Perceived Features of Cycling and Value of Public Bike System (공공자전거시스템의 사회적 가치와 자전거 특성의 관계성 연구)

  • In this study our main focus is to verify the relationship between social value of transportation system and its perceived features. To achieve this objective, we investigated the value of public bike system (PBS) through willingness to pay (WTP) analysis using contingent valuation method (CVM) and the survey was conducted for 1726 respondents who live in Suwon, Korea. Moreover the determinants related to features related to bicycle use were also gathered. The estimated binary logistic regression and censored regression reveal that the value of PBS is influenced by perceived features towards bicycle use incorporating non-congestion, transportation mode like auto and bus, and high mobility system as well as other variables such as income, bicycle ownership etc. Furthermore the results show that the perceiving of positive features to bicycle use leads to higher social value of PBS. Based on the findings, we discuss the importance of pre-review for transport policy implementation, and also explore the possibilities for application to PBS.

Efficiency Evaluation of Mobile Emission Reduction Countermeasures Using Data Envelopment Analysis Approach (자료포락분석(DEA) 기법을 활용한 도로이동오염원 저감대책의 효율성 분석)

  • This study evaluated the relative efficiency of mobile emission reduction countermeasures through a Data Envelopment Analysis (DEA) approach and determined the priority of countermeasures based on the efficiency. Ten countermeasures currently applied for reducing greenhouse gases and air pollution materials were selected to make a scenario for evaluation. The reduction volumes of four air pollution materials(CO, HC, NOX, PM) and three greenhouse gases($CO_2$, $CH_4$, $N_2O$) for the year 2027, which is the last target year, were calculated by utilizing both a travel demand forecasting model and variable composite emission factors with respect to future travel patterns. To estimate the relative effectiveness of reduction countermeasures, this study performed a super-efficiency analysis among the Data Envelopment Analysis models. It was found that expanding the participation in self car-free day program was the most superior reduction measurement with 1.879 efficiency points, followed by expansion of exclusive bus lanes and promotion of CNG hybrid bus diffusion. The results of this study do not represent the absolute data for prioritizing reduction countermeasures for mobile greenhouse gases and air pollution materials. However, in terms of presenting the direction for establishing reduction countermeasures, this study may contribute to policy selection for mobile emission reduction measures and the establishment of systematic mid- and long-term reduction measures.

Quantitative Evaluation of the Semi-Actuated Signal Control Systems (반감응 신호제어의 정량적 효과 평가에 관한 연구)

  • This study evaluated the quantitative effects of the deployment of semi-actuated signal systems using field data. For this, a semi-actuted signal system was deployed in the regional roadway network extensively. This paper investigated an operating strategy of semi-actuated signal systems for field application, and implemented the functional strategy into the standard signal controller. The performance was evaluated using three measures of effectiveness such as traffic volume, travel time, and the number of delayed vehicle. From the analysis results, traffic volume increased about 9.4% and 11.3% for morning and evening peak periods, respectively. The average travel time was reduced about 6.3% and 7.8% during morning and evening peak periods, respectively because of the expansion of bandwidths for major streets. In addition, the number of delayed vehicles was reduced about 36.4% and 23.9% for morning and evening peak periods, respectively. It is expected that the effectiveness of signal control system can be improved by incorporating a properly designed semi-actuated signal system in regional roadways with directional demand variation.

  • The core of the transportation service, so-called Mobility 4.0 is the flexibility of the entire mobility and its implementation. By doing so, the most essential element is to build a platform to link a supply and a demand simultaneously. In other word, a comprehensive analytical framework is to be set with a data repository which can be periodically updated. With such circumstances, the entire trip chain including pedestrian movements is required to be thoroughly investigated and constructed at the viewpoint of the intermodal transit station. A few studies, however, have been attempted. In this study, the comprehensive analytical framework with the integrated mobility at intermodal transit station was proposed, which consisted of the three modules; 1) Data Repository Extracting from Smart Card DB, 2) Framework of Analyzing Integrated Mobility, and 3) Interpretation of the Integrated Mobility with GIS information and the other factors. A case study with the seven railway stations (Sadang, Sindorom, Samseong, Gwanghwanoon, Gangnam, Jamsil, Seoul Nat'l Univ. of Education) was conducted. The stations of the case study were clustered by the three groups with the statistical ground, and it is most likely to understand the effect of a variety of factors and a comprehensive data-driven analyses with the entire trip stages.

Analysis on the Correction Factor of Emission Factors and Verification for Fuel Consumption Differences by Road Types and Time Using Real Driving Data (실 주행 자료를 이용한 도로유형·시간대별 연료소모량 차이 검증 및 배출계수 보정 지표 분석)

  • The reliability of air quality evaluation results for green transportation could be improved by applying correct emission factors. Unlike previous studies, which estimated emission factors that focused on vehicles in laboratory experiments, this study investigates emission factors according to road types and time using real driving data. The real driving data was collected using a Portable Activity Monitoring System (PAMS) according to road types and time, which it compared and analyzed fuel consumption from collected data. The result of the study shows that fuel consumption on national highway is 17.33% higher than the fuel consumption on expressway. In addition, the average fuel consumption of peak time is 4.7% higher than that of non-peak time for 22.5km/h. The difference in fuel consumption for road types and time is verified using ANOCOVA and MANOVA. As a result, the hypothesis of this study - that fuel consumption differs according to road types and time, even if the travel speed is the same - has proved valid. It also suggests correction factor of emission factors by using the difference in fuel consumption. It is highly expected that this study can improve the reliability of emissions from mobile pollution sources.

