Modelling and Evaluation of Traffic Flow with Variable Speed Limit on Highway (연속류 가변속도제어 모형개발 및 효과분석)

  • Variable speed limit(VSL) is one of the highway ITS techniques designed to prevent accidents and traffic slow down by reducing congestion or speed variation between vehicles and lanes prior to arrive at the accident location by limiting speed. In Korea, while people have recognized the need for variable speed limit beginning with Seoul's urban expressway and installed facilities in order to provide guide for speed limit per lane and lane use, there has not been enough development of algorithm for internal administration as well as research on the basic principles behind administering variable speed limit. This study is for modeling and evaluating the VSL strategies based on the traffic flow theory. Supply-Demand method of the Cell Transmission Model is applied to demonstrate the traffic features and shockwaves to upstream of the bottleneck with/without VSL. We verified the explanation of Cell Transmission Model for the numerical example. and as the result, it is found that VSL strategies can reduce the total travel time in the congested section and variation of the speed. It means VSL is useful to improve the traffic condition and the safety on highway

  • The purpose of this study is to develop a Bridge Disaster Management System for bridge safety control using Geographic Information Systems(GIS). The constructed database includes several graphic layers such as basemap, road, bridge location, etc. and has related text attributes for 32 bridges and its facilities in Chinju City. Using the language of Visual Basic 5.0, personal computer based Bridge Disaster Management System which has several functions for bridge safety analysis was developed. The developed GIS based Bridge Disaster Management System has the functions of fast and efficient data searching, file management, searching and management of bridge characteristics, bridge related map viewing, searching and management of traffic survey, bridge inspection and repair work results, and evaluating the bridge safety grades, etc..

  • According to the Facility Management System (FMS) operated by the Korea Authority of Land & Infrastructure Safety, it is expected that the number of aging facilities that have been in use for more than 30 years will increase rapidly to 13.9% in 2019 and 34.5% in 2929, and end up with a social problem. In addition, with the revision of "Common Application of Seismic Design Criteria" by the Ministry of Public Administration and Security in 2017, it is mandatory to re-evaluate all existing road facilities and if necessary seismic reinforcement should be done to minimize the magnitude of earthquake damage and perform normal road functions. The seismic performance management-decision support technology currently used in seismic performance management practice in Korea only determines the earthquake-resistance reinforcement priority based on the qualitative index value for the seismic performance of individual facilities. However with this practice, normal traffic functions cannot be guaranteed. A new seismic performance management decision support technology that can provide various judgment data required for decision making is needed to overcome these shortcomings and better perform seismic performance management from a road network perspective.

  • An Airport is important space and even stands for the country because diverse people from other countries use a variety of facilities in the gateway to the country. A Study on Major Safety Problems and Improvement Measures of Personal Mobility (개인형 이동장치의 안전 주요 문제점 및 개선방안 연구)

  • Purpose: The recent increased use of Personal Mobility (PM) has been accompanied by a rise in the annual number of accidents. Accordingly, the safety requirements for PM use are being strengthened, but the laws/systems, infrastructure, and management systems remain insufficient for fostering a safe environment. Therefore, this study comprehensively searches the main problems and improvement methods through a review of previous studies that are related to PM. Then the priorities according to the importance of the improvement methods are presented through the Delphi survey. Method: The research method is mainly composed of a literature study and an expert survey (Delphi survey). Prior research and improvement cases (local governments, government departments, companies, etc.) are reviewed to derive problems and improvements, and a problem/improvement classification table is created based on keywords. Based on the classification contents, an expert survey is conducted to derive a priority improvement plan. Result: The PM-related problems were in 'non-compliance with traffic laws, lack of knowledge, inexperienced operation, and lack of safety awareness' in relation to human factors, and 'device characteristics, road-drivable space, road facilities, parking facilities' in relation to physical factors. 'Management/supervision, product management, user management, education/training' as administrative factors and legal factors are divided into 'absence/sufficiency of law, confusion/duplication, reduced effectiveness'. Improvement tasks related to this include 'PM education/public relations, parking/return, road improvement, PM registration/management, insurance, safety standards, traffic standards, PM device safety, PM supplementary facilities, enforcement/management, dedicated organization, service providers, management system, and related laws/institutional improvement', and 42 detailed tasks are derived for these 14 core tasks. The results for the importance evaluation of detailed tasks show that the tasks with a high overall average for the evaluation items of cost, time, effect, urgency, and feasibility were 'strengthening crackdown/instruction activities, education publicity/campaign, truancy PM management, and clarification of traffic rules'. Conclusion: The PM market is experiencing gradual growth based on shared services and a safe environment for PM use must be ensured along with industrial revitalization. In this respect, this study seeks out the major problems and improvement plans related to PM from a comprehensive point of view and prioritizes the necessary improvement measures. Therefore, it can serve as a basis of data for future policy establishment. In the future, in-depth data supplementation will be required for each key improvement area for practical policy application.

