최근 정보통신 산업은 급속한 기술의 발전과 제품생명주기의 단축 및 다양한 기술들간의 융합 등 급속한 환경의 변화를 겪고 있다. 정보통신 분야의 대표적 국제 표준화 기구인 ITU-T는 이러한 환경의 변화에 대응하여 기존의 관료적이고 비효율적인 부분을 제거하고 보다 효율적인 표준화 추진을 위하여 개혁작업을 추진하고 있다. 본 고에서는 정보통신 환경에 대응한 ITU-T의 표준화 작업방법의 변화를 살펴보고, 이를 통하여 보다 효율적 국제 표준화 추진을 위한 향후 표준화 정책 방향을 제시해 보고자 한다.

When the Internet phone service, generally PC-to-Phone, first entered into the telecommunications service market, no regulatory issues were arisen to manage the service within the regulatory framework because of it's low quality, no phone number assignment and etc. However, almost the same quality, more applications and cheaper price compared with the fixed telecommunications service, have changed the regulator's policy allowing Internet phone service within market mechanism. While incumbent fixed telecommunications service enterprises had given with tremendous duties to continue the job categorized 'facilities-based telecommunication service provider', and which can be unreasonable and unfair if Internet phone service enterprises are allowed to enter into the fixed telecommunications market without any regulation. Thus, new regulatory framework has worked for the Internet phone service named the VoIP service generally in the fixed telecommunications market. Recently, VoIP is provided not only in the fixed telecommunications market but also in the mobile market as Wi-Fi phone is feasible in the wireless LAN environment. Furthermore, bundled service of Wi-Fi and cellular phone service will be launched soon, and the next version will be the mobile VoIP service operating like a cellular phone service. Hence, we will meet similar situation when the VoIP sewice enters into the fixed telecommunications service market. And, in this paper, we prospect the regulatory issues arising when the wireless or mobile VoIP service enterprises enter the mobile market, by analyzing possible scenarios.

본 논문은 신규 방송통신서비스인 IPTV(Internet Protocol Television)가 기존의 TV서비스와 차별화를 두고 향후 통신산업의 성장 동력으로서 성공적으로 성장할 수 있는지를 살펴보고자 한다. 먼저, 기존에 국내에서 상용화된 신규 방송통신서비스 - WiBro 및 위성 지상파 DMB - 주요 현황을 살펴보고, 신규 방송통신서비스 위치지도(Position Map of Emerging Telecommunications Services) 분석을 포함한 신규 방송통신서비스의 성장가능성을 분석하기 위한 개념 틀을 제시한다. 이를 바탕으로 기존 신규 방송통신서비스의 성공 장애 요인을 도출하고, IPTV 서비스의 향후 성장가능성을 분석한다. 마지막으로 향후 IPTV 서비스 시장의 성공적인 성장을 위한 정책적 시사점을 제시한다.

페이스북과 트위터 한국인 이용자 계정 934만개를 조사하여 개인정보 노출 현황을 분석해보니 다양한 개인정보가 많이 노출되어 있었다. 이메일, 전화번호 같은 식별정보는 1% 미만으로 많이 노출되어 있지 않았지만, 이름, 학교같은 비식별 정보를 통해 개인을 특정할 수 있는 경우가 많았는데, 이름이 유일하여 개인을 특정할 수 있는 계정이 35만개에 달했으며, 2개 이상의 정보를 조합하여 개인을 특정할 수 있는 경우는 297만 명에 달했다. 또한, 동일인이 소유한 페이스북과 트위터 계정의 연결 가능성을 분석하였는데, 동일인일 가능성이 있는 계정 쌍 34만개를 찾을 수 있었다. 계정을 연결할 수 있다는 것은 개인을 식별하고 특정했음을 의미한다. 비식별정보를 통한 특정 가능성과 연결가능성을 통해 식별정보만을 필터링하는 기존 개인정보보호방안에 한계가 있음을 알 수 있다.

통신부에서 직접 경영하는 공중전기통신사업은 1982년 1월 1일을 기하여 한국전기통신공사가 전단하게 됨에 따라 통신부의 행정조직은 혁신적으로 개정되리라 한다. 체제에, 통신과학을 전정하는 입장에서 우리나라 통신행정의 핵심이 될 전기통신정책과 전파감리의 발전을 위하여 가장 중요한 조직창조와 인사개혁의 양측면을 적극 공론함으로써 그의 방향을 제시하였다. 이 비교연구로서는 공중전기통신사업을 일본전신전화공사에 의한 영업과 우정성에 의한 감리로서 모범적으로 운행하고 있는 일본국의 사례를 택하였으며, 국내외의 관계문헌과 최신의 자료에 의하여 고찰하였다.

