  • The aim of this study is to provide primary data to propel business intended for the entire nation through the analytic assessment of the propulsion process of the newly attempted 'Dagagu' Housing Purchase and Public Rental Program (DPPRP) for the cities low income bracket. The study method was to conduct analysis of data, interview survey, onsite tenant interviews and examination of the locale in order to analyze the execution of the program and experiences of the administrator in charge of executing the model program. In the case of the enforcement of the 'Dagagu' Housing Purchase and Public Rental Program(DPPRP), combined teams of the specialty fields of purchase, rental, and management are needed; operation propulsion system of the purchase process of the housing, rental process for selecting the tenant, and the entire process of management afterwards needs to be maintained; and a collaboration system with related organizations need to be constructed.

  • The purpose of this study is to analyze the characteristics of planning community facilities of public rental apartments by basic and qualitative factors for the last ten years from the year of 2000. This study analyzed the processes and trends of change of the following: land use, tenant satisfaction with the residential environmental amenities, the quantitative increase in accordance with social paradigms, improvement in the quality of residential life, and acceptance of the needs of residents. Therefore, this study will suggest effective and archivable improvements in them. Methods of this study include drawing analyses, literature surveys, and interviews with experts. This study aims to provide essential primary data for planning community facilities for public rental apartments in order to differentiate them from public sales apartments. In the results, community facilities of public rental apartments have been increasing in their size and in the number of their programs as well. It is certain that community facilities are important influence on improving residential environments and the quality of the life. Based on this study, it is more effective to plan community facilities to be connected or extended to other external spaces. And tenant satisfaction should be carried out and put into consideration to help determine if community facilities are adequate. Space compositions should be designed to be flexible per social paradigms and customers needs.

A Study on the Logistics Sharing Platform for the Utilization of Idle Resources in Industrial Complexes: Case Study on UlSan-Mipo (산업단지내 유휴 자원 활용을 위한 물류 공유 플랫폼에 대한 연구: 울산미포 사례)

  • Industrial complexes are areas where manufacturing companies are integrated, and logistics between tenant companies play a very important role, but idle resources can occur depending on the situation if each company operates independently. Accordingly, this study aimed to reduce overall logistics costs and increase corporate productivity by looking at ways to share and utilize logistics resources such as warehouses and transportation equipment to efficiently utilize logistics resources in industrial complexes and implementing a logistics sharing platform that can share these idle resources. To this end, this study conducted a research survey on the logistics status of manufacturing companies in Ulsan-Mipo Industrial Complex, based on this analysis, the necessity of logistics resource types and utilization of industrial complex resident companies, and based on this, a service model for logistics resource sharing was studied. In addition, it was intended to analyze the operational characteristics of the existing logistics system to derive improvements and to derive optimal measures to utilize information on shared idle resources. This study confirmed the importance of sharing and utilizing idle resources to optimize logistics resources in industrial complexes, and is expected to contribute to reducing logistics costs and increasing logistics efficiency of tenant companies.

A Study on the Regional Variation of Tenancy System in Later Yi-Dynasty in Korea (조선(朝鮮) 후기소작(後期小作) 형태(形態)의 지역적(地域的).차이(差異)에 관(關)한 연구(硏究))

