A Study on Early Termination Payment Option of BTO PPI Projects (BTO 민간투자사업 해지시지급금 매수청구권 가치에 관한 연구)

  • Real option values of early termination payment for selected BTO PPI projects are studied using binomial models. Two cases of early termination payments are considered; an option with the condition of private participants' default, and an option without the condition. Values vary depending upon parameter values such as revenues, costs, discount rates, debt ratio, and volatility of revenues. For selected projects, the option values without the default condition are estimated as 1%~7% of total project costs, whereas the option values with the default condition are estimated as 0%~1.89% of total project cost. When actual revenues differ from the forecasted revenues, apparently the option values deviate from the values based upon the forecasted revenues. When actual revenues fall short of the forecasted revenues, the option values increase by a large amount whereas the option values decrease by a small amount in the opposite case. This implies that the option values can be quite bigger than the values based upon the forecasted revenue especially when the revenue forecast uncertainty is large. This study is expected to play an important role in improving the early termination payment option policy of the government in PPI projects in Korea.

Conditional Probability Based Early Termination of Recursive Coding Unit Structures in HEVC (HEVC의 재귀적 CU 구조에 대한 조건부 확률 기반 고속 탐색 알고리즘)

  • Recently, High Efficiency Video Coding (HEVC) is under development jointly by MPEG and ITU-T for the next international video coding standard. Compared to the previous standards, HEVC supports variety of splitting units, such as coding unit (CU), prediction unit (PU), and transform unit (TU). Among them, it has been known that the recursive quadtree structure of CU can improve the coding efficiency while the encoding complexity is increased significantly. In this paper, a simple conditional probability to predict the early termination condition of recursive unit structure is introduced. The proposed conditional probability is estimated based on Bayes' formula from local statistics of rate-distortion costs in encoder. Experimental results show that the proposed method can reduce the total encoding time by about 32% according to the test configuration while the coding efficiency loss is 0.4%-0.5%. In addition, the encoding time can be reduced by 50% with 0.9% coding efficiency loss when the proposed method was used jointly with HM4.0 early CU termination algorithm.

The Effects on Social Welfare of Asymmetric Regulation in Mobile Telecommunications Termination Access Charge (이동망 착신접속료 차등의 사회후생효과 분석)

  • We analyze the economic effects of mobile termination rate asymmetry by simulation model. The asymmetry allows the mobile operator to get access profits at the expense of the incumbent and induces negative effects such as the entry of inefficient operator and allocative efficiency as well as productive efficiency. We use simulation model to investigate the effect on social welfare of asymmetric regulation. If the brand loyalty is high, social welfare increase as the termination charge of entrant increases. The extension of the basic model shows that the degree of social welfare increase becomes higher as the brand loyalty increases when the cost of entrant is smaller than that of incumbent. But, the degree of social welfare decrease becomes lower as the substitution effects increase.

Performance Analysis for Optimizing Threshold Level Control of a Receiver in Asynchronous 2.5 Gbps/1.2 Gbps Optical Subscriber Network with Inverse Return to Zero(RZ) Coded Downstream and NRZ Upstream Re-modulation

  • We propose the performance enhancing method optimization of an asynchronous 2.5 Gbps/1.25 Gbps optical subscriber network with inverse RZ (Return to Zero) coded downstream and NRZ (Non Return to Zero) upstream re-modulation by adjusting threshold level control of a receiver. We theoretically analyze the BER (Bit Error Rate) performance by modeling the occurrence of BER by simulation with MATLAB according to the types of downstream data. The results have shown that the normalized threshold level in an optical receiver could be saturated at 1/3 as the SNR (Signal to Noise Ratio) increases. The needed SNR for obtaining the BER $10^{-9}$ can be reduced by $\sim$5 dB by optimizing the normalized threshold level at 1/3 instead of by using the conventional receiver with threshold level of 0.5. The proposed system can be a useful technology for asynchronous optical access networks with asymmetric upstream and downstream data rates, because the improved minimum receiving power could replace a light source with a source with lower power and lower cost in an OLT (Optical Line Termination).

  • Recently, a multi facility, multi product and multi period industrial problem has been widely investigated in Supply Chain Network(SCN). One of keys issues in the current SCN research area involves minimizing both production and distribution costs. This study deals with finding an optimal solution for minimizing the total cost of production and distribution problems in supply chain network. First, we presented an integrated mathematical model that satisfies the minimum cost in the supply chain. To solve the presented mathematical model, we used a genetic algorithm with an excellent searching ability for complicated solution space. To represent the given model effectively, the matrix based real-number coding schema is used. The difference rate of the objective function value for the termination condition is applied. Computational experimental results show that the real size problems we encountered can be solved within a reasonable time.

  • The Effect of asymmetric interconnection charge is different between where the retail price of incumbent is regulated and that of incumbent is not regulated. When the retail price of incumbent is not regulated, the brand loyalty and the relative magnitude of each marginal cost determine the effect of consumer surplus. However, when the retail price of incombent is regulated, network substitution effect also plays a important role to the consumer surplus. The higher the brand loyalty, the lower the network substitution effect, or the higher the marginal cost of the entrant, the social welfare through the asymmetric interconnection charge is more increased. In the other cases, the consumer surplus might be decreased.

