중소기업의 산업환경, 기술협력 및 성과간의 구조적 관계에 관한 연구 (A Study on Structural Relationship among Industrial Environment, Technological Cooperation and Performance of Small and Medium-sized Firms)

  • This study was aimed at analyzing the structural relationship among such factors as industrial environment, technological cooperation, technological innovation performance and management performance that are essential to technological innovation of small and medium-sized companies. For this aim, an analysis was conducted to determine which of the factors in industrial environment has impact on technological cooperation of small and medium-sized companies. An empirical analysis was also performance to find what kind of effects the technological cooperation may have on technological innovation and management performance. From the analyses, it became known that: first, changes in industrial environment have influence on technical cooperation factors including production technology, technical information, technical manpower and fund for technology that are assorted by means of factorial analysis; second, the technological cooperation of small and medium-sized companies has impact on their technological innovation performance; and third, the technological cooperation of small and medium-sized companies has impact on management performance.

기술규제 규제영향분석의 적절성에 대한 연구: 기술규제영향평가 차원에서 (A Study on the Appropriateness of Regulatory Impact Analysis(RIA) on Technological Regulation: With the Focus on the Technological Regulation Impact Assessment)

  • 본 연구는 한국의 현행 규제영향분석과정이 기술규제의 중요한 특성들을 반영하는가를 확인하기 위해 기술규제영향평가 차원에서 규제영향분석의 적절성을 검토하고자 하였다. 기술규제에 대한 분석 틀을 도출하고 이를 이용하여 정부부처가 제출한 규제영향분석서의 적절성에 대한 분석 평가를 수행하였다. 분석결과, [규제의 기술적 타당성], [국내 기술규범 부합성], [국제 기술규범 부합성], [적합성평가의 타당성]의 관점에서 각 부처가 현행 규제영향분석서에 기재한 사항을 객관적 사실, 대체분석 가능, 전문가적 판단가능 등을 고려하여 "적절"하다고 판단된 경우는 23.4%에 불과하였고, 각 부처별로도 특별한 차별성은 없었다. 규제 속성에 따른 규제영향분석서의 적절성을 검토해 본 결과, 사회적 규제와 간접적 규제들의 속성을 갖고 있는 기술규제에 대한 규제영향분석서의 적절성이 다소 높았다. 종합하면 실질적 의미의 기술규제영향평가를 수행하기에 현재 우리나라 규제영향분석서 수준은 상당히 미흡한 편으로 나타났다. 즉, 각 부처가 기술규제를 도입하면서, 해당 규제의 기술적 속성에 대한 이해가 완전하지 않은 것일 수 있다는 것이다. 과학기술적 근거를 제대로 반영하지 못한 규제영향분석서는 해당 기술규제에 대한 타당성을 과장하여 여타의 규제 대안에 대한 진지한 검토를 저해하는 한편, 글로벌 경쟁체제에서 기업과 국민의 경쟁력 확보를 방해하는 심각한 문제를 초래할 수 있을 것이다.

Technological Achievements and Economic Development: The Significance of Technological Achievement Gap in Selected East and South Asian Countries

  • Although technological progress is considered a key element for economic growth and development of a country, strong empirical evidence in this regard is not available yet. Therefore, to establish the empirical link between technology progress and economic development, it is advisable to carry out a time series analysis. In this regard, the Technology Achievement Index (TAI) of 100 top economies has been developed to examine the position of countries' technological progress for the 21 years spanning 1995 to 2015. Countries have been ranked on their TAI which is based on four pillars; technology creation, diffusion of older innovations, diffusion of recent innovations, and development of human skills. As well, this current study re-calculates the Humane Development Index (HDI) of 100 top economies for the 21 years from 1995 to 2015. Ranking of countries' HDI values reflects three dimensions: A long lifespan (life expectancy index), knowledge (Education Index) and a decent standard of living (Gross National Income Index, or GNI). The Standard Deviation (SD) technique has been used to investigate the technological gap between individual countries and groups of countries or regions. For a more meaningful assessment, technological gaps from the maximum achievement value (i.e., one of the countries under study) are presented as well. To investigate the impact of technological progress on economic development, this study introduces a model in which the HDI is used as the dependent variable and the TAI and Gross Capital Formation (GCF) are used as independent variables. The HDI, TAI and GCF are used in this model as proxy variables for economic development, technological progress and capital respectively. Econometric techniques have been used to show the impact of technological progress on economic development. The results show that long-term associations exist between technology progress and economic development; the impact of technology progress on economic development is 13.2% while the impact is 4.3% higher in eight selected East South Asian countries, at 13.5%, than in eight selected highly developed countries (9.2%).

