  • Korea has pursued economic development based on ICT through R&D policy incorporating CDMA. However, the future society of the Fourth Industrial Revolution is expected to include a new type of industrial development that combines ICT with the non-ICT industry, making it impossible to secure national competitiveness without the source technology of the ICT industry. Therefore, in this thesis, we examine the ICT industry and ICT R&D policy from the point of view of the current ICT as a future source technology source of Korea, and identify strategies to determine ICT as a future technology source through a SWOT analysis.

  • Mobile traffic is one of the most important indexes of the growth of the mobile communications market, and it has a close relationship with subscribers' service usage patterns, frequency demand and supply, network management, and information communication policy. The purpose of this paper is to understand mobile data usage in Korea and to suggest the optimal steps for establishing the frequency supply and demand system by researching the traffic trends that reflect the characteristics of radio resources in the mobile communications field. To achieve this goal, attempts were made to increase the possibility of policy use by analyzing and forecasting mobile traffic trends, and to improve the accuracy of the research through the verification of the existing prediction results. The paper ends with a discussion of the necessity of a frequency management system based on data science.

  • The acquisition of advanced scientific and technological knowledge is essential for the economic and security interests of any nation. Major countries are actively accumulating capacities by strategically identifying and nurturing key technologies, aiming to gain a competitive advantage amidst internal and external environmental shifts and the global competition for technological dominance. By comparing and analyzing trends in strategic technology policies in leading countries, we may be able to understand Korea's technology status and level as well as identify technologies to focus or develop. Accordingly, this study scrutinizes policy trends, criteria for technology selection, objectives, and strategies adopted by major countries regarding strategic technologies and offers insights into Korea's technological development by means of comparative analyses across strategic technologies among these countries.

  • This paper examines the trends of AI Foundation Model development and the competition to lead the related ecosystem, which have been rapidly unfolding since the emergence of ChatGPT, focusing on big tech companies in the United States. Based on this understanding of background knowledge, I analyzed and presented the main contents of the initial report reviewed by the UK competition authority, CMA, on potential competition issues that may arise in the process of innovations resulting from FM development. In addition, the trend and background of the CMA's investigation into the OpenAI-Microsoft partnership, whose importance has recently been highlighted, were also explained. It is expected that a reasonable domestic policy plan will be established by referring to these UK policy trends and monitoring & analyzing domestic industries.

  • Recent advances in energy harvesting (EH) technology have motivated the adoption of rechargeable mobile devices for communications. In this paper, we consider a point-to-point (P2P) wireless communication system in which an EH transmitter with a non-ideal rechargeable battery is required to send a given fixed number of bits to the receiver before they expire according to a preset delay constraint. Due to the possible energy loss in the storage process, the harvest-use-and-store (HUS) architecture is adopted. We characterize the properties of the optimal solutions, for additive white Gaussian channels (AWGNs) and then block-fading channels, that maximize the energy efficiency (i.e., battery residual) subject to a given rate requirement. Interestingly, it is shown that the optimal solution has a water-filling interpretation with double thresholds and that both thresholds are monotonic. Based on this, we investigate the optimal double-threshold based allocation policy and devise an algorithm to achieve the solution. Numerical results are provided to validate the theoretical analysis and to compare the optimal solutions with existing schemes.

  • National and social issues are becoming increasingly common, but traditional policy-making methods are no longer effective. Therefore, evidence-based policy making is emerging as an alternative paradigm. Digital twin technology is one of the digital support tools for the new data-driven policy-making process. This study presents ongoing government experiments in the world where digital twin technology is applied to policy making and describes our experience in developing digital twin platforms in Sejong-the de facto administrative capital of South Korea.

  • The consumer surplus under the open economy is greater than that under the closed economy from the viewpoint of social welfare. This indication has been proved when only the product market is considered. This article is to show how this result is changed if the R&D market as well as the product market is considered. We find the possibility that the closed economy is preferred to the open economy in case of the (international) R&D joint venture.

  • 차세대 이동통신은 IMT-2000, UMTS, UPT 및 MBS 등이 대두되고 있으며, 이러한 시스템들은 전세계적으로 단일표준을 결정하여 하나의 단말기로 세계적인 고품질 서비스를 목적으로 하고 있다. 이를 위해 ITU는 세계 단일표준을 지향하여 표준화활동을 추진하고 있지만, 이것은 각국의 이해관계가 결부되어 복잡하게 전개되면서 미국, 유럽연합 및 일본은 지역시장을 선점하기 위한 기술표준을 논의하고 있는 실정이다. 따라서 본 고에서는 우선 ITM-2000의 개념을 검토해 보고, 미국, 유럽연합 및 일본 등의 IMT-2000 기술의 연구개발 현황을 분석하고, 이들 국가의 차세대 휴대전화 기술개발 전략을 비교 분석하였다.

  • 본 논문에서는 웹 환경에서 개인정보를 안전하게 관리할 수 있는 기술을 소개한다. 프라이버시와 관련된 기술을 분류하고, 웹 환경에서 적용될 수 있는 정책 기반 프라이버시 기술인 P3P, EPAL, XACML을 설명한다. 또한 이 기술을 활용한 마이크로소프트 인터넷 익스플로러의 P3P 기능, AT&T의 웹 브라우저용 P3P 사용자 에이전트 privacy bird, 그리고 identity 관리 시스템 환경에서 XACML을 이용한 ETRI IDMS의 privacy controller에 대하여 자세히 기술한다. 그리고 상기 기술의 장단점을 비교하여 향후 해결해야 할 점을 고찰한다.

  • 전기자동차는 석유 연료와 엔진을 사용하지 않고, 전기 배터리와 전기모터를 사용하는 자동차이다. 그동안 전기자동차는 가솔린 자동차보다 오랜 역사를 갖고 있었으나 배터리 중량, 충전 시간 등의 문제로 인해 실용화되지 못했다. 그러나 최근 들어 경제성과 친환경성을 만족시키면서 GM, 르노 등을 중심으로 전기자동차가 시판되고 있고, 국내에서도 활발히 개발되고 있다. 본고에서는 미국, 일본, 유럽, 중국과 국내의 전기자동차 관련 정책을 살펴보고 정책적 시사점을 도출하고자 한다.
