Various methods have been used to solve the problem of the evaluation of the complex decision-making. In the case of public projects, used the AHP method to evaluate the pre-feasibility of the projects. In this paper, The pre-feasibility was referring to the 'General guidelines for the pre-feasibility' of the KDI and was used the AHP to evaluate for public projects of the H-city. In order to achieve this object, the structured hierarchical model and questionnaire developed based on the evaluation guidelines of the KDI. Also, the weight of evaluation factor was calculated based on the AHP method and was obtained the evaluation results for the project implementation alternative.

본 연구에서는 신기술 연구개발사업의 사전타당성 평가현황 및 개선방안에 대해 설명하였다. 농촌진흥청이 수행하고 있는 사전타당성 평가방법을 파악하고 이를 발전시킬 수 있는 방안을 모색하기 위해 국내외 여러 기관의 사전타당성 평가제도와 평가지표를 조사 분석하여 새롭게 사전타당성 평가지표를 구성하였다. 이렇게 하여 도출된 평가지표에는 기술성, 시장성, 사업성과 관련된 지표들이 새롭게 산출되었다. 이를 기본내용으로 설문지를 개발하고 응답내용을 통계처리하여 지표간의 비중을 설정하였다. 결과는 사업성이 가장 높게 나타났으며, 세부적으로 예산적절성, 신규성, 기술수요가능성, 상용화가능성의 타당성이 높게 나타났다. 이를 참고하여 사전평가지표의 운영프로세스에 대해 간략하게 제안하였다.

도로, 항만 등 사회간접자본 투자의 사업성 분석을 중심으로 이루어지던 예비타당성 제도가 연구개발 분야의 성과관리 강화 및 효율성 제고를 위해 500억원 이상의 대형 연구개발 시설 및 장비 사업을 신규 분석 대상으로 포함하게 되었다. 이에 따라 연구개발 분야에 적용되고 있는 예비타당성 방법론을 분석하고 실제 연구사례에 대한 분석 및 평가를 실시, R&D 분야 예비타당성의 제도적 한계점을 도출하고 이러한 한계점을 보완할 수 있는 개선방향을 제안하였다. 경제성 분석에서의 편익을 추정하는 방법을 R&D 분야에 적합하도록 개선하는 방법과 비용 추정에 있어서의 일관성 있는 근거를 마련하는 방법을 개선방향으로 제안하였으며, 정책성 분석과 AHP 제도에서는 기술성 평가제도의 도입, 지역균형 발전 평가제도의 개선, 재원 조달 가능성 검토 방식의 개선, 기술 전문가의 AHP 참여 의무화 등의 개선방향을 제안하였다.

This paper analyzed economic feasibility of aquacultural construction which of large-scale. The results of the economic analysis, cage cultural and water recycling cultural by post-water treatment were analyzed that NPV is 2,083,685 thousand won and -14,105,896 thousand won and B/C ratio is 0.590 and 0.855, respectively. These were shown economic infeasibility. But, running water culture by pre-water treatment(small scale) and running water culture by pre-water treatment(large scale) were analyzed that the one is 5,555,747 thousand won and 15,048,589 thousand won and the other is 1,154 and 1,1221, respectively. these were shown economic feasibility. In addition, measurement of B/C ratio through a sensitivity analysis on running water cultural by pre-water treatment(small scale) and running water cultural by pre-water treatment(large scale) is economic feasibility in all cases. However, these were analyzed when the selling price was falling to 20 percent, it has shown economic infeasibility and when the selling price rises to 20 percent, water recycling culture by post-water treatment has economic feasibility. The significance of the study analyzed a sensibility as well as economic feasibility by methods and scales. It is expected that used as basic materials when constructing and operating of land aquaculture in order to minimize the damage from natural disasters.

