EPR 신규 대상품목의 장기 재활용목표율 재산정에 관한 연구 (A Study on Recalculation of the Long-Term Recycling Rate of New EPR Target Items)

  • In the past annual recycling obligation rate calculation of Extended Producer Responsibility (EPR) system, it was difficult to operate the system efficiently, because responsible producers passively participated in the scheme only bent on achieving annual obligation without long-term plan. Thus, a new scheme of long-term recycling obligation rate began to be established every five year from 2008 in order to give the basis for the notice of annual specific operation standard and recycling obligation, thereby helping responsible producers to make a preparation with a plan and giving expectation of active operation of the scheme. However, in the operation of long-term recycling target program, while the development of prediction models and the evaluation for existing items has been conducted in various ways, applications for a new target items and the evaluation are quite insufficient. Therefore, in this study, problems in implementing long-term recycling goal of new target items will be examined, and more objective and rational long-term recycling rate calculation and the operation standard will be proposed. Thus, the long-term recycling target will play a role as a pacemaker to steadily improve the recycling performance of target items, and responsible producers will be expected to increase the achievement with the realistic capacity.

A New Item Recommendation Procedure Using Preference Boundary

  • Lately, in consumers' markets the number of new items is rapidly increasing at an overwhelming rate while consumers have limited access to information about those new products in making a sensible, well-informed purchase. Therefore, item providers and customers need a system which recommends right items to right customers. Also, whenever new items are released, for instance, the recommender system specializing in new items can help item providers locate and identify potential customers. Currently, new items are being added to an existing system without being specially noted to consumers, making it difficult for consumers to identify and evaluate new products introduced in the markets. Most of previous approaches for recommender systems have to rely on the usage history of customers. For new items, this content-based (CB) approach is simply not available for the system to recommend those new items to potential consumers. Although collaborative filtering (CF) approach is not directly applicable to solve the new item problem, it would be a good idea to use the basic principle of CF which identifies similar customers, i,e. neighbors, and recommend items to those customers who have liked the similar items in the past. This research aims to suggest a hybrid recommendation procedure based on the preference boundary of target customer. We suggest the hybrid recommendation procedure using the preference boundary in the feature space for recommending new items only. The basic principle is that if a new item belongs within the preference boundary of a target customer, then it is evaluated to be preferred by the customer. Customers' preferences and characteristics of items including new items are represented in a feature space, and the scope or boundary of the target customer's preference is extended to those of neighbors'. The new item recommendation procedure consists of three steps. The first step is analyzing the profile of items, which are represented as k-dimensional feature values. The second step is to determine the representative point of the target customer's preference boundary, the centroid, based on a personal information set. To determine the centroid of preference boundary of a target customer, three algorithms are developed in this research: one is using the centroid of a target customer only (TC), the other is using centroid of a (dummy) big target customer that is composed of a target customer and his/her neighbors (BC), and another is using centroids of a target customer and his/her neighbors (NC). The third step is to determine the range of the preference boundary, the radius. The suggested algorithm Is using the average distance (AD) between the centroid and all purchased items. We test whether the CF-based approach to determine the centroid of the preference boundary improves the recommendation quality or not. For this purpose, we develop two hybrid algorithms, BC and NC, which use neighbors when deciding centroid of the preference boundary. To test the validity of hybrid algorithms, BC and NC, we developed CB-algorithm, TC, which uses target customers only. We measured effectiveness scores of suggested algorithms and compared them through a series of experiments with a set of real mobile image transaction data. We spilt the period between 1st June 2004 and 31st July and the period between 1st August and 31st August 2004 as a training set and a test set, respectively. The training set Is used to make the preference boundary, and the test set is used to evaluate the performance of the suggested hybrid recommendation procedure. The main aim of this research Is to compare the hybrid recommendation algorithm with the CB algorithm. To evaluate the performance of each algorithm, we compare the purchased new item list in test period with the recommended item list which is recommended by suggested algorithms. So we employ the evaluation metric to hit the ratio for evaluating our algorithms. The hit ratio is defined as the ratio of the hit set size to the recommended set size. The hit set size means the number of success of recommendations in our experiment, and the test set size means the number of purchased items during the test period. Experimental test result shows the hit ratio of BC and NC is bigger than that of TC. This means using neighbors Is more effective to recommend new items. That is hybrid algorithm using CF is more effective when recommending to consumers new items than the algorithm using only CB. The reason of the smaller hit ratio of BC than that of NC is that BC is defined as a dummy or virtual customer who purchased all items of target customers' and neighbors'. That is centroid of BC often shifts from that of TC, so it tends to reflect skewed characters of target customer. So the recommendation algorithm using NC shows the best hit ratio, because NC has sufficient information about target customers and their neighbors without damaging the information about the target customers.

