A Study on the Possibility of E-Government Procurement in China

  • Purpose - This paper aims to study what is impacting the development of e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurement, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. Design/methodology - This study is to provide a systematic literatures review on what is impacting the development of e-Government Procurement in China. Hence, based on western research, Chinese literiatures are used for this study. Findings - To penetrate the e-procurement of the Chinese government, the acquisition of government procurement certification is necessary. Secondly, the qualification of "Made in China" is one way to join the market. And finally for Korean companies to enter the procurement, it is necessary to provide products to the public institutions such as universities, hospitals and social organizations and to the state-owned enterprises. Originality/value - This paper aims to study what is impacting the development of the e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurements, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. These originalities can be expected to give understanding of Chinese e-govenment procurement and insight for strategy for both Korean enterprise and relavant academic circles.

한.중 FTA 추진에 따른 농산물교역의 과제와 대응방안 (Prospect of FTA and Trade of Agricultural Products between Korea and China)

  • The global financial crisis, the instability of the global economy since the beginning of the growing economic interests of the countries to adjust to establish a new economic system was set up on occasion. Meanwhile, standing in the international trade environment, multilateral system of international trade for the country as the cumulative fatigue of open markets and trade liberalization as an alternative to lead the free trade agreements between countries. Currently in Korea and China, in addition to the geographical proximity in all areas, including economic exchanges and mutually dependent relationship that is deepening the world's No. 1 exporter in China and overseas investors have become partners. FTA with China by promoting the growth of emerging economies in the Chinese market by securing a stable economic growth of China as a driver of economic growth in the country to utilize the plan is being promoted from. This study is currently being promoted, in a discussion of the FTA's agricultural trade measures to address the challenges and poems. Agricultural trade with other goods to be different from the specificity of the discussion of market opening and liberalization of trade has been recognized in the main essentially nothing. We promote an FTA, according to one review and discuss the background and trends of the agricultural trade in a market, through the analysis of the status and trends and present problems for future bilateral trade negotiations with Korea for agricultural markets and propose countermeasures for. Agricultural trade, during a discussion of the FTA is essentially nothing in the review is expected to expand the bilateral trade in agricultural products, while protecting its agricultural markets to be trying to policy implications.

조세투명성에 협력하지 않는 국가에 대한 차별적 금융조치의 WTO GATS 합치성 - Argentina-Financial Services 상소기구보고서에 대한 분석을 중심으로 - (Discriminatory Financial Measures on Non-Cooperative Jurisdictions and their Compatibility with the WTO GATS: Focus on the Appellate Body Report on Argentina-Financial Services)

  • 이 사건은 아르헨티나가 적용한 금융 조세 외환 등록에 관한 8개의 조치가 서비스무역에 관한 일반 협정(General Agreement on Trade in Services) 하의 최혜국대우 의무, 내국민대우 의무 및 시장접근 보장 의무의 위반에 해당하는지에 관한 다툼이다. 이들 대상조치는 '조세 투명성에 협력하지 않는 국가'의 서비스 및 서비스 공급자와 '조세 투명성에 협력하는 국가'의 서비스 및 서비스 공급자를 달리 대우하는 조치이다. 아르헨티나는 대상조치가 "조세 목적을 위한 투명성 및 정보교환에 관한 글로벌포럼" 및 "국제자금세탁방지기구" 체제에 부합하며 GATS 제XIV조 및 금융서비스부속서의 예외규정에 의해 정당화된다고 주장하였다. 요컨대 이 사건은 정당한 정책목적을 달성하기 위한 규제를 채택할 국가의 권한과 이로 인해 발생하는 경쟁조건의 변화의 문제이며, GATS 전문에서 밝히고 있는 회원국의 권리와 의무 간 균형을 어떻게 맞추어야 할 것인지의 문제이다. 상소기구는 (i) 서비스 및 서비스 공급자의 동종성 심사, (ii) GATS 제II조 및 제XVII조 하의 불리하지 않은 대우 판정 심사, 그리고 (iii) 금융서비스부속서 제2(a) 항이 적용되는 조치의 범위에 대한 판단을 통하여 이러한 균형을 맞추고 있다. 이 글에서는 이 사건의 대상조치와 패널의 판정을 정리하여 배경을 제시한 후 상소기구 판정을 분석한다. 분석은 앞에서 언급한 주요 쟁점을 중심으로 하며 패널의 판정, 기존의 다른 WTO 판정례 및 연구논문 하에서의 논의와 어떠한 차이를 가지는지를 파악하여 그 의미를 논한다.

일본의 대EU EPA추진과 우리나라의 대응방안 (EPA promotion of Japan against EU and counteractive measures of Korea)

  • As Korea-EU FTA has established, the strategy and counteractive measures of Japan have been rising. EU accounts for 33% of GDP and has a lot of population, which makes up 7.1% in the world. Besides, it has a great market, which, amounts to 4.3 trillion. Japanese government indicated that as Korea has established FTA with the U.S.A. and has negotiated with EU, the necessity to cope with in the field of automobile, machinery, and appliances is urgent. To recognize competitive areas in the market of EU between Korea and Japan, this paper focuses that we need to notice Japan's access toward EU and the present situation about trade and customs. Second, it investigates that Japan is in competitive with Korea in which kind of industrial area.

