As generative adversarial network (GAN) based oversampling techniques have achieved impressive results in class imbalance of unstructured dataset such as image, many studies have begun to apply it to solving the problem of imbalance in structured dataset. However, these studies have failed to reflect the characteristics of structured data due to changing the data structure into an unstructured data format. In order to overcome the limitation, this study adapted CycleGAN to reflect the characteristics of structured data, and proposed hybridization of synthetic minority oversampling technique (SMOTE) and the adapted CycleGAN. In particular, this study tried to overcome the limitations of existing studies by using a one-dimensional convolutional neural network unlike previous studies that used two-dimensional convolutional neural network. Oversampling based on the method proposed have been experimented using various datasets and compared the performance of the method with existing oversampling methods such as SMOTE and adaptive synthetic sampling (ADASYN). The results indicated the proposed hybrid oversampling method showed superior performance compared to the existing methods when data have more dimensions or higher degree of imbalance. This study implied that the classification performance of oversampling structured data can be improved using the proposed hybrid oversampling method that considers the characteristic of structured data.

IPTV contents are based on MPEG2-TS(Moving Picture Expert Group-2 Transport Stream). The Created content is delivered to each home's Set-Top box through the Internet service network, which will be visible on television through the decoding process. The using and spending of content expanding were quite limited in the other existing lines' devices. For this end, provided methods are to convert MPEG2-TS to other format and then transmit it. These methods are causing not only an overload to the system but also its increasing the hardware resource requirements. In this paper, the MPEG2-TS of IPTV's content using RTP(Real time Transport Protocol) provided by the applicable variety of devices and environmental system, was designed and implemented. Through this paper, the existing MPEG2-TS is providing other devices for distribution and consumption that can give better content to the consumers which means that the QoS(Quality of Service) was enhanced. And, the increased consumption and use of content will help the IPTV business to get more development and activation.
Since its market opening in the year 1996, Korea's retail sector has witnessed the emergence of various new retail formats such as discount stores and Internet shopping malls. Given the competition among various retail formats, it is needed to analyze the previous trends and to measure the future potential of the market with more careful economic models. Using Time Series Analysis on Korean economy and distribution industry, we aim to economic models to follow the trends and to measure the future growth of competing retail formats such as department stores, discount stores and convenience stores. We have found that the growth of department stores, convenience stores and specialty store format is very closely related with the private consumption expenditure. On the other hand, private consumption expenditure is not a good variable to explain the growth of discount stores and the supermarket sector. Following an extensive data analysis, three year forecasting of Korean distribution market including six different retail sectors is proposed. In addition, several discussion points including statistical classification of retail formats are argued.
T-DMB is using MPEG-4 BIFS standard format for broadcasting interactive data service. BIFS enables us to represent contents as a scene which consists of various objects such as AV, image, graphic, and text. It also enables us to control objects by using user interaction. BIFS was designed to be adapted to multimedia systems with various input devices. Today, however, we are in lack of considering about mobile device with restricted input unit. The problem is that a consistent user control of interactive data contents is not possible due to the limitations of input units in T-DMB terminals. To solve the problem, we defined KeyNavigator node that provides a means to select or navigate objects (like menu) in BIFS contents by arrow keys and enter key of mobile terminal. By using KeyNavigater node, not only BIFS contents providers can make BIFS contents as they want, but also users can get a way to control BIFS contents consistently and easily.

Since the high quality digital TV systems are broadly deployed in the market, the digital video contents will be edited and distributed in MPEG-2 MP@HL fonnat. Due to its impressive coding efficiency, the H.264/AVC codec has rapidly replaced the MPEG-4 SP codec for mobile digital video terminal with low quality. For the bro ad distribution of digitial video contents produced in MPEG-2 format, the MPEG-2 to H.264/AVC transcoding is highly necessary nowadays. In this paper, we propose a fast intra MB prediction mode decision method to reduce the computational complexity in the transcoding, which is the main bottleneck in the transcoders. The proposed method is based on the several relationships such as DCT coefficients and edge orientation, correlation between prediction directions in the $Intra16{\times}16$ and $Intra4{\times}4$ modes, correlation between edge-orientations of luminance an d chrominance components. The simulation results show that the proposed method can reduce the computational complexity upto 70% and 40%, compared with the cascaded transcoder and the well-known fast intraframe transc oder, respectively.