자산기반 무기할당 문제의 선형 근사 모형 (A Linear Approximation Model for an Asset-based Weapon Target Assignment Problem)

  • A missile defense system is composed of radars detecting incoming missiles aiming at defense assets, command control units making the decisions on weapon target assignment, and artillery batteries firing of defensive weapons to the incoming missiles. Although, the technology behind the development of radars and weapons is very important, effective assignment of the weapons against missile threats is much more crucial. When incoming missile targets toward valuable assets in the defense area are detected, the asset-based weapon target assignment model addresses the issue of weapon assignment to these missiles so as to maximize the total value of surviving assets threatened by them. In this paper, we present a model for an asset-based weapon assignment problem with shoot-look-shoot engagement policy and fixed set-up time between each anti-missile launch from each defense unit. Then, we show detailed linear approximation process for nonlinear portions of the model and propose final linear approximation model. After that, the proposed model is applied to several ballistic missile defense scenarios. In each defense scenario, the number of incoming missiles, the speed and the position of each missile, the number of defense artillery battery, the number of anti-missile in each artillery battery, single shot kill probability of each weapon to each target, value of assets, the air defense coverage are given. After running lpSolveAPI package of R language with the given data in each scenario in a personal computer, we summarize its weapon target assignment results specified with launch order time for each artillery battery. We also show computer processing time to get the result for each scenario.

CSR 소비자이슈를 위한 생활용품 안전관리대상 유형 분류형태 연구 (A Classification Study on the Consumer Product Safety Management Target for CSR Consumer Issues)

  • Among the themes for CSR(Corporate Social Responsibility), consumer issues include protecting the health and safety of consumers who purchase and use the products. In particular, ensuring product safety is a major theme of consumer issues for corporate social responsibility. Currently, the government implements the Electrical Appliances and Consumer Products Safety Control Act for product safety management and selects products that may harmful to consumers as safety control items, and manages the products by designating them as 4 types of safety certification, safety confirmation, supplier conformity verification, and safety standard compliance. In this paper, we propose management plans for the establishment of a more reasonable classification type of safety management target for 48 items of consumer products to be controlled by the act, and confirm the validity of the plan. First, we perform cluster analysis using data for CISS (Consumer Injury Surveillance System) to derive a new classification type of the safety management target. Next, we compare the results of the cluster analysis with the classification type of the act and the existing scenario classification method RAS (Risk Assessment by Scenario) and the causal network method RAMP (Risk Assessment Method based on Probability). Based on these results, we propose two new plans of safety management target classification and verify its validity.

수질오염총량관리 대상물질 확대를 위한 한강수계 하천수질 경향 및 수질특성 분석 (Analysis of Water Qulity changes & Characterization at the Watershed in Han River Basin for Target indicator in TMDLs)

  • Based on the existing pollutant emissin standards which are armed at the pollutant concentration of each pollution source, government formulated and implemented new management system of total water pollutant emission. By virtue of this new management system, pollution loading amount of individual watershed could be controlled, which achieved the requirement of water quality management such as TP and BOD. In initiate stage of it's implement, BOD was selected as object of water quality management, While it's necessary to consider the continuity of water quality data and established pollutant management laws and policy. During the ongoing management, TP management was added into the system while simply BOD management was not enough. However, the frequency of algae bloom in Han-river showed a trend of same, even though TP was treated as additional control target. Therefore, this paper will analyze different water quality parameters and characteristic of water quality, so that this study can be provide as reference for watershed management of water quality, by which the applicable management period and target pollutant can be selected in the future.

부하지속곡선을 이용한 삽교천 유역의 오염총량관리제도 시행효과 분석 (Analysis of the Implementation Effect of Total Water Load Management System Using Load Duration Curves in Sapgyo Watershed)

  • 기타 수계 중 삽교천 유역에 새롭게 수립된 오염총량관리제도의 시행에 따른 효과를 정량화하기 위해 2015년을 기준으로 유역유출모형인 HSPF 모형을 구축한 후, 최종 목표연도인 2030년의 부하량을 입력하여 각 단위유역 말단에 설정된 목표수질 달성여부를 평가하였으며, 미시행지역인 무한천과 삽교천 유역을 포함하여 유량구간별 수질(BOD, T-P)을 예측하였다. 보정 및 검증이 완료된 모형에 2030년의 부하량을 입력하여 재구동한 후, 모의결과로부터 부하지속곡선을 작성함으로써 기준년도 부하량을 입력하여 구동한 모의 수질과 목표연도 부하량을 입력하여 모의한 예측 수질을 유량구간별로 도식화한 결과, 평수량 구간(40~60%)에서 3개의 단위유역 모두 BOD 목표수질에 근접하게 모의되었으며, 목표수질 달성율도 높게 산정되었다. T-P의 경우, 천안A 46%, 곡교A 29%, 남원A 25% 정도의 수질이 개선되는 것으로 예측되었으며, 무한천과 삽교천유역은 중권역 목표기준인 III등급 이내의 수질로 모의되었다. 총량관리 대상 단위유역은 목표수질을 달성하고, 미시행지역은 목표등급을 달성하는 수준의 수질이 삽교호 내로 유입될 것으로 예측됨으로써 총량제 시행에 따른 삽교천 유역의 수질개선효과가 긍정적일 것으로 판단된다.

