Evaluating a Technology Transfer and Commercialization Support Program: A Korean Case Study

  • The study analyzed the effectiveness of a technology transfer and commercialization support program to Korean technology transfer offices and firms. The study created a logic model to design a questionnaire to analyze how the support program, directly and indirectly, affected the technology transfer offices and the firms' performances. The study found that technology transfer offices are focused not only on potential firms' excavation activity to process the technology transfer but also on providing strategic support to provide practical assistance to the firms' needs. Not only has the number of technology transfer cases increased during the two-year program duration, but other activities, such as technical guidance and various strategic consulting for commercialization of the transferred technology, have also appeared to have increased considerably. Support program has helped strengthen the firms' internal capabilities, expand new market capabilities, and increase the firms' indirect performances.

Influence on Internal Factors of University on Motivation for Technology Transfer Commercialization: Focusing on Regulation Effect of Social Support (대학의 내부요인이 기술이전사업화 의욕에 미치는 영향: 사회적 지지의 조절효과를 중심으로)

  • The first purpose of this study is to find out whether internal support factors such as evaluation system, education support program, and human resources of universities are factors that influencing the motivation of technology transfer and commercialization among those engaged in technology transfer and commercialization activities. Second, verified the regulation effect of social support from the cause-and-effect relationship between motivation of technology transfer commercialization and the said internal factors. In order to analyze the above research, a questionnaire survey was conducted for the professors and employees engaged in the technology transfer and commercialization organization of 40 universities in Korea. A total of 160 surveys were distributed, of which 145 were collected. The results of analysis using SPSS Statistics 22.0 are as follows. First, all internal factors of university such as evaluation system, education support program, and human resources have significant influence on the motivation for technology transfer and commercialization. Second, as a result of analyzing the regulation effect of the social support in relation to the internal factor of the university and the motivation of technology transfer and commercialization, the quasi regulation effect can be founded in between evaluation system and motivation of technology transfer and commercialization. However, there is no regulation effect of social support between the education support program, human resources and motivation for technology transfer and commercialization. Based on the results of this study, suggestions can be founded for establishing a support policy for those who are engaged in technology transfer and commercialization in universities.

  • The paper tests the above socio-cognitive model with four empirical case studies of leading Korean science and technology research and technology transfer organizations. The case studies demonstrate clear differences in individuals' frames about the technology transfer process and arising conflicts. As a result, technology transfer process is not fully controllable and is highly contextual. We argue, whereas public policy in countries approaching technology frontier provides essential support for defining and exploiting best practices (routines/pathways) for technology transfer at organizational level, they have not matured enough to support the timely identification and resolution of conflicts between individual actors, hence the inefficiencies. Therefore, among others, public policy for technology transfer could consider allowing an inclusive approach to recognition of best practices for technology transfer and innovation processes, increased social interactions between technology transfer actors, and their training on resolution of individual level cognitive conflicts.

Research on prediction and analysis of supercritical water heat transfer coefficient based on support vector machine

  • In order to better perform thermal hydraulic calculation and analysis of supercritical water reactor, based on the experimental data of supercritical water, the model training and predictive analysis of the heat transfer coefficient of supercritical water were carried out by using the support vector machine (SVM) algorithm. The changes in the prediction accuracy of the supercritical water heat transfer coefficient are analyzed by the changes of the regularization penalty parameter C, the slack variable epsilon and the Gaussian kernel function parameter gamma. The predicted value of the SVM model obtained after parameter optimization and the actual experimental test data are analyzed for data verification. The research results show that: the normalization of the data has a great influence on the prediction results. The slack variable has a relatively small influence on the accuracy change range of the predicted heat transfer coefficient. The change of gamma has the greatest impact on the accuracy of the heat transfer coefficient. Compared with the calculation results of traditional empirical formula methods, the trained algorithm model using SVM has smaller average error and standard deviations. Using the SVM trained algorithm model, the heat transfer coefficient of supercritical water can be effectively predicted and analyzed.

