Seismic Analysis Methodology for Non-Nuclear Safety Piping in Nuclear Power Plants (원자력발전소 비안전등급 배관의 내진해석 방법론 연구)

  • Currently, there is no technical standard and regulation for seismic analysis of non-nuclear safety piping. Accordingly, ASME Sec.III ND, a standards applied to safety class 3 piping, is applied. However, the technical standard applied for other than seismic analysis is ASME B31, which leads to controversy. In this study, the feasibility of applying ASME B31E was confirmed by reviewing rulescomparing technical standards, and evaluating piping allowable stress margins. The evaluation revealed that applying ASME B31.1 as a technical standard is too conservative compared to ASME Sec.III ND. On the other hand, ASME B31E (issued at the request of the industry) clearly presents the technical standards for seismic analysis of ASME B31 piping, and shows a similar level of conservatism compared to ASME Sec.III ND. It is expected to reduce the controversy over technical standards for seismic analysis of non-nuclear safety piping by applying ASME B31E.

Requirements for the Advancement of the National Standard System of Korea (우리 나라 국가표준체계 현황과 선진화 방안)

  • The significant role of the national standards has ever been growing as a critical infrastructure of the national competitiveness. Strategic policies for the advancement of the national standards system in Korea are suggested based on the analysis of trends surrounding the national standards at home and abroad. National standards failing in securing international recognition of its technical competence give an adverse effect to the improvement of industry and national welfare. As a most effective way toward the advancement of the national standards system, the national metrology institute should be placed at the top of the national standards system so as to exert its influence with its technical capabilities close to international level. Efforts are to be made to secure international credibility of the national standards through faithful implementation of the requirements of the mutual recognition arrangement(MRA). And, the legal structures should be refined to be in harmony with the global environment.

A Study on the Systemic Improvement for the Enactment and Revision of the National Fire Safety Code (국가화재안전기준(NFSC)의 제·개정 시스템 개선에 관한 연구)

  • The National Fire Safety Code (NFSC) sets forth the installation methods and technical standards of firefighting facilities. This information is stipulated in the attached Table 1 of the Enforcement Decree of the Act on Fire Prevention and Installation, Maintenance and Safety Control of Fire-Fighting Systems. The NFSC serves as a foundation for fire prevention and public safety. However, the current version of the NFSC has been under scrutiny due to its delayed enactment and revision process. This is because of its structural inflexibility, time-consuming procedures, and mixed usage of both performance and technical standards. Furthermore, there are difficulties with keeping its unique specialties due to the absence of a specialized, permanent independent entity that enacts, revises, and maintains its standards. Moreover, the NFSC lacks collectivity, openness, and consistency. Therefore, to overcome the aforementioned obstacles, this study investigates the operational and legal status of the NFSC and the problems regarding its enactment and revision process. Further, it presents suggestions for system improvement by analyzing and comparing the information with domestic and foreign counterparts dedicated to managing their similar technical NFSC standards. First, the study recommends that the legal performance and technical standards mixed within the current NFSC should be separated. Second, the enactment and revision of technical standards should be implemented by the private sector and not by the government. Third, technical standards should adopt a user-oriented approach for the code system.

  • The customer cabling systems play an important role in the telecommunication networks as an distribution network facilities between the exchange and customer premises. The present standards for domestic customer cabling systems are insufficient for supporting high speed multimedia services. In this paper, the status of the related international standardization and technical standards are investigated in order to enhance current customer cabling facilities in Korea. This paper analyzes the problems in the current technical standards and suggests how to improve technical standards.

  • The exposed pipe requires higher durability because is directly contacted with the outside air unlike the buried pipe. For this purpose, clear detailed technical standards are essential in the design and construction of piping systems. However, the existing technical standards were not able to evaluate the durability considering the characteristics of piping, so many questions were raised in the field. Therefore, through the present study, the existing detailed technical standards are revised to propose measures to secure the durability of exposed piping.

  • In 2002 Product Liability Act newly got into effect in Korea so that efforts for Product Safety got a new chance to promote safety standardization. Under the supervision of the Korean Agency for Technology and Standards (ATS) and the Korea Standards Association (KSA), the enterprise titled "Standardization of Product Safety" took the first step in 2000. Thenceforth a lot of standards and guidelines for product safety have been developed. The results of the enterprise were in the type of technical manual as well as report, technical guidelines, and specific technical safety standards. In this paper, the authors narrated those sequential efforts for Product Safety, and introduced the basic concept on which standardization of Product Safety Management System was conducted and individual safety standard has been developed. Based on this systematic concept, a global road-map as well as specific road-maps for developing safety standards in individual industry were supplied. Finally, suggestions for proceeding to the whole risk management system including other risky factors were appended.

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.

  • A comprehensive review on the technical standards about human factors (HF) design and software reliability maintenance for digital instrumentation and control (I&C) and human-machine interface technology (HMIT) in Japanese light water reactor nuclear power plants (NPPs) was given in this paper mainly by introducing the relevant activities at the Japan Electric Association to set up many industrial standards within the traditional framework of nuclear safety regulation in Japan. In Japan, the Fukushima Daiichi accident that occurred on March 11, 2011 has great impact on nuclear regulation and nuclear industries where concerns by the general public about safety have heightened significantly. However for the part of HF design and software reliability maintenance of digital I&C and HMIT for NPP, the author believes that the past practice of Japanese activities with the related technical standards can be successfully inherited in the future, by reinforcing the technical preparedness for the prevention and mitigation against any types of severe accident occurrence.

  • System voltages of Republic of Korea have been diversified since 1970s due to the accelerated industrialization of the republic. Although the national standards on system voltages (i. e Korean Industrial Standards KSC 0501) were established in 1974, the standards were not adequately maintained in time. Consequently, national standards on system voltages has some discrepancy not only with the existing voltages of electrical systems of this country but also with the IEC standard voltages in terms of scope and technical requirement of standards. This study is to seek harmonization of national standard voltages with the IEC standards considering existing system voltages, relevant technical regulations and codes etc.

  • A grounding scheme is one of important parts in protection for safety of electrical installations. Terminologies are successively creating and gradually increasing due to diversity and external environments. The declaration and definition of terminologies concerning grounding are in disorder in several KS standards, electrotechnical provisions for electrical installations and electrotechnical guides related to electrical installations. There seem to be serious confusions in use among technicians and experts. In this paper, we proposed a new scheme and system to consistently use the technical terms concerning grounding described in KS standards and technical provisions. Different use examples and the present state of terminologies on grounding described in Korean documents such as KS IEC standards, technical provisions for electrical installations, consumer's electrical installation guide, and etc are investigated. Although the scope of this work is limited to examine the terminologies on grounding, it is expected that the proposed method could be contributed to the consistent use of terminologies in all areas in KS C IEC standards and technical provisions for electrical installations.
