  • It is very important to ensure system safety during the process of developing a system, Railway system is also devoting a great portion for the safety. Nowadays many countries leading railway industry have their own system assessment process according to the situation of their train control system. In this paper, a preprocess to establish system safety requirement is represented in the railway signalling system. We also adopt electronic interlocking system for an example.

Measure of Evaluation for Non-Normal Process Capability (비정규 공정능력 평가의 측도)

  • The main objective of this paper is to propose a measure of evaluation for non-normal process capability. If a process is not normally distributed, but normal-based techniques are used, serious errors can result. Our approach to solve this problem is that the Pearson system, the Johnson system, and the Burr system are selected for estimating a measure of process capability using the percentage nonconforming. In this paper, we found that the Pearson system and the Johnson system were a conparatively reasonable methods to calculate out of specification by example.

  • In manufacturing industry, machining technology for metal cutting processes has been considered traditional and economic dimensions such as production cost, production time and quality of a final product. However, owing to governmental regulations and the change of owner's cognizance, the safety of the workers becomes important in those fields. In this paper, the operation planning system developed as a key component of CAPP(Computer Aided Process Planning) system is introduced for milling operations. The main issue in the system is to determine the cutting conditions in achieving a balanced consideration of productivity and worker's safety. For this reason, the system performs the modification process of standard cutting conditions to satisfy those requirements. Related to machining safety in metal cutting, representative and habitual mistakes that operators perform without considering carefully the characteristic of machine or work piece are described and then the detailed algorithm and functions of the developed system is introduced and discussed.

Plan for Risk Reduction of Smart Factory Process through Accident Analysis and Status Survey (재해분석과 실태조사를 통한 스마트 팩토리 공정의 위험성 감소 방안)

  • The domestic smart factory is being built and spread rapidly, mainly by mid-sized companies and large enterprises according to the government's active introduction and support policy. But these factories only promote production system and efficiency, so harmfulness and risk factors are not considered. Therefore, to derive harmful risk factors in terms of industrial safety for 12,983 government-supported smart factory workplaces from 2014 to 2019, industrial accident status analysis compared workplaces with automation facilities and government-supported workplaces with automation facilities. Also, to reduce risks associated with domestic smart factory processes, twenty government-supported workplaces with automation facilities underwent analysis, evaluating risks through a status survey using the process evaluation table. In addition, the status survey considered region, size, industry, construction level, and accident rate; the difference in risk according to the structure of the process was confirmed. Based on the smart factory process evaluation results, statistical analysis confirmed that serial, parallel, and hybrid structures pose different risk levels and that the risks of mixed structures are greater. Finally, safety control system application was presented for risk assessment and reduction in the smart factory process, reflecting the results of disaster analysis and actual condition investigation.

Effects of Chemical Accident Risk Warning System in High Risk Workplaces of Major Industrial Accidents (중대산업사고 고위험 사업장에서의 화학사고위험경보제의 효과)

  • The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.

  • It is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction. The reason why PSIM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges.

  • This paper proposes a maintenance method to integrate worker's safety concerns into the process activities of the manufacturing system and it is to be considered as a part of the scope of maintenance engineering. The proposed method incorporates worker's health and safety considerations into maintenance engineering in each of the manufacturing process using reliability analysis. It can help to make a better planning and implementation of maintenance activities for the manufacturing system.

  • In this study, unattended Light Rail Transit System (K-AGT) is a general-purpose standards safety requirements of IEC 62267 based System Engineering Process (SEP) was used. Functional analysis and physical architecting for each requirements through the vehicle was classified into sub-systems, design was analyzed in terms of SE. The analysis of the proposed system engineering process, unattended train operation (UTO), driverless train operation(DTO) design of the safety measures to be used as the basis is studied.

  • With the increasing use of chemicals in domestic businesses, the possibility of fire explosion and poisonous material leakage accidents is also increasing. Accordingly, the Korea Occupational Safety and Health Agency(KOSHA) has implemented the process safety management (PSM) system for a long time. However, process safety report submission has been providing and operating e-PSM since 2016 to address these problems as it is difficult to increase budget spending due to the need for professional capabilities and commissioning the report to consulting institutions. Therefore, this study conducts questionnaires on whether e-PSM system that is well utilized in the field, focusing on existing PSM business sites. In order to find out the activation method that can solve the deficiency factors by analyzing various inconveniences and problems accurately, we propose three improvement methods as educational aspect, promotional direction of e-PSM system, and institutional aspect.
