A Study on Analysis of Collaborative Governance in the Process of Local Government Co-evaluation Based on Virtual Policy Studio (지방행정 평가정보 시스템을 활용한 지방자치단체 합동평가 과정의 협력적 거버넌스 분석에 관한 연구)

  • The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

An Augmented Reality-Based Digital App as an Educational Tool for Foreign Language Learning and the Evaluation of Its Learning Effect: Towards an Examination of Learning Motivation, Learning Satisfaction, and Learning Engagement (증강현실(Augmented Reality) 기술 기반의 글자교구재 디지털 앱 개발 사례와 교육효과 평가: 학습동기, 학습만족도, 학습몰입도를 중심으로)

  • The present work aimed to present the development of 'Funt', the augmented reality-based digital app as an educational tool for foreign language learning. Our work further evaluated the learning efficacy of the tool by the assessment of the three dependent measures including learning motivation, learning satisfaction, and learning involvement. With a learning app of 'Funt', students can use AR app to access recognition-based or location-based experiences such that any objects, artifacts, or media appear to be in the app. Students are then able to interact with the digital content by manipulating it to learn more about it. Students's engagement should also increase when they create their own experience in AR to demonstrate their understanding of a particular concept or words. Learning effects were evaluated on survey data collected from a hundred respondents aging six to nine years. One-group design for pre-test and post-test was utilized to examine the differences of learning efficacy by comparing the non-'Funt' group and the Funt group scores. A pairwise t-Test was performed for pairwise comparisons between two learning groups. The results indicate that the 'Funt' group scored significantly higher than the non-'Funt' group in the measures of learning motivation, learning satisfaction, and learning involvement. Overall, our results suggest that 'Funt' attracted the students' attention, provided them with a fun context to learn English vocabulary, and develop positive motivation and satisfaction towards vocabulary learning through AR technology.

  • In this paper, we implement remote training kit using camera, Arduino and AVR practice kit so that AVR practice kit can be practiced remotely. Implemented systems can be practiced by a large number of users one at a time from a remote location. The practitioner creates the AVR Studio program using the PC remote control method and downloads it to the AVR training kit. When a computer program is created and a mouse is clicked or dragged, the input signal is transmitted to the Arduino and the Arduino transmits the actual button input signal or the analog voltage to the AVR kit. When the AVR kit is activated by receiving the input signal, you can check the operation through the camera. Therefore, using the implemented system, a plurality of users can perform AVR training using one kit.

Dual band antenna design for LTE / WLAN for wireless mobile communication high-speed network (무선 이동통신 고속 통신망을 위한 LTE/WLAN용 이중대역 안테나 설계)

  • In this paper, we designed a microstrip antenna for LTE / WLAN for wireless mobile communication high - speed communication network. The substrate of the proposed antenna is FR-4 (er = 4.3), the size is $20[mm]{\times}40[mm]$ and can be used in the frequency band of 2.77 [GHz] and 5 [GHz] Respectively. The simulation was performed using CST Microwave Studio 2014. The simulation result shows that the gain is 2.034 [dBi] at 2.77 [GHz] and 4.95 [dBi] at 5 [GHz]. The S-parameter was also found to be less than -10 [dB] (WSWR 2: 1) in the desired frequency band. The frequency bands of LTE and WLAN are widely used around the world, and the usage of the frequency is also increasing. For this reason, the dual-band antenna of LTE / WLAN is designed to help many users in a good way to use both technologies.

  • The purpose of this study is to analyze the effect of the educational environment on the prices of studio apartments, known as officetels, in Korea. Since the revision of relevant laws in 2010, they have served as substitutes for residential purposes in areas suffering from housing shortage, especially where the educational environment is a significant factor. To assess the relation between the educational environment and rental rates, the hedonic price model and artificial neural networks were implemented. The national assessment of the academic performance of middle and high schools that were closest to each officetel, and the ratio of students going to special-purpose schools and private high schools were considered as independent variables. Research findings indicated that the positive effect of the dependent variable increased as the value of educational environment-related variables increased. This result could be utilized as a functional index for housing providers after considering educational environments.

