Analysis of Construction Cost Fluctuation Trends and Features on Apartment Housing

  • Construction projects, including housing, are carried out over long periods of time. According to changes to the construction period, the cost of input materials and wages also changes. Therefore appropriate management is important in order to minimize cost risks caused by fluctuations in prices. In Korea, housing units are usually sold in lots prior to construction completion. Therefore, careful management of input elements such as materials and equipment that are sensitive to price fluctuations is very important. This study deals with how the price fluctuation of materials, labor, and equipment influences the change of housing cost and seeks a way for cost management through identifying key resources sensitive to price fluctuation. As a result, a change to the housing cost index multiplies depending on cost changes of materials and labor together. Labor costs are a major factor on the housing cost index. In addition, certain types of materials and labor input to housing construction greatly influence price fluctuations. Thus, it is found that managing those main cost factors is the key for effective cost management.

  • Construction cost index is generally used to estimate the new project cost based on past construction data and to adjust contract cost when the price change of various articles and items of expenditure composing the contract occurs. In Korea, it is mostly used for adjustment of construction contract cost due to fluctuation of prices. However index adjustment rate which is used for adjustment of construction contract cost had some problems in calculating cost index of each expenditure item that could not reflect properly the change of construction cost. For supplementing these problems, the research of developing construction cost index has been executed. Through the precedent research, these problems were partially resolved but still remain. Therefore this research proposes method of making cost index that utilizes representative items of labor, material, and equipment by analyzing bill of quantity of road construction, through analysis and comparison of precedent study. By using this method, it is expected to solve problems which were not reflected in precedent studies.

  • Index adjusted ratio method has been widely utilized in public construction sector for contract sum adjustment by price fluctuation. In this method, the Production Price Index are used for the base ratio, but the PPI can't reflect the character of construction project in respect of the selected items and weight. In this research we prove the problem of using the index adjusted ration method in contact sum adjustment by price fluctuation, and improve it by using the construction cost index, which has the property of construction project. And we figure out the efficiency of the proposed method by case study.

  • Domestic construction materials market was about 65 trillion won and it occupied 45% level of total construction cost by 2007. In addition, due to the recent rapid rise of crude oil and iron ore price, fluctuation of raw material cost has a great influence to the cost of construction industry. This means that smooth performance is closely related to construction materials. And among them, because of high putting rate of metal materials, it can be seen that the fluctuation of metal material prices is an important variables. So in this study, for the pre-study to analyze the impact of metallic material prices to construction cost, the researcher analyzed a causal relationship between metal material prices and construction cost.

  • Index adjusted ration method has been widely utilized in public construction secter for contract sum adjustment by price fluctuation. And the result. we figure out the difference between the PPI and CCI by $6.7\%$ in maximum value.

  • The purpose of this research is to propose an approximate estimation system for Modernized Hanok. Mock-up (Jisinjae) site data has been collected and analysed to characterize the modernized Hanok and to examine the range of cost fluctuation rate with each work items. As a result, number of floor, area (㎥), shape, methods and materials were considered as key factors for price change on the total construction cost. Furthermore, wood structure (34%) and roof (17%) account for major cost percentage. The cost fluctuation rate of two factors were -3.3%~+5.6% (wood structure) and -4.1%~+4.2% (roof). For further research, existing method will be analysed in order to developing the Hanok estimation system. And the cost fluctuation rate of every work items will be continually evaluated.

Analysis of Road Construction Projects' Escalation under Historical Data-Based Estimate System in Jeju (실적공사비가 적용된 제주도 도로공사의 물가변동률 영향 분석)

  • This study has conducted case studies in order to suggest alternatives to the historical data-based estimate system. Price fluctuation calculation methods based on historial cost indexes, standard estimate and construction cost indexes were applied to 9 road construction sites in Jeju for an analysis. As a result, in 5 construction sites (about 56% of 9 sites), the index control rate calculated based upon historical data-based estimate system was higher than that calculated based upon standard estimate and construction cost indexes. Thus the establishment of the requirements for the adjustment of contract price due to price fluctuation delays, which leads to a significant difference in price fluctuation amount. And, in an analysis of construction cost indexes, the indexes for road construction were used for calculating index control rate which ranges from 2.0 to 9.4 percent, indicating the time of construction amount and price fluctuation application has a significant influence on index control rate.

  • The purpose of this study is to suggest problems and improving plan of process of calculating escalation rate of the Historical Cost by price fluctuation. In order to implement this research, we analyzed problems by calculating the rate of price fluctuation with Historical Cost and measurement applying method making on-site with historical cost data were included as samples and suggested improving plan to the adjustment of contract cost. The results of research according to this are same as followings:1) Of all construction details, it is more appropriate to calculate price fluctuation by applying measurement method to the contents of historical cost unit. 2) To avoid confusion in calculating method, it was indicated that amendment in part should be achieved in order to calculate by measuring the part of calculating escalation rate of Historical Cost at related law and regulation.

Analysis on the Lotting Price Fluctuation of the Multi-Family Attached House According to the Construction Material Cost Variation (건설자재 가격 변동에 따른 공동주택 분양가 변화 분석)

  • This study analyzed the fluctuation of the construction material cost from 2001 to 2008 in Busan to examine the effect of the fluctuation of the construction material cost on lotting price of the multi family attached house. The major findings are as follow. First, as the result of the analysis on four materials such as reinforced bar, remicon, PHC piles, Copper Tubes, those take largest portion of construction cost, it was found that the there is wide difference in price fluctuation of the each materials. The reinforced bar and Copper Tubes showed high price increase by an average 14.03% and 14.91% per year while remicon, PHC piles remained almost unmoved by an average 0.86% and 2.41%. Second, According to the result of the analysis on the mutuality between the fluctuation of the construction material cost and the lotting price of the multi-family attached house, it was found that the fluctuation of the construction material cost have the most enormous effect on the sale price of the multi-family attached house, when there is 3 month time lag in reinforced bar, remicon, PHC piles, Copper Tubes, commonly. Also this mutuality continues to 6 month, 9 month and 1 year, although it decrease a little bit.

  • Price fluctuation contract is imperative and of paramount essence in the construction industry as it provides adequate relief and cushioning for changes in the prices of input resources during construction. As a result, several methods have been devised to better help in arriving at fair recompense in the event of price chang es. However, stakeholders often appear not to be satisfied with the existing methods of fluctuation evaluation, ostensibly because of the challenges associated with them. The aim of this study was to identify the challenges to usage of building construction cost indices in Ghana. Data was gathered from contractors and quantity surveying firms. The study utilized survey questionnaire approach to elicit responses from the contractors and the consultants. Data gathered was analyzed scientifically, using the Relative Importance Index (RII) to rank the problems associated with the existing methods. The findings revealed the following among others; late release of data; inadequate recovery of costs; and work items of interest not included in the published indices as the main challenges of the existing methods. This study will provide useful lessons for policy makers and practitioners in decision making towards the usage and improvement of available indices.
