We suggested the policy of labor management in pump manufacturing industry through survey in order to improve competitive ability. In pump manufacturing industry, since it is difficult to find sufficient worker having technical skill and knowledge concerning pump manufacturing technology, therefore the industry must cultivate the employee systematically. We reached the result, production engineer and R&D engineer play an important role to improve competitive ability in pump manufacturing industry. Though they need technical education, the effect of education was not satisfactory. To solve this problem, suitable technical education course must be devised. Marketing reinforcement is a important factor in pump manufacturing industry. To achieve marketing reinforcement, each company must develop their present technology further and raise marketing ability to expand internal and external business. It is also consulted to use IT technology.

The technical expert standing system of our construction industry is operated by the Ministry of Labor subjective national technical qualification law, as the professional engineer, architect and architect-engineer and so on. The construction management(CM) which is introduced on middle 1990 activates a building industry the condition of the essential indispensability for is becoming, is not officially recognized with is judged as the nostril people for qualification of the civil CM educational institutions ha the certification which is a each educational program and a separate way and it is the actual condition which is become accomplished, In this research, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

본 연구의 목적은 첫째, 교육훈련-자격-노동시장의 연계 차원에서 기술사 제도를 관리 운영할 수 있는 인프라 구축을 위하여 기술사 공통직무능력표준을 개발하고, 둘째, 기술사의 공통직무능력표준을 검정기준, 출제기준, 면접시험 기준 등의 개선에 활용할 뿐만 아니라 기술사 계속교육훈련과정 개발, 공과대학 등의 정규교육과정 개발, 기업의 인사관리제도 개선 등에 활용할 수 있도록 함으로써 우리나라 기술사 관련 제도를 국제적 수준으로 개선할 수 있도록 기본여건을 마련하는데 있다. 이를 위해 먼저 직무능력표준과 관련된 이론적 문헌과 선행 연구 결과를 바탕으로 직무능력표준 개념 정의와 직무능력표준 개발 방법 등에 대해서 논의하였고, 이에 기반하여 우리나라 기술사 공통직무능력표준 개발의 방향을 제시하였다. 더불어 뉴질랜드, 영국과 같이 기술사 공통직무능력표준을 제정하여 활용하고 있는 사례와 국제기술사의 직무능력표준을 조사 분석하여 우리나라의 기술사 공통직무능력표준 개발 시 고려하여야 할 사항에 대해서 살펴보았다. 설문조사 결과에 기반하여 연구진이 도출한 공통직무능력표준(안)을 최종적으로 수정?보완하여 기술사 공통직무능력표준(안)의 최종(안)을 마련하였다.

본 논문은 국가기술자격 전자분야 5개 종목(전자계산기기능사, 전자계산기제어산업기사, 전자계산기조직응용기사, 전자계산기기사, 임베디드기사)의 실기시험 현장성 강화와 자격의 가치 제고를 위해서 국가직무능력표준(National Competency Standards)을 반영한 실기시험 평가방법 개선안을 제안한다. 각 자격에 대해 산업계, 교육계, 자격 전문가로 구성된 자문회의를 통해 작업형, 지필형, 혼합형(작업 및 지필) 평가를 위한 능력단위를 도출하였고, 모의 평가 수행 및 분석을 통해 효과를 검증하였다. 작업형 문제는 단일형 또는 혼합형 평가방법을 적용하였고, 지필형 문제는 업무 시나리오 기반 시스템 설계 및 구현 과정을 반영한 평가방법을 적용하였다.