  • This article takes the talk show "Beast Town" as an example to introduce the overall technical solution, technical difficulties and countermeasures for the combination of cartoon virtual characters and virtual studio technology, providing reference and experience for the multi-scenario application of digital humans. Compared with the live broadcast that combines reality and reality, we have further upgraded our virtual production technology and digital human-driven technology, adopted industry-leading real-time virtual production technology and monocular camera driving technology, and launched a virtual cartoon character talk show - "Beast Town" to achieve real Perfectly combined with virtuality, it further enhances program immersion and audio-visual experience, and expands infinite boundaries for virtual manufacturing. In the talk show, motion capture shooting technology is used for final picture synthesis. The virtual scene needs to present dynamic effects, and at the same time realize the driving of the digital human and the movement with the push, pull and pan of the overall picture. This puts forward very high requirements for multi-party data synchronization, real-time driving of digital people, and synthetic picture rendering. We focus on issues such as virtual and real data docking and monocular camera motion capture effects. We combine camera outward tracking, multi-scene picture perspective, multi-machine rendering and other solutions to effectively solve picture linkage and rendering quality problems in a deeply immersive space environment. , presenting users with visual effects of linkage between digital people and live guests.

  • BIM was activated by applying it necessarily to the government ordered construction of more than a certain amount of money in architecture and construction field of Korea before and after 2010. An architectural education using BIM at college in Korea has been doing in accordance with this trend but is not too different from the existing interior design studio. Also, a new design curriculum based on BIM that provides a digital design concept and a digital working environment is increasingly being demanded in modern society. A digital-based design process is required not only in the field of architecture but also in the field of interior. Therefore, this study suggests the prototype of the interior design studio based on the field practice can apply BIM design, not the unfamiliar interior design studio pursued in the field practice to understand easily the environment of interior design process BIM is essentially seeking.

Wibro / WiFi dual-band antenna design for wireless broadband communication (무선 광대역 통신을 위한 Wibro/WiFi 이중대역 안테나 설계)

  • In this paper, we design a Wibro / WiFi dual band microstrip antenna for wireless broadband communication. The proposed antenna is designed to have the characteristics of FR-4 (er = 4.3), size of $40[mm]{\times}40[mm]$, and usable in 2.31[GHz] and 5.8[GHz] bands of Wibro / WiFi. The simulation is performed by CST Microwave Studio 2014 The simulation result shows that the gain is 2.308[dB] at 2.31[GHz] and 2.985[dB] at 5.8[GHz]. S-parameters were also found to be less than -10[dB] (WSWR2: 1) in the desired frequency band, and a small number of parameters and a compact antenna were designed. It is expected that many users will use the mobile communication antenna for accurate and fast communication for smooth wireless broadband communication.

  • Today, the 3D character animation is easily accessible from most of the film such as an actuality film, animation, games, or advertising. However, such a smooth movement of characters is a result obtained by Key Frame operation which skilled animators worked with data obtained through expensive equipment such Motion Capture for a long time. Therefore, to modify or to give other effects is not easy. In some cases, character's action made according to the personal feeling could be different with universal expectations of audiences, because it might be not appropriate to make regulations generalized between character's action by animater's design and emotional reaction of audience. In this research, it is aimed to show the way which is easily to blend and modify 2-3 Biped animation data by offering the operation tools of 3-D rotation using 3D Studio MAX Script. By this tool E.A.M., we can have various researches for quantities relation of between walking and emotional reaction.

The Actual Condition investigation of Residental Environment of Urban Life-Type Housing Regarding Crime Prevention Through Environmental Design -Focused on Five Single Households in studio-type housings in Gwanak-gu, Seoul Urban Life-Type Housing- (도시형생활주택의 범죄예방환경설계 측면에서 본 주거환경 실태조사에 관한 연구 - 서울시 관악구 원룸형 주택 1인가구 5개를 중심으로-)

  • Purpose: The purpose of this study is to be performed with studio-type housings among urban life-type housings to investigate the physical characteristic and crime-related factors of studios from the viewpoint of the basic principles of crime prevention through environmental design (CPTED). Method: Eight CPTED guidelines available in Korea were reviewed to select 20 planing factors for actual condition investigation. Five single households in studio-type housings in Gwanak-gu, Seoul, were chosen according to the subject screening criteria to perform the actual condition investigation. Results: First, a lighting plan around a building for natural surveillance should consider the building location, relation with the front road, and surrounding facilities. In a building of a piloti structure, the parking lot and the building gate should be arranged in a manner that enables natural surveillance. Second, the shape of the corridors in studio-type housings should be considered to plan the installation of a lighting at the door of each household, the installation of a viewer window at the door of each household, and the arrangement of the elevator. Third, to support access control, an access control system having the function of video and voice communication is recommended to be installed at the building gate. Criteria for the type of security windows and the floors on which security windows should be installed, and the regulations about the CCTV installation inside and outside the building should be prepared. Fourth, to enhance territoriality in parking lots, ground patterns, parking lot gate, and signs may be installed. Fifth, in view of effective utilization and maintenance, lighting facilities should be installed to increase the usability of ground parking lots, and relevant installation criteria should be prepared regarding the type, number, and brightness of the lightings.
