This research is to restructure the public assessment of housing management in a standardized fashion, and a self-administered questionnaire survey was employed for data collection and analysis. In doing so, all the assessment tools nationwide were identified and assembled to extract the items included in the survey form. The survey form was mailed out to local officers in charge of housing management and professional housing managers in the nation, and the responses were statistically analyzed in order to structure the standard assessment tool of housing management. This research classified 3 main areas (General Maintenance, Operation and Community Living) in evaluating the housing management performance, and identified 35 essential items and 52 optional items. The 35 essential items were drawn from the 16 categories of the 3 areas (11 items of 5 categories for General Maintenance, 7 items of 4 categories for Operation, and 17 items of 7 categories for Community Living), and the rest 52 optional items were from the 16 categories of the 3 areas (24 items of 7 categories for General Maintenance, 26 items of 7 categories for Operation, and 2 items of 2 categories for Community Living). While all the items in the research are quantifiable, it's suggested that qualitative measurements be complementarily utilized in the assessment not only to explore the best practices of housing management but also to refine and modify the standardized tool in response to various environmental changes. As the public assessment of housing management is context-sensitive and critically related to local housing profile, the continuous implementation of the assessment will facilitate shifting the housing paradigm from production and consumption to management and reproduction.

국내 건설 프로젝트에서 발생되어지는 불확실한 리스크 요소에 의해서 발주자와 시공자의 비용적인 이익이나 프로젝트의 성패는 큰 영향을 받기 마련이다. 따라서, 프로젝트 초기단계에서 발생가능한 리스크를 파악함으로 인해서 합리적인 관리나 대처방안을 모색할 수 있는 정량화된 리스크 평가방법의 필요성이 제기되고 있다. 기존의 연구에서도 리스크 파악 시 사업단계별 혹은 공사단계별로 세분화된 평가방법론이 개발되었으며, 이를 정량화시키려는 시도 또한 상당부분 이루어졌다. 그러나, 리스크에 대한 평가 결과와 최종 프로젝트의 성패와의 연관성에 대한 파악은 쉽지 않은 것이 사실이다. 이에 본 연구에서는 선행 연구 및 문헌 조사를 바탕으로 국내 건설 프로젝트에서 발생되어지는 비용성과 리스크를 바탕으로 리스크 정량화 평가 방법론을 제시하고자 한다. 본 연구는 선행연구에서 도출된 비용성과 리스크를 통해서 정량화 된 리스크 평가분석 툴(tool)을 제시하고자 한다. 본 연구에서 개발된 리스크 평가 툴은 사업 초기 프로젝트에서 리스크 요소들의 파악을 용이하게 하며, 리스크 요소에 대한 정량적인 평가분석을 가능하게 할 뿐만 아니라, 발주자나 시공자 측의 의사결정자에게 프로젝트 리스크 정도에 따른 합리적인 대응방안 모색 시 효과적인 도구의 역할을 할 수 있을 것으로 기대한다.

본 연구는 공공관리제도의 도입에 통해 도시정비사업의 효율적인 운영이 이루어 질 수 있도록 시사점을 제언하는데 목적이 있다. 특히, 공공관리제도의 평가를 위해 이론 및 선행연구 고찰을 통해 평가요인을 구축하고, 전문가 설문(FGI) 및 BSC 성과평가 도구를 바탕으로 크게 사업계획 및 수단의 선정, 참여조직의 운영, 참여촉진 및 유도, 사후관리 및 지속성, 사업의 경제성으로 평가분야를 도출하였다. 이렇게 도출된 평가분야 및 요인을 바탕으로 공공관리제도가 실행되고 있는 도시정비 사업지를 대상으로 설문을 실시하여 평가요인에 대한 개별만족도와 사업 전반에 대한 종합만족을 통해 사업의 지속적 참여의사를 측정하였다. 측정된 지표를 바탕으로 PLS구조분석을 실시한 결과 다음과 같은 결과를 도출하였다. 분석결과, 공공관리제도에 대한 평가요인 중 사업계획 및 수단의 선정, 사후관리 및 지속성 그리고 사업의 경제성이 종합만족도에 유의한 영향을 미치는 것으로 나타났으며 경로계수 값에 따라 사후관리 및 지속성, 사업의 경제성, 사업계획 및 수단의 선정 순으로 영향이 높은 것으로 도출되었다.

