This study was to develop effective water quality management measures using LDC (Load Duration Curve) curves for TMDL (Total Maximum Daily Loads) unit watershed. Using LDC curves, major factors for BOD and T-P concentration loads generation (i.e. point source or non-point source) in the case study area (Geumho river basin) were found for different hydrologic conditions. Different measures to deal with the pollutant loads were suggested to establish BMPs (Best Management Practices). It was found that the target area has urgent T-P management methods especially at moist and midrange hydrologic conditions because of point source pollutants occurred in developed areas. One example measure for this could be establishment of advanced treatment facility. This study proved that the use of LDC was a useful way to achieve TWQ (Target Water Quality) on the target watershed considered. It was also expected that the methodology applied in this study could have a wider application on the establishment of watershed water management measures.
Nonpoint source (NPS) pollution is caused by rainfall moving over and through the ground. As the runoff moves, it picks up and carries away various pollutants from NPS. The discharge pattern of NPS pollutant loads is affected by the distribution of the rainfall during the year. This study analysed relationship between the rainfall event and the stream flow rate, and estimated the rainfall discharge ratio on the specific design flow which can be used as nonpoint discharge coefficient for the estimation of NPS pollution load. It is considered that nonpoint discharge coefficient can be effectively used for the calculation of NPS pollution load at the time of water quality modelling for the management of Total maximum daily load (TMDL).
For the development of flow duration curves for the management of 41 Total Maximum Daily Load (TMDL) units of the Nakdong River basin, first, an equation for estimating daily flow rates as well as the level of correlation (correlation and determination coefficients) was extrapolated through regression analysis of discrete (Ministry of Environment) and continuous (Ministry of Land, Infrastructure and Transportation) measurement data. The equation derived from the analysis was used to estimate daily flow rates in order to develop flow duration curves for each TMDL unit. By using the equation, the annual flow duration curves and flow curves, for the entire period and for each TMDL unit of the basin, were developed to be demonstrated in this research. Standard flow rates (abundant-, ordinary-, low- and drought flows) for major flow duration periods were calculated based on the annual flow duration curves. Then, the flow rates, based on percentile ranks of exceedance probabilities (5, 25, 50, 75, and 95%), were calculated according to the flow duration curves for the entire period and are suggested in this research. These results can be used for feasibility assessment of the set values of primary and secondary standard flow rates for each river system, which are derived from complicated models. In addition, they will also be useful for the process of implementing TMDL management, including evaluation of the target level of water purity based on load duration curves.
Even though the center of Cheongju city needs redevelopment because of a doughnut phenomenon, it has to be permitted within the environmental carrying capacity like a target water quality proposed on the Total maximum daily loads(TMDL) of Musim and Miho river watersheds. The aim of in this study is to identify the limit of redeveloping Cheongju downtown after analyzing its environmental carrying capacity using QUAL2E model. As a result of modeling various scenarios, the water quality of Musin river was shown that $BOD_5$ is 2.3mg/L which is the target water quality in the double of existing development plan of the Cheongju downtown. The water quality of Miho river was $BOD_5$ 3.97mg/L which is less than the target water quality of Miho B watershed in the same condition. Therefore, this means that the limit of redevelopment within the environmental carrying capacity of cheongju downtown was estimated to be the double of existing development plan.
In South Korea, Total Maximum Daily Load (TMDL) has been enforced since 2004 to restore and manage water quality in the watersheds. However, the appraisal of TMDL in South Korea has lots of weaknesses to establish the plan for recovery of water quality because it just evaluates the target water quality during the particular flow duration interval. In the United States, Load Duration Curve (LDC) method bas been widely used in the TMDL to evaluate the water quality and pollutant loads considering variation of stream flow. In a recent study, web-based Load Duration Curve system was developed to create the LDC automatically and provide the convenience of use. In this study, web-based Load Duration Curve system was applied in the Gapyeongcheon watershed using the daily flow and 8-day interval water quality data, and Q-L Rating Curve was used to evaluate the water quality and pollutant load in the watershed, also. As a result of study, water quality and pollutant load in Gapyeongcheon watershed were met with water quality standard and allocated load in the all flow durations. Web-based Load Duration Curve system could be applied to the appraisal of South Korean TMDL because it can be used to judge the impaired flow duration and build up the plan of load reduction, and it could enhance the publicity. But, web-based Load Duration Curve system should be enhanced through addition of load assessment tools such as Q-L rating curve to evaluate water quality and pollutant load objectively.
In this study Window interface to Hydrological Simulation Program-FORTRAN (HSPF) developed by the United States Environmental Protection Agency (EPA) was applied to the upstream of Namgang watershed to estimate its applicability for estimating Delivery Ratio (DR) of water pollutants for Total Maximum Daily Load (TMDL). BASINS/HSPF which is selected in this study, is found to be appropriate for simulation of daily flow and water quality in target basins. DR was estimated utilizing discharge loads of unobserved sub-basin and delivery load of unobserved locations obtained not by actual evaluation but by simulation through validation and verification. Annual average DR of BOD, TN and TP were 0.97 ~ 1.50, 2.23 ~ 3.21, and 0.81 ~ 1.09 respectively. Net DR of dependent basins excluding influence of upstream basin was 1.50 ~ 1.70, 0.55 ~ 0.69, and 0.24 ~ 0.31, all of which are lower than those of independent basins area. Utilizing the model selected by this research, DR and Net DR of unobserved basins will be estimated, which will help determine priorities in management of basin areas.
