국내 IT SoC산업의 기술추격 (Technological Catching-up in the Korean IT SoC Industry)

  • 본 연구는 기술추격론 및 산업혁신체제론에 의거해서 국내 IT SoC산업의 기술추격을 검토했다. 국내 IT SoC산업은 많은 중소벤처 팹리스업체들의 출현에 의한 다양성 창조 및 일부 팹리스업체의 급성장에 따른 선택의 과정을 거쳐 급속한 기술추격 과정을 밟아왔다. 이 과정에서 국내 팹리스업체들은 틈새시장을 중심으로 한 경로개척형 기술추격을 수행해 왔다. 현재 국내 IT SoC산업은 많은 문제점을 가지고 있지만, 산업혁신체제의 공진화를 달성하려면 무엇보다도 기업간 협력네트워크 구축이 선결과제이다 기업간 협력네트워크는 시장의 힘에 의해 자동적으로 해결되기 어려운 시스템실패의 한 형태이기 때문에 이를 해결하기 위한 정부정책이 요망된다.

  • This paper presents a knowledge-based view of the multi-business firm. The multi-business firm has advantages in technological innovation and knowledge creation to the extent that it embodies various ideas and resources, and recombines them more effectively and efficiently than market contracts. The purpose of this paper is to identify how to organize the multidivisional form (M-form) structure to realize such advantages. We first differentiate within-division innovation and cross-division innovation, and explain why cross-division innovation, despite its higher performance potential, would be more difficult to achieve, compared to within-division innovation. Then, we offer the propositions about how to promote cross-division innovation with references to resource capability and coordination capability that is, in turn, composed of structural and control system, social capital, and human resource management system. We conclude by discussing theoretical and practical implications.

Technological Innovation Induced Growth of Engineering Industry SMEs: Case Studies in Bangalore

  • This paper, based on two engineering industry SME case studies, traces the origin and process of technological innovations enabling the development and introduction of new products leading to market expansion and enterprise growth. The study throws light on how entrepreneurs played a decisive role in recognizing market opportunities, building up crucial in-house technological capability, supplementing it with appropriate external assistance, to carry out technological innovations. A constant interaction with its customers is in-built into the system. As a result, the SMEs could achieve successful product innovations leading to their gradual growth, over time. Finally, based on the observations and inferences derived out of the two cases, a theoretical construct of the growth of innovation in SMEs is postulated. This is done linking the three stages of their development: (i) start-up and stabilizing, (ii) building up technological capability and implementing innovations; and (iii) opening up of new markets resulting in firm growth.

  • This paper explores the relationship between technological characteristics within process innovation and selection of the firms of different organizational forms in the evolution of an industry. For this purpose, this paper develops a simulation model for industrial change that replicates dynamic competition for process innovation. The simulation analysis found the following causal relationship. First, the stronger innovation impact in terms of productivity jump tends to enlarge the productivity difference among the incumbent firms and increase the speed of productivity catch-up by the large diversified firms, Second, the possibility of entry, and eventual dominance by the large diversified firms increase when the innovation-productivity linkage is stronger and there is less cumulativeness in productivity determination. These results imply that technological characteristics are important factors that have influence on whether or not the large diversified firms can enter and succeed in an industry.

Technological Innovation System for Energy Transition in Small Island Developing States: Adaptive Capacity, Market Formation and Policy Direction in the Maldives

  • By analyzing the adaptive capacity, market formation and policy direction as functional areas of Technological Innovation System (TIS), the article evaluates the progress of renewable energy transition in the Maldives, with the inclusion of ideas from Mauritius and Cabo Verde. On the policy direction in the Maldives, technology roadmaps produced with assistance from International Renewable Energy Agency (IRENA) and Asian Development Bank (ADB) are evaluated. Although there are inducing factors such as the Solar Risk Management Initiative, the progress of energy transition is hindered by the lack of technical capacity and local value chain. The findings indicate the importance of facilitating and establishing industry and knowledge networks, incorporating innovation policies, greater involvement of the local private sector along with international investors, and taking water-energy nexus to achieve complementary targets. The study adds value to knowledge by offering a simplified TIS framework, with a current insight of the energy transition in Small Island Developing States with a focus on the Maldives.

  • With the radical changes and advancements of industrial economy, it is required to secure product competitiveness through technological innovations to overcome uncertain environments and generate a driving force for sustainable growth. So the Korea government introduced the superior product selection system in 1996 and has granted such incentives as priority purchasing and contracts the products of SME whose technological capabilities have passed the screening criteria. After analyzing the ambiguity of the evaluation procurement used in designation of excellent product, this study proposed seven detailed indexes for evaluation.

