Resolving CTGAN-based data imbalance for commercialization of public technology (공공기술 사업화를 위한 CTGAN 기반 데이터 불균형 해소)

  • Commercialization of public technology is the transfer of government-led scientific and technological innovation and R&D results to the private sector, and is recognized as a key achievement driving economic growth. Therefore, in order to activate technology transfer, various machine learning methods are being studied to identify success factors or to match public technology with high commercialization potential and demanding companies. However, public technology commercialization data is in the form of a table and has a problem that machine learning performance is not high because it is in an imbalanced state with a large difference in success-failure ratio. In this paper, we present a method of utilizing CTGAN to resolve imbalances in public technology data in tabular form. In addition, to verify the effectiveness of the proposed method, a comparative experiment with SMOTE, a statistical approach, was performed using actual public technology commercialization data. In many experimental cases, it was confirmed that CTGAN reliably predicts public technology commercialization success cases.

Technology Transfer and Entrepreneurial Development through University Business Incubation Process in Thailand

  • This study is concerned with the process of technology transfer and commercialization. It is focused on the entrepreneurial development through the university business incubation process of Thailand. The study analyzes the leading university business incubators (UBIs) as well as major science and technology incubators to understand the strategies for commercialization of technology. The analyses of results, based on the Triple Helix model, have shown that the incubation program is one of the major policy mechanisms to support innovation and suggested that UBIs should act as an intermediary between the spheres of university and industry to provide interactive linkages and promote effective utilization of university research. The empirical study provides theoretical and managerial implications on the government policies to support the entrepreneurial development, innovation development and diffusion.

A Study on the Policy Innovation Plan for Public Technology Commercialization (공공기술사업화의 정책 혁신 방안에 관한 연구)

  • National R&D investment has steadily increased, reaching number 5 in the world as of 2018. However, for public technology commercialization, the level of discovery of policy models through various cooperation initiatives between government ministries is insufficient, and the performance system that can spread technology commercialization is also limited. In this respect, in order to create results in public technology commercialization, it is necessary to prepare alternatives to strengthen multi-ministerial policy cooperation and increase policy execution power. In this paper, we analyzed the current state of national R&D projects by major ministries and suggested an optimized technology commercialization plan through analysis of the structure, budget, and form of each project. In particular, an alternative in terms of policy efficiency was suggested by analyzing the problems of policy discovery that have not been studied previously. This study is of great significance in that it diagnosed problems of public technology commercialization in terms of the lack of systematic research on public technology commercialization and suggested policy advancement for the spread of technology use and the strategic direction in terms of commercialization.

The Successful Process of Technology Commercialization Training Program : Focus on the Absorptive Capacity (기술사업화 교육프로그램의 성공적인 프로세스 개발 연구 - 흡수역량을 중심으로-)

  • The research object is stepwise process of absorptive capacity is important factor to get the successful result of technology commercialization training program. We analyze the relationship between absorptive capacity and educational performance with empirical study to the students who attended the technology commercialization training program. Results show that potential absorptive capacity has positive effect on realized absorptive capacity. Realized absorptive capacity also has the positive effect on educational performance. We conclude the successful technology commercialization training program is based on the stepwise process of absorptive capacity. That means technology commercialization training program will set up based on not functional but stepwise process. Further more, technology commercialization training program must be practical, focusing, interdisciplinary, and repetitive courses.

Analysis of National R&D Commercialization Policy: An Out-bound Open Innovation Perspective (유출-개방형 기술혁신으로서의 기술사업화 정책 분석)

  • Up to present science and technology (S&T) policy in Korea has focused on producing academic papers and patents through the increase of investment on research and development (R&D). However, as the role of science and technology on boosting national economy has been emphasized and the current government has established 'creative economy' as a main policy agenda, 'technology commercialization' has been moving onto the center of S&T policy. Technology commercialization policy encourages R&D outcomes of public R&D institutions to be utilized in private firms for their new business development, and this concept is in line with out-bound open innovation, in the sense that it involves the flow of technological knowledge from public R&D institutions to private firms. Based on this understanding, this paper analyses government technology commercialization programs and attempts to suggest policy implications. The results suggest that future technology commercialization policy (1) be specialized in a way of reflecting the characteristics of each government ministry, (2) strongly support technology licensing-out, (3) strengthen the linkage between each programs, and (4) nurture expert groups, such as accelerators who can help and foster technology start-ups.

