철도 기술기준의 선진화 실행방안 (Action Plan for the Advancement of Railway Technical Specification)

  • The railway industry is constrained by barriers within itself, which prevent it from competing effectively with other means of transportation, particularly road transportation. Therefore, many countries have adopted the policies that aim to remove barriers to providing international transport services by creating a common framework for railway industry. Recently, the European Union has produced the European Interoperability Directives, which aim to remove the technical problems involved in running trains between member states. In this respect, it is important to harmonize the technical requirements and specifications of Korea railway industry. This paper presents an action plan for the advancement of railway technical specifications in Korea. For this, the railway law and regulations of other countries are reviewed. Also the technical problems and operational barriers of railway industry are analyzed in Korea. This will help transportation agencies to resolve the technical problems of criteria in Korea railway industry.

  • 선박 운항의 안전을 향상시키기 위하여 추진하고 있는 선박자동인식시스템(Automatic Identification System)은 그 기술 사양이 IMO와 ITU에 의해 제정되었고 IEC에 의한 평가 기준이 마련되고 있다. 또한 구미 선진국에서는 AIS 기술의 자국내 적용 가능성 검토와 적용 방법 등을 검증하기 위한 각종 Pilot Project를 추진하였거나 추진 중에 있다. 우리나라에서의 AIS 서비스가 우리 실정에 맞는 시스템 구축이 되도록 하기 위해 본 연구에서는 AIS 관련 국제기구의 그간의 활동과 관련 국제 기준의 검토, 국내에서의 서비스 구축을 위해 필요한 요구사항을 분석하여 AIS 서비스 실시를 위해 고려해야할 사항들을 정리하고자 한다.

  • Quality function deployment (QFD) is a useful method in product design and development to maximize customer satisfaction. In the QFD, the technical attributes (TAs) affecting the product performance are identified, and product performance is improved to optimize customer requirements (CRs). For product development, determining the optimal levels of TAs is crucial during QFD optimization. Many optimization methods have been proposed to obtain the optimal levels of TAs in QFD. In these studies, the levels of TAs are assumed to be continuous while they are often taken as discrete in real world application. Another assumption in QFD optimization is that the requirements of the heterogeneous customers can be generalized and hence only one house of quality (HoQ) is used to connect with CRs. However, customers often have various requirements and preferences on a product. Therefore, a product market can be partitioned into several market segments, each of which contains a number of customers with homogeneous preferences. To overcome these problems, this paper proposes an optimization approach to find the optimal set of TAs under multi-segment market. Dynamic Programming (DP) methodology is developed to maximize the overall customer satisfaction for the market considering the weights of importance of different segments. Finally, a case study is provided for illustrating the proposed optimization approach.

Corrective TIR Determination with Reflecting Effectiveness and Adjusting Relationship Strength

  • The customer unsatisfaction in the new products exists, though the most of enterprises using QFD. It is mainly caused by the failure of corrective determination of technical importance rating(TIR). To derive the technical importance rating, the impact of the fulfillment of design requirements on the satisfaction of customer requirements must first be quantified. This has been accomplished through the use of a 1-3-9 or a 1-5-9 scale and ignored the peak of the house of quality(HOQ). In this paper we suggested the methodology reflecting effectiveness among engineering characteristics and adjusting the relationship strength between customer attribute(CA) and engineering characteristic (EC), by using limit probability and PCMR(pairwise comparison and median rank). With using this method, the determination of TIR would be more suitable for the voice of customers objectively. Here negative correlation is ignored.

우리 나라 국가표준체계 현황과 선진화 방안 (Requirements for the Advancement of the National Standard System of Korea)

  • The significant role of the national standards has ever been growing as a critical infrastructure of the national competitiveness. Strategic policies for the advancement of the national standards system in Korea are suggested based on the analysis of trends surrounding the national standards at home and abroad. National standards failing in securing international recognition of its technical competence give an adverse effect to the improvement of industry and national welfare. As a most effective way toward the advancement of the national standards system, the national metrology institute should be placed at the top of the national standards system so as to exert its influence with its technical capabilities close to international level. Efforts are to be made to secure international credibility of the national standards through faithful implementation of the requirements of the mutual recognition arrangement(MRA). And, the legal structures should be refined to be in harmony with the global environment.

  • The permanence is of great importance to library and archival paper. According to the established standardizations including ISO and ANSI, the permanence can be specified with tear strength, pH, alkali reserve and kappa number. In this study, we evaluated the permanence and durability of domestic coated and copy paper grades. Two types of coated paper grades and all kinds of copy papers which were tested in this study were satisfied with the criterion of permanence specification. However, all of the tested paper grades didn't meet the requirements of durability because of their low folding endurance.

  • When micro flute corrugated paperboards are used for food packaging, they necessarily need to meet the requirements for the distribution, transportation, and storage of food. The requirements could vary ac-cording to the contents in the packaging boxes. Microflute corrugated packaging paperboard for hot foods such as just-made coffee and hamburger requires to have a decent resistance property against high temperature. Along with a recent trend for small-quantity-multi-item upgraded packaging, semiconductor products and consumer-electronic appliances become to be packed using the environmental friendly micro flute corrugated paperboard. In this case, the electric resistance property of the microflute corrugated paperboard becomes important. This study was carried out to investigate on the thermal conductivity and electric resistance properties of micro flute corrugated paperboard.

항공기 동력장치 인증 요구조건의 기술적 배경 연구 (Technical Background Study of Certification Requirements for Aircraft Engines)

  • For establishing new certification requirements for aircraft engines, Technical background of FAR Part33 amendments has reviewed and studied in this paper. The FAA is amending type certification standards for aircraft engines. These changes reflect current industry practices and harmonize FAA standards with those recently adopted by the European Aviation Safety Agency (EASA). These changes establish uniform standards for all engine control systems for aircraft engines certificated by both U.S. and European countries and will simplify airworthiness approvals for import and export.

  • Human factors is a key issue in the maritime industry including ship design and navigation safety. Human factors for ship design is to optimize safety and convenience of crews and passengers. And human factors for navigation safety is to minimize marine accident occurrence by human and organizational error. There are several technical requirements to incorporate human factors and marine system Risk analysis. human behaviour analysis and human M&S(modeling and simulation) are examples of technical requirements. This paper provides the key issues and technologies of human factors for ship design and navigation safety.
