A Study on the Effective Use of NEIS using Multiple Decision-Making Technique (다중의사결정기법을 이용한 NEIS의 효과적 활용방안에 관한 연구)

  • National Education Information System (NEIS) is an ambitious reform project in the field of education, which is launched mainly by government initiative and is to link administrational work of between schools and their senior administration offices via internet. NEIS is introduced to lighten the teachers' overburden, to standardize the work process and to bring better quality education to each classroom and make it possible for those involved in education to resolve any related educational problem on line. This paper aims to construct a hierarchy model consisting of key factors such as administrative and technological factors for the effective use of NEIS and to evaluate the relative importance among key factors using multiple decision-making technique. Eventually, the analysis results can be utilized to develop the future improvement strategy of NEIS and to satisfy the users.

Factors Affecting Lumber Conversion Rate of Sawmill Industry in South Korea

  • This study is conducted to investigate the factors affecting lumber conversion rate of sawmill industry in South Korea. Data were obtained from the survey of 38 sawmills in all geographic regions of South Korea. The variables examined in this study were region, softwood/hardwood log, domestic/imported/both log, the number of power-driven carriages (PDC) installed, the year when and country where PDCs was manufactured, the horse power of PDC, the number of labors required to operate each PDC, the sawing capacity of mill (mill size), and the types of major product and by-products. The lumber recovery factor (LRF) of sawmills were significantly influenced by the origin of logs, level of PDC automation, sawmill size, and size of logs (measured in diameter and length) while not by the location of the mill, types of major product and by-product, log species, and characteristics of PDC. Although these results provide useful information for understanding the technological characteristics of the Korean sawmill industry, further investigation with larger sample is necessary to reveal the more reliable characteristics of sawmill industry in South Korea.

How Productive Are Life Insurance Institutions in Malaysia? A Malmquist Approach

  • The purpose of this study is to investigate empirical evidences of productivity of life insurance institutions in Malaysia. Therefore, this study attempts to explore the productivity of the life insurance institutions in Malaysia. The overall findings show that the total factor productivity (TFP) has progressed by 2.5% per year during the study period from 2012 to 2016 in the Malaysian insurance industry. However, TFP change has declined from 2012 to 2015 and observed a negative growth in 2015-16 (3.3%). The highest productivity progress was documented during 2012-13 at a rate of 11.7% while the minimum productivity progress was during 2014-15 (only 0.2%). The results also indicate that the decomposition of TFP found that overall progress could mainly be attributed to technological change (TC). However, technical efficiency change (TEC) and pure technical efficiency change (PTE) have negative impact on TFP. The findings also show that most of the insurance companies have a steady growth. Therefore, this study will contribute new insights for the policy makers and insurance institutions to take appropriate steps in developing relevant policies for increasing productivity of insurance institutions in Malaysia.

  • This study is about effects of government R&D subsidies program participation factor for SMEs R&D performances. Currently, Government R&D subsidies program has been operating in various forms, and each company subsidies, facilities, equipment, personnel and training have been supported. Each of the companies is also involved with various factor of support to participate in the subsides program. Therefore, This study verifies the hypotheses that after government R&D subsidies program of project implementation, various participation factor of companies have an effect positive impact on business management skills of administrative performance. Also, This study verifies the hypothesis of an influence on the R&D investment and the technological capability of technical performance. Through such a analysis results will help to carry out guide for strategic R&D performance management of government R&D subsidies program participation companies.

A Study on Determinants of International Technology Transfer in Chemical Industry (화학산업의 국제 기술이전 결정요인에 관한 연구)

  • Technology transferors and technology transferees decide to transfer technology with various motivations as they share benefits and risks. On top of economic benefit factors and risk factors provided by technology transferees, technology transferors also make technology transfer decisions by taking into account various factors such as government policies and systems, as well as their management strategies. In this study, the factors influencing the technology transfer in the chemical industry and the influence on the technology transfer intention are analysed. As a result of this study, factors influencing technology transfer are economic benefit factor, technological factor, risk factor, and socio-cultural factor. A significant differences in the influencing factors between the technology transferors and the technology transferees are that the economic benefit factors are more considered by the technology transferees and the technological factors are more considered by technology transferors in technology transfer. Technology transferees shows the stronger intention to enter technology transfer than the technology transferors.

A Multiple-Case Study of Preservice Secondary Mathematics Teachers' Teaching Demonstrations with Geometer's Sketchpad (예비 고등 수학교사들의 Geometer's Sketchpad 를 이용한 수업 시연에 관한 다중 사례 연구)

  • This is a multiple-case study of how preservice secondary mathematics teachers teach a particular mathematics using a technological tool. In a performance interview, the preservice teachers demonstrated how they would teach a specific mathematical topic using Geometer's Sketchpad. The results of this study showed that the preservice teachers designed diverse types of lesson plans and implemented different pedagogical and technological techniques in their teaching demonstrations. The findings suggest that preservice teachers' pedagogical content knowledge is an important factor in the integration of technology into their mathematics teaching. Thus, mathematics teacher educators should help preservice teachers gain a robust pedagogical content knowledge in order to effectively teach mathematics with technological tools.