The major streams in South Korea have established the TMDL(Total Maximum Daily Loads) regulation for just 4 years. Traditional concepts in water quality management in South Korea are based upon the selection of a design streram flow which is 10-year averged flow exeedance probability 75%(Q275). That is, a single flow value based upon average long term flow conditions is chosen for application in dilution calculations, permit design, water quality modeling, etc. While these TMDLs seems to satisfy the requirement of the target water quality regulations, they have contributed little to any watershed/waterbody assessment and restoration plans. These types of TMDLs do little to characterize the problems the TMDLs are intended to address. For TMDLs to be more beneficial in the assessment and implementation process, TMDLs should reflect adequate water quality across flow conditions rather than at a single flow value such as average daily flow. In this paper, we developed LDC (load duration curve) methodology for theevaluation of Korean TMDL evaluation based on watershed scaled, physically based on SWAT(Soil and Water Assessment Tool) model.
The estimation of delivery ratio is a essential part of Korean Total Maximum Daily Loads (TMDL) procedure which needs a number of observed stream flow and pollutants data. If observed data were not sufficient, researchers have to find other alternatives. One of them is to make indirect data by using watershed models, such as Soil and Water Assessment Tool (SWAT) and Hydrological Simulation Program - FORTRAN (HSPF) and so on. In this study, indirect daily data was made by using SWAT model. To build the Byongseong-SWAT model accurately, crop cultures are reflected by handling the MGT.file in SWAT model. Especially, mass of manure and schedule of crop culture are inputted through investigating domestic research papers as well as fieldwork. After calibrating SWAT model in comparison with the 22-years flow and pollutants observed outlet data, the delivery ratio of Byongseong watershed is calculated by using daily simulated data during 2004-2007. Empirical equations for delivery ratio through multi-regression analysis are developed by using meteorological and physical factors such as flow, watershed area, stream length, catchment slope, curve number (CN) and subbasin's pollutant discharge loads.
현재 우리나라에서 많은 연구에 활용되고 있는 오염부하지속곡선(Load duration curve, LDC)은 단일 기준유량의 문제점을 개선하기 위해 전체 유량 범위를 고려한 수질오염총량관리제(Total Maximum Daily Loads, TMDL) 평가 기법으로 개발되었다(Choi et al., 2012). LDC를 이용해 목표수질 달성여부를 분석하기 위해서는 일유량자료를 바탕으로 유량지속곡선(Flow Duration Curve, FDC)의 작성이 선행되어야 하는데(Park and Oh, 2012), 365일 연속적으로 측정된 실측 자료를 이용하는 것이 가장 확실하고 정확한 방법이다. 그러나 현재 환경부에서는 총량관리 단위유역에서 8일 간격으로 실측 유량 및 수질 측정이 이루어지고 있고, 특히 주로 비강우 시에 측정이 이루어지고 있는 실정이기 때문에 고유량에 대한 모니터링 자료가 부족한 실정이다. 이 같은 이유로 많은 연구에서 불연속적인 평균 8일 간격 유량을 그대로 사용하거나 일유량자료를 확보하기 위해 다양한 방법을 이용하고 있다. 그러나 이러한 유량자료의 변동은 유랑지속곡선에 변화를 주고 결과적으로는 LDC를 이용한 목표수질 달성여부를 판단함에 있어 불확실성이 있다. 이에 본 연구의 목적은 환경부 총량측정망 8일유량자료와 이와 연계성이 있는 국토교통부 하천유량 측정망 일유량자료를 이용하여 각각의 LDC를 작성하고, 이러한 일유량과 8일유량 사용이 LDC를 이용하여 목표수질에 대한 오염부하 특성분석에 어떠한 영향을 미치는지 유량 조건별로 차이를 비교분석하는 데 있다.

Average EMCs of runoff in the highway was investigated as TSS 108.47 mg / L, COD 28.16 mg / L, BOD 13.61 mg / L, TN 6.38 mg / L, TP 0.03 mg / L, Cu 118.17 ${\mu}g$ / L, Pb 345.3 ${\mu}g$ / L, Zn 349.47 ${\mu}g$ / L. Unit pollution loads calculated by detailed land use area of highways based on average annual rainfall, EMCs, applicable basin areas and etc. were 46.6 kg/km2/day of BOD, 1.4 kg/km2/day of TP, 8.81 kg / km2/day of TN and these were BOD 50.8%, TP 66.7%, TN 64.4%in comparison of the unit pollution loads which applies fallow land standards of the TMDL(Total Maximum Daily Load). It was considered that discharged loads can be excessively calculated in case highway non-point management plans based on unit pollution load of the current land standard.
