The Effects of Technical Barriers to Trade on Korean Exports to ASEAN Countries (한국의 대아세안 수출에 대한 TBT의 영향 실증분석)

  • Recently, each country has been using non-tariff barriers (Non-Tariff Barriers, NTB) as a new protection trade policy. In particular, TBT lies at the center of NTB. In this context, we examine the impact of Technical Barriers to Trade (TBT) on Korea's exports to ASEAN. Using 10-year statistics from 2007 to 2016 that came into effect with the ASEAN FTA, we analyze the impact of TBT on the Korean exports in the electrical machinery industry (HS85), which accounts for more than 30 percent of Korea's total exports to ASEAN. The results of the empirical analysis using a gravity model showed significant and positive effects in the variables of GDP and real effective exchange rate in each ASEAN country on Korea's exports to ASEAN. As expected, the tariff rate has a negative effect. As for TBT, the key variable of this study, the results are as follows. Although many previous studies reported that TBT has negative impacts on exports, this study could not find any significant impact of TBT and found that Korea's exports of electrical machinery to ASEAN countries are not affected by TBT. Various implications of these results are suggested.

  • The purpose of this study is to research the situation of Technical Barriers of Trade(TBT) between Korea and China and analyze a pending issue such as a regular TBT notifications and specific trade concerns informed to WTO/TBT committee by Korea and China and seek the Countermeasures for Technical Barriers of Trade in Korea-China FTA. Generally, in case of a regular TBT notifications, "a protection of human health or safety" and "protection of the environment" are drawn a main articles from TBT committee data. And in case of a specific trade concerns, "international standard" and "transparency" are drawn a important factor from the said data. Henceforth those kinds of articles shall be an issuable matters for negotiation of Technical Barriers of Trade in Korea-China FTA. The results of the study indicate mainly that as Countermeasures of Korea for Technical Barriers of Trade in Korea-China FTA, Korean government level requires to withdraw an exclusive technical regulation of China and supports to improve Chinese technology for safety of products. Korean enterprises should develop products to meet an environment regulation and Korean government should support finance incentive, tax incentive to enterprises. Besides, regarding new international standard it is necessary for Korean side to dominate a relative regulation. First of all, it is important to secure a strength of capability and human resource for international standard activity. For improving a conveyance of notification information and transparency between Korea and China, it is efficient to establish a mutual direct network of notification.

A Study on the Effects That SMEs' Response to Non-Tariff Barriers Exerts on Export Performance: Focusing on Technical Barriers to Trade

  • Purpose - This study analyzes the effects that the response to the technical barriers to trade (TBT), which are used by various countries as means to restrict imports, exerts on exports at a time when protectionism is emerging in the face of a global economic downturn. TBT has been widely used in developed countries for the safety and protection of their people. Recently, the use of TBT as a tool of protectionism has increased considerably in developing countries as well. Therefore, this study analyzes the South Korean SMEs' response and export performance. Design/methodology - To analyze SMEs' response to TBT and their export performance, this study conducted empirical analysis through statistical analysis. To this end, the research established a theory based on previous research and designed its hypothesis and research model. To verify the hypothesis and research model, factor analysis addressing validity and reliability was performed using SPSS 25 and AMOS 26, and the structural equation model was analyzed. Findings - This study found the causal relationship between the independent variable, the mediating variable, and the dependent variable adopted against the theoretical background to have little or no effect, in contrast with previous studies. In a break from previous studies, all hypotheses were rejected for innovation strategic competencies, one of the sub-factors of the independent variable, which is believed to be a result of the lack of practical research related to TBT. Originality/value - Previous studies performed analysis using trade statistics or macro data. A number of such studies analyzed the relationship between technical regulation and trade volume. This study differs from previous studies in some respects, because it analyzed the export performance of companies by establishing a hypothesis and implementing a research model with the factors analyzed in previous studies. In addition, a new attempt has been made by classifying the TBT response factors into technology competencies, human resource competencies, and innovation strategic competencies, and utilizing technology innovation and the export support system as mediating effects.

