  • Method of remodeling builder selection for remodeling is competitive bidding. also metropolitan city, megalopolis city, city more than 50million have to do basic plan for remodeling before establishment of a housing cooperative. Purpose of basic plan is improvement of living conditions & the Quality of Life for resident.   • Best value is the ultimate goal of the owner and can thus have diverse meanings according to the project characteristic, owner's purpose, user groups' payment capability, etc.. Recently, resettlement problems of the marginalized members in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). It means that a minimized production cost for reducing supply price of housing is a key factor in establishing the best value of the marginalized members. The lowest-price bidding system serves the purpose of ensuring a minimized production cost, but due to the low-cost investments, it creates various problems, such as sloppy construction, lowered quality, an increased LCC, and worsening profitability for builders. Thus, to help them resettle, it is necessary to supply affordable housing geared towards a certain appropriate quality and minimum construction costs. Towards this end, this study aimed to propose a cost reduction bidding system based on a technical proposal. The proposed technical-proposal-based cost reduction bidding system consists of the following components: work-unit-based, project-unit-based, and construction-period-reducing technical proposals. These components are evaluated to select the best bidder for a given project. The technical proposal based cost reduction bidding system proposed herein is expected to provide facilities with appropriate supply prices and appropriate quality levels, to bolster the technological competitiveness of builders.

  • The technical proposal bidding system emphasizes the evaluation of the construction company's technical capabilities, with the aim of improving the quality and cost-effectiveness of the construction. However, in the VE analysis and proposal process for technical proposal bidding, the ideas are often reused from similar past construction projects, and the application of new construction technologies/methods is often lacking. Therefore, this study proposes a methodology for managing VE proposal information by integrating it into a BIM model using parametric modeling. This research developed database based on the existing VE proposals and new construction technology/method information from the Korea Institute of Civil Engineering and Building Technology. And by using parametric modeling, the proposed method integrate the VE database with BIM model. The methodology proposed in this study is expected to improve the reliability and effectiveness of VE-related idea proposals in technical proposal bidding.

  • The government introduced the technical proposal drafting system in September 2007, as a new method to stimulate technical competence among construction companies to require ingenuity, creativity, artistic sense, and high-level technology. However, an examination of instances has shown that this system has been applied only to large scale constructions worth 30 billion won or more, and not to small and medium constructions worth less than 30 billion won. This is because the evaluation criteria of the system is structured in a manner that makes it difficult to apply to small and medium constructions. This study presented methods to improve the evaluation factors, categories, and scoring scheme of the technical proposal creation system for medium to small scale constructions to be able to further apply the current system to small and medium constructions. The technical proposal evaluation criteria presented in this study was significant in that it enabled the technical proposal creation system that was mainly used for large scale constructions to be further applied to medium to small scale constructions. And it also contributes to the establishment and settlement of a new technical proposal tendering for medium to small scale constructions.

  • This research provided the technology for the proposed bids to the efficient operation conditions for the application of the existing system of bids and bid proposal, the current technology of the institutional, problems were analyzed.   • Success or failure highly depends on delivery method in construction projects. This paper mainly focused on operation model for technical proposal in Large construction projects. This operational model uses Technical Proposal-Based Tender. This project studied order and delivery method in large construction projects. And delivery systems of international and domestic market are researched, and then condition of delivery system and problems are derived from them. Especially, it researched that it is hard to reflect special feature in large construction projects. As a result of having referenced idea as describe above, this paper will be studied by this process. First, definition of delivery method and large construction projects is researched. Second, delivery systems of international and domestic market are checked. Third, problems and condition of delivery system in large construction projects are investigated. Fourth, application of operation model for technical proposal-based tender are presented in large construction projects.

  • Recently the Ministry of Finance and Economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". These project delivery systems require the bidders to submit technical proposal adjusted to the project characteristics and objectives for selecting the contractor by evaluating technical proposals. This research aimed to suggest guideline to effectively operate the project delivery systems described above. To reach the goal of the research, the framework of the operation model was developed, which includes the four categories: the standard bidding process, the technical proposal requirements, the technical proposal evaluation criteria, and the award methods. The contents of the four categories above were fulfilled throughout conferring with the advisory experts. In particular, the award methods, which are the important decision-making factor in the perspective of the owner, consist of four types: Low Bid-Fully Qualified, Weighted Criteria, Adjusted Bid, and Adjusted Score. The quantitative features and application criteria of these four types of award methods were suggested throughout the simulation using the virtual case.

  • Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.

  • Most real world design evaluation and risk-based decision support combine quantitative and qualitative (linguistic) variables. Decision-making based on conventional mathematics that combines qualitative and quantitative concepts always exhibit difficulty in modelling actual problems. The successful selection process for choosing a design/procurement proposal is based on a high degree of technical integrity, safety levels and low costs in construction, corrective measures, maintenance, operation, inspection and preventive measures. However, the objectives of maximising the degree of technical performance, maximising the safety levels and minimising the costs incurred are usually in conflict, and the evaluation of the technical performance, safety and costs is always associated with uncertainties, especially for a novel system at the initial concept design stage. In this paper, a design-decision support framework using a composite structure methodology grounded in approximate reasoning approach and evidential reasoning method is suggested for design evaluation of machinery space of a ship engine room at the initial stages. It is a Multiple Attribute Decision-Making (MADM) or Multiple Criteria Decision Making (MCDM) framework, which provides a juxtaposition of cost, safety and technical performance of a system during evaluation to assist decision makers in selecting the winning design/procurement proposal that best satisfies the requirement in hand. An illustrative example is used to demonstrate the application of the proposed framework.

  • This paper studied technical investigation of effective operation and methodology for technical combination in south and north korea. For harmonious transportation on railroad system, the system of trans-korea railroad investigated on each part(system, Rolling stock, Cartenary & Electricity, Signal and Track etc). Though it isn't show many difference on railroad system, we can show some difference on rolling stock, track and signaling system. For the effective and competitive operation on south and north korea, Many problem investigated and proposed alternative proposal for selecting of rolling stock(diesel or electric), track and signaling improving for speed-up and compatible system at AC and DC system.
