By analyzing five in-depth case studies of suppliers in newly emerging Vietnam's motorcycle industry, this paper explores the differences in patterns and processes of capability improvement of suppliers who participate in different kinds of supplier-assembler network with different structures. The paper finds the correlation between the kinds of suppliers' capabilities improved and the structure of networks they participate in. While suppliers in arm-length networks can improve more upstream capabilities (structure design, process desist), suppliers in embedded networks can improve more downstream capabilities (process design, process setup, process maintenance and delivery control). Two capability improvement patterns of firms in newly emerging economy are indicated. The first pattern is asymmetrical improvement, either upstream or downstream capabilities, by participating in either arm-length or embedded networks. This pattern obstructs the suppliers to meet the requirements of new buyers rho come from different kinds of network. The second pattern is symmetrical improvement by joining both arm-length and embedded networks.
Motivation and activities for technological learning, entrepreneurship, innovation, and creativity are driving forces of economic development in Asian countries. In the early stages of technological development, technological learning and entrepreneurship are efficient ways in which to catch up with advanced countries because firms can accumulate skills and knowledge quickly at relatively low risk. In the later stages of technological development, however, innovation and creativity become more important. This study aims to identify a) the factors (learning capabilities) that influence technological learning performance and b) barriers to enhancing innovation capabilities for the creative economy and organizations. The major part of this study is related to learning capabilities in the post-catch-up era. Based on a literature review and observations from Korean experiences, this study proposes a technological learning model composed of various influencing factors on technological learning. Three hypotheses are derived, and data are collected from Korean machine tool manufacturers. Intense interviews with CEOs and R&D directors are conducted using structured questionnaires. Statistical analysis, such as correlation and ANOVA are then carried out. Furthermore, this study addresses how to enhance innovation capabilities to move forward. Innovation enablers and barriers are identified by case studies and policy analysis. The results of the empirical study identify several levels of firms' learning capabilities and activities such as a) stock of technology, b) potential of technical labor, c) explicit technological efforts, d) readiness to learn, e) top management support, f) a formal technological learning system, g) high learning motivation, h) appropriate technology choice, and i) specific goal setting. These learning capabilities determine firms' learning performance, especially in the early stages of development. Furthermore, it is found that the critical factors for successful technological learning vary along the stages of technology development. Throughout the statistical and policy analyses, this study confirms that technological learning can be understood as an intrinsic principle of the technology development process. Firms perform proactive and creative learning in the late stages, while reactive and imitative learning prevails in the early stages. In addition, this study identifies the driving forces or facilitating factors enhancing innovation performance in the post catch-up era. The results of the preliminary case studies and policy analysis show some facilitating factors such as a) the strategic intent of the CEO and corporate culture, b) leadership and change agents, c) design principles and routines, d) ecosystem and collaboration with partners, and e) intensive R&D investment.
This study verified how R&D investment affects the management performance of SMEs, whether technology innovation mediates this relationship, and whether marketing competency moderates the relationship between technology innovation and management performance. A longitudinal analysis was conducted using data from the corporate panel survey performed by Daegu Technopark every year since 2013. Data from 349 companies in the Daegu-Gyeongbuk region were mainly used, and the size of 30 to 50 employees in the manufacturing industry was a major analysis target company. The results are as below. First, The results showed that R&D investment had a positive effect on management as well as technology innovation, but technology innovation did not affect management performance. Also, technological innovation did not mediate the relationship between R&D investment and management performance. This shows that in the case of small SMEs, even if technological innovation occurs through R&D investment, the technological innovation does not lead to management performance. Also, the relationship between technological innovation and management performance was not changed by marketing capabilities. This shows that technological innovation in small SMEs is not easy to lead to business performance.

This study identifies interest and reasons for small- and medium-sized technological firms to increase their uses of Technopark for product innovation and development. To determine whether interest exists, a research model was built, based upon the innovative process that small and medium sized enterprises'experience when developing capabilities. The model was characterized by its entrepreneurial orientation, organizational culture and support of the Technopark. Small and medium-sized technological firms operating in Technopark were surveyed in the Fall of 2019. Responses were collected and analyzed using structural equation modeling. Among the findings: supporting greater uses of Technopark can impact a firm's performance positively by mediating new product development capabilities. Firms with relatively limited resources and capabilities are most likely to benefit from using regional innovation hubs such as Technopark to improve their innovative capabilities and performance. Government and Technopark need to develop and implement demand-based support programs, especially ones to focus on improving the innovation capabilities of technology-based small and medium-sized enterprises.