  • Korea-China FTA was initialized in 2015. Korea has a high level of dependence on trade for its economic growth, especially to China. Technical Barriers to Trade(TBT) among various non-tariff barriers is becoming increasingly important. Elimination of TBT is one of the key issues in which the South Korean government is interested since technical barriers significantly affect trade between the two countries. MRA has been considered as an effective tool to relieve such technical barriers. Several studies and surveys showed that MRA would mitigate the barriers of import and solve the problems that many companies face in international market. This study tries to seek utilization plan of MRA for Korea-China FTA. It suggests suitable utilization plan of MRA considering the difference of technical regulations between two countries. This paper has value in that it provides specific MRA strategies targeting China while other prior studies have merely analyzed the necessity of MRA.

Effects of Technical Barriers to Trade(TBT) and Sanitary and Phytosanitary Standards (SPS) on Korean Exports: Focusing on Global Value Chain (TBT와 SPS가 한국 수출에 미치는 영향: 글로벌 가치사슬을 중심으로)

  • This paper examines the impact of sanitary and phytosanitary standards (SPS) and technical barriers to trade (TBT) on Korean exports, taking global value chains (GVC) participation into consideration. Using product-level import data from 2000 to 2014, we find heterogeneous effects of importers' SPS and TBT on Korean exports depending on the degree and position of GVC participation. According to the results, trade restrictive effects of SPS and TBT are smaller for industries that are more deeply involved in GVC. However, trade restrictive effects are greater for industries located at a relatively upstream production stage in GVC.

  • With the advent of the WTO system in 1995, non-tariff barriers including technical barriers to trade(TBT) has become one of the important issues in world trade order. The purpose of this study is to analyse an impact of the calibration and measurement capabilities(CMC), the degree of equivalence of national measurement standards which is maintained by NMIs to provide governments with a technical foundation for wider agreements related to international trade. The results of the analysis using the gravity model with the proxy of the CMC shows that the CMC has a positive impact on Korean trade. Particularly, it was estimated that the CMC registered by high-income economies has more impact on Korean trade than those by low income economies. This implies that the countries highly dependent upon foreign trade like Korea need to have much more interest in the investment into measurement standards and science which is generally considered to be a public goods.

  • Today, due to the serviceization of the economy, volume and position Global trade in Services have gradually increased. Stable and fair trade can be achieved through solid international trade law. Multilateral discussions on service trade agreement have been stagnant, but have recently shown considerable outcome. Service trade agreement(GATS) deal with various service trade barriers in member countries that hinder free trade in services. Recently, a group of WTO members have established the 「Joint Initiative on Services Domestic Regulation」. The agreement aims to ensure that licensing and qualification requirements and procedures, as well as technical standards do not constitute unnecessary barriers to services trade. This study is to understand the type and statistics of service trade barriers that affect actual service transactions. At the same time, It aims to examine the progress of discussions on multilateral service trade agreement for resolving service trade barriers.

  • The purpose of this study is to examine Technology Trade of Korea China for Korea China FTA. For this purpose, to analysis the present condition of technology trade and Trade Specialization Index(TSI), Technical Barriers to Trade(TBT). The Technology trade of Korea China is the surplus Technology trade of Korea but reducing to surplus scale. Also as a result of TSI analysis, Chemistry, plastic, primary metal, Medical precision industry, basic materials industries have weakened the Korea. In addition to Technical Barriers to Trade of China is very complexity for example, China Compulsory Certificate(CCC), China RoHS, China REACH. Therefore the Policy Technology Trade of Kore against China have to the centerpiece of Korea Technology export drive to expand in China.

Case Study of the Impact of Packing Regulations and Technical Standards on Expert Trade

  • Purpose - The purpose of this study was to examine the impact of packing regulations as a technical standard barrier on export trade. Design/methodology/approach - This study analyzed cases related to packing in major countries such as US, EU and so on. It is also show the example of export volume changed based on PRTS. Findings - First, the role of packaging and the reason why countries issued relevant packaging provisions were introduced. Then, the impacts of PRTS on export trade were expounded. And next, we focused on investigating some PRTS related cases in export trade and gave an example of export volume changed based on PRTS. Finally, we produced implications for business leaders to aware of the importance of PRTS in export. Research implications or Originality - This study provide PRTS information to traders. Trade pratitioners can respond to PRTS related regulations, actively develop PRTS technology, and take relavant to deal with PRTS barriers to eliminate or weaken the adverse effects of PRTS on export trade.