Analysis of Services and Cost in CVA Patients by Severity in Hospital-based Home Health Care (병원중심 가정간호 뇌혈관질환자의 중증도별 서비스 특성 및 비용 분석)

  • Purpose: The purpose of this study was to analyze the differences in terms of services and cost between CVA without typical diseases (Group I), and CVA with typical diseases (Group II), in their Hospital-based home health care. Method: The subjects of this study were 308 CVA patients who used home care nursing during the second phase demonstration project of their hospital-based home health care. Results: The results of the study was as follows 1. Group II had more home visit (15.3/12.7) (p>0.05), and cases of death when home care (16.8/11.4) (p<0.05). 2. Group II needed more services than Group I such as bladder irrigation, skin care, bed sore care, glycerin enema, finger enema, lung care, urine sugar test, monitoring and surveillance of fluid infusion and R.O.M exercise (p<0.05). 3. The variables that showed statistical significance in the regression analysis were family style, OPD visit, level of consciousness, patient's state on termination of home care, and some extend of home health care services (R2=0.373, 0.205). Conclusion: Home nursing care needs to be planned by severity in Hospital-based home health care for CVA patients.

Fast CU Encoding Schemes Based on Merge Mode and Motion Estimation for HEVC Inter Prediction

  • The emerging video coding standard High Efficiency Video Coding (HEVC) has shown almost 40% bit-rate reduction over the state-of-the-art Advanced Video Coding (AVC) standard but at about 40% computational complexity overhead. The main reason for HEVC computational complexity is the inter prediction that accounts for 60%-70% of the whole encoding time. In this paper, we propose several fast coding unit (CU) encoding schemes based on the Merge mode and motion estimation information to reduce the computational complexity caused by the HEVC inter prediction. Firstly, an early Merge mode decision method based on motion estimation (EMD) is proposed for each CU size. Then, a Merge mode based early termination method (MET) is developed to determine the CU size at an early stage. To provide a better balance between computational complexity and coding efficiency, several fast CU encoding schemes are surveyed according to the rate-distortion-complexity characteristics of EMD and MET methods as a function of CU sizes. These fast CU encoding schemes can be seamlessly incorporated in the existing control structures of the HEVC encoder without limiting its potential parallelization and hardware acceleration. Experimental results demonstrate that the proposed schemes achieve 19%-46% computational complexity reduction over the HEVC test model reference software, HM 16.4, at a cost of 0.2%-2.4% bit-rate increases under the random access coding configuration. The respective values under the low-delay B coding configuration are 17%-43% and 0.1%-1.2%.

The Buyer's Remedies for Lack of Conformity under the PELS

  • This article attempts to describe and analyze the rules on the buyer's remedies for lack of conformity under PELS. It shows that such remedies under the PELS operate in a two-tier remedial scheme which is alien to both domestic and international legal systems. That is, repair and replacement take the position of primary remedy, whereas termination, price reduction and damages are secondary remedies which are available only where the primary remedies cannot be invoked. Notwithstanding its superiority, the PELS have some drawbacks in several aspects. First, the PELS seems to place its focus on the factor of cost except the other factors, for instance, the significance of the lack of conformity, when one decides whether the first tier remedies cause the seller unreasonable effort or expense. It is argued that the factors can be considered by referring to art. 1:302 PECL. Second, the PELS does not expressively provide any exclusion of the seller's right to choose between repair or replacement on the basis of unreasonable uncertainty in reimbursing the expenses advanced by the buyer. It argues that if there is such uncertainty, it should be regarded as causing the buyer an unreasonable inconvenience under art. 4:204(1). Third, the PELS does not seem to properly reflect the consumer's interests in that most consumers prefer to have the absolute right of termination as against the commercial sellers who have a relatively stronger bargaining position. The reasons for that is that there is a big hurdle, i.e., a hierarchy of remedies, to be overcome by the consumer to battle with the commercial seller, and that unavoidable vagueness in defining a minor lack of conformity has been often used against the consumer, but in favour of the commercial seller with a strong bargaining position.

Pure LRIC MTR Regulation of EU (EU의 순수증분비용방식 이동망 접속료 제도 분석)

  • 이동망 착신독점력 규제를 위해 각국 규제당국은 이동망 착신접속료(Mobile Termination Rate: MTR)를 원가기준으로 규제하고 있다. 원가기준으로는 과거 FDC 방식이 채택되어 왔으나 2002년 영국이 "LRIC+" 방식으로 MTR을 결정한 이래 "LRIC+" 방식이 EU를 비롯한 OECD 주요국의 MTR 산정방식으로 보편화되어 왔다. 그러나 2009년 EU에서 순수증분비용(Pure Long Run Incremental Cost) 방식으로 착신접속료 규제방식 변경을 권고하는 권고안을 채택함으로써 EU 가맹국은 Pure LRIC 방식으로 MTR을 변경하여야 한다. 본 고에서는 Pure LRIC 방식 채택을 권하는 EU 권고안 채택 배경, Pure LRIC 산정 방법론, EU 권고안에 대한 각국의 이행계획을 살펴보며, Pure LRIC 채택이 가져올 영향을 살펴보고자 한다.