This study attempts to explore the evolution paths of Korean SMEs'strategies and their technological teaming processes. Several different evolution paths are identified based on a dynamic strategic group analysis of 115 SMEs'strategy in the Korean electronic component industry for the period of 1990-1995. Further, inadept case analyses on technological learning processes in 5 firms are undertaken. Major findings of this study can be summarized as follows : 1) There are three dominant evolution paths in SMEs'strategy. First path indicates the evolution from a subcontractor or petty imitator group(a strategic group with the narrow product/market domain and the low level of accumulated resource/capabilities) into an innovator group(a strategic group with the narrow domain but high level of technological capability) by accumulating technological capabilities. Second, some firms move from a subcontractor group into a generalizer group(a strategic group with broad product/market domain but relatively low level of technological capability) by simply adding product lines. Third path involves firms which evolve from a subcontractor group into a production focus group(a strategic group with high level of production capability) by investing in production capabilities. 2) An in-depth case analysis shows those who succeeded in technological learning are managed by CEOs, who have technological expertise and strategic vision, and have made an effort to establish management practices to support innovation, such employee educational program, performance-based reward system, etc. The successful firms also aggressively pursue diverse external linkages with outside technology sources to learn product and process technologies. Fiendly, this study discusses several implications of the findings for the theoretical development and strategic management of small firms in Korea.
The business environment of today's small and medium-sized manufacturing enterprises (SMEs) has a tendency to shorten the product life cycle due to the rapid technological change. Therefore, in this study, an empirical study was conducted to understand the influence of CEO type and technological innovation capability on management performance through technological innovation performance as a medium. The subject of the study was a survey focusing on executive level and above of small and medium-sized manufacturing companies in the southeast region, and the research results are as follows. Overall, it was verified that the structural causal relationship between the technological innovation performance and the management performance of the CEO type and technological innovation capability of small and medium-sized manufacturing enterprises is a relationship that has a significant influence with mutual correlation. These results indicate that higher performance can be achieved when technological innovation performance is combined with the effect of technological innovation capability on management performance according to CEO type. In this way, SMEs are trying to present the need for various innovative activities to discover excellent technologies and acquire competence, and to suggest a development direction that requires efforts to improve the technological competitiveness of enterprises.
In the past three decades since the advent of market oriented reforms began in 1978, China has made rapid strides in catalyzing economic growth. The economic development coincides with the development of significant capabilities in several areas of science, technology, and innovation. China has recorded notable achievements in a number of emerging fields. This paper investigates the process that has catalyzed the developments in Science and Technology (S&T) and the key factors that have facilitated this process. The causality of dynamism of S&T in China points at targeted development, an emphasis on high growth industries and high technology, commensurate resource mobilization, ruthless restructuring of innovation actors, dynamic organization and management of R&D, continuously evolving policies with strict enforcement, and implementable instruments. This paper attempts to bring out the roadmap of the Chinese transformation process in S&T and derive policy lessons for India.
This study is to confirm the core factors of innovative capabilities and technological entrepreneurship affecting the performance of technology management and business management of small and medium-sized enterprises (SMEs). Through the consideration about the complex natures of technological innovation affecting by multidimensional factors, this study designs the research model that innovative capabilities, the performances of technology and business management are arranged in accordance with the innovation process; input-output-outcome. To meet this research purpose, the hypothesis are set up based on the previous research studies and the research samples are selected from members of the Innovative Business (INNO-BIZ) Association, located in Seoul and Geyonggi province. As a result of regression analysis to the responses gathered from 360 firms, the performance of business management is influenced positively by the technology superiority, market growth and business profitability which are the dominant factors of performance of technology management. In addition, three sub-variables of innovative capabilities such as R&D, strategic planning and learning capability, have positive effects on both the managerial performances. Innovativeness and progressiveness of technological entrepreneurship affect both the performances positively. Moreover, the co-relation between technological entrepreneurship of an innovation leader and innovative capabilities of organizational members are identified. Lastly, technological entrepreneurship has the mediating effect on the path of leading innovative capabilities to the managerial performances. In conclusion, the research results imply that technological innovation-type firms should periodically evaluate the performance of technology management which are the output of technological innovations and the reinvestment for ultimate business success. And improving and developing innovative capabilities and technological entrepreneurship is required to continuously and consistently investing and supporting resources on technological innovations at the firm-and government-level. It is considered that these are the crucial methods for securing the technologically competitive advantage of SMEs with less resources and narrow innovation range.

As the uncertainty of technology development and market needs increases due to changes in the global business environment, the interest and demand for R&D activities of individual companies are increasing. To respond to these environmental changes, technology commercialization players are paying great attention to enhancing the qualitative competitiveness of R&D. In particular, R&D companies in the marine and fishery sector face many difficulties compared to other industries. For example, the R&D environment is barren, it is challenging to secure R&D human resources, and it is facing a somewhat more difficult environment compared to other sectors, such as the difficulty in maintaining R&D continuity due to the turnover rate of researchers. In this study, based on the empirical data and patent status of private companies closely related to the R&D technology status, big data analysis, and simulation analysis methods were used to identify the relative position of individual companies' R&D capabilities and industrial perspectives. In this study, based on industrial evidence and patent applications closely related to the R&D technology status, the R&D capabilities of individual companies were evaluated using extensive data analysis and simulation analysis methods, and a statistical test was performed to analyze if there were differences in capabilities from an industrial point of view. At this time, the industries to be analyzed were based on all sectors, the maritime industry, the fisheries industry, and the maritime industry integration sector. In conclusion, it was analyzed that there was a certain level of difference in the R&D capabilities of individual companies in each industry sector, Therefore when developing a future R&D capability system, it was confirmed that it was necessary to separate the population for each industry and establish a strategy.
Investigation into the sources of firms' ideas for new product development is very important because the capabilities of developing new products determine the competitiveness of a firm. This study aims at drawing the managerial implications for new product development in terms of the autonomy and the size of firms. To do this, this study analyzes how the capabilities of developing new products and the sources of ideas are different by the types of firms. More concretely, it compares differences in the capabilities of developing new products between types of firms, and in the sources of ideas for new product development between internal sources and external sources.
