Phoenix from the Ashes: Dortmund's Cluster Policy and Urban Development Since 2000

  • This paper discusses Dortmund's municipal economic development policy, in particular during the period 2000-2010 in the context of the "Dortmund-project", a strategic concept designed at the end of the last millennium. Its core elements and key projects are presented in the following. We draw much attention to the interplay of cluster policy and urban development. In an earlier paper, Becker and Hermann (2013) had discussed some of other important milestones reached in the context of structural change in Dortmund, with a particular focus on the development of the TechnologieZentrum (=Technology Center) and the TechnologiePark (=Technology Park) Dortmund from its beginning in 1984. The "dortmund-project" was not addressed in detail. This present article and their paper are complementing one another.

  • This paper describes a new bike system for the postural balance rehabilitation training. Virtual environment and three dimensional graphic model is designed with CAD tools such as 3D Studio Max and World Up. For the real time bike simulation, the optimized WorldToolKit graphic library is embedded with the dynamic geometry generation method, multi-thread method, and portal generation method. In this experiment, 20 normal adults were tested to investigate the influencing factors of balancing posture. We evaluated the system by measuring the parameters such as path deviation, driving velocity, COP(center for pressure), and average weight shift. Also, we investigated the usefulness of visual feedback information by weight shift. The results showed that continuous visual feedback by weight shift was more effective than no visual feedback in the postural balance control It is concluded this system might be applied to clinical use as a new postural balance training system.

  • Opening 21th Century, all the Countries of the world has been focusing on build up the foundation of cultural infrastructure in a various way, since the awareness of importance for cultural design products has been turnover. For this reason, all the countries in the world, recognize that it is more important than any other things to plan to establish a structure which is suitable to the real conditions of a region in order to efficiently manage or operate their cultural environment, in particular, they think it is urgent they should contrive to develop their regional industries with new information media, introduction and spread of the up-to-date technique of design. However, our regional related industries very difficulty for the moment for them to apply new, designing technique or to settle technical bottlenecks themselves. Accordingly, in order to resolve such a structural point at issue, this study has carried the newly designed and developed, wooden, cultural craft items that were produced by utilizing the ultramodern digital technology installed at TIDIC, it would contribute to achieve some global cultural products.

  • Educational programming languages help learners to easily understand and use computer system itself. They also enhance the reasoning power and the contemplative faculty of learners. However, in spite of the importance of educational programming languages in education, there has not been much research and development on them compared with general purpose programming languages. In this paper, we propose and examine a new educational programming environment TWo (Turtle World) which is designed for learners to utilize the recent information technologies. Aimed at being used as a learning and working tool for multimedia programming and processing, TWo is a web-based reflective object-oriented Hangul programming environment which provides each learner with the learning environment according to his intellectual ability to learn.

  • One of the basic technology for implementing the autonomy of UGV(Unmanned Ground Vehicle) is a path planning algorithm using obstacle and raw terrain information which are gathered from perception sensors such as stereo camera and laser scanner. In this paper, we propose a generation method of DVGM(Directional Velocity Grid Map) which have traverse speed of UGV for the five heading directions except the rear one. The fuzzy system is designed to generate a resonable traveling speed for DVGM from current patch to the next one by using terrain slope, roughness and obstacle information extracted from raw world model data. A simulation is conducted with world model data sampled from real terrain so as to verify the performance of proposed fuzzy inference system.

  • Car navigation system is one of the most important applications in telematics. A newest trend of car navigation system is using real video captured by camera equipped on the vehicle, because video can overcome the semantic gap between map and real world. In this paper, we suggest a visual car navigation system that visually represents navigation information or route guidance. It can improve drivers' understanding about real world by capturing real-time video and displaying navigation information overlaid on it. Main services of the visual car navigation system are graphical turn guidance and lane change guidance. We suggest the system architecture that implements the services by integrating conventional route finding and guidance, computer vision functions, and augmented reality display functions. What we designed as a core part of the system is visual navigation controller, which controls other modules and dynamically determines visual representation methods of navigation information according to a determination rule based on current location and driving circumstances. We briefly show the implementation of system.

  • The Internet was designed for machines, not humans, and hence, nobody owns a digital identity. Instead, a digital identity is rented from a website and an application. This lack of unique and secure digital identities has resulted in confusion in the online/cyber world. Digital identities pose one of the oldest and most difficult problems with regard to the Internet. There is still no way to use digital credentials to prove, own, and control an online identity, namely a self-sovereign identity, in the same manner we do in the offline world, particularly without a trusted third party. This article discusses the current open standards for digital identities, proposes solutions pertaining to digital identities in the future, and introduces the concept of a blockchain-based self-sovereign digital identity without the need of trusted third parties.

  • The purpose of this essay is threefold. First, to highlight research of Seonmin KIM, whose 2006 Ph.D. dissertation elucidates complex relationships among Ming China, Choson Korea, Tokugawa Japan, and mountainous ginseng-producing "borderlands" between Korea and China; her story concludes with the remarkable rise of a borderlands power that overthrew Ming China, there-by establishing dominance that lasted into the $20^{th}$ century - the Qing Dynasty. A second purpose is to showcase application of a non-standard-model - the Hydraulic Metaphor - that elucidates economic components of Professor KIM's history via visual and intuitive mechanisms designed to be understandable for non-specialists. Last, an outline of East Asian history is placed within context of centuries of monetary evolution that eventually yielded the late-$16^{th}$-century birth of globalization.

Damage prediction of RC containment shell under impact and blast loading

  • There is world wide concern for safety of nuclear power installations after the terrorist attack on World Trade Center in 2001 and several other civilian structures in the last decade. The nuclear containment structure in many countries is a double shell structure (outer shell a RCC and inner a prestressed concrete). The outer reinforced concrete shell protects the inner shell and is designed for external loading like impact and blast. A comparative study of non-linear response of reinforced concrete nuclear containment cylindrical shell subjected to impact of an aircraft (Phantom) and explosion of different amounts of blast charges have been presented here. A material model which takes into account the strain rate sensitivity in dynamic loading situations, plastic and visco-plastic behavior in three dimensional stress state and cracking in tension has been developed earlier and implemented into a finite element code which has been validated with published literature. The analysis has been made using the developed software. Significant conclusions have been drawn for dissimilarity in response (deflections, stresses, cracks etc.) of the shell for impact and blast loading.

World Wide Views on Climate and Energy 2015 in Korea as a Global Deliberative Governance ('지구적 숙의 거버넌스'로서 유엔기후변화협상에 관한 세계시민회의)

  • World Wide Views on Climate and Energy held on 6 June 2015 was a structured citizens' deliberative consultation forum involving 10,000 citizens in 77 countries, and South Korea was one of the participating countries. Citizen participants, selected to reflect the demographic diversity in their countries or regions, were given information beforehand and deliberated for a full day with other citizens and voted on an identical set of questions, designed to reflect policy controversies at the UN COP negotiations to be held in Paris on December 2015. This study, firstly, analyzes the backgrounds and purposes of World Wide Views on Climate and Energy and reports the WWViews event held in Seoul, Korea before examining the theoretical implication of it. And then, this study discusses about the features and opportunities of World Wide Views on Climate and Energy as a way of forming a global deliberative governance by focusing on deliberative democracy, citizen participatory governance, and global citizenship.
