Recently, the paradigm of road policy has been focused on user safety. Recently, the number of road facility improvement project has been continuously increased but the economic feasibility (B/C ratio) is insufficient. Therefore, it is necessary to select a reasonable road improvement project through accurate and objective analysis of the road safety evaluation. In this study, to develop a new road safety evaluation method, data were collected based on the current road safety evaluation method for 75 routes including national roads and provincial ones. Based on the collected data, problems were analyzed and utilized as the basic factors of the new road safety evaluation method. Therefore, in this study, traffic accidents were reflected as a general evaluation item by weighing to solve these problems, and the evaluation items were added from experiences and ideas of the local public officials. For each evaluation item, a reasonable weight was determined through AHP (Analytic Hierarchy Process) questionnaire evaluation with highway experts. In addition, the safety index was determined based on the evaluation criteria for each evaluation item. The criteria for evaluating the danger zone are determined by the overall safety index. Finally, the criteria for selection of road improvement projects based on the overall risk level were derived.
Since 1961, Aviation Act has regulated all aspects related to air transport business, aviation safety and airport. However, we are to face the new challenges that have to support air transport business more efficiently and air transportation services to the people effectively in condition of the globally competitive air transport industry. In this sense, the government proposed to devide "Aviation Act" into 'Air Transport Business Act', 'Aviation Safety Act', 'Airport Facility Act' in a timely manner. At first I am to take a look about the laws of traffic-related legislation and national laws of Japanese aviation system, and to evaluate implications. In addition, the background, the organization and the main information of the Act (Draft) will be introduced. And I would like to discuss the issues raised and suggest an alternative. In particular, the name of the Act (Draft), the specifying of airport manager operater, accounting method of airport development projects belong to the nation, the delegation of the authority and other issues are discussed to provide a starting point. In conclusion, the division of current "Aviation Act" is considered absolutely necessary. To stimulate fair competition, safety regulations and efficiency, the legislation process would be desirable in the direction of the total development of the aviation industry as well as ensuring aviation safety.
As the diversity of disasters continues to increase, the concept of "complex disasters" has gained prominence in various policies and studies related to disaster management. However, there has been a certain limitation in the availability of the systematic statistics or data in advancing policies and research initiatives related to complex disasters. This study aims to analyze the macro-level characteristics of the complex disasters that have occurred domestically utilizing a 30-year span of a news data. Initially, we categorize the complex disasters into the three types: "Natural disaster-Natural disaster", "Natural disaster-Social disaster", and "Social disaster-Social disaster". As a result, the "natural diaster-social disaster" type is the most prevalent. It is noted that "natual disaster-natural disaster" type has increased significantly in recent 10 years (2011-2020). In terms of specific disaster types, "Storm and Flood", "Collapse", "Traffic Accident", "National Infrastructure Paralysis", and "Fire⋅Explosion" occur the most in conjunction with other disasters in a complex manner. It has been observed that the types of disasters co-ocuuring with others have become more diverse over time. Parcicularly, in recent 10 years (2011-2020), in addition to the aforementioned five types, "Heat Wave", "Heavy Snowfall⋅Cold Wave", "Earthquake", "Chemical Accident", "Infectious Disease", "Forest Fire", "Air Pollution", "Drought", and "Landslide" have been notable for their frequent co-occurrence with other disasters. These findings through the statistical analysis of the complex disasters using long-term news data are expected to serve as crucial data for future policy development and research on complex disaster management.

According to the Maritime Safety Act, there are all 34 routes including 5 traffic safety zones, 3 traffic separation schemes, 26 routes designated by regional maritime affairs departments in the Republic of Korea. In the SOLAS convention, the route information should be is effectively used for the safe navigation. However, the route information is complicatedly composed of the location of the route, the navigation rule by each route, the restriction of the navigation, and the anchorages. Moreover, the present method of providing information using the navigational chart and other publications is not effective for users to grasp the navigational information. Therefore, it was conducted to study the design of the S-100 based routing information data model developed by the International Hydrographic Organization to find ways to more effectively provide route information. To do this, the analysis of route requirement, selection of items, encoding test and users' review were carried out. Through expert user review, it was evaluated that the study on the design of the route information data model can be utilized as a good basic data for the route information integration service. Future research on the development of route information data models is expected to provide integrated route information services.
The subject this paper is the signal control strategy under oversaturated conditions. The nature of traffic control for oversaturation is essentially different from the standard control modes. While under non-saturated situation traffic control is needed for the sake of safety and efficiency, the throughput is essential under oversaturated conditions. Therefore berth objective and strategies differ. For an oversaturated stream the cycle time and the signal offset are thought to be of rather secondary importance. For this case the green split may well be the most important control variable to serve the excessive demand. Up to now, however, most efforts have concentrated on the strategy with the concept which lies just on the extension of Webster's. "Green-split Coordination Strategy for Over-Saturated Networks", presents newly contrived three types of strategies named Forward-coordination, Backward-coordination and Network-coordination respectively and describes the algorithms with the evaluations. The forward coordination strategy treats the forward wave of flow between two signals. The aim is to prevent the outbreak of queue due to the accumulation of temporary excess of demand in near-saturation or saturation flow. The backward coordination strategy treats the backward rave of flow between two signals. The goal is to prevent the waste of green time caused by the exit block at the upstream signal. for this purpose a feedback regulation is provided of the upstream green-split so that the inflow-outflow balance is kept zero. The resultant surplus of green time is alloted to other signal stages. Also here the examination is made of the appropriate value of the feedback control parameter. The network coordination strategy is operated to maximize the network throughput in a specific direction applying a bang-bang control at the bottleneck intersection. This is a type of intervenient control for policy reasons. For this strategy the green-split coordinations, particuarly the backward coordination, are essential as the tactical elements. In order to evaluate the preposed strategies those are compared with the latest existing strategy called saturation-degree-ratio control by the simulation experiments in an assumed 4$\times$4 grid network. The results are satisfactory showing a 10-15% reduction in delays and a 15% increase in network capacity.

