남북철도 연계를 위해서는 남한과 북한 공히 균형 있는 철도시스템을 구축하여 효율적인 한반도철도망을 구성하는 것이 중요하다. 하지만 남한과 북한이 서로 다른 건설기준을 가지고 있어 남북철도 현대화의 걸림돌로 작용하고 있다. 이를 해결하기 위해서는 남북한 철도건설기준에 대한 상호비교가 필요하다. 본 연구에서는 남북한 철도건설기술 관련 법령을 조사하였고, 특히 남북한의 상이한 철도시스템, 특히 철도시설분야 즉, 궤도, 철도구조물, 전력, 신호분야를 중심으로 한 남북한 철도시스템의 비교분석을 수행하였다. 본 연구결과는 향후 북한 철도의 기존선 개량 및 신선 건설에 활용될 수 있을 것이다.

Nowadays, road transportation which has played a key role in the market of both passenger and freight transportation is facing with a serious problem, the traffic congestion causing a delay of transportation. Therefore, railroad transportation is considered as an attractive alternative mode of inland transportation due to its inherent merits in mass transportation such as relatively low cost compared with road transportations, less air pollution and noise than other mode ets. In this paper, therefore, we examine the current situation of railroad transportation markets including TKR(Trans- Korean Railway}, TSR(Trans-Siberian Railway} and prospects for the connection of TKR-TSR. And then we examine the structure of the container transportation market by railroad in Korea with a brief analysis of the traffic volume of TKR-TSR.

우리는 이 세상을 네트워크사회라 한다. 로지스틱스는 사람과 물자와 정보를 연결하는 중요한 시스템의 하나다. 21세기 세계경제여건은 빠르게 변화하고 있다. 이런 변화는 여타지역 보다 동북아시아에서 더 현저하다. 중국·북한 러시아는 경제, 사회시스템을 변화시켰으며, 이는 아시아와 유럽간의 교역과 물량수요의 확대시켰다. TSR, TCR, TMR, TMGR, TKR과 같이 유라시아 대륙을 횡단하는 철도시스템은 국제 운송의 효율을 향상시키고 국제철도로 대륙을 연결하는 데 매우 중요하다. 본 논문은 한반도를 둘러싼 물류환경을 조사 분석하였다. TSR, TCR(TMR, TMGR), TKR과 같은 대륙횡단철도와 관련하여 고려되고 해결되어야 할 운영여건과 과제를 조사하였다. 특히 중국, 러시아 북한의 물류현황과 문제점들을 조사하였다. 그리고 이들 철도들의 SWOT분석을 실시하고 비교하였다. 이 대륙간 철도들이 여러나라를 효과적으로 연결하고 합리적으로 운영하는 것과 관련하여 비전과 목표들을 제시하였다. 마땅히 고려되어야 할 정책과 전략/전술뿐만 아니라 당연히 채태되고 도입되어야 한다고 판단되는 많은 세부 대안들이 제시 되었다.

Trans-Siberian Railway (TSR) has been recently rising to the surface as the world important issue with Trans-Korea Railway (TKR). This can change transportation means from sea to railway and enhance Korean international position through the North-east Asian economic cooperaton with Russia. In particular, when 'Iron Silkroad' linking TKR is created, it can revitalize the underdeveloped East Russia and Far East's economies and Korean railway can play a key role as the North-east Asian logistics center and exerts a powerful influence on them. In addition, Korean railway expects to obtain economic benefits accruing to various value-added businesses such as IT, tourism, especially, transportation business from the East Siberia, the world largest reserves of energy to Korea. This study tries to find economic value analysis and guidelines on strategies of Korean railway with international logistics base built in Khassan (Vladivostok contiguity region) through the development of energy deposited around east of TSR.

우리나라의 주요 교역권은 아시아, 미주, 유럽 교역권으로 나눌 수 있다. 일반적으로 대량의 화물운송은 해상운송이 주를 이루지만 다른 지역과 다르게 유럽 교역권은 철도 운송이 가능하다. 또한, 중국의 성장으로 동북아 물류 중심지로서의 경쟁력이 약화된 우리나라는 지금의 경쟁구조와는 다른 방안인 철도운송에 주목할 필요가 있다. 이러한 배경 하에 본 연구에서는 한반도 종단 철도(TKR)와 시베리아 횡단철도(TSR)를 이용한 유럽 지역과의 운송 경로를 비교하여 경제성 분석에 주안점을 두었다. 분석의 요소로는 운송거리, 운송기간, 운송비, 추가비용을 중심으로 사용하였으며 분석 결과 6가지의 운송경로 중에서 TKR과 연계한 TSR(Route 1)이 경제적이라는 분석 결과가 나왔다. 따라서 향후 러시아 푸틴정부의 극동발전 전략에 대비하여 우리나라는 TKR과 TSR의 철도운송을 활용하는 것이 국가 경쟁력을 높일 수 있는 방안이 될 것이다.