FDI and the Evolution of Directed Technological Progress Bias: New Evidence from Korean Outward Investment

  • Purpose - Southeast Asia has been the focus of Korea's foreign investment. Korea has been helping developing countries in Southeast Asia achieve economic growth and win-win cooperation through capital exports. FDI is an important channel for technology diffusion. However, the impact of FDI on the bias of technological progress in the host country is dependent on the host country's own endowment structure and capital-labor factor substitution elasticity. Therefore, the central issue of this paper is to accurately evaluate the impact of Korea's FDI to the four Southeast Asian countries in various industries on their bias of technological progress. Design/methodology - The paper uses macroeconomic data for Korea and four East Asian countries to estimate capital-labor factor elasticities of substitution using nonlinear, seemingly uncorrelated regressions (NLSUR). Then, the biased technological change index (BTCI) is calculated for each country. Finally, panel data analysis is used to explore the impact of Korean FDI in various industries in the four Southeast Asian countries on their own directed technological progress, and a robustness test is conducted. Findings - There is a substitution relationship between capital and labor factors based on their elasticity in Korea, Singapore and the Philippines. There is a complementary relationship between capital and labor factors in Indonesia and Malaysia. According to the BTCI, there is a trend toward labor-biased technological progress in all countries. Korean investments in manufacturing, wholesale and retail trade in the host country trigger capital-biased technological change in the host country; investments in the finance, insurance and information and communication sectors trigger labor-biased technological change. In addition, this paper also confirms that directed technological progress can enable cross-country transmission. Originality/value - The innovation of this paper lies in three aspects. First, we estimate the BTCI for five countries and explore the trend and situation of directed technological progress in each country from each country's own perspective. Second, we explore the impact of Korean FDI in the host country on the bias to its technological progress at the industry level. Second, we explore the impact of Korean FDI in various industries in the four Southeast Asian countries on the four countries' own directed technological progress from a national perspective. Finally, we propose corresponding countermeasures for technological progress from the perspective of inverse factor endowment. These innovative points not only expand the understanding of technological progress and cross-country technology transfer in East Asia but also provide practical references for policy-makers and business operators.

Monitoring the Change of Technological Impacts of Technology Sectors Using Patent Information: the Case of Korea

  • A primary concern of national R&D plans is to encourage technological development in private firms and research institutes. For effective R&D planning and program support, it is necessary to assess technological impacts that may exist both directly and indirectly among technology areas within the whole technology system; however, previous studies analyze only direct impacts among technologies, failing to capture both direct and indirect impacts. Therefore, this study proposes an approach based on decision-making trial and evaluation laboratory (DEMATEL) to identifying specific characteristics of technology areas, such as technological impact and degree of cause or effect (DCE). The method employs patent co-classification analysis to construct a technological knowledge flow matrix. Next, to capture both direct and indirect effects among technology areas, it incorporates the modified DEMATEL process into patent analysis. The method helps analysts assess the technological impact and DCE of technology areas, and observe their evolving trajectories over time, thereby identifying relevant technological implications. This study presents a case study using Korean patents registered during 2003-2012. We expect our analysis results to be helpful input for R&D planning, as well as the suggested approach to be incorporated into processes for formulating national R&D plans.

특허분석을 통한 항공기반산업의 기술경쟁력에 관한 연구 (A Study on the Technological Competitiveness of Aircraft Infra Industries by using Patents)

  • This paper considers the technological competitiveness of aircraft infra industries that are bases of the aircraft industry development in Korea. We performed focus group interviews to aircraft industry specialists and classified the aircraft infra industries by eight fields: metallurgical assembly, general machinery, precision instruments, materials & parts, communication appliances, computer, semi-conductor/ electronic component, electronics. Through the United States patents analysis for the G7 countries and Korea during 1995-2006, we identified the technological specificities and competences of each country. RTA(Revealed Technology Advantage) index and CII(Current Impact Index) are used to examine the technological specificity and technological competence respectively. Finally, we introduced TCI(Technological Competitiveness Index) which could reflect quantitative level as well as qualitative level of patents for each aircraft infra industry. The results show that Korea has occupied the technological competitiveness in the semi-conductor and electronic component industry out of eight aircraft infra industries, and achieved a competitive edge in communication appliance industry in the mid 2000s.