As industrial technology advances, convenience is also being developed. Many people living in big cities are commuting using transportation such as buses, taxis, cars, etc. and enjoy leisure, so research is needed to reduce the damages caused by traffic accidents. This study deals with estimating road-level rainfall in real-time. A rainfall observation data and radar data provided by the Korea meteorological administration were collected in real-time to create an integrated database, which was estimated as road-level rainfall by universal kriging method. Besides, we conducted a study to interactively visualization of mash-up road traffic information in real-time with integrating rainfall information.

When introducing a new policy or technology, it is common for both opposing and approving opinions to exist. In particular, identifying factors that influence opposing opinions can be the first step to successfully introducing new policies or technologies. The purpose of this study is to identify the factors affecting the acceptability of tram, a new transportation mode, in urban areas of Jeju. For this purpose, a survey was conducted on 326 Jeju residents and 104 tourists for eight days, and the surveyed data was analyzed for the main factors affecting acceptability using structural equation modeling (SEM). As a result, it was found that the higher the recognition of tram operation characteristics, the more positive the acceptability. In particular, while tram operation in downtown Jeju was evaluated positively from the perspective of the convenience of using public transportation and the urban environment, it was evaluated negatively from the perspective of traffic crashes, congestion, and pedestrian safety due to traffic conflicts. These results are expected to be used as a basis for establishing policies to successfully adopt trams in Jeju City in the future.
As various social problems occur due to increasing traffic accidents, the government has setup and executed strong safety policies. As a result, the number of traffic accidents and the death toll have been decreasing in recent years. However, the setup and execution of the various policies for reducing traffic accidents cost much, so it is necessary to evaluate the cost-effectiveness of each policy. In the present study, enforcement by means of an unmanned over-speed enforcement system, the enforcement effect of which was proven good compared to the cost required for traffic enforcement, is compared with enforcement by policemen. As a result of the comparison, the average speed was 82.66 km/h before the use of unmanned systems and policemen; the average speed with manned enforcement was 70.57 km/h; and the average speed with unmanned systems was 67.85 km/h. The speed limit violation rate was 65% before the use of unmanned systems and policemen; 32% with manned enforcement; and 15% with unmanned systems. Considering the kinds of vehicles, the average speed and violation rate were highest among private cars, then vans, and then trucks.. Considering lanes. The accident rate was estimated based on the above results, and the input cost-to-advantage was estimated. The annual cost-to-advantage was estimated by comparing the above estimated values with the conditions before the unmanned over-speed enforcement system. Subsequently, the enforcement by policemen showed a negative advantage of 76,130,590 won, and the enforcement by the unmanned system showed a positive advantage of 38,577,670 won.
This paper is related to a study on safety management of cosmic radiation in the aviation area, and as a comprehensive study encompassing not only aviation crew but also aviation traffic users, presents issues on an exposure to the cosmic radiation which authors predict may be intensified in a time to come. Although the government of the Republic of Korea has recently activated regulations related to the cosmic radiation, the following improvement measures are further urged to be carried out not only as a regulatory improvement for pushing ahead with effectiveness but also as a supplementary tool. Firstly, a dose limit corresponding to the international standard needs to be applied. Since the dose limit imposed by the Korean government is improperly higher than the international dose limit of the cosmic radiation, the present dose limit needs to be re-established in a range of "not exceeding the international recommendation". Secondly, a new methodology is needed such that aviation companies observe a yearly effective dose limit of passengers. A fact that only aviation crew is specified but passengers are excluded in the related regulation is based on a recommendation presented by the International Commission on Radiological Protection (ICRP). According to the recommendation, Korean government excluded passengers in the "Cosmic Radiation Safety Requirements for Crew". Among the present aviation regulations, there exists a protection standard for protecting aviation traffic users. However, it presents a damage protection only for ticket-related issues. Since this regulatory weakness provides a cause of endangering national health, the authors believe that an improvement in the regulation is needed without sticking to the recommendation from the ICRP. To this end, new regulations are strongly demanded from aspects of not only legal but also regulatory areas. The dose limit in accordance with the international standard is established. However, at least a minute amount of cosmic radiation is continuously acting on all people of Korea. Since more and higher level of cosmic ration may exist in the aviation space, an improved method of representing the minute amount of cosmic radiation in figures. As a result, a desirable regulation may be established for protecting not only crew but also aviation traffic users from being exposed to the cosmic radiation via a legislation of the desirable regulation.
PURPOSES: The purposes are to analyze the pedestrian accident severity and to develop the accident models by arterial road function. METHODS: To analyze the accident, count data and ordered logit models are utilized in this study. In pursuing the above, this study uses pedestrian accident data from 2007 to 2011 in Cheongju. RESULTS : The main results are as follows. First, daytime, Tue.Wed.Thu., over-speeding, male pedestrian over 65 old are selected as the independent variables to increase pedestrian accident severity. Second, as the accident models of main and minor arterial roads, the negative binomial models are developed, which are analyzed to be statistically significant. Third, such the main variables related to pedestrian accidents as traffic and pedestrian volume, road width, number of exit/entry are adopted in the models. Finally, Such the policy guidelines as the installation of pedestrian fence, speed hump and crosswalks with pedestrian refuge area, designated pedestrian zone, and others are suggested for accident reduction. CONCLUSIONS: This study analyzed the pedestrian accident severity, and developed the negative binomial accident models. The results of this study expected to give some implications to the pedestrian safety improvement in Cheongju.
