독성가스 시설의 정량적 위험성 평가를 이용한 비상대응시스템 구축 (Development of Emergency Response System for Toxic Gas Facilities Using Quantitative Risk Analysis)

  • 현재 여러 가지 목적으로 사용되고 있는 독성가스는 누출사고 발생시 확산되는 특성이 있어 피해 범위가 매우 넓고, 인체에 치명적이라는 특징을 가지고 있다. 따라서, 위험성이 높은 독성가스 이용시설은 누출사고에 대비한 사고 대응 시스템을 구축하여 비상상황 발생시 즉각 대응이 가능하도록 하여야 한다. 이에 본 연구에서는 FTA기법을 이용한 사고 시나리오 선정 및 빈도 분석과 DNV사의 PHAST(Ver 6.2)를 이용하여 독성가스 누출에 의한 확산 사고영향 분석을 실시하였다. 그리고, 정량적 위험성 평가 결과들을 이용하여 독성가스시설의 비상대응시스템을 구축하였다.

수질유해물질의 지정 및 배출허용기준 설정 시 고려해야 하는 복합적 요인에 대한 고찰: 위해성 저감을 중심으로 (The Various Factors which Should Be Considered in Classifying Toxic Substances in Water and Deriving Their Effluent Limits: Focusing on the Reduction of Risk)

  • The use of toxic chemicals was extended as the industry in Korea has grown dramatically during the last three decades. However, list of toxic substances and limit concentrations in the water environment are not consistent within management of ambient water, drinking water and industrial effluent. This article suggests the systematic framework to classify toxic substances in the water environment and deriving their effluent limits. The most important factor for decision-making to classify toxic substances is whether their concentrations in the water environment are higher than the reference concentrations, estimated by considering human health risk and ecological risk. Using a risk-based reference concentration, the ambient water quality criterion, it is possible to derive the regulatory limit concentrations of toxic substances in drinking water and in industrial effluent. The goal concentrations in the effluent, which guarantee the human and ecological safety, should be determined with scientific investigation, balancing environmental benefit and economical effect, considering availability of treatment technology and identifying characteristics of wastewater from different industries.

API-581에 의한 위험기반검사에서 독성가스의 누출사고 결과분석 (Consequence Analysis for Accidental Releases of Toxic Gases through Risk Based Inspection using API-581)

  • 독성가스의 누출은 공정설비의 위험도에 크게 영향을 미친다. 본 연구에서는 API-581에 의한 위험기반검사에서 매개변수의 변화에 따른 독성가스(암모니아 및 염소 가스)의 누출사고 결과를 분석하였다. 그 결과, 독성물질의 누출에 의한 사고결과, 즉 독성 피해영역은 온도가 증가할수록, 그리고 압력과 파이프 직경이 감소할수록 감소하였으며, 동일한 누출조건에서 암모니아 보다 염소가스인 경우에 큰 값을 나타내었다.

대전공단지역의 대기중 독성금속에 대한 위해도 평가 (Risk Assessment of Airborne Toxic Metals in Thejon Industrial Complex)

  • The research centers on the concentration profile and risk assessment of toxic metals for ambient air in Taejon industrial complex. Airborne concentrations of each toxic metal for risk assessment were obtained from 2-year sampling by high volume air sampler and analysis by ICP-MS and ICP-AES in the complex. The long-term arithmetic mean of human carcinogen, arsenic, hexavalent chromium and nickel subsulfide was 5.53, 2.16 and $3.46ng/m^3$ while the mean of probable human carcinogen, beryllium, cadmium and lead was 0.08, 2.35, $293.29ng/m^3$, respectively. And the long-term arithmetic mean concentration of non-carcinogenic metal, manganese was $55.91ng/m^3$. The point risk estimate for the inhalation of carcinogenic metals was $3.6{\times}10^{-5}$, which was higher than a risk standard of $10^{-5}$. About 75% of the cancer risk was to the inhalation of human carcinogen, arsenic. Thus, it is necessary to properly manage arsenic risk in Taejon industrial complex. The point hazard index by the inhalation of manganese was 1.1. Therefore, an investigation into Taejon industrial complex is needed to obtain more fine long-term concentration data for airborne non-carcinogenic metals including manganese.