  • The science and technology park movement has been developing for over 60 years. The first developments simply relied on the co-location of tenant companies and the park's host to encourage technology transfer. This is in contrast with their modern counter parts which offer a range of active links between tenant companies and host organisations as well as a raft of business development services to support technology commercialisation. Many of these sites have also become important centres in regional innovation plans. In these cases they are supported by a range of local, regional and national policies that are aimed at establishing a business, technology and social environment which support innovation. The paper examines both the business development programmes developed by science and technology parks to support technology commercialisation and the macro conditions that are now being developed to support innovation.

  • For many years Korean railway industry has experienced substantial growth based on foreign advanced technology. Recently some problems was clearly stated on effective management, practical use and transfer of the railway technology. This paper presents some results of the study on necessary requirements of the expert system for railway technology transfer. We propose a general plan to develop the expert system and the contents on railway technology transfer in the text of this article.

  • In this paper, we propose a current memory circuit design that reduces static power consumption and maximizes the advantages of current mode signal processing. The proposed current memory circuit minimizes the problem in which the current transfer error increases as the data transfer time increases due to clock-feedthrough and charge-injection of the existing current memory circuit. The proposed circuit is designed to insert a support MOS capacitor that maximizes the Miller effect in the current transfer structure capable of low-power operation. As a result, it shows the improved current transfer error according to the memory time. From the experimental results of the chip, manufactured with MagnaChip / SK Hynix 0.35 process, it was verified that the current transfer error, according to the memory time, reduced to 5% or less.

  • The recent development of IT, consolidation of communication and multimedia technology have brought enormous changes in many organizations. Theses changes are enabling the new educational opportunities such as distance teaming and virtual class room. Recently, e-Learning has grown rapidly in business training field, In the context of companies, e-Learning has merits in terms of access convenience, costs reduction self-directed learning, reciprocity, and flexibility. In this regard, the primary purpose of this study is to investigate which factors of e-Learning influence the effectiveness of education and transfer of loaming in business organizations. Based on the prior studies of the education and business training field, research model and research hypotheses were developed. Factors studied in this paper were as follows: 1) learners' characteristics, 2) organizational support and 3) system environments. The results of our study are as follows. (1) Motivation perceived usefulness in Learner factors had an significant influence on both learning effectiveness and transfer of teaming, whereas Ability, expectation had an influence on transfer of teaming. (2) Support from peer, support from supervisor in Organization factors had an significant influence on both Loaming effectiveness and transfer of teaming, whereas support from organization had influence on learning effectiveness. (3) Appropriate contents in system circumstance had an significant influence on both teaming effectiveness and transfer of teaming, whereas interface design had an influence on learning effectiveness.

Development and Analysis of the Highly Efficient Support System in a Liquid Hydrogen Vessel (액체수소 저장탱크용 고효율 지지 시스템 개발 및 해석)

  • Probably the most significant heat transfer in the cryogenic liquid hydrogen storage tank from the atmosphere may occur through its support system. In this paper the efficient support system for the cryogenic storage vessel was newly developed and analysed. The support system was composed of a spherical ball as a supporter to reduce the contact area. which is located between two supporting SUS tubes inserted SUS and PTFE blocks. Numerical analyses for temperature distribution, and the thermal stress and strain of the support system were performed by the commercial codes FLUENT and ANSYS. The heat transfer rate of the supporter was evaluated by the thermal boundary potential method which can consider the variation of thermal conductivity with temperature. The results showed that the heat transfer rate through the developed supporter compared with the common SUS tube supporter was significantly reduced. The thermal stress and strain were obtained well below the limited values. It was found that the developed supporter can be one of the most efficient support systems for cryogenic liquid storage vessel.

Double-Loop Coil Design for Wireless Power Transfer to Embedded Sensors on Spindles

  • The major drawbacks of magnetic resonant coupled wireless power transfer (WPT) to the embedded sensors on spindles are transmission instability and low efficiency of the transmission. This paper proposes a novel double-loop coil design for wirelessly charging embedded sensors. Theoretical and finite-element analyses show that the proposed coil has good transmission performance. In addition, the power transmission capability of the double-loop coil can be improved by reducing the radius difference and width difference of the transmitter and receiver. It has been demonstrated by analysis and practical experiments that a magnetic resonant coupled WPT system using the double-loop coil can provide a stable and efficient power transmission to embedded sensors.