  • To cope with traffic congestion, traffic accidents and lack of parking facilities, caused by dramatic increase in total vehicle number, vigorous researches on managing vehicles efficiently are done, both domestically and internationally. The vehicle license plate recognition makes effective management of traffic possible, with its wide application in many fields, covering from speed enforcement, collecting toll, stolen vehicle detection to parking management. The vehicle license plate recognition system causes high cost for collecting training data. Many researches are done by using the virtual sample method, which can be effective for utilizing limited number of training data by generating virtual sample. This paper investigates techniques to improve the performance of vehicle license plate recognition by using the training data's annexation. Also, popular methods for virtual sample creation used for text recognition algorithm are analyzed and their effectiveness is verified.

  • It needs an Integration Management Center in u-City to mange all events for an efficiency of city function, to enhance an installed infrastructure of information, and to provide u-Service like residence, administration, and culture in real time. Integration Management Center is a place to provide a city information from gathering data of communication network, traffic network, and facilities. The u-Services in Integration Management Center need an Integrated Platform to integrate verticality and horizontality between service layer. This paper study an infrastructure of Integration Operation Center and Integrated Platform. Lastly the topics are suggested how to make it a success in u-City.

  • In this paper, we have implemented the device management system to upgrade T-PAK software in mobile phone. The hybrid scheduling method and selective upgrade method are proposed. Hybrid scheduling method is based on distribution of delivery data in accordance with network traffic load and service priority from device management server to mobile phone. Selective upgrade method manages DSL classified by T-PAK software version to be upgrade using version management established in OMA DM SCOMO. Key mechanism of selective upgrade method is to only deliver DSL to be replaced to the mobile phone. We made an experiment on two methods using MS-700T terminals. The experimental result shows that the proposed method is faster than normal from delivery time standpoint.

  • Roads have been developed throughout the history of mankind, and play a significant role among many traffic facilities for the economy, politics and cultures of our lives. However, the management of roads has not been fully scientific or systematic due to governmental policies focused on construction resulting in damages, and the loss of drawings for existing roads. In this case, it is difficult to manage roads using normal cadastre due to its time consuming work. And, when applying satellite surveying to rapidly extract the centerline of roads, it is impossible to obtain data about the status of internal tunnels. Therefore, this study can be used to extract optimum alignment data of tunnels using the data from satellite surveying, and is a practical paper which can contribute to efficient management and usage of alignment data and road facilities in establishing a HMS(Highway Management System) for the renewal and management of the alignment data of roads, by comparing the data from satellites with the alignment data in existing drawings.

  • Though the concept of Life-Cycle Cost (LCC) itself is not new, its effectiveness for planning, design, rehabilitation and maintenance/management of civil infrastructures is becoming increasingly recognized. For the decision problems as in the case of the LCC of plant facilities, equipments, bridge decks, pavements, etc., the Life-Cycle Cost Analysis (LCCA) is relatively simple, and thus its practical implementation is rather straightforward. However, when it comes to major infrastructures such as bridge, tunnels, underground facilities, etc., the LCCA problem becomes extremely complex because lack of cost data associated with various direct and indirect losses, and the absence of uncertainty data available for the assessment as well. As a result, the LCC studies have been largely limited only to those relatively simple LCCA problems of planning or conceptual design for making decisions. Accordingly, in the recent years, the researchers have pursued extensive studies on the LCC effectiveness mostly related to LCC models and frameworks for civil infrastructures. Moreover, recently the demand on the practical application of LCC effective decisions in design and maintenance is rapidly growing unprecedently in civil engineering practice. Indirction cost is very important on LCC formulation. But that is very difficult and complicate the estimation every LCC. The objective of this paper is to suggest efficient regression model for the estimation of indirect cost approach to the practical application of LCC for the design and rehabilitation of civil. infrastructures considering traffic, traffic network, detour condition, and workzone condition. In this paper, it performed the sensitivity analysis and correlation analysis of parameter for development of regression model of inflection cost.
