On Improving the Test and Evaluation Process by Incorporating the RAMS and Risk Management Processes (무기체계 개발에서 RAMS 및 위험 관리를 통한 시험평가 프로세스의 개선에 관한 연구)

  • As weapon systems become complex in terms of the scale and functionality, the required time to complete the test and evaluation (T&E) process is inevitably getting longer. However, nowadays the reduction of T&E period becomes one of the core targets in the weapon systems acquisition programs. This is because the reduced time for T&E process can yield the reduction of defense budget and also faster deployment of the weapon systems, thereby having a competitive edge over rival countries. On the other hand, in weapon systems development the management of reliability, availability, maintainability and safety (RAMS), and risk is considered important to keep competitiveness and thus has been carried out separately. Thus, the objective of this paper is to study on improving the T&E process by integrating the RAMS and risk management process in it. To do so, the related processes are analyzed and modeled first. Then an integrated process model is developed. The resulting model is equipped with the traceability among the data and interfaces that are generated from the T&E and RAMS/risk processes. As a case study, the model developed is applied in tanks development. The effective use of the traceability is expected to reduce the time and cost required to complete T&E process.

  • This paper presents the general system theory and its applications to the safety analysis method that is a recent trend over the traditional event-driven model. This new model is known as STAMP(Systems Theory Accident Modeling and Process)proposed by Nancy G. Leveson in MIT. The new model has benefits of systemic approaches concerning the system safety as a whole including the context it is in, its stimulants and outcomes, and its parts as well as the relationships among them in a holistic manner. The method consists of a hierarchical control structure, a process model, and the safety constraints governing the control. This paper demonstrates an example the contrasts the differences between the approaches of STAMP and the traditional safety models.

  • 최근 현대사회는 자동차, 철도 및 항공 등 대형 복합 시스템의 체계 속에서 지내고 있으며, 고장 및 사고로 인한 시스템의 안전 설계에 대한 고려와 안전에 대한 인식이 증가하고 있다. 따라서 기존의 시스템공학 프로세스에서 다루는 시스템 설계에 대한 단계별 안전 활동의 강화의 필요성 역시 강조되고 있다. 그 중에서도 시스템 설계의 최종 활동에 해당하는 검증 단계 활동이 제대로 수행되어야만 초기에 의도한 시스템 설계의 안전도 향상을 바라볼 수 있을 것이다. 본 논문에서는 안전 활동을 고려한 시스템공학 프로세스의 검증 단계의 개선사항 도출과 모델링을 통해 안전중시 시스템인 철도 차량 운전실 시스템을 대상으로 적용 및 조정 구축에 대한 내용을 기술하고 있다. 본 연구의 결과를 토대로 향후 품질 향상 및 비용 절감과 데이터의 관리 및 추적기능을 개선함으로써 안전사고 발생 가능성을 줄일 수 있을 것으로 기대된다.

  • In this study, unattended Light Rail Transit System (K-AGT) is a general-purpose standards safety requirements of IEC 62267 based System Engineering Process (SEP) was used. Functional analysis and physical architecting for each requirements through the vehicle was classified into sub-systems, design was analyzed in terms of SE. The analysis of the proposed system engineering process, unattended train operation (UTO), driverless train operation(DTO) design of the safety measures to be used as the basis is studied.

  • 최근 현대 무기체계는 최첨단 기술로 인한 무기체계 개발 속도 증가와 획득환경의 다변화와 더불어 이에 대한 위험도 동시에 증가하고 있다. 이에 따라 미국방부는 무기체계의 수명주기를 고려하여 시험평가를 지속 적용토록 강조하고 있다. 따라서 기존의 무기체계 시험평가 프로세스에서 다루는 시스템 설계에 대한 단계별 안전 활동의 강화의 필요성 역시 강조되고 있다. 그 중에서도 무기체계 개발의 핵심 활동에 해당하는 체계개발 단계는 양산에 들어가기 전의 최종 활동으로서 제대로 수행되어야만 초기에 의도한 무기체계 개발의 목적을 달성할 수 있을 것이다. 본 논문에서는 시스템 안전성 요소를 고려한 시험평가 프로세스의 개선사항 도출과 모델링을 통해 무기체계 시스템인 무기체계를 대상으로 적용 및 조정 구축에 대한 내용을 기술하고 있다. 본 연구의 결과를 토대로 향후 시험평가 기간의 단축 및 비용 절감과 데이터의 관리 및 추적 기능을 개선함으로써 무기체계 개발 후의 안전사고 발생 가능성을 줄일 수 있을 것으로 기대된다.

  • Generally, a system or service is verified by requirements if it has met them in transforming customer requirements into a system or service. But as the national research and development projects to develope safety systems or standards or process in railway system domain, it can be quite limiting that the product or systems verification process presented the international or industrial standards to be applied. This paper has analyzed and made up for the general verification process and presented the effective and efficient verification process about safety system, safety standard, process, and safety documents and the methods to manage the outcomes of verification process.

  • Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.

  • The Centralized Traffic Control(CTC) System of Urban Railway is an element(subsystem) of the Urban Railway system to aim safety operation and efficient management of rolling stock in accordance with a train scheduling program in train operation ways. That's why the CTC System must be developed considering systematic and safety-guaranteed methods such as RAMS(Reliability, Availability, Maintainability, and Safety) refereed to IEC standards. The CTC System is consists of rolling stock, signaling, power supply, communication, and mechanical equipment and preforms control and remote monitoring functions. The technical activities considering safety process are very important at such an early stage of development in a railway project. This paper introduces RAMS activities and an independent safety assessment by $3^{rd}$ Party focused on a safety applied to a development of the CTC system of Urban Railway and proposes the experiences as well practices.

  • It is well known that the test and evaluation plan (TEP) is very crucial in the successful development of safety-critical systems. As such, this paper discusses an approach to the development of the TEP for a system that should meet safety requirements in the systems development process. It is studied how to incorporate the result of preliminary hazard analysis (PHA) in generating the safety requirements. It is also discussed how to deal with them when the system requirements (i.e., functions, performance, constraints, components, etc) and the safety requirements are integrated into one model. While doing so, we have constructed the required traceability among them, which is necessary and very useful when the safety requirements need to be corrected or be changed. The use of the traceability makes it possible to easily check out whether and how the safety requirements are properly incorporated in the system design process. Furthermore, without the verified traceability, the system cannot be changed or upgraded later. In order to implement the model on a computer-aided tool, we have constructed a database (DB) schema. As a result, the implemented model/DB allows to automatically generate TEP which can be used to measure the performance and safety level of the developed system.

  • When a system or service is realized, it needs to be verified by requirements. The process of verification is to check whether customers/stakeholders requirements have been property transformed into a system or service. A set of verification processes is described in the international or industrial standards. However, it is not appropriate to directly apply those verification processes in the national research and development projects. In particular, we noticed the problem in the development of safety systems, standards and process in the railway systems domain. As such, this paper is concerned with a detailed development of the verification process in that domain. Specifically, an effective and efficient verification process is presented regarding the safety systems and process, safety standards, and safety documents. Also, the verification process was modeled by a computer-aided systems engineering tool, Cradle(R). As a result, the outcomes of the verification process on be managed efficiently.
