처리기술 수준에 근거한 배출허용기준 설정을 위한 BAT 도입 연구 (Assessment of the Best Available Technology to Establish the Industrial Wastewater Effluent Limitations Guidelines)

  • 폐수배출시설별 BAT 평가제도는 폐수특성을 고려한 배출시설별 배출허용기준 설정, 오염총량관리기본계획 및 시행계획에 따른 오염부하삭감 가능량 산정, 신규오염물질에 대한 배출허용기준 산정 등 효율적인 산업폐수관리를 위해서 도입할 필요가 있다. 본 연구에서는 외국사례와 국내 폐수배출시설들의 현황 등을 조사하여 국내여건에 적합한 BAT 평가방안을 제시하였다. 본 평가절차의 핵심은 폐수배출시설별 처리시설에 대한 환경인자, 경제적 수용가능성, 기술적 인자 및 경제성 등을 객관성 있고 전문적인 판단이 가능토록 한데 있다. 본 BAT 평가방안은 처리수준에 근거한 폐수배출시설별 배출허용기준마련 및 오염총량관리를 위한 기초 자료로 활용할 수 있으며, 신규오염물질 및 유해오염물질의 배출허용기준 마련 등 정책적${\cdot}$법적 제도개선에 유용하게 활용할 수 있을 것으로 사료된다.

고령층을 위한 복지기술과 복지기술영향평가에 대한 연구 (Study on Welfare Technology and Welfare Technology Assessment for Older Adults)

  • 최근 고령화로 인해 복지기술(Welfare Technology)의 개발욕구 및 사용 필요성은 사회적으로 증대하고 있으나 새롭게 개발된 복지기술의 개인적 사회적 경제적 영향에 대한 평가논의는 부족한 실정이다. 따라서 본 연구는 복지기술에 대한 개념과 기술영향평가의 이론적 내용들을 분석하여 고령층을 위한 복지기술영향 평가에 적용할 수 있는 지표개발에 대한 논의를 하는 것을 목적으로 하고 있다. 이를 위해 일반기술과 구별되는 복지기술 대상자의 특징을 살펴보고 복지기술의 개념정립과 이론적 고찰을 시도하였다. 또한 기존 기술영향평가지표와 복지기술관련 연구결과를 분석하여 고령층을 위한 복지기술영향평가 지표들을 도출하였다. 평가지표들은 개인적, 경제적, 사회적, 과학기술적, 환경적, 윤리적 측면 등 총 6개 분야별로 제시되었으며, 사례연구를 위해 2개의 고령층대상 복지기술제품의 영향평가에 적용 활용하였다. 본 연구에서 도출된 고령층대상 복지기술영향평가지표들은 복지기술의 수혜자인 고령층 또는 돌봄제공자들이 중요한 이해관계자로서 참여하여 복지기술영향평가의 실효성을 증대시키는데 중점을 두었다.

신의료기술 신청 현황과 평가 결과 분석을 통한 한의 신의료기술 개발 방안 (Status of Application and Analysis of Results of New Health Technology Assessment - Strategies for Development of New Health Technology in Korean Medicine)

  • Objectives : The new health technology assessment (nHTA) involves evaluating the safety and efficacy of the new health technology under the Medical Services Act by the New Health Technology Assessment Project Division from 2007. The purpose of this study is to understand the status of applications and recent trends of the results, and suggest strategies for the development of new health technologies in Korean Medicine. Methods : We investigated and analyzed the results of evaluation of new health technology of whole conventional medical and the list of new health technologies in Korean Medicine provided by the New Health Technology Assessment Project Division from 2007 to 2016. Results : The number of applications for new health technology of Korean medicine was low as 41 items in the whole number of 2,013 items. The evaluation method of new health technologies in both, the whole medical and Korean medicine fields was the same, but the tendency in results was very different. Most of the new health technology items in Korean medicine were classified as existing technology (20 items), early stage technology (7 items), and Only 2 items were evaluated as research stage technology. Conclusions : In order to develop new health technology in the Korean medical field, we have made suggestions about the health technology assessment systems, R&D infrastructures, and corporation with conventional medicines.

  • In this paper, we implemented technology assessment on the public R&D activities in IT field in order to select the promising technologies, so called "star technology," making for national industry development. Technology assessment frame in this study included qualitative factors. IT technologies are classified five sector - network, wireless/broadcasting, SW/application/computer/terminal equipment, semiconductor/component. Expert opinion interviews on each field are carried out. Assessment factors consist of technology usefulness and technology competitiveness. In the final analysis, 23 technology items selected as a promising technologies and the results can be used public R&D planning and If industry policy.

  • Lighting industry is rapidly being developed as the ubiquitous society based on sensor network emerges. This kind of paradigm shift brings the society convergence of technologies which leads to smart lighting system as well as the integration of interior and sensibility control. However, standards for sensors have not been firmly established, and problems related to quality and malfunction have been brought up, thereby calling for careful approach to the enhancement and assessment of reliability of the item. In this article reliability assessment criteria for sensor module for lighting fixtures is established in terms of performance assessment criterion and reliability assessment criterion.

  • Power light emitting diodes(LED) for lighting fittings are so much environment-friendly, highly reliable and consume less energy that they are widely used at home and in industries such as electronics, telecommunications and industrial machineries. However, they are exposed to a very diverse environment and consists of complex components and, therefore needs careful approach to the enhancement and assessment of reliability of the item. In this article reliability assessment criteria for LED are established in terms of performance assessment test, reliability assessment test and accelerated test.

Technology Readiness Level Assignment to Industrial Plant System Life Cycle

  • During the industrial plant system life cycle, required technologies are developed and assessed to analyze their performance, risks and costs. The assessment is called technology readiness assessment (TRA) and the measure of readiness is called technology readiness level (TRL). The TRL consists of 9 levels and through the TRL assessment, the technology to be developed and its components are assigned to their appropriate TRL. TRL assessment should be performed in each life cycle stages to monitor the technology readiness and analyze the potential risks and costs. However, even though the concept of TRL has been largely adopted by numerous organizations and industry, direct and clear assignment of target TRL for each life cycle stage has been overlooked. Direct mapping/assignment of target TRL for each life cycle has benefits as follow: (1) the technical risks condition of each life cycle stage can be better understood, (2) cost incurred if the technology development is failed can be analyzed in each life cycle stage, and (3) more effective decision making because the technology readiness achievement for each life cycle stages is agreed beforehand. In this paper, we propose a steel-making plant system life cycle and TRL assignment to each of the system life cycle stage. By directly assigning target TRL for each life cycle stages, we look forward to a more coordinated (in terms of exit criteria) and highly effective (in terms of technical risks identification and eventually prevent project failure) technology development and assessment processes.

초도양산 군수품에 대한 정량적 위험등급평가 방안 연구 (A study on the quantitative risk grade assessment of initial mass production for weapon systems)

  • Purpose: The purpose of this paper is to study quantitative risk grade assessment for objective government quality assurance activities based on risk management in initial mass production for weapon systems. Methods: The Defense quality management regulations and foreign risk assessment documents are referred to analyze problems performing quality assurance actives. The failure rate data, maintainability and cost of products have been studied to quantify the risk Likelihood and impact. The analyzed data were classified as risk grade assessment through K-means Cluster Analysis method. Results: Results show that a proposed method can objectively evaluate risk grade. The analyzed results are clustered into three levels such as high, middle and low. Two products are allocated high, eleven low and seven middle. Conclusion: In this paper, quantitative risk grade assessment methods were presented by analyzing risk ratings based on objective data. The findings showed that the methods would be effective for initial mass production for weapon systems.
