Economic Impacts of Carbon Reduction Policy: Analyzing Emission Permit Price Transmissions Using Macroeconometric Models (탄소감축 정책의 경제적 영향: 거시계량모형에 기반한 배출권가격 변동 효과 분석)

  • The emissions trading system stands as a pivotal climate policy in Korea, incentivizing abatement equivalent to 87% of total emissions (as of 2021). As the system likely has a far-reaching impact, it is crucial to understand how the real economic activity, energy sector, as well as environment would be influenced by its implementation. Employing a macroeconometric model, this paper is the first study analyzing the effects of the Korean emissions trading policy. It interconnects the Korean Standard Industrial Classification (Economy), Energy Balance (Energy), and National Inventory Report (Environment), enhancing its real-world explanatory power. We find that a 50% increase in emission permit price over four years results in a decrease in greenhouse gas emissions (-0.043%) and downward shifts in key macroeconomic variables, including real GDP (-0.058%), private consumption (-0.003%), and investment (-0.301%). The price increase in emission permit is deemed crucial for achieving greenhouse gas reduction targets. To mitigate transition risk associated with price shocks, revenue recycling using auction could ensure the sustainability of the economy. This study confirms the comparative advantage of expanded current transfers expenditure over corporate tax reduction, particularly from an economic growth perspective.

A Study on the Basic Requirements and Operation Plan of E-trade Platform (전자무역 플랫폼의 기본요건과 운영방안에 관한 연구)

  • The rapid development of internet information technology has increased interest in e-Trade these days, but it is not activated greatly up to now. In order to promote e-Trade, it is essential to construct cooperative process such as connecting systems among trade related parties. Building e-Trade platform which is based on the infrastructure of the past trade automatic system is key point of promoting e-Trade. To do this, a study on the basic concept and specific components of e-Trade platform is needed absolutely. At this point of view, after this paper has examined domestic and foreign studies on the fundamental technologies about electronic commerce, it drew several key technologies that could be applied to e-Trade considering the current IT trend. Then it evaluates these technologies according to Technology Reference Model(TRM) of the National Computerization Agency. This will help us to show the operation strategy as well as the concept of future e-Trade platform and its composition. On the basis of the theoretical background, this paper classified NCA's technology model into 6 fields, which are application. data, platform, communication, security and management. Considering the key technologies, e-Trade platform has to be mutually connected and accept international standards such as XML. In the aspect of business side, trade relative agencies' business process as well as trading company's process has to be considered. Therefore, e-Trade platform can be classified into 3 parts which are service, infrastructure and connection. Infrastructure part is compared of circulating and managing system of electronic document, interface and service framework. Connecting service (application service) and additional service (application service) consist of service part. Connecting part is a linking mutual parts and can be divided into B2B service and B20 service. The organization operating this e-trade platform must have few responsibilities and requirements. It needs to positively accept existing infrastructure of trade automatic system and improving the system to complete e-trade platform. It also have to continuously develop new services and possess ability to operate the system for providing proper services to demanders. As a result, private sector that can play a role as TTP(Third Trust Party) is adequate for operating the system. In this case, revising law is necessary to support the responsibility and requirement of private sector.

Prediction of the Probability of Job Loss due to Digitalization and Comparison by Industry: Using Machine Learning Methods

  • Purpose - The essential purpose of this study is to analyze the possibility of substitution of an individual job resulting from technological development represented by the 4th Industrial Resolution, considering the different effects of digital transformation on the labor market. Design/methodology - In order to estimate the substitution probability, this study used two data sets which the job characteristics data for individual occupations provided by KEIS and the information on occupational status of substitution provided by Frey and Osborne(2013). In total, 665 occupations were considered in this study. Of these, 80 occupations had data with labels of substitution status. The primary goal of estimation was to predict the degree of substitution for 607 of 665 occupations (excluding 58 with markers). It utilized three methods a principal component analysis, an unsupervised learning methodology of machine learning, and Ridge and Lasso from supervised learning methodology. After extracting significant variables based on the three methods, this study carried out logistics regression to estimate the probability of substitution for each occupation. Findings - The probability of substitution for other occupational groups did not significantly vary across individual models, and the rank order of the probabilities across occupational groups were similar across models. The mean of three methods of substitution probability was analyzed to be 45.3%. The highest value was obtained using the PCA method, and the lowest value was derived from the LASSO method. The average substitution probability of the trading industry was 45.1%, very similar to the overall average. Originality/value - This study has a significance in that it estimates the job substitution probability using various machine learning methods. The results of substitution probability estimation were compared by industry sector. In addition, This study attempts to compare between trade business and industry sector.

Analysis of Bilateral Input-Output Trading between Vietnam and China

  • This study attempts to analyze trade flows between Vietnam and China in order to understand the mutual influence of bilateral trade relations. China is a country with the world's leading economic potential. China and Vietnam are neighboring countries sharing a border of 1,281 km. Trade relations between the two countries are a necessity and, with a right policy, are beneficial to both. Vietnam has a trade deficit with China. This situation is exacerbated by the continuing rise in the gap. Vietnam trade deficit from China was USD12.5 billion in 2010, increasing to USD24 billion in 2018. Data are extracted from the 2015 national input-output tables of Vietnam and China as well as Vietnam Household Living Standard Survey statistics. The research identified 36 sectors of bilateral input-output trade between Vietnam and China. A bilateral output-input model is applied to analyze how final demand and use of input in the production of this country induces output and value added of the other country. The results show that China benefits more from Vietnam's production and consumption than Vietnam does. Vietnam's inter-sector structure does not stimulate domestic production due to the absence of supporting products as inputs in the production process.

