항공교통업무증명제도 도입과 운영 방안에 대한 연구: 소규모 비행장을 중심으로 (A study on introduction and operation plan of air traffic services operating certification system: Centered on small airfields)

  • In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

비엔나협약규정 신호체계와 우리나라 신호체계에 관한 비교연구 (A Comparison Study of the Signal Systems in the Korean Road Traffic Law and the Convention on Road Signs and Signals)

  • 20세기 국제사회는 이해관계의 복잡화와 교통수단의 발달로 국가간 경제적 교류 및 민간방문이 증가하였다. 이로 대두되는 국제 도로교통 안전 및 활성화 문제를 해결하기 위하여 1968년 국제연합은 교통신호, 교통표지, 노면표시의 통일성을 규정하는 '68 비엔나협약을 제정하였다. 우리나라는 도로교통법을 기준으로 교통신호체계를 설치 및 운영하고 있으며 그 내용은 비엔나협약과 다르다. 본 연구에서는 도로교통법 및 현장에서 운영되는 신호체계를 고려하여 우리나라 교통신호체계와 비엔나협약이 규정하는 신호체계의 상이점을 발견하고. 우리나라가 국제 중심 국가로서 준비하여야 할 교통신호체계 발전방향을 검토한다. 분석결과 우리나라의 비엔나협약 가입필요성은 현시점에서 낮은 것으로 판단되었으나 장래에 국제화를 준비하는 과정에서 비엔나협약이 규정하는 내용이 도로교통법에 반영될 필요가 있을 경우, 녹색등화 의미 규정 포함 우리나라 도로교통법 전체 8개 부분에서 재조정이 필요한 것으로 도출되었다. 이러한 도로교통법 재조정에 따라 가변형가변등 신호등의 교체 등 6개 부분에서 수반되어야 하는 준비사항을 제시하며, 우리나라의 교통신호제어 시스템을 국제적인 기준의 선진교통체계로 발전시키기 위하여 개선 정비되어야 할 주요 연구방향을 제시한다.

산업단지 유형에 따른 교통사고 특성 비교 분석 (Comparative analysis of Traffic Accidents Characteristics using Various Types of Industrial Complexes)

  • PURPOSES : The objective of this study is to identify the characteristics affecting traffic accidents that have occurred in 564 industrial complexes nationwide from 2011 to 2015. METHODS : The traffic accidents were specified using various factors such as industrial complex type (national VS. general), industrial complex degradation (old VS. non-old), location of complex (capital VS. non-capital), and traffic law violation (speeding, signal violation, and median invasion). The average number of crashes and accident ratio (fatal, severe, and both) in terms of characteristics of industrial complexes were calculated. With a sample of crashes of the industrial complexes for 5 years, statistical significances were tested to analyze and compare the differences based on industrial complex and traffic law characteristics using parametric and non-parametric methods. RESULTS : From statistical results, it is observed that the crash frequency occurring in old industrial complexes is three times higher than that in non-old industrial complexes. Old industrial complexes located in a capital area, old national industrial complexes, and old general industrial complexes are considerably related to higher crash frequency, but the fatal accident ratio appeared to have no statistical difference across industrial complex characteristics. Severe crashes are more likely to occur in non-old industrial complexes on an average. CONCLUSIONS : It is necessary to eliminate potential threats to roads and traffic in the same manner as illegal parking in industrial complexes through the restoration of old industrial complexes. To improve the efficiency of road infrastructure, efforts should be made to improve traffic safety in accordance with industrial characteristics such as planning and operation of relevant local government programs.

소방관련 긴급자동차의 교통사고처리 특례방안 (The Special Plan of the Traffic Accident Treatment in the Emergency Car Concerning Fire Fighting)

  • 소방자동차의 교통사고가 과거에 비하여 빈번해지고 있다. 그 이유는 화재, 구조, 구급, 민원 등의 수요가 급격하게 증가하였기 때문이다. 또한 소방자동차는 긴급하게 출동하여야 하기 때문에 교통법규를 부득이 하게 위반하게 된다. 이것이 원인이 되어 교통사고로 이어진다. 교통사고 발생하게 되면 도로교통법 위반의 동기가 긴급한 상황이라 할지라도 그 불이익의 정도는 크게 달라지지 않는다. 따라서 소방공무원은 신분상 경제상불이익을 홀로 감당하여야 한다. 이러한 상황에서 소방공무원은 불이익을 받지 않기 위해 소극적 출동을 할 수밖에 없다. 소방과 관련한 상황들은 대부분 시급을 다투는 상황이다. 그럼에도 불구하고 교통사고로 인한 불이익 두려워 소극적 출동을 한다면 그로 인해 발생하는 피해는 국민이 부담하게 된다. 따라서 소방공무원이 신속하게 출동하여 국민의 생명과 재산을 구할 수 있도록 하기 위해서는 특별한 제도적 보호장치가 마련되어야 한다. 이 방안으로써 긴급자동차의 사고처리의 관한 특례법이 제정될 필요성이 있다. 이 특례법의 제정을 통하여 소방자동차를 운전하는 소방공무원에게 교통사고로 인한 불이익이 돌아가지 않도록 하여야 한다.