Mobile Source Emissions Estimates for Intra-zonal Travel Using Space Syntax Analysis (공간 구문론을 이용한 존내 자동차 배출량 추정 모형)

  • This study aims to develop a framework to estimate mobile source emissions with the macroscopic travel demand model including enhanced estimates of intra-zonal travel emissions using Space Syntax analysis. It is acknowledged that "the land-use and transportation interaction model explains the influence of urban structure on accessibility and mobility pattern". Based upon this theory, the estimation model of intra-zonal travel emissions is presented with the models of total travel distance, total travel demand, and average travel speed of intra-zonal trips. Thess statistical models include several spatial indices derived from the Space Syntax analysis. It explains that urban spatial structure is a critical factor for intra-zonal travel emissions, which is lower in compact zone with smaller portion of land area, lower sprawl indicator, and more grid-type of road network. Also the suggested framework is applied in the evaluation of the effectiveness of bicycle lane project in Suwon, Korea. The estimated emissions including intra-zonal travel is as double as the results only with inter-zonal demands, which shows better performance of the suggested framework for more realistic outcomes. This framework is applicable to the estimation of mobile source emissions in nation-wide and the assessment of transportation-environment policies in regional level.

Truck Destination Choice Behavior incorporating Time of Day, Activity duration and Logistic Activity (출발시간, 통행거리 및 물류활동 특성을 고려한 도착지 선택행태분석)

  • While various factors in passenger and freight demand analysis affect on destination choice, a key factor, in general. is an attractiveness measure by size variable (e.g., population. employment etc) in destination zone. In order to measure the attractiveness, some empirical studies suggested that disaggregate gravity model are more suitable than aggregate gravity model. This study proposes that truck travelers trip diary data among Korean commodity flow data could be used to estimate the behaviors of incorporating trip departure time, activity duration and attractiveness in destination. As a result, the main findings of size and distance variables coincide with the conventional gravity model having a positive effect of population variable and a negative effect of distance variable. Due to disaggregate gravity modeling, the unique findings of this study reports that small trucks are more likely to choose short distance and early morning, morning peak and afternoon peak departure time choice. On the other hand, large trucks are more likely to choose long distance and night time departure time choice.

A Study on the Transport-related Impacts of Flexible Working Policy using Activity-Based Model (활동기반모형을 이용한 유연근무제의 교통부문 영향 연구)

  • This study aims to evaluate the availability of ABM (Active-Based Model), FEATHERS, as a policy evaluation tool. To achieve the goal, scenario analysis on flexible working policy was conducted to measure its impact on activity-travel behavior. As a consequence, there seems no significant change in worker's daily life, other than mitigating traffic congestion due to decreasing commuting travel in the rush hour. The result of VKT (vehicle kilometers traveled) shows an opposite pattern according to given household/individual constraints. The scenario analysis on telecommuting indicates a decreasing trend in both travel frequency and distance because of the diminished number of commuting trips. As the activity space of telecommuters is shifted to a residential area, there are more short-distance trips by using non-motorized transport, which leads to decrease in VKT (using a private vehicle). Thus, the sensitivity of VKT by population groups varies due to transport mode shift (between personal and another mode) and growing non-work trips (using a private mode). This study found few things. First, it is necessary to evaluate the details of policy impact by population groups since it can be varied depending on household/individual characteristics. Second, the case study shows a promising performance of ABM as policy measurement that provides reality in policy evaluation. Third, ABM allows us to do more accurate analysis (i.e. time-series analysis by population groups) of policy assessment than those of FSM (Four-Step Model). Lastly, a further effort in data collection, literature review, and expert survey should be made to enhance the accuracy and confidence of future research.

Adaptability Analysis of Emergency Preemption System in Field Operation (긴급차량 우선신호시스템 현장운영에 따른 적용성 분석)

  • The golden time of emergency vehicle is directly connected to the public safety. Therefore, national attention has increased to cut down the emergency vehicle's travel time. In order to shorten the intial dispatch time of it, emergency preemption system was installed at five intersections, and after test operation, whether it could be introduced in the country was estimated. We analyzed the effect of the traffic volume, emergency vehicle's travel time, and queue length under preemption and non-preemption. In the verification of the emergency preemption system, it was confirmed that the emergency vehicle's travel time was reduced from 350% to 24% compared to non-preemption system(TOD). In the saturated condition, queue length were remained 15 minutes and near saturated condition was about 30 or 45 minutes. At the non-saturated condition, the queue length's difference between emergency preemption system and general signal was small.

A Study on CDM Possibility Assessment of Transport Sector (교통부문 청정개발체제(CDM) 사업화 가능성 평가)

  • Transport sector takes charge of about 20 percent of energy consumption and GHG(Green House Gas) emission in Korea. One of the efficient strategy of reducing GHG is introducing CDM(Clean Development Mechanism), which is one of GHG reduction systems in Kyoto Protocol. Nowadays many tries have done to regist transport policies as CDM in transport sector, however, a lot of things should be investigated to regist CDM in advance. The aim of this paper is assessment of CDM possibility in transport sector. First of all, we review steps and criteria to CDM registration, and select 4 CDM possibility assessment index in transport sector: as follows additionality, methodology, emission calculation, and monitoring. Also, we analyze registed projects and methodologies in transport sector. To assess CDM possibility in transport sector, quantitative and qualitative assessments are carried out in this study. 18 transport policies are categorized as 4 groups and possibility of 18 transport policies are examined. Several policies can reduce GHG, however, they are not fit to regist as a CDM. On the contrary many transport policies have possibility to regist. In addition, we have done questionnaire survey, 'fuel change' policies have high possibility to CDM. However transport policies related to haman activity, like as TOD, have lower possibility. As a result, we can find that enough CDM possibility assessment should be carried out before CDM registration in transport sector.
