The industrial accident rate has been steadily decreased by making all efforts for the prevention of accidents after enacting Occupational Health and Safety Act in 1981. However, ordinary typed industrial accidents still occur in small and medium sized enterprises(SME). Timely Technical Guidance(TTG) project of Korea Occupational Safety & Heath Agency(KOSHA) for SME's was initiated to visit and provide the analysis and control of industrial accidents by the staffs of KOSHA as soon as possible after accidents occurred. This study is conducted to analyze the questionnaire survey for employers, workers and TTG personnel of KOSHA with being evaluated positively whether the demonstration project of TTG has been executed consistently. However, it is suggested that the understanding of TTG project and legal support are necessary for the establishments, and the development of a variety data and lots of available contents is necessary to increase satisfaction of the TTG project. The accident rate of SME's which are employed less than 50 workers is expected to be largely decreased with applying the control and improvement over this study with maintaining and developing TTG technology.

KSLV-I is the 1st Korean satellite launch vehicle, which was launched at Naro space center by Korea Aerospace Research Institute (KARI) in AUG. 2009, and JUN. 2010. Although the missions of 1st and 2nd launch of KSLV-I were not successful, safety of launch vehicle was accomplished through the cooperation with the Russian partner Khrunichev Space Research and Production Center (KhSC). Both parties co-developed the technical safety management program to ensure launch safety. In this paper, the analysis and contents of safety program are illustrated.

디지털 콘텐츠의 증가에 따라 이들의 효율적인 검색과 관리를 위하여 내용 기반 검색에 관한 많은 연구가 이루어지고 있다. 이러만 내용 기반 검색의 질의 방법으로는 유사한 영상을 질의의 사용하는 QBE(Query By Example)와 영상을 사용자가 직접 스케치하여 질의에 사용하는 QBS(Query By Sketch)가 대표적이다. 본 논문서는 질의로 용할 정확한 영상이 필요한 QBE 방법의 제약과 질의할 영상 전체를 처음부터 스케치해야 하는 QBS 방법의 문제점을 보완하는 개선된 질의 방법을 제안한다. 제안하는 방법은 입력 영상을 단순화하여 스케치의 근간이 되는 밑그림을 제공하고 사용자치 수정 과정을 거쳐 질의하는 방법으로 정확한 검색 결과와 검색 시 소요되는 시간과 노력을 절감할 수 있는 장점이 있다.

This study was conducted to develop a Web-GIS based monitoring module of smart city that can effectively respond, manage and improve situation in all stages of illegal dumping management on a city scale. First, five technologies were set for the core technical elements of the module configuration. Five core technical elements are as follows; video screening technology based on motion vector analysis, human behavior detection based on intelligent video analytics technology, mobile app for receiving civil complaints about illegal dumping, illegal dumping risk model and street cleanliness map, Web-GIS based situation monitoring technology. The development contents and results for each set of core technical elements were evaluated. Finally, a Web-GIS based 'illegal dumping monitoring module' was proposed. It is possible to collect and analyze city data at the local government level through operating the proposed module. Based on this, it is able to effectively detect illegal dumpers at relatively low cost and identify the tendency of illegal dumping by systematically managing habitual occurrence areas. In the future, it is expected to be developed in the form of an add-on module of the smart city integration platform operated by local governments to ensure interoperability and scalability.