Modern businesses are adopting new technologies to serve their markets better as well as to improve efficiency and productivity. The advertising industry has continuously experienced disruptions from the traditional channels (radio, television and print media) to new complex ones including internet, social media and mobile-based advertising. This case study focuses on proposing intelligent advertising business model in Seoul's metro network. Seoul has one of the world's busiest metro network and transports a huge number of travelers on a daily basis. The high number of travelers coupled with a well-planned metro network creates a platform where marketers can initiate engagement and interact with both customers and potential customers. In the current advertising model, advertising is on illuminated and framed posters in the stations and in-car, non-illuminated posters, and digital screens that show scheduled arrivals and departures of metros. Some stations have digital screens that show adverts but they do not have location capability. Most of the current advertising media have one key limitation: space. For posters whether illuminated or not, one space can host only one advert at a time. Empirical literatures show that there is room for improving this advertising model and eliminate the space limitation by replacing the poster adverts with digital advertising platform. This new model will not only be digital, but will also provide intelligent advertising platform that is driven by data. The digital platform will incorporate location sensing, e-commerce, and mobile platform to create new value to all stakeholders. Travel cards used in the metro will be registered and the card scanners will have a capability to capture traveler's data when travelers tap their cards. This data once analyzed will make it possible to identify different customer groups. Advertisers and marketers will then be able to target specific customer groups, customize adverts based on the targeted consumer group, and offer a wide variety of advertising formats. Format includes video, cinemagraphs, moving pictures, and animation. Different advert formats create different emotions in the customer's mind and the goal should be to use format or combination of formats that arouse the expected emotion and lead to an engagement. Combination of different formats will be more effective and this can only work in a digital platform. Adverts will be location based, ensuring that adverts will show more frequently when the metro is near the premises of an advertiser. The advertising platform will automatically detect the next station and screens inside the metro will prioritize adverts in the station where the metro will be stopping. In the mobile platform, customers who opt to receive notifications will receive them when they approach the business premises of advertiser. The mobile platform will have indoor navigation for the underground shopping malls that will allow customers to search for facilities within the mall, products they may want to buy as well as deals going on in the underground mall. To create an end-to-end solution, the mobile solution will have a capability to allow customers purchase products through their phones, get coupons for deals, and review products and shops where they have bought a product. The indoor navigation will host intelligent mobile-based advertisement and a recommendation system. The indoor navigation will have adverts such that when a customer is searching for information, the recommendation system shows adverts that are near the place traveler is searching or in the direction that the traveler is moving. These adverts will be linked to the e-commerce platform such that if a customer clicks on an advert, it leads them to the product description page. The whole system will have multi-language as well as text-to-speech capability such that both locals and tourists have no language barrier. The implications of implementing this model are varied including support for small and medium businesses operating in the underground malls, improved customer experience, new job opportunities, additional revenue to business model operator, and flexibility in advertising. The new value created will benefit all the stakeholders.
In this paper we introduce a system that assists news reporters to easily edit source video anywhere, and transfer the result from a remote site to the station. Presently reporters are bothered to edit source materials, compress and transfer using several separate tools. Moreover such tools have lots of too complicated features to use only for news production. We have integrated file sending and video editing functions together for seamless workflow. News programs usually need promptness in production. For this reason our system is designed to make it possible the one-stop production of news items outside the TV station. Also the system reflects the demands of field workers, that is, easy usage for the beginner and features for speedy news production. One of the most focused is that the reliability of the system is guaranteed in the process of transfer. To achieve this end, we have implemented several error-resilient schemes for unexpected network errors. Our system consists of remote laptop editing terminals and a newsgathering server. DV-format based editing and analog-to-DV converting device are adopted to capture video from not only lightweight DV camcorders but also old-fashioned ENG cameras into laptop computers. We expect that news reporters and cameramen can take terminals anywhere the Internet is available and both editing and sending will be done on the spot. This will help increase the competitive power of our news production.
