A Study on Management and Transfer of Knowledge/Information/Technology for Technopoleis Vitalization (과학기술단지 활성화를 위한 지식/정보/기술 관리 및 전파에 관한 연구)

  • Most current literature on knowledge and technology transfer(Appropriability Model, Dissemination Model, and Knowledge Utilization Model), describe the process of transfer in details, but has limitation in terms of their application in contemporary high-tech industries since most studies have not provided plausible explanation on levels and factors affecting transfer of knowledge and/or technology. To overcome these limitations, the four levels of knowledge and technology transfer are suggested: Knowledge and Technology Creation(Level I), Sharing(Level II), Implementation(Level III), and Commercialization(Level IV). Comprehensive literature identifies sixteen variables affecting the process and results of knowledge and technology transfer. The survey results show four key factors in knowledge and technology transfer: Communication, Distance, Equivocality, and Motivation, Communication refers to the degree to which a medium is able to efficiently and accurately conveys task-relevant information and media while distance involves both physical and cultural proximity. Equivocality refers to the degree of concreteness of knowledge and technology to be transferred while motivation involves incentives for and the recognition of the importance of knowledge and technology transfer activities. Further analysis shows that there are four distinctive clusters and they show very contrasting characteristics in terms of four key factors. The careful mapping of the four clusters on the four key factors show very informative knowledge and technology transfer patterns, the Knowledge and Technology Transfer Grid. Finally, actions to increase communication interactivity and motivation, and to reduce cultural distance and equivocality are suggested.

EpiLoc: Deep Camera Localization Under Epipolar Constraint

  • Recent works have shown that the geometric constraint can be harnessed to boost the performance of CNN-based camera localization. However, the existing strategies are limited to imposing image-level constraint between pose pairs, which is weak and coarse-gained. In this paper, we introduce a pixel-level epipolar geometry constraint to vanilla localization framework without the ground-truth 3D information. Dubbed EpiLoc, our method establishes the geometric relationship between pixels in different images by utilizing the epipolar geometry thus forcing the network to regress more accurate poses. We also propose a variant called EpiSingle to cope with non-sequential training images, which can construct the epipolar geometry constraint based on a single image in a self-supervised manner. Extensive experiments on the public indoor 7Scenes and outdoor RobotCar datasets show that the proposed pixel-level constraint is valuable, and helps our EpiLoc achieve state-of-the-art results in the end-to-end camera localization task.

Definition and Generation of Level 0 Product for KOMPSAT-2

  • According to the image level definition for KOMPSAT-2 in KOMPSAT-2 Ground Station Specification, the level 0 is frame formatted, unprocessed data at full resolution; any and all communications artifacts (e.g., synchronization frames, communications headers) removed. The level 0 is used for two purposes: 1) exchange of imagery between image receiving & processing element (IRPE), and 2) image transfer from the Receiving & Archiving Subsystem to Search & Processing Subsystem. On-board processing of imagery data of KOMPSAT-2 includes JPEG-like compression and encryption besides conventional CCSDS packetization. The encryption is used to secure imagery data from any intervention during downlink and compression allows real-time downlink of image data reducing data rate produced from the camera. While developing ground receiving system for KOMPSAT-2, it was necessarily to define level 0 products. In this paper, we will suggest level 0 product definition for KOMPSAT-2 and explain reasons of the decisions made. The key factor used while defining the level 0 products is the efficiency of whole ground receiving system. The latter half of the paper will explain the implementation of software that generates level 0 products. The necessary steps to produce level 0 products will be explained, and the performance achieved will be presented.

Antifuse Circuits and Their Applicatoins to Post-Package of DRAMs

  • Several methods for improving device yields and characteristics have been studied by IC manufacturers, as the options for programming components become diversified through the introduction of novel processes. Especially, the sequential repair steps on wafer level and package level are essentially required in DRAMs to improve the yield. Several repair methods for DRAMs are reviewed in this paper. They include the optical methods (laser-fuse, laser-antifuse) and the electrical methods (electrical-fuse, ONO-antifuse). Theses methods can also be categorized into the wafer-level(on wafer) and the package-level(post-package) repair methods. Although the wafer-level laser-fuse repair method is the most widely used up to now, the package-level antifuse repair method is becoming an essential auxiliary technique for its advantage in terms of cost and design efficiency. The advantages of the package-level antifuse method are discussed in this paper with the measured data of manufactured devices. With devices based on several processes, it was verified that the antifuse repair method can improve the net yield by more than 2%~3%. Finally, as an illustration of the usefulness of the package-level antifuse repair method, the repair method was applied to the replica delay circuit of DLL to get the decrease of clock skew from 55ps to 9ps.