  • The purpose of the study is to derive success factors of B2C reverse auction business model, a business model contributes to the recent innovative practices in e-commerce and service sector. Electronic reverse auction has been traditionally used to ensure the procurement convenience and purchasing efficiency in B2B or B2G settings, however, e-RA is now expanding its basis toward B2C commerce industry along the huge success of an online e-RA travel service provider Priceline.com. Recently, B2C e-RA business model is getting the spotlight in the Korean venture industry with a variety of startups in diverse areas. However, e-RA does not work perfect in all kinds of trade settings. Therefore, we conducted a multiple case study to find out the success factors of B2C business model as follows : First, large supplier basis is an important factor that constructs a quasi-perfect competition environment. Second, the high online and mobile accessibility or e-readiness of Korean consumers was also a critical aspect of the success of e-RA. Lastly, e-RA performs best when the supplier switching cost is low and the trading occurs infrequently.

  • In 2010, the United Nations Commission on International Trade Law (UNCITRAL) initiated work on the settlement of disputes in international e-commerce through online dispute resolution (ODR). The basic goal is to use ODR to resolve disputes with low value but high volume in international e-commerce. The background is that consumers have no way to solve their legal problems in this area. An ODR system is intended to create a new way to enforce their rights. However, the legal situations of the countries in the e-commerce sector, particularly in consumer protection, are very diverse. Thus, no reasonable model for conflict resolution is available. Some countries consider this as public policy and want absolute protection of their consumers. Other countries want to encourage freer e-commerce trading. This diversity of consumer protection policy is an obstacle to ODR. However, sooner or later, reaching an agreement is feasible because each representative is making a reasonable effort to reach the goal.

The analysis on the production of bean curd industry in Korea (두부 산업의 생산 실태 분석)

  • In Korea, bean curd is one of most important foods and bean curd industry keeps growing. Korean bean curd industry has complicated structure with a few large-scale manufacturers and many small-size manufacturers, which causes difficulty in figuring the strategy for the promotion of bean curd industry. In order to solve this problem, more specific studies are required. The purpose of this paper is to analyze the production sector of Korean bean curd and to present the implications for the promotion of Korean bean curd industry. Survey analyses to producers was conducted for this research. The results of studies present a few findings: First, the solution for the easier purchase of raw material (soybean) should be prepared. Second, the support for marketing as well as R&D to small-size manufacturers is required. Third, the monitoring and controlling of unfair trading in bean curd market should be strengthened. Forth, the certification programs for the bean curd products should be managed.

  • The first national QC Circle Convention sponsored by Industry Advancement Administration in 1975 was the beginning of employees group activity from a national point view. Subsequently some events such as the first nationwide Factory Seamaul activity small Group Convention, which was supervised by the ministry of Trading and Industry and Factory Seamanulundong promotion Center, paved the way for proliferation of the group activity through all kinds of manufacturing. Although since November 1982 these two conventions has been united, many problem have been disclosed that are against the basic principle more or less. Worker's small group activity is, essentially, a trouble shooting oriented voluntary small group within their working place to improve the surroundings creatively. In practice, however, many groups are so typical and so impetuous of the material effect that it is worried to be inclined to outform rather than contents. Effective small group activities are presumed to he successful only with labor management cooperation on the basis of human-oriented management philosophy. The small group activities are also prevalent in service sector. More derivative methods have been developed and more members are willingly participating in training programs. The small group which is basically a horizontal organization unit, promotes communication within the whole organization. In consideration of the social circumstances and traditions, the flexible model of the small group activities suitable to the corporate environment, will contribute to industrial development.

  • In recent years, decentralized power have been increasing due to environmental problems, liberalization of electricity markets and technological developments. These changes have led to the evolution of power generation, transmission, and distribution into discrete sectors and the division of integrated power systems. Therefore, studies are underway to efficiently supply power and reduce losses to each sector's demand. This is a major concern for system planners and operators, as it accounts for a relatively high proportion of total power, with a transmission and distribution loss of 4-6%. Therefore, this paper analyzes the status of loss management based on the current transmission and distribution loss rate of each country and transmission loss management cases of each national power company, and proposes a loss rate prediction algorithm according to the long-term transmission system plan. The proposed algorithm predicts the demand-based long-term evolution and the loss rate of the grid to which the transmission plan is applied.

China-ASEAN Trade Relations: A Study of Determinants and Potentials

  • The purpose of this study is to investigate the development and determinants of China-ASEAN trade relations over the period of 2000-2018. Employing both the qualitative and quantitative approaches, the results show that the trade relations between China and the Association of South East Asian Nations (ASEAN) have remarkably developed and rapidly grown over times, with a significantly important concentration on the segments of high technological and medium technological products. We also find that China's economic scale is crucially impacting on the China-ASEAN trade relations under both the aggregate and sub-sector level. It is interesting to notice that there is no evidence to support accession to the World Trade Organization (WTO) and officially forming of ASEAN-China Free Trade Agreement (ACFTA) to enhance trade relation between both sides. The findings also quantitatively indicate that there is much significant potential for the expansion of mutual trade between China and some members of ASEAN such as Brunei, Laos and Malaysia, while less potential is predicted for other members of ASEAN. It is strongly suggested that China and ASEAN should find a new proactive approach and make more efforts in improving the mutual political trusts to enhance trading activities in the coming years.