시스템 다이내믹스 기법을 활용한 TOC 재보충방식의 적정재고 관리를 위한 시뮬레이션 모델 개발 (Development of a Simulation Model to Decide the Proper Target Inventory Level for TOC Replenishment Inventory Management using System Dynamics)

  • Ptak과 Smith는 2011년 올리키의 MRP 3판을 통하여 TOC 재보충방식을 기반으로 기존 MRP 방식에 의한 재고관리의 문제점을 오늘날 급변하는 수요중심의 시장 상황에 대응할 수 있도록 발전시킨 수요 대응형 MRP 방법론을 제시하였다. TOC 재보충방식은 목표재고수준을 기준으로 재고 가용성을 유지하여 급격한 변화에 따른 혼란을 흡수하면서 수요량에 연동하여 목표재고수준을 조정하는 수요대응형 MRP의 기본이 되는 재고관리 방식이다. 본 연구에서는 Vensim 시스템 다이내믹스 시뮬레이터를 활용하여 적정 목표재고 수준을 관리하고자 할 때 적정한 목표재고수준 결정을 위한 기준 공식 및 절차를 예시하고, 임의 수요를 발생시켜 TOC 재보충방식의 목표재고수준 모형별 운영 결과 비교 검증을 통하여 모델의 효용성을 비교 검토하였다. 향후에는 기존의 MRP에 의한 재고관리 방식과 수요 대응형 MRP에 의한 재고관리 방식 운영결과의 차이를 실제 기업의 데이터를 활용하여 시뮬레이션 할 수 있도록 모델을 확대 적용할 예정이다.

건설 시공 계획 및 관리 업무의 적용을 위한 NOS 모델 구축 연구 (A Study on NOS Model System for The Construction Work Planing and Management)

  • 본 연구는 건설 시공 계획 및 관리 업무에 NOS를 적용하기 위하여 다음과 같은 제안을 과정을 통해서 새로운 NOS 모델을 제시하였다. 먼저, 건설공사의 특성을 반영한 시설 단위 - 구조 단위 - 시공 단위 - 자원 단위의 흐름으로 공사정보분류체계의 개념을 제시하였다. 이 체계를 근거로 네트워크의 구성하고, 성과측정관리기준선의 추이를 분석하는 기준계획시간(MT : Master Target)식과 집행실적을 분석해 주는 수정계획시간(WT : Work Target) 식을 제안하여 NOS 모델을 제시하기 위한 성과측정 관리 기준선의 수립방법을 제안하였다. 최종적으로 성과측정 집행 분석 방법의 이론적 검증을 통해서 확정계약과 실비정산보수가산방식에 적합한 NOS 적용 방안을 제시하였다.

통합 환경 관리를 위한 수질 환경의 질 목표 수준 설정 방법에 관한 연구 (A study on the method of setting the water quality target level for integrated environmental management)

  • When evaluating the extent of the impact of water pollutants on the surrounding area, we would like to present the target level (proposal) of the quality of the environment, which is the standard for evaluation. We propose the environmental quality target level for substances that need to be applied domestically by investigating overseas cases operating the integrated environmental management system and the implications of domestic environmental pollutant management. The appropriateness of the environmental quality target level reviewed in this study was determined using data from the water quality measuring network, and future improvement measures were proposed. We review the available methodologies for setting quality objectives for the environment. It proposed the environmental quality target level for 21 substances that have domestic water pollutant emission standards and do not have environmental standards, and proposed future improvement measures. If it is necessary to add quality target-level items of the environment in the future, it is believed that expansion will be possible based on the methodology presented in this study.

  • As technologies are developed and systems are complicated, hazards embedded in the system are also increasing. proving safety and managing the safety is more scientific and organizational domain so that safety management system is pursuing to be active formation detecting the factors of hazard and managing them beyond passive-way. In the future, in order to establish and manage national safety management system, it is important to have effective system and manage it and also more important that all the people related to target system has to change their recognition and to play roles in it.
