A Review of a Bill on the Ocean-Based Climate Solution Act (OBCSA) in the U.S and Implications for the Ocean Climate Change-Related Legal System in Korea (미국 해양기반기후해법 법안(Ocean Based Climate Solution Act, OBCSA)의 검토와 국내 해양기후변화 법제에 대한 시사점)

  • Climate change causes ocean warming, ocean acidification, sea-level rise, dynamic coastal risk, change of ecosystem structure and function, and degradation of ecosystem services. Not only that, but it has negatively impacted the well-being of people, society, and culture, including food security, water resources, water quality, livelihood, health, welfare, infrastructure, transport, tourism, recreation, and so on, especially by particularly degrading indigenous communities and generating an inequitable distribution of benefits and costs. As pointed out here, these adverse impacts of climate change on the ocean have been emphasized at the international and national levels. In contrast, the ocean field has been neglected in the climate change conversation for too long. However, since the UNFCCC COP 25, the ocean has been drawn into the discussion as a solution to address climate change. Moreover, the U.S. Congress recently unveiled a bill called the 'Ocean-Based Climate Solution Act, OBCSA' that reflects the new paradigm of the international regime. The comprehensive legislative bill includes elements related to climate inequity, a blue economy, and a community-led bottom-up policy mechanism, which will have a significant bearing on the ocean-climate legal system. Therefore, this study reviews the OBCSA and deduces implications with regard to the ocean-climate legal system in Korea.

The flow change of the inlay waxes at various temperatures (온도변화에 따른 인레이 왁스의 유동성 변화)

  • This study was performed to observe the flow change of the inlay waxes at various temperatures. The flow of inlay waxes was tested according to the treatment conditions, for 10 minutes at 40$^{\circ}C$, 41$^{\circ}C$, 42$^{\circ}C$, 43$^{\circ}C$, 44$^{\circ}C$, and 45$^{\circ}C$ The flow of inlay waxes at various temperatures was measured with an electro dial gauge. The results were as fellows: 1. The flow change of the inlay waxes at various temperatures was shown to increase in the order of wax A, B, D, C. 2. Wax A was close to ADA specification with 3% flow at 40$^{\circ}C$ and 71% flow at 45$^{\circ}C$, but wax B and D did not reach up to ADA specification with 40% flow at 45$^{\circ}C$. 3. Wax C came up with 3% flow at 40$^{\circ}C$ and 7% flow at 45$^{\circ}C$, and it revealed a very low flow change at 5$^{\circ}C$.

Size and Aspect Ratio Effects on the Magnetic Properties of a Spin-Valve Multilayer by Computer Simulation

  • The change in the magnetic properties of a spin-valve multilayer with the structure IrMn (9 m)/CoFe (4 nm)/Cu (2.6 nm)/CoFe (2 nm)/NiEe (6 nm) is investigated as a function of the size and the aspect ratio. At a fixed aspect ratio (the length/width ratio) of 2, the magnetostatic interactions begin to affect the magnetic properties substantially at a spin-valve length of 5 $\mum$, and, at a length of 1 $\mum$, they become even more dominant. In the case of a fixed multilayer size (2.4 $\mum$) which is indicated by the sum of the length and the width, magnetization change occurs by continuous spin-reversal and M-H loops are characterized by no or very small hysteresis at aspect ratios smaller than unity, At aspect ratios greater than unity, magnetization change occurs by spin-flip resulting in squared hysteresis loops. A very large changes in the coercivity and the bias field is observed, and these results are explained by two separate contributions to the total magnetostatic interactions: the coercivity by the self-demagnetizing field and the bias field by the interlayer magnetostatic interaction field.

Color Change Redox Behavior of the 1,3-Squaraine Dyes

  • The 1,3-bis(4-aminoaryl)squaraines showed color, change behavior, they were found to undergo reduction with sodium borohydride in solution to give colorless leuco compounds, which oxidized readily in air back to the colored squaraine dye. We have shown that initial observations indicated that the derivatives synthesized gave new donor-acceptor chromophores. It is also interesting to note than the oxidation of the leuco squaraines did initially produce a species absorbing about 630-680 wavelengths. The 1,3-squaraines have found many uses as near-infrared absorbers, laser dyes and photoconductive materials. Furthermore their color-change redox behavior has potential in the area of peroxidase-based bioassaysas oxidation sensitive indicator systems were investigated.

  • In high education, knowledge is the very important resource and output. Knowledge management is the art of creating additional value from academic knowledge assets. The e-community is the network community, newly created by information communication technology, and the critical place that share and transfer people's the various knowledge and thinking and the effective space that can apply knowledge management. If we construct a convenient and useful e-community in our university, we will be able to increase the student's intellectual needs, and create new knowledge. Web-portal will promote the activity of e-community providing easy to access and personalized web circumstance. The emergence of Internet and Web access to all university services will force institutions to rethik everything. We should reconfigure our academic environment in order to adapt information technology and educational change, and must do change management based on their structure and culture.

  • One of the problems in grinding process using a machining center(MC) with a small diametric wheels is machining error due to decrease of the quill diameter. In this study, side-cut grinding is performed with a vitrified bonded CBN wheel on the machining center. Grinding experiments are performed at various grinding conditions including quill length, quill diameter and depth of cut. The effect on the grinding force, machining error and surface roughness due to the change of the quill rigidity are investigated experimentally. The slenderness ratio of the quill is significant factor to analyse the change of the grinding force and machining error.

  • First, we have reviewed the concepts of technology as tools, artefacts, and instruments and then introduced constructivism, mathematical communication, and anthropological views on the technology as instruments. Next, this study has supported the anthropological studies considering the facts that learners develop instrumented schemes in the interactions among learners, tools, and mathematical knowledge, and has discussed the change of paradigm. Finally, we have argued that curriculum, epistemology, and relevant studies should be changed to the new paradigm, and then we have discussed that the change of paradigm should be established on the nature, the purpose, the contents, and the assessment in mathematics learning and the role of teachers.

  • In this paper, I try to measure characteristic transmission-reflection by environmental change or solar cell. I keep my eye on the characteristics variation of solar cell as environmental change. As a result, A variation caused by voltage by an effect on the efficiency of solar PV cell. Hence, it is an important variable when a designer plan to make a solar cell.

  • How accurately reproducible energy is delivered to the wafer in the process of making thin films using PE-CVD (Plasma enhanced chemical vapor deposition) during the semiconductor process. This is the most important technique, and most of the reaction on the wafer surface is made by thermal energy. In this study, we studied the method of monitoring the change of thermal energy transferred to the wafer surface by monitoring the temperature change according to the change of the thin film formed on the showerhead facing the wafer. Through this research, we could confirm the monitoring of wafer thin-film which is changed due to abnormal operation and accumulation of equipment, and we can expect improvement of semiconductor quality and yield through process reproducibility and equipment status by real-time monitoring of problem of deposition process equipment performance.
