaluation of Highway Design Alternatives Based on Reliability Criterion for Traffic Safety)

  • It has been well known that traffic accidents occur under combined functional contributions of drivers, vehicles and road facilities, and that evaluation of safety levels for a specific road section or point is generally much complicated. Additionally, most of traffic accidents occur randomly implicating it is necessary to be evaluated in terms of probability theory. Thus, the evaluation model which reflects various characteristics and probabilistic distributions of traffic accidents has been necessary. The present paper provides a reliability based model with variables of probabilistic operating speeds and design speeds together which have been individually explaining associated characteristics in traffic accidents. Consequently, the model made it possible for speed management and road improvement projects to be evaluated in a common index. Application studies were performed in three cases. Through the studies, couples of facts were identified that the model successfully considered the probabilistic operating speeds and design speeds together and that then, the model evaluated road safety alternatives relatively which are complicatedly characterized and differently located.