As the recent cultural contents area start-ups are creating remarkable outcomes such as investment attraction together with the reinforced institutional supports from the government, this study aimed to reverify the significance of researches related to correlation analysis between service of Business Incubating Center of Small & Medium Business Administration operated with no separation of business type, and corporate performance, in the aspect of Business Incubating Center in cultural contents area, and also to suggest the importance of establishing the business incubating system in the systematic and rational cultural contents area through the differentiated business incubating service by verifying the significant effects of the business validity of items on corporate performance, and then discovering services suitable for business incubating in cultural contents area, targeting Gyeonggi-do cultural contents area Business Incubating Center recently showing the biggest growth. Especially, contrary to the existing researches, in order to verify the characteristics of Gyeonggi-do Cultural Contents Business Incubating Center, the personal support service and marketing support service were included. It also aimed to understand the effects of the business validity of start-up items on corporate performance. Summarizing the results of this study, contrary to the results of the existing researches saying that spatial & additional support service, management support service, technical support service, personal support service, and marketing support service had significant effects on corporate performance, among the support service of Gyeonggi-do cultural contents area Business Incubating Center, the spatial & additional support service, personal support service, and marketing support service had significantly positive(+) effects on corporate performance while the management support service and technical support service had no significant effects on it. Comparing with the results of the researches on the support service of Business Incubating Center(BI) of Small & Medium Business Administration, the effects of the management support service and technical support service of Gyeonggi-do cultural contents area Business Incubating Center on corporate financial/non-financial performance were not huge. Also, in the results of analyzing the business validity of star-up items, the spatial & additional support service, management support service, and technical support service did not have significant effects on the business validity of start-up items while the personal support service and marketing support service had significantly positive(+) effects on it. In case when selecting companies, Gyeonggi-do Business Incubating Center emphasized the business validity of start-up items. However, the support service provided after the selection did not have huge effects on the business validity of start-up items. Lastly, in the results of analyzing the effects of the business validity of start-up items in Gyeonggi-do cultural contents area on corporate performance, among the success factors of business start-up, the business validity of start-up items was an important element having effects on corporate performance(financial/non-financial) in the cultural contents area.

To make a basepaper for multipurposed seed paper, old news print (ONP) and mixed office waste paper (MOW), modified and unmodified with a commercial cellulase, were investigated. Each handsheet was applied with different chemicals such as insecticides, germicides and herbicides. The interactions behaviors of chemicals used with base papers were evaluated by means of the contents of chemicals impregnation and dissolving behaviors in water and soil. The ONP and MOW treated with the cellulase had higher impregnation and dissolving capacities in both water and soil than untreated ONP and MOW. However, the modified ONP showed lower impregnation and dissolving capacities compared to the modified MOW. The content of impregnation of chemicals would be affected with the degree of microfibrils produced by the modification treatment. Otherwise, dissolving capacities of chemicals depend on the affinity of the residual lignin in the paper.

대부분의 작업환경에서는 여러 가지 위험요소로 인한 안전사고가 자주 발생한다. 추락이나 작업환경의 붕괴 등 안전사고 발생시, 작업자가 관리자에게 응급상황을 전해야하지만, 사고로 인해 작업자가 원활하게 몸을 사용하지 못하는 경우에는 응급상황을 전달하는데 문제점이 발생한다. 본 논문에서는 이러한 문제를 해결하기 위해서 블루투스로 스마트폰에 응급상황을 전할 수 있는 웨어러블 단말기와 스마트폰의 WI-FI나 LTE망을 사용하여 작업자의 상황을 실시간으로 모니터링 할 수 있는 안전 시스템을 설계한다.

Stability deterioration of AKD emulsion was studied with respect of the physical change of emulsion particles and the chemical change of AKD itself. Four kinds of commercial emulsions were kept at RT, 40, 50, and $60^{\circ}C$ water bath, respectively. Viscosity, particle size distribution, and solid contents of the emulsions were measured with storage time. At the same time, by performing NMR and IR spectroscopy analysis of the solvent-extracted AKD from the emulsions, the qualitative and quantitative information about the deformation of the AKD itself were obtained. AKD was gradually hydrolyzed to become dialkylketone and higher storage temperature accelerated destabilization of the AKD emulsions.

The process of papermaking involves water removal on the paper machine wire, in the press section and in the dryer section. In the dryer section, liquid water in the wet web is removed mainly by evaporation. In conventional machine this is achieved by passing the web over a number of steam heated dryer rolls. A drying process of paper on a heated cylinder roll calculated based on a 1-dimensional model which concerns unsteady heat and mass transfer in the direction of paper thickness. In this study, Prediction of moisture contents average paper sheet temperature and volume fraction along a series of cylinder. Independently, developed models is compared using the same reference data. The model is implemented in CFD code, FLUENT, using user-define-function(UDFs).

This paper presents a linear model for heat transfer processes in the drying cylinders and the web in papar mill. The PDE model, functions include steam temperatures, wet temperatures, moisture constents, reel speed and basis weight were derived from operation data. The changes of wet temperatures and moisture contents in the drying cylinders and wets could be described. The Transfer function can be obtained through the state space model derived from the linearized PDE model. Stability of the drying cylinder model for paper plants and analysis of characteristics of process responses for changes in input variables are investigated.
