A Study on the Improvement of Efficient Execution System for Cadastral Resurvey Project (지적재조사사업의 효율적인 추진체계 개선에 관한 연구)

  • Recently there are growing arguments about the needs to improve Cadastral Resurvey Projects more efficiently and rationally since the projects have realistically started. This study aims to analysis some problems of the projects and finds out the solutions. With this purpose, we have surveyed some literatures related to the demonstration projects, and then have examined some similar domestic urban development projects and international Cadastral Resurvey Projects in order to apply their appropriate tools to the present or future projects. Generally the execution process of Cadastral Resurvey Projects has four steps and this study arranges the main problems in each steps. In the result it suggests that some improvements should change as the followings. (1) It is more effective to take planning-based approach than project-based one. (2) The project boundary needs to be decided with the rectangular patterns not the irregular ones for the efficient project. (3) The adjusting the current baseline of agreement should be reconsidered because too high baseline may make the project difficult to progress. (4) Not only systematical public relations to promote the projects but also a variety of incentives to induce the public participations is very important to solve the problems of involvement. (5) Institutional tools for collaborate planning is also desirable to solve the conflicts among stakeholders rationally and effectively.

  • This study is aimed to suggest effective ways to precisely manage the public land after searching current problems. Through the utilization of the cadastral organization and the resurvey projects, this study researches the methods to build the accurate land data based on the spatial information system as well as the on-going land survey results of the public land. This study focuses on researching whether the public land status and the management systems are operated efficiently with the cadastral organization using a variety of the spatial systems. This study finds the current problems of the land management systems by not only the Internet questionnaires but several dissertations, and suggests the methods to connect the land management systems with the cadastral resurvey projects each other.

  • The Cadastral Resurvey Project received 'Ineligible' determination by the first Pre-feasibility study in 2010. This is a result of the AHP analysis based on the policy and the economy validity. Especially, economic validity test uses mainly the Benefit-Cost Analysis. B-C Analysis has enclosed the limit to estimate the benefit which have the external effect. This study concentrated on the limit of the estimation the benefit on the Pre-feasibility study.

  • The purpose of this study is to present improvement measures for the compensation assessment system and practices by analyzing the current status and case studies of objections related to compensation assessments in cadastral resurvey projects. Cadastral resurvey projects are conducted to align the cadastral records with the actual conditions of the land, thereby resolving disputes in areas with cadastral discrepancies. Although there is a system to adjust compensation based on land area changes, these projects are often delayed due to objections raised by landowners and other interested parties. The study analyzed essential data, including parcels with area increases or decreases, to grasp the characteristics of cadastral resurvey zones and predict the direction of future projects. The objections that caused the most significant delays were categorized into boundary adjustments, area changes, and compensation assessments, with the majority relating to compensation. Compensation assessments are conducted based on area changes per parcel, responding to objections, administrative appeals, and subsequent litigation as necessary. This study proposes measures to reduce disputes and objections regarding compensation assessments. Before conducting cadastral survey measurements, community briefings should be held to address boundary settings and compensation evaluations, allowing landowners to express opinions and thus minimize conflicts. Regulations should be established to allow preliminary compensation assessments at the pre-boundary confirmation stage, and legal provisions should specify the methods and content of objections more clearly. Furthermore, to address delays caused by personnel changes among officials handling cadastral resurvey operations and to promptly resolve resident complaints, standards and manuals for the compensation assessment process are essential. Detailed guidelines or manuals should be developed to ensure reliability, objectivity, and fairness in compensation assessments. Through a detailed analysis of objections in cadastral resurvey projects, this study proposes new legal provisions, transparency in the selection of evaluation agencies, a formal procedure for reviewing landowners' opinions, and improvements in compensation evaluations conducted prior to final boundary determination.

  • The world geodetic system transformation of cadastral record have to minimize differences of boundary and area being in cadastral record according to transformation for that is direct connected with the land owner and property protection. However it is very difficult to accurately maintain the before and after transformation because coordinate transformation is generally using a mathematical conversion formula. At present, Helmert model by using 4-parameter is official coordinate transformation model for Cadastral Resurvey Project but scale factor is most sensitive to changes of area and relative position in the same parcel. In this study, it was proposed 3-parameter method using by scale factor fixing through the application of a Helmert in order to avoid changing the area difference and keeping the error within the tolerance range of the boundary which is related to the boundary point coordinate region.

  • According to increasing the value of real estate and various land use by urbanization and industrialization, the importance of land use has enhanced regardless of above or below the surface. Therefore the changes into Digital Cadastre using high-technical surveying methods has tried to find a solution in the purpose of providing accurate land information to End-users in real time. However Korean cadastral system was established for a short time through the Land & Forest project and it has been used for cadastral surveying until now. Land devastation by the Korean war and the indiscreet land use by unplanned land development of industrialization has raised failures to construct correct cadastral records. So it has occurred that it becomes one of social problems due to the current unmatched areas between adjacent parcels. Therefore government has tried to make an effort to solve the problems such as reducing unmatched areas and introducing a Case study for Cadastral resurvey. And also it is necessary to adopt a suitable Korean model for Cadastral resurvey. In this study, the current Korean situation of cadastral surveying was investigated and the optimized models for various patterns of Land surveying was offered.

Effective Application Methods of Cadastral Resurvey and Appraisal (지적재조사와 감정평가의 효과적 적용 방안)

  • This study is to suggest the need to apply appraisal in calculating estimated compensation in order to efficiently implement the national cadastral resurvey project. The results from this research are summarized as follows. First, it is expected that the need to calculate estimated compensation would increase in the near future because current cadstral records do not reflect the reality. Second, the calculation and adjustment of estimated compensation can not be performed by officially assessed individual land price because the true value of a land can not be evaluated on the basis of the individual land price. Third, a variety of evaluation techniques such as individual evaluation and partial evaluation would be required in calculating estimated compensation depending on the type of land. In addition, an expert appraisal would be applied to the calculation of estimated compensation in order to achieve the purpose of fair estimated compensation.

  • This study developed a mobile application system for serving cadastral information needed to propel diverse cadastral works including cadastral resurvey efficiently. First, BlackPoint-Xr was selected as a spatial client engine to embody the cadastral information system based on mobile device including smart phone and tablet PC. The mobile cadastral information system contains functions such as finding location with GPS based on spatial information such as aerial photo, cadastral map, administrative map, and digital map, parcel search with address and lot number, finding land register including land address, the classification of land, and land price. Especially, this study developed functions which can analyze the measurement of distance, area, slope and cross-section elevation of land to apply construction work and land maintenance project. This system can support efficiently cadastral work and construction project by serving diverse cadastral information to users in field and can be also applied to the field of digital cadastral information.

  • The boundaries of administrative districts are the basic system for the whole country and are closely related to the daily life of the residents. The administrative boundary of Korea is registered and managed in the cadastral study based on the intellectual study of cadastral system. There is a non-conforming land where the registration details of some cadastral studies do not match the actual situation of the land, and the cadastral rehabilitation project is implemented as a national project to create a new digital cadastral study. However, due to the cadastral rehabilitation project, there is an unreasonable parcel that the past administrative boundaries and newly registered boundaries are different from each other due to the registration of the past administrative boundaries for the newly registered cadastral studies. The purpose of this study is to identify the unreasonable administrative boundaries arising from the cadastral rehabilitation project and to identify problems in order to effectively manage the number of branches in terms of administrative and administrative efficiency in terms of registration and inhabitants management. It is expected that the legal system will be improved to legitimately control the boundary of the administrative district and to manage the boundaries of the administrative district accordingly and to provide the service and to solve the inconvenience of the nation.
