A Study on the Formula Structure of Sa-am Acupuncture and the Theory of Sovereign, Minister, Assistant and Courier (사암침법(舍巖鍼法)의 처방구조(處方構造)와 군신좌사(君臣佐使)의 관계에 대한 소고(小考))

  • Objectives : This study was undertaken in order to establish the composite principles of fomulas through the of Sa-am acupuncture therapy and the theory of sovereign, minister, assistant and courier. Methods : We analyzed the formula construction of Sa-am acupuncture therapy, and applied the theory of sovereign, minister, assistant and courier that was referred to in the preface of "Essential Rhymes on Acupuncture and Moxibustion by Master Sa-am" to the analysis of formula construction. Results & Conclusions : 1. Sa-am acupuncture therapy was acupuncture and moxibustion method that inherited and developed progress contents of Chinese traditional acupuncture and moxibustion. 2. The theory of sovereign, minister, assistant and courier was based on the idea that acupuncture and herbal medicine had the same origins. 3. Formula constructions of Sa-am acupuncture therapy were formed complicatedly, but reflected the theory of sovereign, minister, assistant and courier. 4. The supplementing acupuncture point that is Chunbu-point in other merdian became Sovereign, the draining acupuncture point that is Chunbu-point in other merdian became Minister, and the supplementing and draining acupuncture points in same merdian became Assistant and Courier that mean leading merdian points.

A Study on Application of Korean Medical Prescriptions Theory in Developing Transdermal Medicine and Korean Medical Cosmetic Preparation Using Oral Herbal Medicine (경구 처방의 경피용 제제 및 한방 화장품 소재 개발 시의 방제이론 적용에 관한 연구)

  • Objectives To identify whether Sovereign-Minister-Assistant-Courier (君臣佐使) Theory and Meridian Tropism (歸經) Theory of oral herbal medicine can be applied to trans-dermal medicine and whether pharmaceutical efficacy can be delivered to skin by Courier herb (使藥). Methods We reviewed previous studies related to Sovereign-Minister-Assistant-Courier Theory. And we examined whether prescription compositions based on Sovereign-Minister-Assistant-Courier Theory correspond with efficacy results of trans-dermal medicine experimentally identified. Results When Sovereign-Minister-Assistant-Courier Theory is applied to trans-dermal medicine, Courier herb act as delivering the effective components to the lesion penetrating skin barrier. And we identified that medicine absorbed through the digestive processes may not correspond with Courier herb applied topically. Conclusions We identified that Courier herb act as delivering the effective components to the lesion. But to strength evidences, additional studies on this action will be needed.

The Long-Run Relation of Public Debt and Fiscal Balance to Government Bond Rates: An Empirical Study on the Validity of Modern Monetary Theory (국가부채 및 재정수지와 국채이자율의 장기적 관계: 현대화폐이론 검증을 중심으로)

  • Evaluating the empirical validity of Modern Monetary Theory, this study implements panel cointegration analysis on annual panel data (2000-2022) of OECD countries. Specifically, the sample countries are divided into groups based on the presence of their own sovereign currencies, and for each group, the long-run equilibrium relation (cointegration) between the ratio of public debt or fiscal deficit and government bond rates is tested and estimated. Main findings are as follows: applying the pooled mean-group estimation for panel cointegration, it is found that both the ratios of public debt and fiscal deficit have significantly positive long-run correlation with government bond rates in countries without sovereign currency such as the Euro-zone or fixed exchange rate regime countries. However, in countries with sovereign currency such as non-Euro-zone or floating exchange rate regime countries, the long-run correlation is either negative or not statistically significant. Particularly, in countries without sovereign currency, the ratio of public debt has significantly positive correlation with the real government bond rates in the short run as well as the long run. These results are consistent with the prediction of Modern Monetary Theory, thus providing a supporting evidence for the empirical validity of the theory.

Legal Status of Government Ships Operated for Non-Commercial Purpose in International Law of the Sea - Forcusing on Training Ship of National University (비상업용 정부선박의 국제해양법적 지위 - 국립대학 실습선을 중심으로 -)

  • Since the early 20th century, there have been reviews and legislations regarding the legal status of the Government ships operated for non-commercial purposes. In particular, as criticized in the absolute theory of immunity in conventional international law, the sovereign immunity theory has become more vital as a restrictive theory for immunity. As per the customary international law and international law of the sea, non-commercial government vessels, including warships, are provided with sovereign immunity on the sea. National universities of Korea have built and operated training ships and survey ships for educational purposes, such as training high-grade mariners and fishing practices. These training ships sail not only on the national maritime jurisdictions but also on the maritime jurisdictions of other States and the high sea. Therefore, clarifying the legal status of national university training ships is one of the important factors in international navigation according to international law. However, it is not easy to answer the question of the legal status of the training ship. Hence, this article analyzes the parameters that define the Government ship operated for non-commercial purposes and examines whether national university training ships are in line with the relevant criterion. Furthermore, the article analyzes the scope of sovereign immunity in conventional international law and international conventions and identifies the scope of sovereign immunity enjoyed by the national university training ships according to international law.

