The purpose of this study is to develop and use the e-learning contents accessibility guidelines to improve contents accessibility for the non-technical developers and designers. The accessibility guidelines used for web or digital contents are usually technical, field dependent, or specific that are not friendly for many developers or designers. In this study, the e-Learning Contents Accessibility Guidelines was developed based on the principles of Universal Design for Learning. The guidelines could be used to map the necessary skills for the developers and the instructional designers. In this study, 5 users with different disabilities tested 6 e-learning contents, and surveyed e-learning experts to identify core elements for accessibility guidelines. Due to the limited accessibility of the contents, we need to offer manuals and training for developers and designers, need collaborative efforts between different stake holders, include accessibility in quality assurance guidelines, and further research to improve accessibility for many existing Flash contents.

As the number of scientific and technical contents increases, services that support efficient search of scientific and technical contents are required. When an author's affiliation is used as a keyword, not only the contents produced by the affiliation can be searched, but also the identification rate of the search result using the author and the term as keyword can be improved. Because of the ambiguity and vagueness of the data used as a search keyword, the search result may include false negative or false positive. However, the previous research on the control through identification of the search keyword is mainly focused on the author data and terminology data. In this paper, we propose the algorithm to identify affiliations and experiment with show the experiment with scientific and technological contents held by the Korea Institute of Science and Technology Information.

The increase of social interest for the e-Learning industry leads to the increase of e-learning contents and the system providers which are targeted at private education companies and public institutions. As the e-Learning is used in various areas, the evaluation for evaluation criteria and suitability are needed to provide a high-quality service and reliability. Previous works suggested the evaluation criteria for quality certification, however, the technical evaluation criteria are not provided. In this paper, we suggest the technical evaluation criteria for quality certification of e-Learning contents and describe the detailed features. Through the proposed work, we can establish the technical evaluation criteria and suggest detailed evaluation items for them by providing examples. It is expected that the proposed study is able to be utilized in e-Learning industry, if the policy is reflected and notified according to the feedback of the results of the trial service.

A point of doing this research is to give basic data for junior college having matriculation resources in department of electricity majority to the graduate students from Technical high school in department of electricity. We have examined the effect of the 6th and the 7th educational curriculum and courses in department of electricity on technical high school, and analyzed basic subjects of technical high school and detailed major basis subject of junior college in department of electricity by Educational courses and mathematics education contents. Also we have examined tried to secure advantage of major studying on the basis of result of analysis.

Objectives: This study aimed to compare the regulatory systems for laboratory safety and health management between Korea and Germany and discuss the implications. Methods: Laboratory safety and health regulations for legal enforcement and relevant technical guidelines in Korea and Germany were reviewed. Results: Lab safety and health management is enforced by the Act on the Establishment of Safe Laboratory Environment in Korea. Most provisions focus on supervisory control, that is, the principal's liability is emphasized. In addition, there is a lack of laboratory-specific procedures for safety and health management in the act since it is stipulated that other relevant regulations apply to some technical contents. Non-compulsory technical guidelines for lab safety and health management are also provided by the Korea Occupational Safety and Health Agency (KOSHA) in order to enable researchers to follow safe procedures. There is no independent regulation for lab safety and health in Germany, and it is also governed by several regulations. The German Social Accident Insurance Institute provides technical guidelines on lab safety and health, and these contain more specific content to allow them to be followed more easily compared to the KOSHA guidelines. The most remarkable differences between the regulation of each country were contents of the risk assessment and specific protect measures from hazardous agents. Conclusions: Regulatory control is an essential way to prevent accidents, but it is more important to create an environment in which all stakeholders, including individual lab members, are allowed to participate actively in safety and health management activities.

This study measures the managerial efficiency of Korea's 14 public enterprises using bootstrap DEA in 2013. In addition, it examines the factors that affect on the bootstrap bias-corrected efficiency using truncated regression analysis. The results and implications of this study are as follows. First, using bootstrap DEA model analysis, the results showed that the mean technical efficiency was 0.3182, the mean pure technical efficiency was 0.4994 and the mean scale efficiency was 0.6585. The main cause of technical inefficiency was due to pure technical inefficiency. Second, rank test between technical efficiency of general DEA model and bootstrap DEA model was no significant difference under CRS and VRS assumption. Third, the main cause of the inefficiency in 11 DMUs among 14 DMUs were mainly due to the pure technology and three DMUs were because of the scale efficiency. Finally, in the truncated regression analysis, cost of labor, profit, sales, return of equity, and the number of employees appeared as factors affecting the scale efficiency at the 10% significance level.

The purpose of this study is to investigate case studies and industry needs for convergence education in the fields of electronics, software, and automobiles, which are the technical foundations of the Fourth Industrial Revolution. Through the literature review, the convergence education programs focusing on electronics, software, and automobile were derived. The areas were validated by the experts review who consisted of three industry experts and professors in the relevant fields. Domestic and foreign curriculum were investigated to understand the current state of technical convergence education in each field. Industry needs survey for technical convergence education was conducted in cooperation with the Sector Council of Industrial Resources. Research instruments consisted of three parts: needs for technical convergence education, needs for the specific convergence education in the field of electronics, software, and automobile, and opinions on convergence education. A total of 341 participants responded to the questionnaires: 132 in the electronic field, 100 in the software field, and 109 in the automobile field. The industry needs for convergence education were analyzed and implications were suggested. The results of this study are expected to provide a guideline for developing convergence education programs in higher education.

The purpose of this paper is to examine the impact of servicescape on perceived service quality, service satisfaction and to verify causal relationships between servicescape, technical service quality, functional service quality, service satisfaction, and service loyalty in coffee shop franchises. An online survey was conducted to collect the data from the actual service customers of coffee shop franchises. An analysis of structural equation modeling was performed using AMOS 24.0 and SPSS 24.0 to test the research hypotheses. The results of the study are as follows: first, servicescape has positive influence on technical service quality and functional service quality except for service satisfaction. Second, both technical service quality and functional service quality have positive influence on service satisfaction. Finally, service satisfaction has a strong effect on service loyalty. This paper finds that it is more appropriate to model the servicescape as a separate construct which precedes both functional service quality and technical service quality. Servicescape in the coffee shop service has the influence on shaping service quality perceptions and their subsequent impact on service satisfaction and service loyalty.

In order to enact the technical standard of RF(Radio Frequency) in domestic, this paper analyzes the trends and the technical specifications of high performance radio local area network, for example HIPERLAN(Europe), U-Nll(U.S.A), broadband mobile access system(Japan). The contents of this paper are helpful to make a rule for the desirable national technical standard of high performance radio local area network.