Earned Value Management System(EVMS)은 최근 건설 프로젝트를 관리하는데 매우 유용한 도구로 인식되고 있으며, 정부차원에서 적극적으로 도입을 검토하고 있는 선진 관리기법이다. 이 EVMS는 미국방성에 의해 1960년대부터 프로젝트의 효율적인 관리를 위해 개발된 C/SCSC에 기반을 두고 있으며, 국내외에서 정부발주공사뿐만 아니라 민간발주의 건설프로젝트를 관리하는 도구로 활용하기 위해 연구가 활발하게 진행되고 있다. 본 연구에서는 공정관리 프로그램과 복합작업모델(Workpackaging model)을 바탕으로 건설프로젝트의 EV계획과 분석이 효과적으로 이루어질 수 있도록, 제조업의 재고관리모형중의 한 형태로 조립제품의 자원운영계획을 수립하는데 우수한 기법으로 알려진 MRP기법을 활용하여 EVMS가 건설현장에서 보다 용이하고, 효과적으로 활용될 수 있는 방안을 제시하고자 한다.

Although information communication technology (ICT) is long regard as very useful tool in today's construction engineering and project management environment, organizations must not only operate based upon its original setting, but also requires on-going observation, additional features and fine-tuning actions before the desirable outcome can be achieved. However, it is a very common phenomenon that organizations purchase the licensed "off-the-shelf-software" package and customize it to suit their own business need. Due to the incapability of such software and inefficient customization, the possible result is making that ICT tool not user-friendly and sometimes the whole system becomes obsolete. The purpose of this paper is to review and report those actions taken (between February 2006 and December 2010) by a construction organization to enhance the performance of its Enterprise Resource Planning (ERP) system launched in December 2002. Such actions include: improving data inputting method; removing the transition bottleneck; introducing crystallization function; revising the organization's "Delegation and Limits of Authority"; publishing the "League Table" amongst users; integrating the 3D Mode into the system and upgrading hardware. Whilst the ultimate goals of such system are well beyond the time limit of this research study, an obvious interim result, achieved by this case studied organization, was winning a landmark project worth US$500 million after the ERP system was functioned properly and effectively. Their experience and success becomes an exemplar which can be borrowed by those companies, from managerial perspectives and as a roadmap, planning to adopt information technology (IT) strategy and use ICT tool in the construction engineering and project management framework. Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.

As organizations have come to be more complex and diverse, management has come to spend an increasing proportion of its time and efforts in handling organization conflict. Moreover, organizational conflict problems are often not recognized until the balance of interests is destroyed or a radical organizational change such as BPR takes place. Once an organizational conflict arises, however, it reduces corporate synergy seriously, leading to organizational ineffectiveness. Therefore, it is important to identify the cause of organizational conflict in advance and resolve it based on the proper diagnosis as early as possible lest it should undermine the organizational effectiveness. We propose a method that facilitates diagnosing potential organizational conflict and determining appropriate strategy to the conflict, based on the analysis of cognitive maps. To support the application of the method in the real world context, a computerized tool is introduced. The working procedures of the method and the features of the tool are illustrated with their application to the real case of the cable TV home shopping company.

The self-reliance of NSSS System Design is required not only the design capability to perform the system design but also the management capability to control the resource and time for the Project effectively. The purpose of this study is to develop the simplified standard Logic Network that is scheduled on the time and resource using the PERT/CPM method. That is mainly focused on Ulchin 3&4 Project. We prepare the management tool of NSSS System Design project. And we can utilize it as a reference tool for the similar project which are complex and long term in a next project.

This paper presents database for electricity demand-side management. Demand-Side Management(DSM) refers to programs that influence the usage of energy for improved economic efficiency and reduced environmental impact DSM can be looked upon as a tool for energy utilities to find resources on the demand side instead of on the supply side, or as a more general tool for society to better use and distribute scarce resources. In this paper, we construct the database for electricity demand-side management and apply it to residential and commercial sector.

컴포넌트 기반 개발에 사용되는 CASE 도구는 기본적으로 모델링 기능, 프로젝트 관리 기능, 그리고 구현 및 테스트 지원 기능 등이 필요하다. 본 논문에서는 컴포넌트 기반 개발 시에 사용되는 CASE 도구의 기능적 요구사항을 제시한다. 기 존재하는 컴포넌트 기반 개발 도구들로부터 도구의 기능적 요구사항을 도출하여 분석/설계, 프로젝트 관리, 구현 및 테스트, 기타 기능 지원 등으로 분류하여 제시하고, 개발관리 기능을 추가하여 컴포넌트 기반 개발을 위한 CASE 도구를 제안한다.