The Evaluation of the Korean Science, Technology, Innovation Policy: A Viewpoint of an Individual Firm, Viromed(Ltd) (기업사례를 통한 과학기술혁신정책의 평가 및 시사점: (주)바이로메드)

  • The paper evaluates the Korean science, technology, and innovation policy(STIP) in terms of an individual firm. The firm is Viromed(Ltd), a new technology-based venture company in the field of biotechnology. The case is compared with the 'Hwang Project', which is known as a typical failure case in Korea. In order to evaluate the Korean STIP, we establish 6 areas, which are technological infrastructure, institutional infrastructure, human capital infrastructure, technology market, industrial base, and innovation networks. The study shows that the policy schemes relating with technological infrastructure, institutional infrastructure, human capital infrastructure, and industrial base play a positive role in the start-up, development and innovation of Viromed(Ltd). However, we can hardly find the role of Korean government in fostering the technology market, transferring the technological output to economic performance. Although the international networks with the British, American, and Japanese firms or investors were a key success factor of the growth of Viromed(Ltd), the role of the government in this policy area was not enough. As for the 'Hwang Project', we suggest that the government should consider the possibility of commercialization in choosing R&D projects and determining the size of financial aids. Since the evaluation of the Korean STIP is based on an individual firm, the results of the paper need to be confirmed by a systematic comparison with other cases or industries.

Shear strength characteristics of a compacted soil under infiltration conditions

  • A significantly thick zone of steep slopes is commonly encountered above groundwater table and the soils within this zone are unsaturated with negative pore-water pressures (i.e., matric suction). Matric suction contributes significantly to the shear strength of soil and to the factor of safety of unsaturated slopes. However, infiltration during rainfall increases the pore-water pressure in soil resulting in a decrease in the matric suction and the shear strength of the soil. As a result, rainfall infiltration may eventually trigger a slope failure. Therefore, understanding of shear strength characteristics of saturated and unsaturated soils under shearing-infiltration (SI) conditions have direct implications in assessment of slope stability under rainfall conditions. This paper presents results from a series of consolidated drained (CD) and shearing-infiltration (SI) tests. Results show that the failure envelope obtained from the shearing-infiltration tests is independent of the infiltration rate. Failure envelopes obtained from CD and SI tests appear to be similar. For practical purposes the shear strength parameters from the CD tests can be used in stability analyses of slopes under rainfall conditions. The SI tests might be performed to obtain more conservative shear strength parameters and to study the pore-water pressure changes during infiltration.

New OTP Authentication Approach based on Table Pattern Schedule (테이블 패턴 스케줄 기반 OTP 인증)

  • This paper presents a new one-time password approach generated based on $4{\times}4$ pattern schedule. It demonstrates generation of passkey from initial seed of random codes and mapping out in table pattern schedule which will produce a new form of OTP scheme in protecting information or data. The OTP-2FA has been recognized by many organizations as a landmark to authentication techniques. OTP is the solution to the shortcomings of the traditional user name/password authentication. With the application of OTP, some have benefited already while others have had second thoughts because of some considerations like cryptographic issue. This paper presents a new method of algorithmic approach based on table schedule (grid authentication). The generation of OTP will be based on the random parameters that will be mapped out in rows and columns allowing the user to form the XY values to get the appropriate values. The algorithm will capture the values and extract the predefined characters that produce the OTP codes. This scheme can work in any information verification system to enhance the security, trust and confidence of the user.

  • The history of the paper industry has shown a strong technological evolution which has been an essential factor in achieving low cost, high quality paper products and in sustaining the strength of the industry. In the last decades paper machine development has been rapid. This has helped to establish paper as a "low cost" material. In future, the pressure from the competing media will only accelerate the technological efforts to improve cost and functional'||'&'||'not;ity of paper. In addition, in the future, technological advances will be combined with innovation in busi'||'&'||'not;ness concepts. Certain production methods are likely to be developed which will distribute current process stages outside the paper mill. Papermakers can begin to reduce their invest'||'&'||'not;ment risk by subcontracting large-scale base paper production but taking responsibility for the higher value finishing process stages. Finishing will be more closely integrated with the final use. The role of technology supplier to the paper industry will naturally evolve to reflect all these changes. Metso is already actively collaborating downstream in the different paper-related business chains. This collaboration will be crucial for implementation of new business and technology innovations in P'||'&'||'P industry and Metso will certainly benefit from its catalyst role in this transition.