고령탑승자의 좌석별 상해정도에 관한 연구 (Multinomial Logit Framework to Evaluate the Impact of Seating Position on Senior Occupant Injury Severity in Traffic Accidents)

  • A rapid increase in traffic accidents involving senior vehicle occupants has been an issue in Korea because of the aging of the population occurring at one of the fastest rates in the world; unfortunately, few studies beyond several looking at the effect of senior occupants on the level of accident injury severity can be found in the literature. A Multinomial logit model was estimated with Newton-Raphson algorithm to perform bias-reducing penalized likelihood optimization. Model covariates integral to developing the model were included, but the main focus was on the interaction of seating position and injury to senior vehicle occupants. It was found that the likelihood of an accident resulting in a fatality increased: 2.2 times for the driver seat, 2.7 times for the front passenger seat, and even 6.7 times for the rear seat. A mandatory seatbelt law to be extended to the rear seat needs to pass the assembly as soon as possible, and government, industry, and safety groups should be encouraged to join forces to strongly carry out targeted campaigns for the wearing of seatbelts in all vehicle seats to enhance the safety of senior occupants as well as other occupants who are vulnerable to road traffic accidents.

알코올 소비와 음주교통사고 (Alcohol Consumption and Alcohol-involved Traffic Accident)

  • Recently, occurrence of alcohol-involved traffic accidents is increasing while all the accidents by violation of law except drunk driving. Traffic accidents by drunk driving has a great external cost. In detecting drunk driving, blood alcohol content Many studies reported close correlation between blood alcohol content and traffic accidents by drunk driving. The risk of traffic accidnet increases exponentially as blood alcohol content increases. To control traffic accidents by drunk driving, decide target population. Heavy drinkers are few and responsible for a small part of the loss while casual drinkers are many and responsible for a large part of the loss. Casual drinkers need to be included in the targer population for the control of traffic accident by drunk driving. Stragegies to reduce the quantity of alcohol consumed, change the pattern of drink, such as frequency of drinking, raise of perceived risk of accident need to be sought.

교통안전정책 강화의 교통사고 감소효과 분석 (The Impact of Traffic Safety Measures on Reducing Traffic Accidents)

  • 본 연구는 1990년대 이후 실시된 교통사고 줄이기 운동 실시, 무인단속카메라 설치, 좌석안전띠 착용 의무화, 음주운전 삼진아웃제 등 8가지 교통안전정책의 개입효과를 ARIMA방법을 사용하여 분석하였다. 분석의 관점은 교통안전정책 강화가 전체 교통사고에 미치는 영향. 교통안전정책 강화가 일정지역의 교통사고에 미치는 영향, 특정교통안전정책 강화가 특정 법규위반으로 인한 교통사고에 미치는 영향으로 세분하였다. 분석 결과 교통사고 줄이기 운동 실시, 교통법규위반 신고보상금제, 음주운전 삼진아웃제 등이 교통사고 사망자수를 줄이는데 효과가 있는 것으로 나타났으나 통계적으로 유의하지 못하였다.

An Adaptive Proportional Integral Active Queue Management Algorithm based on Self-Similar Traffic Rate Estimation in WSN

  • Wireless Sensor Network (WSN) is made up of a number of sensor nodes and base stations. Traffic flow in WSN appears self-similar due to its data delivery process, and this impacts queue length greatly and makes queuing delay worse. Active queue management can be designed to improve QoS performance for WSN. In this paper, we propose self-similar traffic rate estimating algorithm named Power-Law Moving Averaging (PLMA) to regulate packet marking probability. This algorithm improves the availability of the rate estimation algorithm under the self-similar traffic condition. Then, we propose an adaptive Proportional Integral algorithm (SSPI) based on the estimation of the Self-Similar traffic rate by PLMA. Simulation results show that SSPI can achieve lower queue length jitter and smaller setting time than PI.

횡단보도의 교통사고 범위 설정에 관한 연구 (The Setting in the Range of Traffic Accident on the Crosswalk)

  • Under the current law or system, the range of traffic accident on the crosswalk does not reflect the characteristics of traffic accident and the pedestrian's walking pattern. Thus, this study conducted a video recording survey on the 250 spots which are high to traffic accident rate of pedestrian-vehicle to reset the range of traffic accident on or near the crosswalk considering the characteristics of traffic accident and the pedestrian's walking pattern. Based on the collected data through a video recording survey, this study analyzed the pattern of pedestrians and extracted the variables influenced in the pedestrian's walking pattern. After conducting the regression analysis, this study made the model of measuring the range of traffic accident on the crosswalk. Through all processes these, this study reset the range of traffic accident on the crosswalk which could minimize the disadvantages of pedestrian when they have an accident on the crosswalk and ensure the right of way of pedestrian.