  • The purpose of this study is to analyse the regional variation of tenancy system in later Yi-Dynasty in Korea. Materials for the analysis are acquired through materials(韓國土地農産調査報告), published in 1905 and agricultural census published in 1912. For the identification of difference of tenancy system between agricultural region, regionalization are conducted through by crop combination. Crop combination structure, using rank of LQ index, was clustered into five generic lesions through cluster analysis. In these contexts, this study has come to following conclusions. There are three types of tenancy system in materials; (1) Doji(賭地) system of which landrent was 1/3 agricultural products. Tenant healed the land tax and seeds. (2) Byoengjak(竝作) system of which landrent was 1/2 agricultural products. Landlords healed the land tax and seeds (3) Jeongaek(定額法) system of which landrent was fixed without relation to annual products. But through the analysis of relationship between agricultural region and tenancy system, a new tenancy system could be identified : Byeongjak(竝作) II system. In this system, landrent was 1/2 of agricultural products, but landlord and tenant shared the landtax and seed in common. In the distribution of these systems, relationship between tenancy system and agricultural regions could be identified. Doji system was distributed in the regions where rice and double cropping was specialized. But Byoeongjak(竝作) system was distributed in the regions where upland crops are specialized and ratio of Paddy field is comparatively low. Especially new types were emenged where ratio of paddy field was very low. These show that increase of productivity of land didn't induce the development of the right of ownership in land. The development of ownership was emerged only on the rice paddy fields. Barley cultivated through double-cropping passed into tenant's possessions. So nominal landrent in paddy field seemed to be raised, but actual landrent was maintained about 1/3 of Products through double cropping. On the contrary, rights of cultivation is developed through double cropping. As double cropping is developed, competition on paddy field between tenants was intensified. Consequently nominal land rent of Paddy fields should be raised.

  • Recently as return farmers has been increased rapidly, the introduction of a system of rental housing is being considerated in order to induce regional fixation. It was examined organizational management, business scope of rural type rental housing, management role, through the analysis about the management realities of the business of similar form Rural-Fishing New Town project. Jangseonggun and Hwasungun have maneged rental housing 280ho in Rural-Fishing New Town project. It is large village among Rural Rental Housing. And these counties have organized the complex on a large scale among the rental housing. Local governments have managed and operated directly, also these governments have two different methods for the co-management, and the way of making payment. Rental housing management services are divided into rental management, housing management, tenant management. Rental management services such as residents of recruitment, tenants and retreat, rent collection and the storage, management and leasing promotion of the cantilever, surveys of residents. Housing management services such as check of various facilities, maintenance and maintenance work, security and cleaning and daily facility management. Tenant management is life management in connection with housing welfare. In the rural type of rental housing, there are few cases to operate a management office. It is often supplied by rental housing to buy a house or vacant land within the existing village. In this case, by utilizing community facilities within the existing village instead of establishment of extra facilities,It doesn't need to make payment for maintenance fee. In the smaller complex than No. 20, it is self-managed by the tenants in order to reduce the administrative costs and specify the necessary municipal manager. Organization form can be maneged directly from local governments and part of for the management of the building can be employed a mixed management system to delegate management to private organizations such as non-profit organizations or neighborhood association. Tenant management helps people who move in a rental house live on stable circumstance in there area by connection with the program of life support.

A Study on the Application of Welfare Service Type on the Basis of the Tenants Needs and Locational Characteristics in Each Housing (단지별 거주자의 요구 및 입지특성에 따른 복지 서비스 유형 적용에 관한 연구)

  • Within twenty years, Permanent Affordable Housing provided for people's security of housing in late 1980's yields the principles of equity with tenant's in new one supplied, thus being confronted by the requirements that existing welfare service for tenants should be improved. Reflecting on these, this study means to prepare the basic data for the welfare policy as applying welfare service types on basis of housing locational characteristics, tenants tier compared with welfare service needs of permanent affordable housing tenants. For achieving this aim, the range and mixed use mechanism of welfare service are investigated as reviewing the related research and findings. Based on this investigation, 7 types of welfare service(Independence, Half-support, Child care, Juvenile, Self-support, Social-mix, and Single household) are established. On the analysis of survey, the welfare service needs are investigated as grouping with locational characteristics and survey target. In addition, the welfare service types are reorganized by analysis of tenant's demographic and locational characteristic on each housing and are compared with tenants needs. Although, the demographic of permanent affordable housing generally shows that the tenants are constituted with aged people, the housing with high ratio of children and juvenile can be applied with Child Care type and Juvenile type. As a result of comparison, the ratio of independence type, juvenile type, and single household type are more on the large housing and housing on metropolitan area, and the ratio of half-support type and child care type are more on the small housing and housing on small city area.