Discussion on OTT regulation has become fiercer, as OTT services' impacts on the global and domestic media market have been exponentially growing. In South Korea, it is argued that, on the basis of the similarity between television program and OTT's video content, OTT needs to be regulated in order to protect fair competition and to control sociocultural effects. In many of the discussions, developed countries' cases have been used for supporting OTT regulation. In this paper, we first analyzed the global OTT market trends based on our own categorization of OTT services. then we assessed the validity of the application of the foreign cases in the current OTT regulation debates in Korea. We proposed six OTT types (aggregation, mediation, mediation-aggregation, multi-screen, outlet, and outlet-linear) simultaneously considering service operator' origin, business model, content format, and content delivery. These services have been consistently evolving, and the OTT market has been increasingly competitive especially around content differentiation. Regulators must be wary of hastily introducing competition regulation to the dynamically innovating OTT market. The foreign cases, including the US, EU, the UK, and Japan, hardly seem to be appropriate bases for strengthening OTT regulation. Rather, they were focused more on promoting competition in the domestic media market and enriching the content ecosystem. Therefore, we need to consider revision of the outdated media regulation frameworks instead of fitting OTT under them, and to recognize the priority of securing practical jurisdiction on global service providers before capturing local players into the conventional regulation systems.

The purpose of this study is to analyze the characteristics and problems of the content of flower design education videos on YouTube and to search for improvement direction. The subjects of analysis were 129 pieces of videos uploaded in the last one year including 'craftman floral design' as a search term. The result shows that contents covered were practical lectures, theory lectures, test related tips, job and character introduction, test work, educational guidance and publicity. The production format could be divided into studio lecture, classroom lecture, video feature, interview, Vlog, and television program. The hub-type programming strategy that periodically uploads the videos satisfying the target audiences' interests is mostly applied. The type of lecture covered 'practical skill test' got a good response from the users. Overall, content diversity, interaction between creators and users, and harmonious programming strategies are lacking. In order to improve this, it is necessary for emotional and expressive creators to pioneer differentiated fields and practice based on actual field. The introduction of interactive elements such as games and quizzes and the application of new media technologies such as VR and AR are worth trying. Three strategic types of 'hero', 'hub', and 'how to' should be applied complementary. As the demand for education content related to flower design is expected to expand in the future, it is required to develop content that can be used in various platforms, foster professional creators, and develop associated business models.

Due to the large-scale TV display, the convergence of broadcasting and broadband, and the advancement of signal compression and transmission technology, terrestrial digital broadcasting has evolved into UHD broadcasting capable of providing simultaneous broadcasting of fixed UHD and mobile HD. The Korean standard for terrestrial UHDTV broadcasting is based on ATSC 3.0, the broadcasting standard of North America. The terrestrial UHDTV broadcasting standard chose that as a new AV codec standard, HEVC video codec which can compress with higher efficiency compared to AVC, and MPEG-H 3D audio codec for realistic audio. Also, DASH and MMT are adopted as transmission format instead of MPEG-2 TS to support broadband as well as broadcasting network, and in order to provide 4K UHD/mobile HD service simultaneously ROUTE multiplexing technology is applied. In this paper, we propose an audio/video encoder, which is required to provide HDR/WCG supported high quality video service, 10.2 channel/4 object supporting stereo sound service, fixed UHD and mobile HD simultaneous broadcasting service based on ATSC3.0, also we implemented the ATSC 3.0 LDM system for ROUTE/DASH packager, multiplexing system and physical layer transmission/reception, and verified the service ability by applying it to real time broadcast environment.