  • When and why do states cooperate in international basins? In recent years, there have been increasing attempts to apply international relations theories such as realism and neo-liberal institutionalism in understanding prospect of cooperation among sovereign states over shared rivers. Realists of hydropolitics argue that fate of cooperation resides in hands of hegemons and distribution of aggregate power among riparian states. Such pessimistic contention has been challenged by neo-liberal institutionalists, especially through regime theory. However, regime theory barely explains why and how cooperation emerges in the first place prior to regime formation. Therefore, the research suggests the game theory from neo-liberal institutionalism as an alternative theoretic approach. The accountability of Oye (1986)'s theoretical framework is illustrated through the case of cooperation in the Rhine River Basin.

Credit Enhancement and its Risk Factors for IPP Projects in Asia: An Analysis by Network

  • Credit enhancement is absolutely essential for financing Independent Power Producer (IPP) projects in Asia particularly for countries whose sovereign credit rating is on non-investment grade and foreign investment is difficult to achieve. Due to nexus of agreements among varies parties in IPP project, it is hard to clearly visualize the roles of these agreements. Examples are: What credit enhancement factors are most influential to minimize the associated risks of IPP projects? Why are they powerful? What are their roles? Who are less powerful and what are the obstacles that causes them less powerful? A research is conducted to identify the credit enhancement factors for IPP projects in Asia. IPP professionals validated 27 out of 28 identified credit enhancement factors, and five factor groupings were made through factor analysis. Afterwards, network theory is applied to find the unanswered questions, which by graphical and mathematical representations show that the host government's credit enhancement, MDBs, ECAs and other parties' credit enhancement are prominent and of great importance to handle the associated risks of IPP projects in Asia

Implication of Korean Medicine Principles in Herbal Medicinal Preparations on Pharmaceutical Affairs Act (약사법상 한약제제의 정의 중 한방원리의 의미에 대한 고찰)

  • Objectives : In Pharmaceutical Affairs Act, herbal medicinal preparations are defined as medicines made by Korean medicine principles. But in Act, Korean medicine principles are vague. Thus, there is a request to explain what the Korean medicine principles are. The aim of this study is to suggest implications of Korean medicine principles in definition of herbal medicinal preparations. Methods : With regard for definition of Korean medicine principles, we referred to the domestic and foreign regulations and literature about the history of herbal medicinal preparations. As a result, the meaning of Korean medicine principles was historically examined from various angles. Results : Through this study, we studied the Korean medicine principles from the past medical history. Due to the broad definition of Korean medicinal principles, we tried to extract general ideas of medicine principles first. We also found that we had scientific formulations based on korean medicine principles which could be used in modern society. In the end, we found that numerous medicine principles which include ‘Four qi and five flavors theory’, ‘Processing of medicinals’, ‘Yin and yang theory’, ‘Five phases theory’, ‘Meridian entry of viscera and bowels theory’, ‘Herb Couplet Interaction theory’, ‘Sovereign, minister, assistant and courier theory’, etc. Conclusions : Innumerable principles used from the past existed. These principles were broad and could be used as modern scientific principles. Based on these facts, we illustrated details of Korean medicine principles, hope this principles be widely shared and Korean herbal medicinal preparations be further developed.

  • The purpose of this paper is to analyze maritime piracy and its economic implications with particular attention to attacks registered in the Gulf of Aden, and to investigate in theory what is the rationale behind engaging in criminal behavior. The paper also aims to investigate how the International community along with Sovereign States should allocate resources in order to make the seas a safer place and describe how closely inter-related maritime piracy, preventive and punitive measure put in place by Governments are. Elements of economics and ergonomics are taken into account in order to properly investigate the major legal issues relating to maritime security.

  • Objectives : The purpose of this paper is to examine Zhang Zihe's reinforcement method based on the theory of keeping balance(以平爲期). Methods : Based on his arguments in the Rumenshiqin and formula compositions, Zhang Zihe's reinforcement method was examined. Results & Conclusions : 1. Despite preconceptions that Zhang Zihe must have been critical of reinforcement methods due to his alliance to the offensive purgative group, in reality his criticism was not aimed at reinforcement methods entirely, but rather at warming and tonifying. 2. Zhang Zihe's criticism of warming and tonifying was based on his research of the Neijing, in which he realized the pathogenic effects of fire-heat and the side effects of warming and tonifying in clinical practice. This is a common conception among the Four Great Doctors of the Jin-Yuan period. 3. Zhang Zihe focused on eliminating pathogenic qi so that the body's qi would circulate smoothly to slowly restore the source qi. The theory of keeping balance was emphasized to achieve this goal. 4. Based on the theory of keeping balance, Zhang Zihe used various medicinals with different properties and flavors to allow for the medicinals in each of the sovereign, minister, assistant and courier positions to co-operate with each other, while using food reinforcement to restore the source qi.