  • This study aims at developing some hypotheses on the politics of innovation in catching-up countries. Although innovation studies of catching-up countries have studied the process of acquisition of technological capabilities, the politics of innovation was not seriously considered in those studies. This study suggests a conceptual frame-works of the innovation politics and analyses the innovation process of mobile telecommunication system in Korea. Some hypotheses on the patterns and effects of innovation politics in catching-up countries are put forward.

  • This study examines the relationships between R&D investment and Market value of Firms using data of small and medium enterprises (SMEs) in the manufacturing sector of Korea. In particular, this paper investigates the role of technology innovation system in the impact of R&D investment on firm's Market value of Firms. Findings from the previous studies on the relationship between R&D investment and Market value of Firms are positive relationship. Main of the previous studies demonstrated a positive impact of R&D investment on Market value of Firms. On the other hand, some recent studies showed this is not the case. Those studies persisted that the technological innovation system for managing and efficiently utilizing R&D investment and capability has to be built in order for R&D investment to give rise to increases in Market value of Firms. According to the Oslo manual by OECD, it is assumed that a technology innovation system can becharacterized as three factors :capability for technological innovation, capability for technology commercialization, capability for technological innovation management. This study divides sample firms into two groups using the "Inno-Biz" certificate system of the Korean Small and Medium Business Administration (SMBA): Inno-Biz firms Vs. Not Inno-Biz firms. The system selects innovative SMEs denoted as "Inno-Biz" using the above factors as criteria. The results revealed that the technology innovation system has the moderating effect to R&D investment on Market value of Firms.

프로세스 관점에서의 기술혁신 및 고용성과에 관한 연구 : 중소기업을 중심으로 (A Study on Technological Innovation and Employment Performance from the Perspective of Process : Focused on Small and Medium Sized Enterprises)

  • 기업들에 있어서 고용은 혁신활동의 결과를 바탕으로 하는 연속된 의사결정과정이다. 따라서 기술혁신을 통한 고용성과를 살펴봄에 있어서 이 같은 관계성을 명시적으로 분석에 고려할 필요가 있다. 이러한 문제의식을 바탕으로 본 연구에서는 중소기업의 기술혁신과 고용효과의 관계를 선행 연구와 같이 단일방정식을 추정하는 순위로짓(ordered logit) 모형으로 분석할 뿐 아니라, 연립방정식을 추정하는 외견무관회귀(SUR) 모형을 활용하여 실제 동시적으로 수행되어지는 기술경영 과정의 상관성을 반영하여 기업의 혁신활동과 기술혁신 성과, 보상제도 그리고 고용 창출의 구조적 관계를 분석하고자 하였다. 분석 결과, 보상제도의 시행은 기술개발 및 기술사업화 성과를 높이고, 이것은 다시 기업의 고용을 촉진하는 구조적 관계를 확인할 수 있었다. 특히 고용성과에 있어 기술개발 뿐 아니라 사업화 성과가 일종의 허들로 작용한다는 점에서 기술혁신을 프로세스 관점에서 관리할 때 기업의 고용성과는 높아진다고 볼 수 있겠다.

  • 디지틸혁명이후 기술융합과 산업융합으로 발전하여, 새로운 제품과 상품시장의 부상으로 기존 산업의 혁신패턴 변화와 지식기반경제의 시장 및 글로벌 혁신기업들의 변화가 더욱 다양하게 진화 발전하고 있다. 기술혁신으로 촉발된 사회경제적 효과가 국가의 지속적인 경제성장과 기업의 경쟁력 제고 측면에서 더욱 주목 받고 있다. 따라서 본 논문의 목적은 21C 지식기반경제의 지속적인 경제성장을 유지하기 위한 기술혁신에 관한 다양한 연구와 미래지향적 기술혁신 전략을 제시하고자 하는 것이다. 주요 연구내용으로는 첫째 기술혁신에 대한 다양한 이론적 고찰을 하였다. 둘째, 미국과 유럽의 기술혁신 프로그램과 지원시스템을 연구분석하였다. 셋째, 우리나라의 기술혁신 현황과 문제점을 분석 정리하였고, 마지막으로 21C 지식기반경제의 경쟁력 있는 기술혁신 발전 전략과 시사점을 클러스터와 지역경제 활성화 관점에서 제시하였다.