Physical Aspects and Community Conditions of 'Dagagu' Housing and Tenant's Perception of the Quality of Housing (다가구 매입 임대주택 입주자 주거 실태 및 의식조사)

  • As a new way of stabilizing the housing for the urban poor, the Korean government proposed 'Dagagu' Housing Purchase and Public Rental Program (DPPRP) and implemented a pilot program in 2004. The purpose of this study was to find out whether DPPRP could be an alternative measure to solve the housing problems facing the urban poor. Physical aspects and community conditions of 'Dagagu' housing purchased by the government will be evaluated. The changes in the tenants' perception of the quality of housing after moving in the current dwellings will be studied. 46 households were temporarily selected, who moved in the purchased public rental housing in 5 districts (DPPRP pilot area). And among them, 32 households were designated as the final subjects, which could do the interview. The surveyors made door-to-door visits to tenants' houses and conducted in-depth interview by using a questionnaire The effects of 'Dagagu' Housing Purchase and Public Rental Program can be summarized according to housing environment aspects and economic aspects as follows: After moving in the public rental housing, the respondents saw improvements in overall housing environment and were satisfied with the current housing. According to a survey on the rental fee before and after moving in public rental housing, the rental fee of the latter had greatly declined. Given that the quality of previous housing was inferior to the current housing, the lessened rental burden was very meaningful.

The Improvements of Preferred Right on the Housing Lease Protection Act (주택임대차보호법상 최우선변제권에 대한 개선방안)

  • The Preferred Right that recognized in Housing Lease Protection Act Article 8 Paragraph 1 is a legal security right. The case of a small tenant whose security deposit is less than a specific sum of money to lease housing, he can get preferential payment about his a specific sum of money of security deposit in an auction procedure. Like this the Preferred Right can protect the homeless commoner also it ignores the existing legal system. But the Preferred Right has the right function that contribute to stability of homeless people's housing, on the other hand, it has the adverse function that damages to several interested parties in an auction procedure by using legal preferential protection. So, about these problems, the improvement way will propose in this study.

The Surrey Research Park: A Case Study of Strategic Planning for Economic Development

  • The development of the Surrey Research Park by the University of Surrey is an addition to a number of existing strategies to collaborate with industry that it has developed over its 120 year history. The potential to undertake this development was based on owning a substantial land holding that the University acquired when the Borough Council for the town of Guildford invited the University to relocate from Battersea in London to its new location in 1966. Initial plans for the Park in 1979 were accelerated in 1981 in response to plans by the then government to reduce funding for Higher Education in the UK. Beyond a broad master plan for the site that was based on topography and access to the site the plans that were developed were based on a survey of 100 companies that were deemed to be in the target market for the site and a review of the other 7 science parks that were being developed in the UK in 1981. The findings from this proved to be important in developing the master plan for the site. Another important influence on the project was the objectives that were defined for the 3 stakeholders in the project of the University, the tenant companies and the planning authority relate to economic development, a competitive advantage of tenant companies, knowledge transfer, the profile for the University and the capacity to generate income proved to be a valuable framework on which to develop a master plan. These details were underpinned by five objectives which served the three stakeholders in the site. Those for the University included commercial potential, knowledge transfer and image and reputation; those for the town primarily related to economic development and the plan was to help tenants gain a competitive advantage by locating on the site. In addition a number of success indicators were defined for the project against which to measure performance and have remained as a useful set of parameters on which to base the assessment of the performance of the site. In combination with these indicators a further analysis deals with the success factors that are considered as important in influencing performance. The paper sets details the history of the park and covers the success indicators and factors and reviews these in the context of the original objectives for the site.

A Study on Improvement of Personal Information Protection in Apartment (공동주택의 개인정보보호 개선방안 연구)

  • An apartment house and an officetel are already our most important residential space generally. Among food, clothing and shelter, an apartment and an officetel are in charge of a shelter as the most fundamental in our life. To live in an apartment and an officetel, it is necessory for residents to write a lot of informations about themselves. Therefore massive privacy files about apartment's residents is inevitable and it is managing in its own way. A privacy accident in an apartment houses would be a big society problem. This study examined 'tenant list' to find out what it collects and what it's problems are and proposed some vairous measures about the privacy improvements like items reduction & consent process improvement in an apartment house and an officetel from privacy laws perspective.