한미통신협의에서 국제 Van이 주 의제화 함에 따라, 이 분야에 대한 관심이 높아지고 있다. 이전에는 주관청 또는 공중통신사업자만이 할 수 있다하여 발전이 저해되어 왔던 국제 VAN 사업이 이제는 국제 VAN사업을 자유화하지 않고는 국제 네트워크 측면에서 고립될 우려가 있다는 인식이 확산되고 있다. 전통적으로 전기통신사업을 관장하던 ITU 체제가 UR 이라는 보다 진보적인 체제의 도전을 받고 있는 상황으로 봐서도 국제 통신사업 자유화의 핵심인 국제 VAN에 대한 확고한 정책방향이 제시되어야 할 것이다. 또, 국제 VAN의 자유화를 국제통신사업에 민간 자본을 진출시키는 작업이기 때문에 이에 따른 후속 정책적 과제를 논함이 필요할 것이다. 본 고에서는 국제 VAN 에 대한 이해를 돕기 위해 각국의 국제 VAN 협상방향을 분석해 보고 이와 관련된 우리나라의 정책과제를 노출하고자 한다.

The author Nakajima was involved in the field of disaster communications and emergency medical care as guest research scientist at the Fukushima Nuclear Accident Independent Investigation Commission established by the National Diet of Japan and reviewer of the Commission's report, and Kurokawa was the chairman of this Commission. Looking back over a decade, we are on the liability issue of bureaucrats and telecom operators, so it's becoming clear what was hidden at the time. The battery of NTT DoCoMo's mobile phone repeaters had a capacity of only about 24 hours, and communication failures increased after one day. The Government also failed to issue an announcement of "Vent from reactor" under the Telecommunications Act Article No. 129. This mistake lost the opportunity to use the third-party telecommunications (e.g. taxi radios). Furthermore, as a result of LASCOM (telecommunications satellite network for local governments via GEO) and a variety of unexpected communication failures, the evacuation order "Escape!" could not be notified to the general public well. As a result, the general public was exposed to unnecessary radiation exposure. Such bureaucratic slow action in emergencies is common in the response to the 2020 coronavirus.

Since the opening of the mobile telecommunications market to new entrants in 1996, the mobile telecommunications industry in Korea has transformed into a severely competitive market. Although there are numerous methods to evaluate the effects of the competition policy, the most relevant would be to measure the decreased degree of mobile service tariff. Also, after the Introduction of competition in the market, most carriers launched a variety of new tariff plans, which would satisfy the users′ traffic volume and pattern. Therefore, it is necessary to develop a "mobile tariff index" that would collectively consider all the various tariff plans. This paper aims to develop a mobile tariff Index that would accommodate all the various tariff plans provided by mobile carriers. To develop this mobile tariff index, mobile user′s will first be classified by their traffic volume, and then calculate the average tariffs per minute of each group of users, and lastly weight-average those tariffs per minute. And finally, this paper shows the mobile tariff index by considering those averaged tariffs and the carriers′ market shares to reflect the contribution of individual carriers and the users′ traffic volume.

R&D strategies of companies with low and high technological levels are discussed based on the concept of technology convergence and divergence. However, empirically detecting enterprise technology convergence in the distribution of enterprise technology (total productivity increase) over time and identifying key change factors are challenging. This study used a novel statistical indicator that captures the internal technology distribution change with a single number to clearly measure the technology distribution peak as a change in critical bandwidth for enterprise technology convergence and presented it as evidence of each technology convergence or divergence. Furthermore, this study applied the quantitative technology convergence identification method. Technology convergence appeared from the separation of total corporate productivity distribution of 69 IT companies in Korea in 2019-2020 rather than in 2015-2016. Results indicated that when the total technological level was separated from the technology leading and technology catch-up, IT companies were found to be pursuing R&D strategies for technology catch-up.

침입 및 해킹의 사례가 증가함에 따라 네트워크 침입 탐지 및 해킹 대응을 위한 네트워크 보안의 필요성이 증가하고 있으며, 정책 서버를 구축하는 솔루션이 등장하고 있다. 일반적인 정책 정보 모델은 IETF의 정책 프레임워크 워킹 그룹과 DMTF의 CIM 활동을 통해 활발히 표준화가 되고 있다. 이러한 표준들은 그 동안 QoS를 위해 대부분 사용되었으나 우리는 이러한 표준을 네트워크 보안 정책 시스템에 맞게 확장하여 네트워크 보안 정책 정보 모델을 구축한다. 본 논문은 패킷 헤더 필드들을 변수화하고 네트워크 보안 정책 정보 모델에서 침입 탐지 및 해킹 대응에 대한 정책을 모델링하는 방법을 제시한다.