특허정보를 활용한 항공기반산업의 기술경쟁력 분석 (The Technological Competitiveness Analysis of Aircraft-based Industries using Patent Information)

  • This paper analyzes the technological competitiveness of aircraft-based industries that are the basis for the development of aircraft industry in Korea. By performing expert interviews with industry specialists in the field of aircraft technology, the paper categorizes eight fields that are fundamental to the development of the aircraft industry. By analyzing patents of G7 countries and Korea made in the US from 1995 to 2006 we were able to identify the technological specificities and competencies of each country. RTA (Revealed Technology Advantage) index and CII (Current Impact Index) are used to examine the technological specificity and technological competence respectively. Finally, by introducing the TCI (Technological Competitiveness Index) the paper is able to consider both the quantitative level and the qualitative level of patents for each field in the aircraft industry. By analyzing the TCI, the paper concludes that Korea has high technological prowess centered around IT industries such as semi-conductors/ electronics component, communication appliances and consumer electronics. Also Korea is relatively competitive in the precision instruments industry.

  • 최근 기술과 시장의 변화가 빨라지고 복잡해짐에 따라 기업경쟁력이 내부 역량뿐만 아니라 외부와의 다양한 형태의 기술협력을 통해 효율적으로 창출할 수 있다는 인식이 확산되고 있다. 기업의 기술협력 구조와 성과 결정요인으로 사회적 네트워크와 흡수역량이 중요하다고 지적되고 있지만 대부분의 선행 연구는 사회적 네트워크와 흡수역량을 개별적 요인으로 분석하였다. 본 연구는 기업의 사회적 네트워크와 흡수역량이 벤처기업의 기술협력 파트너 선정, 거버넌스 유형 선택, 성과에 미치는 영향력을분석하였다. 국내 215개 벤처기업의 설문조사 자료를 분석한 결과, 흡수역량은 과업관련 기준과 파트너관련 기준 모두에 영향을 주는 반면 사회적 네트워크는 파트너 관련 기준에 영행을 주는 것으로 나타났다. 흡 수역량과 사회적 네트워크는 기술협력 거번너스에 영향을 미치지 않는 것으로 조사되었다. 흡수역량은 기술협력 성과에 영향을 주는 반면 사회적 네트워크는 기술협력 성과에 영향을 주지 않는 것으로 분석되었다.

특허정보분석을 이용한 기술파급효과 측정에 관한 연구 (A Study on the Measurement of Technological Impact using Citation Analysis of Patent Information)

  • 본 연구는 특허의 인용정보를 이용하여 비체화 지식의 흐름이라 할 수 있는 기술군간의 파급효과를 측정하는 방법론을 개발하고 실제 사례를 통해 적용 타당성을 제시하고자 하였다. 이를 위해, 기술파급효과에 기존연구를 리뷰하였고, 특허정보의 인용분석과 관련된 지표에 대해 개괄적으로 분석하여 효과적인 특허인용 분석 방법론을 설계하였다. 그리고, KISTI에서 보유하고 있는 미국특허 데이터베이스(USPA)를 이용하여 기술군간 인용관계를 계수하여 기술군간 비체화 지식의 흐름행렬을 도출하였고, 이를 활용하여 기술적 파급효과를 나타낼 수 있는 지수 모형을 연구함과 동시에 네트워크 분석을 통한 기술군간의 파급 유형을 클러스터링하여 기술군간 내생적 속성을 분석하였다. 본 연구의 결과는 어떤 기술군의 타기술군간의 상호 관계에 대해 정량적으로 내생적 속성을 표현하도록 함에 따라 연구개발의 사전기획시 기술적 파급효과에 대한 현안을 제시할 수 있을 뿐만 아니라 기술의 융복합 현상을 이해하는데 기초정보를 제공할 수 있을 것으로 판단된다.

How are the Firms' Innovative Activities and Credit Rating Signals Received in the Market?

  • Firm innovativeness and financing capacity are critical signals to stakeholders as they are key drivers of firm performance and competitiveness and indicate the firm's ability to fund its operations and growth initiatives. Based on signaling theory, this study investigates the signaling effect of a firm's innovativeness and creditworthiness and examines its signaling effectiveness. Using Korean innovation data and Korea Investors Service financial data for nine years, the findings indicate that a firm's technological innovation has a negative impact on its credit ratings, while non-technological innovation has a positive impact. Furthermore, a firm's credit ratings positively impact its performance. The current study contributes to the literature on signaling theory by exploring the signaling effect of a firm's innovativeness and creditworthiness. The findings provide insights for managers on how to send and monitor signals to stakeholders.