The primary objective of this paper is to investigate the corridor of Eurasia High-Speed Railway Network from the governmental view of the Republic of Korea, whose High-Speed Train has been recently operated. The country is also expected to figure out the changes of Eurasia infrastructure system under the assumption that Trans-Korean Railway is connected to the Continent. As a result of research, the corridor connecting the TKR to TSR seems to be more attractive to the Republic of Korea than that of the TKR-TCR under the current economic and operational environments. However, even in a case, the railway linkage through the TSR between Europe and Asia should remain a supplementary means of the sea transportation route. Lastly, TSR may need a program of structural reforms, in order to continuously provide preferable services like the Pan-European Transport Network (PETN) which is currently initiated by the European Union, such as to improve outdated infrastructure (railway, bridges, signal systems, etc.), to simplify and to standardize the process of custom clearance and internal tariffs, and ultimately to construct a uniform management system for the corridor linking the TKR to TSR.

최근 동북아의 중심에 위치하는 지리적 이점을 살려 부산항 및 광양항을 동북아 중심항(Hub-Port)으로 육성하고자 하는 동북아 물류(Logistics)중심화 전략이 적극적으로 추진되고 있다. 이와 같은 상황에서 경의선 및 동해선의 남북철도 연결공사는 그 의미가 크다고 할 수 있으며, 이것은 부산항이 동북아와 유럽을 육로로 잇는 해상과 철도수송의 연계를 위한 이상적인 복합운송체계(Combined Transport System) 를 갖추는 것을 의미한다. 그러나 지금까지의 연구와 정책은 남북척도의 연결에만 초점을 두고 실제 TKR (Trans-Korean Railway)의 기종점(Origin-Destination)으로서 가장 중요한 역할을 수행해야 하는 부산항 철도시설의 능력에 대한 검토는 없었다. 따라서 본 연구에서는 부산항을 중심으로 한 척도수송의 실태와 문제점을 제시하며, 향후 컨테이너 물동량 증가에 따른 부산항의 철도시설 능력을 검토하고 분석한다. 그리고 철송시설 능력에 따른 물류비용과 사회적비용 분석을 통하여 대구-부산간 경부고속철도(Gung-Bu Trans Express)와 같은 시설확충의 중요성과 철도수송 활성화를 위한 현실적 개선 방안을 제시한다.

Purpose - This study investigated competitive counteractions necessary for continuous growth in a rapidly changing logistics environment in Northeast Asia. Research Design, Data, and Methodology - Using a time series analysis, the study first investigated Northeast Asian trade scale and volume by examining online and offline material from the Ministry of Ocean and Fisheries, Busan Port Authority, and other government agencies. A literature survey was done to investigate the state and prospect of the logistics environment in Northeast Asia including changes in freight volume at major ports in the three Northeast Asian countries. Result - The results of the study suggest using the Trans-Korean Railroad (TKR), as well as promoting the North Pole and South Pole routes, to compete against changes in trade volume and the logistics environment in Northeast Asia. A SWOT analysis was done to examine the effectiveness of these strategies. Conclusions - The findings indicate that the TKR impact, using the Busan Port connecting the Trans-China Railway (TCR), the Trans-Siberian (TSR), and the North Pole Route, may be uncertain in practice considering the uncertainty in international politics.

In modern conditions of world economic development the integral element of stable social and economic development of the separate countries of the world is the level of their transport infrastructure development, on the one hand capability to effectively provide economic communications between regions inside the country, and capability to integrate into world economic. The condition of a transport infrastructure and its possibility in sphere of maintenance of national participants of foreign trade are reflected in many respects on competitiveness of production, made by them, in the world market and, as consequence, on a country role in economic.

본 연구는 한국과 아시아 및 유럽간 국제 무역이 확대되어 감에 따라 국제 운송에 있어서 새로운 운송대안이 모색되어져야 할 것으로 보고 그 대안을 철도에서 찾고자 하였다. 특히 대륙횡단철도(KTAR)는 한국을 기 종점으로 유럽까지 잇는 세계 최장의 철도 노선으로서 그 실현가능성이 높아지고 있다. 본 연구는 이러한 변화와 가능성에 앞서 대응하고자 대륙횡단철도의 선택 의도에 대한 실증적 연구를 수행하였다 연구를 위해 운송수단 선택 요인으로 6개의 잠재변수(운송 서비스, 운송 비용, 운송 효율성, 철도에 대한 태도, 철도로의 운송수단 전환 의도, 대륙횡단철도 선택 의도)를 도출하여 이들 변수 간의 관계를 구조 방정식 모델링을 통하여 실증적으로 분석하였다. 구조 모형의 분석 결과 대륙횡단철도 선택 의도에 가장 큰 영향을 미치는 요인은 철도로의 운송수단 전환 의도와 철도에 대한 태도로 나타났으며, 그리고 이들 요인에 강력한 영향을 미치는 선택 요인으로는 운송 비용 요인임을 확인할 수 있었다.