  • The purpose of this study is to develop and illustrate methods of applying trade-off techniques to landing craft air cushion design evaluation. The problem areas of concern are the application of quantitative analytical methods to conceptual design. The interrelationships between composite system measures and selected performance requirements(speed, cruising range, cargo etc.) are analyzed and the expressions for gross weight are developed as functions of performance parameters. Trade-offs of performance parameters in terms of weight are then calculated. The application of these results to evaluation of Require Operational Capabilities are illustrated.

Gaza Seaport as a Way to Enhance the Palestinian Economic Development

  • The purpose of this paper is to present some main economic factors which influence Gaza Seaport. Without direct access to the international market, the Palestinian economy will continue its dependence on Israeli economy mainly in employment, transport facilitation, and international trade. The greatest potential for Palestinian economic growth lies in trade. The port is important for creating new job opportunities, and for enhancing exporting capabilities, which are the most essential elements for development of the Palestinian economy. Israeli policies and procedures incur Palestinian exporters additional transportation costs when delivering their products to Israeli Ports or when transit these products to neighboring countries through Israeli controlled area. The public profit for the port is greater than the private profit. Therefore, constructing the port will have a great effect on the Palestinian economy. There are many challenges facing the port, some of them are the political stability, the economies of scale, and Israeli security measures and procedures.

화물철도 노선별 운송 품목의 경쟁구조에 관한 연구 : 우리나라를 중심으로 (A Study on the Competitive Structure of Transportation Items by Freight Railway Lines: The case of South Korea)

  • The logistics industry is changing with the diversification of demand and related technology development. Thus, the transportation system is also changing to social problems and environmental damage, and the importance of rail freight is increasing with changes in the international logistics environment. This study analyzes railway freight competition structure using freight volume and suggests improving the competitiveness of railroad freight. To achieve the research purpose, this study was conducted using the Hirshmann-Herfindahl Index(HHI) and Location Quotients(LQ) method. As a result, the concentration trend of railway trends has increased from 0.213 to 0.238 during the last 9 years, and LQ analysis has enabled the identification of local competition lines by item. The study result confirmed that policy measures on railway freight system, railway infrastructure construction and railway operation are necessary to enhance railway competitiveness.

정보기술협정(ITA) 물품 품목분류 오류 사례 연구 (A Study on the Customs Classification Fallacy of certain ITA Goods)

  • The Harmonized System comprises about 5,000 commodity groups; each identified by a six digit code, arranged in a legal and logical structure and is supported by well-defined rules to achieve uniform classification. This study reviews the appropriateness of Korea Customs Service and Tax Tribunal's customs classification decisions concerning the interpretation and application of the Harmonized System for certain ITA goods. Korea Customs Service had classified arbitrary and had not applied in dubio pro reo principle. This paper finds that 57% of Korea Customs Service's classification decisions have erred. Korea government need to take measures to secure uniform interpretation of the HS and its periodic updating in light of developments in technology and changes in trade patterns. This paper suggest to amend customs law and regulation concerning classification committee.

우회덤핑 방지 제도에 대한 연구: 미국 및 EU 제도를 중심으로 (A Study on Anti-Circumvention Rules: with Focus on the US' and the EU's Systems )

  • Anti-circumvention rules were discussed profoundly during the Uruguay Round and the DDA negotiations, although WTO members failed to reached an agreement to introduce it to the WTO Anti-Dumping Agreement. However, as the cases of circumvention of anti-dumping duties increase, a number of countries have enacted anti-circumvention regulations as part of their anti-dumping laws. This study aims to analyze anti-circumvention rules from the perspective of WTO law. After overviewing the object and purpose of anti-dumping and anti-circumvention regulations, it examines anti-circumvention regulations of the US, the EU, and India. Next, the study explores the possible WTO-inconsistent aspects of those regulations. Then, it discusses whether it would be preferable for countries not equipped with anti-circumvention regulations, such as Korea, to have one. Thereafter, this study proposes Korean government to introduce anti-circumvention rules into its anti-dumping law.

도하개발아젠다 전경협상과 환경통상정책 과제 (Trade and environment issue in Doha Development Agenda and its policy implication)

  • The Ministerial Declaration of the 4th WTO Ministerial Meeting at Doha in November 2001 announced the launch of the New Round and a completion date of January 1st, 2005. It agreed to eventually negotiate trade and environment linkage issues, such as the relationship between the WTO rules and Multilateral Environment Agreements and the reduction or elimination of tariff and non-tariff barriers to environmental goods and services. The Committee on Trade and Environment was instructed to pursue work on all items on its agenda within the current terms of reference and to give particular attention to the effects of environmental measures on market access, relevant provisions of the TRTPS Agreement, and labelling requirements for environmental purposes. This means that far the first time, the members of the WTO will discuss and negotiate trade and environment linkage in the framework of multilateral trade negotiation. Korea, from the standpoint of a smaller open economy heavily dependent on international trade, is obliged to overcome the challenges imposed by the environment agenda in the Doha declaration. This study examined the linkage among environment, economic growth and international trade in order to review the possible trade and environment policy implications in Korea. Mutual supportiveness of trade and environment depends much on the effectiveness of trade and environment policy coordination. In this regard, we conclude that the Korean government should provide an appropriate institutional framework to promote closer cooperation among policy makers engaged in negotiations. Trade and environment policy review and environmental impact assessment of trade negotiation should be considered as a work programme of this institutional policy coordination framework.
