Societies are important sources of new information for users. However. most of these societies still rely on traditional. or rather ancient methods for gathering and servicing the information. Furthermore. most of the societies are trying to electrify processes such as managing members and paper submission as well as the process managing the information for service but are limited due to financial and technical reasons. Therefore. KISTI(Korea Institute of Science and Technology Information) has developed the $\mathbb{\ulcorner}$ KISTI-ACOMS(KISTI-Article COntribution Management System)$\mathbb{\lrcorner}$ as part of the national project for automating the process of processing academic information by societies. in order to convert journals published by academic societies in Korea into an electronic form and make them accessible on the Internet. This system has been developed in the year 2001 and has since been distributed to societies free of charge. The number of societies requesting the service has risen recently. which prompted us to take more recommendations of the societies that adopt this system into account in expanding and standardizing the area of service being provided by the system.

I. introduction. A government goal at the present is established to make a welfare nation and to keep people's safe living, but it is criticised that when a large-scale disaster happens, the authority concerned could not deal with it, causing many people injured and material damage. Moreover, in these days, cities have many risk factors. extremely large and intelligent building, industrial facilities and underground equipment have many risk themselves along with scientific progress. The cope with disaster effectively, government must have efficient organization, skillful personnel, tool, facilities and so on. To reduce the damages, what's the most effective government organization\ulcorner II. Government organization for managing disaster In a few decades, a large-sized accidents broke out in korea, for example, collapse of Sampoong department store, break of Sungso bridge, explosion of Daegu city gas, gas explosion accident at Ahyon-dong etc. but government has not any adequate disaster response organization. Especially, after collapse of Sampoong department store broke out, Disaster Management Act is enacted to solve the past problem. According to Disaster management Act, disaster is limited in manmaid disaster. Therefore, in this thesis, disaster management is inspected theoretically, organization of disaster management for pattern of disaster, and role, duty of government organization, emergency relief organization system and actual conditions are analyzed. there are some problems. there are trials and errors. the government has changed the disaster management organization by the disaster management law. the organization consists of central and local government. but both of government do not work together harmoniously. in thesis, I would like to introduce the advanced nations disaster management organization, and study our central, local government organization. III. Conclusion Change and development of the government disaster management organization is the goal of this thesis. we have to increase public service in response and manage disaster. protecting civilian's life from the disaster is very important responsibility of government. there would be better way of government disaster management organization.

EVMS(Earned Value Management System) came to the proper method for integrated cost-schedule control and Government announced EVMS application plan. After that, many studies related adaptability, activation, model, and process reflecting the characteristics of the domestic construction industry are proceeded in construction sites and schools. This thesis is a study of EVMS process. The purpose of this paper is to analyze the problems of previous researches for EVMS Process and to suggest the EVMS application Process based on Project Management Processes of PMBOK. In this kind of view, this thesis suggests the new direction to study EVMS process. And furthermore, this process is suggested for showing a framework of EVMS in Korean construction project are identified.

Configuration and data management system to support processes for the weapon system should support the concurrent engineering and collaborative activities for various documents, drawings, part informations and structural informations, etc. which are produced through R&D processes for a long time. This thesis attempts to identify major functions in the configuration and data management system to support processes for the weapon system R&D into services based on a service oriented architecture. In order to identify major services in the configuration and data management system to support processes for the weapon system R&D, a configuration and data management system to support processes for the weapon system R&D was proposed with a service oriented architecture with four layers including a service consumer layer, a business service layer, an application service layer and a application layer, and major services were identified for each layer. In order to identify major services in four layers, this thesis adopted a bottom-up approach to identify the necessary business services from a well-defined domain implementation system rather than a top-down identification method in general. This thesis tried to identify the essential services in implementing the configuration and data management system to support processes for the weapon system R&D as a system based on the service oriented architecture using such a bottom-up service identification method while limiting those services to the general PDM system aspects and the business areas of the configuration and data management system to support processes for the weapon system R&D.

This thesis investigated accidents in relation with hazardous materials such as university laboratories in our country. In addition, this thesis investigated how the courses, hazardous materials, are managed, centering on Seoul, Gyeonggi, Busan, Gwangju, Gyeongbuk, and Chungbuk Fire Service Academy as well as National Fire Service Academy, and investigated how the courses, hazardous materials, are managed, centering on the courses in relation with fire service in universities, too. This thesis, also, performed a questionnaire survey on the education in relation with hazardous materials, objecting fire service officers on working who took education in respective provincial fire service academies and National 119 Rescue Services. This thesis analyzed the results of questionnaires, found problems in the current education about hazardous materials, and presented effective learning methods as the courses, hazardous materials, management methods, centering on new experiments. In addition, this thesis tried to present education plans with which people could prevent from the accidents in relation with hazardous materials.

The analytic test results are as follows. This thesis categorized into independent variables, multiple factors, such as asset attributes, cost reduction expectation, corporate IT competence, service qualities, system adequacy, information security, easy system management, uncertain IT, supplier capacity, intra-industry competition. And, this research thesis categorized into moderators, the factor, such as the adequacy between suppliers and customers industries. And, this categorized into dependent variables, multiple factors, such as the effects of ASP introduction. But, it was analyzed that only cost reduction expectation out of independent variables had not positive effects on the effects of ASP introduction. And, it was confirmed that the higher communications between suppliers and customers' industries, and the higher fulfillment of contracts, suppliers' service qualities, and suppliers' cooperation with customers had the adjusting effects on factors of ASP-based introduction.

"Act on Facilitation of Purchase of Small and Medium Enterprise - Manufactured Products and Support for Development of Their Markets" was created and implemented. The act states that the materials designated by the Small and Medium Business Administration are directly purchased from the small and medium enterprises and provided to the construction companies so that the materials can be provided as GFGI (Government Furnished and Government Installed) in the case of a public construction project. This thesis is aimed to analyze the current status on the problems of each project party and understand their improvement requests so that mutually beneficial plans can be sought and improved process is presented for the continuous development of the direct construction material purchase system as well as successful construction projects. And This thesis summarized the purpose of the institutions and their change histories, and related law as well as codes for the better understanding of administrative procedures for the purchase system and the analyses as well as the improved process on the difficulties in complying with the current institutions.

The purpose of this thesis is to develop a micro-computer application for GT/MRP (group technology/material requirement planning) integrated system for efficient management of production scheduling. GT and MRP system have been found to have several drawbacks in practice. By GT and MRP system, however, it should be able to construct a GT/MRP integrated system that possesses the advantages of both concepts while alleviating their individual limitations.