Development of Capacitive Water Level Sensor System for Boiler (보일러용 정전용량형 수위센서 시스템 개발)

  • In this paper, a capacitive water level sensor for boilers was developed. In order to accurately monitor the water level in a high-temperature boiler that generates a lot of precipitates, the occurrence of precipitates on the surface of the water level sensor should be small, and a sensor capable of measuring even if the sensor surface is somewhat contaminated is required. The capacitive water level sensor has a structure in which one of the two electrodes is insulated with Teflon coating, and the stainless steel package of the water level sensor is brought into contact with the water tank so that the entire water tank becomes another electrode of the water level sensor. A C-V converter that converts the capacitance change of the capacitive water level sensor into a voltage change was developed and integrated with the water level sensor to minimize noise. The performance of the developed capacitive water level sensor was evaluated through measurement.

Determinants of R&D Commercialization by SMEs after Technology Transfer

  • This study aims to analyze the factors that could influence business decisions of in the commercialization of R&D when technology is transferred from government research institutes (GRIs) to small and medium-sized enterprises (SMEs). We examine 353 such cases of technology transfer. The dependent variable is whether the licensee had the intention of following up with R&D after the technology has been transferred. The independent variables, classified into ex-ante factors and ex-post factors, consist of the involvement of SMEs into GRI R&D, technology readiness level, relatedness to existing technologies, and contribution to sales revenue and level-up of existing technologies. The results of the study show that the contribution to existing technologies has a positive impact on R&D commercialization. However, unlike our expectation, contribution to sales revenue, the involvement of SMEs into GRI R&D, technology readiness level, the relatedness to existing technologies of the technology transferred have no impact on follow-up R&D.

  • The aim of this paper is to provide a new model to evaluate the quantitative value of technology(nonfinancial benefits). This new model is based on the technology stock(technology level) ac-quired in R&D process. The model can explain the quantitative relation between the technology stock(level) and the market value of technology as considering the R&D expenditure to acquire technologies above a certain level(>70%) in comparison with the advanced country and the cost to prevent the technology obsolescence. The value of non-destructive testing technology which is one of the electric power technology is measured quantitatively as a case study.

  • Recently, unmanned logistics delivery systems, such as UAV (Unmanned Aerial Vehicle, written as drone below) and autonomous robot delivery systems, have been implemented in many countries due to the rapid development of autonomous driving technology. The development of these new types of advanced unmanned logistics delivery systems is essential not only to become a leading logistics company but also to secure national competitiveness. In this paper, the application of the unmanned logistics delivery system was investigated in terms of market trends, overall technology level of last mile delivery drone and autonomous delivery robot. The direction of response to changes in the last mile delivery service market was checked through a comparison of the technological level between domestic companies that produce last mile devices and advanced foreign companies. As a result of this technology level analysis, the difference between domestic companies and advanced companies was shown using tables and figures to show their relative levels. The results of this analysis reflect the opinions of experts in the field of last-mile delivery technology. In addition, the technology level of unmanned logistics delivery systems for each country was analyzed based on the number of related technology patents. Lastly, insights for the technology level analysis of unmanned last mile delivery systems were proposed as a conclusion.

  • Under a rapidly changing environment, firms have attempted to co-operate with organizations that possess high technologies to improve their technical capabilities. Most countries have worked towards developing a suitable strategy for international technology co-operation based on the diagnostic results of their technological capabilities and indices. These diagnostic results indicate the level and degree of international technology co-operation that have been developed in academia. However, identifying the overall conditions of international technology co-operation based on existing indices is a difficult task. Hence, to address this problem, indices that can measure diverse perspectives of core technology co-operation activities need to be developed. This research aims to develop a framework for identifying the current state of international technology co-operation in diverse perspectives at the national level. We develop indices based on relevant literature and formulate an analytical framework for international technology co-operation in diverse perspectives using DEA analysis. The results are expected to contribute to effective technology planning at the national level by diagnosing capabilities for international technology co-operation from diverse perspectives.

  • This paper expanded the usefulness of technology relation analysis by applying to R&D activities of Korea Gas Corporation (Kogas) at the corporate level. Technology relation analysis has been applied to assessment of R&D investments in telecommunication and construction industries in Korea. As empirical findings, technology map and technology spillover matrix of Kogas have been derived by technology similarity analysis. It has bee found that various useful information for R&D assessment could be acquired from the technology relation analysis at the corporate level.
