전략기술로드맵 기반의 중소기업 R&D 투자우선순위 결정모형에 관한 연구 (A Study on R&D Investment Decision Making Model by Using Small-Medium Enterprises Strategic Technology Roadmap)

  • 첨단산업에 속한 기업들은 빠른 기술변화에 대응하기 위해 전략적 기술기획 활동이 중요하지만, 중소기업들은 자원과 역량이 부족하여 자체적으로 기술로드맵을 수립하는 것은 한계가 있다. 따라서 정부주도로 중소기업 영역의 기술로드맵을 제시하고 이를 근거로 R&D 방향 및 R&D 역량을 지원하는 정책적 노력이 있었다. 2011년 도입한 기술로드맵은 중소기업의 R&D방향성에 이정표 역할을 하고 있으나 기술로드맵과 연계한 R&D투자정책은 미흡하다. 본 연구에서는 기술로드맵 중심의 R&D투자우선순위를 제안함으로써 R&D투자방향 일원화 및 R&D투자정책의 효율성 개선에 기여하고자 한다. 기술로드맵을 활용한 R&D투자정책은 기술로드맵의 R&D전략과 R&D사업별 예산편성을 연계할 수 있는 논리적 근거가 필요하다. 따라서 전략기술 투자우선순위 결정을 위해 '중소기업 R&D 투자우선순위 결정모형'을 제안하고, 실증분석을 위해 기술로드맵 수립에 참여하는 전문가 46명을 대상으로 설문조사를 실시하였다. 기술로드맵의 전략성을 고려하더라도 중소기업의 기술개발 관련 의사결정을 모두 반영하기에는 한계가 있으나, 집중과 선택을 통한 투자우선순위 결정모형을 통하여 R&D정책의 가이드라인 역할과 R&D투자방향 일원화에 기여할 수 있다.

  • The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.

  • Application of industry roadmap is to propose the vision on the future through correction and supplement of various environment change(nation competition power uplift, origin technology development, long and short-term vision establishment, R&D investment improvement, co-work increase etc). Now, in Jeju region, Roles of traditional medicine is needed by environmental needs(competition loss of Jeju industry, limitation of tourism industry etc). Thus, the purpose of this study is to contribute to region economy activity by building the TRM of foods field in traditional oriental medicine industry through the analysis of earlier TRM paper and materials.

Performance Evaluation Index of TRM: A Korean Case for SMEs

  • There is the need for performance evaluation and the identification of key success factors for utilizing technology roadmaps (TRM), but relevant research does not yet exists in this field. In Korea, the Small and Medium Business Administration has implemented the "Support Program for the Individual Company Technology Roadmaps" to promote the establishment of technology development strategies by SMEs. This study developed the framework and indices for performance analysis, designed and implemented survey for TRM performance analysis, and analyzed TRM performance of the companies that have participated in the above program from 2008 to 2011. This study compared the supported 97 companies and 102 companies not supported and analyzed quantitative and qualitative performance and satisfaction levels among the supported companies to compare low-performance companies and high-performance companies. This study aims to examine the KSF of TRM in terms of input and process. Also we suggested significant insights into the performance of TRM in terms of output.

  • The establishment of electrical works technology roadmap and its categorization are proposed from survey.   • Whilst vehicle-to-every (V2X) is still at a research and development phase, we are nearing the point when this technology could begin to enter in commercial mass markets. However, this transition is unlikely to happen until a number of issues have been resolved which currently hinder the developing of V2X technology and its capacity to provide value to end-users and other actors. This roadmap has set out plan for how these issues may be overcome, based on eight key goals that the automotive industry, network operators and policy makers should aim to achieve. Suggestions for near-term activities that may be carried out towards meeting these goals have also been identified.

  • In this paper, we propose a method to design and implement a smart pipeline information management system that can provide visualization information linked to GIS and roadmap based on the construction of precise pipeline buried information. The smart pipeline information management system consists of a positioning device for high-precision pipeline location measurement and surround view image data recording, a database for data storage and management, and a mobile app for remote monitoring and management. It connects surrounding image data and location data with GIS and roadmap. Convenience and accessibility of management can be improved.