Toxic epidermal necrolysis induced by lamotrigine treatment in a child

  • Toxic epidermal necrolysis is an unpredictable and severe adverse drug reaction. In toxic epidermal necrolysis, epidermal damage appears to result from keratinocyte apoptosis. This condition is triggered by many factors, principally drugs such as antiepileptic medications, antibiotics (particularly sulfonamide), nonsteroidal anti-inflammatory drugs, allopurinol, and nevirapine. Lamotrigine has been reported potentially cause serious cutaneous reactions, and concomitant use of valproic acid with lamotrigine significantly increases this risk. We describe a case of an 11-year-old girl with tic and major depressive disorders who developed toxic epidermal necrolysis after treatment with lamotrigine, and who was diagnosed both clinically and pathologically. Children are more susceptible to lamotrigine-induced rash than adults, and risk of serious rash can be lessened by strict adherence to dosing guidelines. Unfortunately, in our case, the patient was administered a higher dose than the required regimen. Therefore, clinicians should strictly adhere to the dose regimen when using lamotrigine, especially in children.

독성물질 사용.저장시설에 대한 개인적 위험성 산정에 관한 연구 (A Study on the Individual and Societal Risk Estimation for the Use and Storage Facility with Toxic Materials)

  • These days leakage incidents of toxic materials cause serious effects on the nearby residents as well as the workers around the accidents accompanying massive material losses and human damages through widening influential areas. The risk measure through adequate quantitative analysis as well as the qualitative analysis of the leakage incidents of toxic materials becomes an urgent issue. The damage of the leakage incident on the surrounding area of the dangerous toxic material facilities was calculated quantitatively by adopting several models in this research. First, the calculations of the leakage velocity from the factories were performed by using source model for the assessment of the influential area, and the damages on the nearly residents were calculated by using the dispersion model and the effort model. The probability of the Incidents was computed based on "The manual for classification and priorization of major incidents" published by IAEA( International Atomic Energy Agency ). Above calculated damage area and incident probability were further adopted in this study to induce the individual and societal risk, quantitatively. The calculated data of the real Incident of the toxic material leakage showed reasonable agreements to the actual damage of the incidents, which showed a validity of this study. The result of this study might be a helpful measure for predicting damages and preparing safety systems for similar kinds of incidents.incidents.

Risk Assessment for Noncarcinogenic Chemical Effects

  • The fundamental assumption that thresholds exist for noncarcinogenic toxic effects of chemicals is reviewed; this assumption forms the basis for the no-observed-effect level/ safety-factor (NOEL/SF) approach to risk assessment for such effects. The origin and evolution of the NOEL/SF approach are traced, and its limitations are discussed. The recently proposed use of dose-response modeling to estimate a benchmark dose as a replacement for the NOEL is explained. The possibility of expanding dose-response modeling of non carcinogenic effects to include the estimation of assumed thresholds is discussed. A new method for conversion of quantitative toxic responses to a probability scale for risk assessment via dose-response modeling is outlined.

우리나라의 환경문제 우선순위 도출 - 환경전문가를 중심으로 - (The Priority of Environmental Problems in Korea)

  • This study was conducted to analyze the priority of environmental problems in Korea by investigating the environmental professionals' perception. The delphi technique was applied to identify their risk perception towards some specific items related with pollution. A standardized questionnaire on environmental problems and their priorities was used to 74 subjects. In the questionnaire, the environmental problems were divided into the general ones,9 items, and the specific ones,30 items. Also, the perception was associated with two points of view which were the risk on general human health or ecosystem, and on the present situation in Korea. The priority of risk from general environmental problems on human health or ecosystem was analyzed in the order of 'water pollution', 'air pollution', 'soil contamination', 'waste', 'toxic chemical pollutants', 'food contamination', 'ocean contamination', 'odor pollution', and 'noise pollution'. The priority of risk on the present situation in Korea was analyzed in the order of 'water pollution','air pollution','waste','toxic chemical pollutants','food contamination','soil contamination','ocean contamination','odor pollution', and 'noise pollution'. And these priorities were significantly related with the characteristics of respondents such as sex, age, and major concerned area. However, for the first five priorities of risk from the specific environmental problems on human health or ecosystem, the environmental professionals agreed with 'automotive vehicle exhaust', 'domestic and industrial source pollutants to surface water', '$CO_2$nd g1oba1 warming effect','toxic air pollutant' and 'industrial source air pollution'. The priorities of risk on the present situation in Korea were similar to these results.