The pre-assembly takes a large portion of the fabrication cost of steel bridges. In order to save the fabrication cost through the improvement of the conventional pre-assembling process, this research investigates a numerical pre-assembly simulation as an alternative to current pre-assembling process. The 3D laser scanning was utilized in site and measuring data for steel box were analyzed. The productivity of pre-assembly simulation system is compared with the conventional pre-assembling system. This paper identifies feasibility on the alternative pre-assembling process and then proposes the scheme of the pre-assembly simulation system development satisfying the current pre-assembly inspection of standards.

As the low-cost carriers of the region enters the air transportation market, the domestic air transport circumstance is to be changed and each local autonomous entity conducts the feasibility study to develop the regional airport. But the airport is developed almost all by the goal of the policy and actually the valid basis of the airport development is often weak. To present the validity of the regional airport development Using the pre-feasibility study method the government performs I apply it to the airport development project of the Seo-san region. To present the validity of the regional airport development this study carries out the pre-feasibility study by the AHP analysis.

New transport technologies have been rapidly developed and various transport systems are ready to introduce. However, there no exists effective decision making tools for pre-feasibility studies on transport systems. The pre-feasibility studies should provide reliable solutions about whether a certain transport system is feasible or not by cost-benefit analysis and effectiveness test of enhancing regional economy. This study introduces the smart transport investment/information system (SMARTIS) for supporting decision making with ease, fast and reliable methods. The SMARTIS incorporates travel demand estimates into the process of feasibility studies with automatic data processing methods to give reliable solutions quickly. The SMARTIS is expected to be informative for transit agencies, planners, and operators.

중국이 우리 영토인 '구려벌'을 그들의 영토로 만들기 위해 동북공정을 필두로 한 영토공정을 실시하고 있는 것에 대해, 중국 영토공정의 원인과 목적 및 실태를 분석하고 그에 대한 대응 방안을 제시함으로써 잃어버린 우리 영토를 수복하는 데 본연구의 목적이 있다. 이를 위해서 본 연구에서는 중국이 실시하는 영토공정에 대해 세부적으로 검토했다. 중국이 실시하는 영토공정인 동북공정과 단대공정, 탐원공정과 요하문명론은 물론 근대공정까지 실시하게 된 원인과 목적을 밝히고 그 내용을 점검하고 실태를 분석하여 문제점을 지적한 후 그에 대한 대응 방안을 제시했다. 중국은 영토공정을 실시하기 위해서 무엇보다 문화와 역사를 왜곡하였다. 따라서 본 연구에서도 문화와 역사적인 측면에서 중국이 주장하는 왜곡의 실태를 파악하고 그 모순을 짚어서 맞대응하는 방법을 택함으로써 차별성을 가졌다. 아울러 본 연구에서는 중국의 역사와 문화 왜곡은 물론 우리 스스로 중국이 주장하는 것들을 각기 딴 생각으로 해석하는 잘못을 지적하였다. 또 우리 영토를 지키는데 정부의 적극적인 대응이 매우 중요하다는 점을 강조하였다.

본 연구는 학습자 중심의 플립드 러닝(Flipped Learning) 수업을 설계하여 적용한 후 예비수학교사들의 인식조사를 통하여 성공적으로 플립드 러닝을 실행하고 활성화시키기 위해서 고려해야 할 측면을 파악하는 것을 목적으로 한다. 연구의 목적 달성을 위하여 수업 전, 수업 중, 수업 후 3단계로 설계한 플립드 러닝을 예비수학교사교육에 적용하고 그에 따른 인식조사를 실시하였다. 예비수학교사 30명을 대상으로 실시한 인식조사 결과 플립드 러닝 수업 전반에 관한 인식은 긍정적이었다. 수업 전개 과정에 대하여서는 각 단계의 유용성과 학습 내용 이해 측면에서의 긍정적이었으나 외적인 환경에 대한 개선점이 제기되었다. 연구의 결과를 통해 예비수학교사교육에의 플립드 러닝 활용 가능성을 시사하였다.
