  • Unlike knowledge sharing or knowledge transfer, knowledge protection has received little attention in the literature. Knowledge protection play a very important role in keeping organization competitive. This study explores the differences in knowledge protection between public and private organizations by T-test and regression analysis. The results of this study shows that the level of knowledge protection in public organizations is lower than that in private organizations. There is even larger difference in the level of access to key knowledge from outside between the two sectors. Such difference can be explained by the unique characteristics of public sector organizations. Understanding why the level of knowledge protection differs between the public and private sector is very important. This study presents lessons and implications for management leadership.

Moreover, Big Data has a wide applications ranging from situation awareness, decision-making to the area to enable for the foreseeable future with man-made and analysis of data. It is necessary to process data into meaningful information given that the huge amount of structured and unstructured data being created in the private and the public sector, even in disaster management. This data should be public and private sector at the same time for the appropriate linkage analysis for effective disaster management. In this paper, we conducted a literature review and case study efficient Big Data to derive the revitalization of national disaster management. • The marketization reform from the open-door policy in 1978 was not only booming export-oriented industries with foreign investment but also expanding the role of private actors in the Chinese water sector. Private Sector Participation (PSP) has become an important element in developing urban infrastructure by providing better services with advanced facilities. The rapid development of PSP-driven urban water infrastructure in China has a positive impacted on Chinese economic development, particularly in coastal areas. PPPs in some coastal areas have successfully spread out over China since China applied the first Build-Operate-Transfer (BOT) mode in the water sector in the early 1990s. The market-oriented water and wastewater, Public-Private Partnership (PPP) mechanism in the initial period of China has been transformed into a state-dominated PPP mechanism. The development pattern of the water and wastewater PPPs in China has been divided in four stages: the first period from 1984 to 2002, the second period from 2003 to 2008, the third period from 2009 to 2014, and the last period after 2015. The study aims to investigate the successful process of water and wastewater PPPs in local areas through five socioeconomic elements: export-oriented economic strategy, urbanization, cheap land policy, infrastructure investment, and water issues and climate change. In addition, the study focuses on analyzing the extent to which the Chinese government re-asserted its control over the PPP mechanism by classifying five elements in three different development Phases from early 2000 to 2020. The Jiangsu Province in the estern coastal area has actively invited PPP projects in the water and wastewater sectors. The successful introduction and rapid growth of PPPs in the urban water infrastructure has made the province an attractive area for a foreign investor.

  • With the emergence of partnerships with private actors in public and cultural diplomacies, complexity in the relations among the various stakeholders involved has arisen, and yet the relevant research is insufficient to shed any beneficial light on such issues. By looking at public-private partnerships, the present study determined that resource dependence, trust, and risk are the main factors affecting the feasibility of partnerships, and inductively developed propositions on their effects. In an explorative case study, Germany (decentralized mode of governance) and South Korea (centralized mode of governance) were compared as exemplary contrasting system designs. The results revealed that risk and trust are likely to affect the feasibility of partnerships, whereas resource dependence is not. The following additional findings also were made: (1) there are cultural actors in a 'for profit, but with non-profit purposes' sector; (2) an interpersonal level of trust positively affects partnerships; (3) 'taking risks' brings about 'innovation'; (4) the existence of international commonalities between any two cases depending on the actors' shared role, whether public or private; (5) public actors' emphasis on mutual trust, program budget and execution, innovations coming from taking risks, commitment and ownership, and unexpected situations; (6) private actors' consideration of 'publicness' and grant-seeking or financial support as important incentives, and their desire that public actors to show more trust, professionalism, and ownership with less control over budget execution. With its qualitative approach and in-depth analysis, the present study yielded new insights, notwithstanding the relatively small sample data.

  • The Korean government has recently invigorated the activities of public diplomacy. It is based on the Public Diplomacy Act enacted in 2016. However, there is a widespread concern that it was belatedly enacted and showed necessity to a revision. We believe that this paper contains three contributions which were not sufficiently addressed before. First, we identify the current state of public diplomacy-related legislation in Korea. Second, we argue the necessity to critically review the legal adequacy of Public Diplomacy Act with a consideration of rapidly changing external environment. Lastly, we propose several ways of revision for the future development of public diplomacy in Korea. When revising the Act, it is necessary to make clear a legal connection between the general law and the special law as in the case of the Korea Foundation Act and the Public Diplomacy Act. In this regard, it is worth examining the relationship between the Framework Act on International Development Cooperation and related norms. In addition, the role of the private sector and subnational governments should be expanded. For this purpose, a method and level of cooperation with the private sector should be clearly defined.

  • In the process of promoting policies to strengthen health insurance coverage, the relationship between public health insurance and private health insurance, along with the management of non-benefit, is also emphasized as a policy issue. First, the concept and scope of non-benefit were comparatively analyzed by country. Second, the interaction between the public and private health insurance was classified as 'large or small,' and the government's regulation and management policy on private health insurance was classified as 'strong or weak.' Korea has relatively smaller benefits covered by public health insurance, higher copayment expenses, and more areas and scope of non-benefits. In countries where the interaction between public and private health insurance is small, private health insurance-related policies are weak. And in countries with large interactions had public-private partnerships and the government's management policies were also strong. On the other hand, Korea has a large interaction, but the actual structure of cooperation between public and private insurance and management policies were weak. Because the non-benefit sector in Korea is relatively wide, it is difficult to manage compared to other countries where the concept of non-benefit is limited. In addition, the health authorities rarely perform the role of supervision over private health insurance, and they have so few linkages and cooperation for public-private insurance. Therefore, practical policy enforcement is necessary to achieve the easing of the burden of national medical expenses through linkage and cooperation of public-private health insurance with reference to relevant other countries' cases.

  • Current supervision systems have been changed by the demands of social, physical and institutional environment, and have a role of preventing safety accident and in improving the construct ability through the analysis of issues in quality, time, construction, safety, and environmental management. The public sector "Construction Technology Management Act", a general and private sector "Building Act" and "Certified Architects Act", the residential building "Housing Act" are dealt with supervision systems, respectively, but private small building construction is excluded from the discussion of the main targets because of their relatively small scale and the lack of social interests, Thus, this study focused on the small buildings for improving the non-resident supervision systems. Survey results revealed that the non-resident supervisor needs to be selected not by clients but by officers in order to obtain its publicity. Based on the proper selection and execution of the supervision system suggested in this study, the potential effects can be summarized as 1) recovering of publicity, 2) correcting abnormal practice, and 3) realizing design intention for increasing the public value of buildings. In addition, findings in this study will be effective to amend current non-resident supervision systems for improving the quality of buildings and communities as well as for adopting the environmental-friendly energy-efficient smart building technologies.

  • Since Henry Chesbrough coined the term "open Innovation", active theoretical and empirical research has been conducted in many sectors. In Korea, private business sector took an active role in open innovation research and its adaptation. However, many public research institutes failed to follow the private sector's suit because they compete each other for limited fund from Korean government. The present research analyzed Korea Institute of Science and Technology(KIST) Open Research Program which pioneered open innovation research by sharing KIST research fund with third party entities and proposed a way to apply the KIST case to other public sectors.