CO2 Absorption Characteristics of Physical Solvent at High Pressure (고압에서 물리흡수제의 이산화탄소 흡수 특성 연구)

  • In this study, as a candidate of the carbon dioxide ($CO_2$) absorbents, the mixture solution of polyethylene glycol dimethyl ether (PEGDME) and tetrahydrofuran (THF) were investigated. $CO_2$ absorption rate was measured by using high pressure $CO_2$ screening equipment in the range of 1 - 10wt% THF. Absorption capacity of the mixture solution was also estimated. Based on the results, we found that mixture solution containing THF had higher absorption rate and $CO_2$ loading capacity compared to PEGDME at $25^{\circ}C$.

The Empirical Study On Factors Influencing Technology Commercialization : Based on Automobile Industry (기술상용화의 결정요인에 관한 실증연구: 자동차산업을 바탕으로)

  • Although a commercialization of developed technology is an important factor for firm's competitiveness, the success rate in technology commercialization is significantly low. This fact raises a need of an analysis on factors affecting success in technology commercialization. Thus, in this study, in order to determine the success factors of technology commercialization, statistical analysis is done on 4 different elements of Korean automobile industry firms: managerial group attitude, market orientation, technology quality, and government support; and developed a causal-relationship model of the above elements and commercialization. In the developed model, two moderating variables, corporate ability and industry classification, are added to determine the level of correlations respect to two moderating variables. As a result of hypothesis tests, market orientation, managerial attitude as an antecedent variable; and government support, technology quality as an antecedent variable, both have significant correlation with technology commercialization. For moderating variables, a corporate ability has moderating effects on the connections of managerial attitude, market orientation and technology commercialization; but an industry classification has a moderating effect only on the link between technology quality and government support. The results of this research serve a contribution to the development of R&D efficiency improvement by providing government with direction in science & technology policy.

Determination of Commercialization Potential Through Patent Attribute Assessment in Lithium Ion Battery Technology (특허가치 평가지표 선정을 통한 기술 사업화 가능성 판단 : 리튬이온전지분야)

  • This study aims to identify an assessment system based on multiple patent indices that can predict the likelihood of success in the commercialization of a patented technology in advance. In addition, we examine the effectiveness of our predictive model in identifying valuable technologies early on. We analyzed 3,063 secondary battery technologies patented in the US over the past 10 years. Our analysis identified 22 of the 25 most promising patented technologies, corresponding with the top 50% of industry-patented technologies that directly and indirectly succeeded in commercialization. These results support our claim that it is possible to identify attributes for the assessment of patent commercial potential to a significant degree. Our system presents a useful assessment index in the forecasting and determination of potential commercial success of patented technologies.

Success and Failure Factors of Technology Commercialization: A Korean Case

  • We wanted to show the different group dynamics of factors for success and failure cases for technology commercialization in small technology-based firms. Existing studies are based on product level, project level, division level or firm level. We deal with technology level, and at small-technology-based firms. This is a longitudinal case study based on 8 cases from Korea. Our study on technology level is a first trial in success and failure studies unlike all existing studies. As a first step, we introduced new categories and factors such as technology attributes and CEO reflecting data, and especially a new concept of launch readiness level. Finally, we adopted correspondence analysis to show the group dynamics. The results are as follows; Technology factors are the most important factors. Second, resource-based factors are more critical in failure cases than success cases and technology factors are more critical to success.

The Impact of Factors Influencing Start-Ups on Technology Innovation Performance: Focused on the Mediating Effect of Technology Commercialization (창업영향요인이 기술혁신성과에 미치는 영향 : 기술사업화 매개효과를 중심으로)

  • In this study, the purpose of the study is to derive the relationship between factors affecting the establishment of start-up companies, technical innovation performance, and technology commercialization, and to confirm the effects of start-up factors and technology commercialization on the technological innovation performance based on the analysis. For this research, a survey was conducted on employees aged 20 or older who were employed in large national enterprises or medium and small-sized enterprises, etc. and the results of the empirical analysis were as follows. Firstly, the factors influencing start-ups were found to have a significant impact on the technology commercialization(manufacturing capacity, producing capacity). Secondly, technology commercialization had a significant impact on the technological innovation performance(business performance, customer performance), and thirdly, technology commercialization had a partial mediating effect in the relationship between start-up factors and technical performance. This study confirmed that the factors of start-up, technology commercialization, and technological innovation performance have statistically significant impact relations, and further research on start-up factors and technology commercialization is necessary for the technological innovation and creation of companies.
