경지정리사업(耕地整理事業)의 사회경제적효과분석(社會經濟的效果分析) (Analysis of Socio-economic Effects of Land Consolidation and On-farm Development Project)

  • Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

벼농사의 기후스마트농업을 위한 의사결정지원시스템 MP-MAS 활용 연구 (The Study of MP-MAS Utilization to Support Decision-Making for Climate-Smart Agriculture in Rice Farming)

  • 국제사회는 현재 1) 지속가능한 생산력 및 소득의 증대, 2) 기후변화에 적응하는 탄력 구축, 그리고 3) 온실 기체 방출의 감축을 함께 달성하는 기후스마트농업(Climate-Smart Agriculture, CSA)의 비전을 제시하고 이를 실현하고자 협력하고 있다. 이는 200여 년 전 다산 정약용이 강조한 후농(厚農), 편농(便農), 상농(上農)의 3농의 비전과 맥락을 같이 할 뿐 아니라, 성과를 정량적으로 평가하고 관리할 총체적 지수의 개발과 이를 기반으로 한 의사결정을 지원하는 실용적 목표를 제시하고 있다. 본 연구에서는 기후스마트농업의 의사결정을 지원할 행위자 기반 모형인 MP-MAS를 소개하고, 국내 적용을 위해 구축한 초기 모형을 벼농사에 적용하여 도출한 예비 결과를 제시하였다. MP-MAS는 농민들과 정책 입안자들이 함께 다른 관점에서 다양한 선택 사양을 고려할 수 있도록 지원할 수 있다. 추후 기후변화에 적응하는 탄력 구축과 온실기체 방출의 감축을 동시에 고려할 수 있는 시스템으로 확장될 경우, 국제적인 압박으로 다가오는 기후스마트농업의 목표 달성뿐만 아니라, 다산의 3농 비전인 지속가능한 농업-사회시스템을 구현하는 중요한 도구로 사용될 것으로 기대된다.

  • 본 연구에서는 자연환경과 경제활동에 의존하는 넙치 양식산업의 변화 양상을 파악하기 위해서 시스템 생태학적 접근법에 의한 에너지 시스템 모델을 작성하여 시뮬레이션을 실시하였다. 시뮬레이션 결과에 의하면 현재와 같은 에너지 소비구조와 시스템으로 넙치 양식산업이 진행될 경우에 자산, 화폐보유량, 생산량은 일정한 수준의 정상상태에서 지속되는 것으로 예측되었다. 그러나 화석연료의 고갈을 고려할 경우, 비영속성 에너지원에 의존하는 현재의 시스템은 초기 증가 후 수입과 지출이 균형을 이루는 시점부터 자산, 생산량 등이 지속적으로 감소하는 것으로 예측되었다. 따라서 장기적인 측면을 고려할 때, 넙치 양식산업 및 수산 양식산업의 지속성을 위해서는 국내의 자연환경자원에 의존하는 에너지 저 소비형의 생산 시스템 구조를 가진 생태공학적 시스템으로 의 전환 뿐만아니라 일반해면어업과 조화를 이룰 수 있는 수산정책이 요구된다.

핵심역량 지향성과 프로세스 관리역량이 IT 아웃소싱 성과에 미치는 연구 (An Empirical Investigation into the Role of Core-Competency Orientation and IT Outsourcing Process Management Capability)

  • Recently, the role of IT service providers has been enlarged from managing a single function or system to reconstructing entire information management processes in new ways to contribute to shareholder value across the enterprise. This movement toward extensive and complex outsourcing agreements has been driven by the assumption that outsourcing information technology functions is a reliable approach to maximizing resource productivity. Hiring external IT service providers to manage part or all of its information-related services helps a firm focus on its core business and provides better services to its clients, thus obtaining sustainable competitive advantage. This practice of focusing on the strategic aspect of outsourcing is referred to as strategic sourcing where the focus is capability sourcing, not procurement. Given the importance of the strategic outsourcing, however, to our knowledge, there is little empirical research on the relationship between the strategic outsourcing orientation and outsourcing performance. Moreover, there is little research on the factor that makes the strategic outsourcing effective. This study is designed to investigate the relationship between strategic IT outsourcing orientation and IT outsourcing performance and the process through which strategic IT outsourcing orientation influences outsourcing performance, Based on the framework of strategic orientation-performance and core competence based management, this study first identifies core competency orientation as a proper strategic orientation pertinent to IT outsourcing and IT outsourcing process management capability as the mediator to affect IT outsourcing performance. The proposed research model is then tested with a sample of 200 firms. The findings of this study may contribute to the literature in two ways. First, it draws on the strategic orientation - performance framework in developing its research model so that it can provide a new perspective to the well studied phenomena. This perspective allows practitioners and researchers to look at outsourcing from an angle that emphasizes the strategic decision making to outsource its IT functions. Second, by separating the concept of strategic orientation and outsourcing process management capability, this study provides practices with insight into how the strategic orientation can work effectively to achieve an expected result. In addition, the current study provides a basis for future studies that examine the factors affecting IT outsourcing performance with more controllable factors such as IT outsourcing process management capability rather than external hard-to-control factors including trust and relationship management. This study investigates the major factors that determine IT outsourcing success. Based on strategic orientation and core competency theories, we develop the proposed research model to investigate the relationship between core competency orientation and IT outsourcing performance and the mediating role of IT outsourcing process management capability on IT outsourcing performance. The model consists of two independent variables (core-competency-orientation and IT outsourcing process management capability), and two dependent variables (outsourced task complexity and IT outsourcing performance). Comprehensive data collection was conducted through an outsourcing association. The survey data were analyzed using a structural analysis method. IT outsourcing process management capability was found to mediate the effect of core competency orientation on both outsourced task complexity and IT outsourcing performance. Further analysis and findings are discussed.

물류자동화 시스템의 효율적 구축을 위한 컨설팅 방법론 제안 : K기업의 사례를 중심으로 (A Proposal on the Consulting Model for Efficient Construction of Material Handling Automation System : Focused on K Company's Case)

  • Companies build the factory automation system to improve management effectiveness and productivity as prime strategies for sustainable growth. But most companies undergo various trials and errors while carrying out the project without elaborate preparation stage for factory automation. In this study, we tried to verify what factors are critical to effectively building distribution automation system, which is a branch of factory automation system. A consulting model for setting up a Material Handling Automation System by utilizing the Stage-Gate Process, which is product development process was studied. 29 material handling automation projects carried out between the year 1990 to 2013 at K-Company were selected. Interviews with the project managers, operators and maintenance personnels, various records and current status of the projects were used as data for structural equations based on the Milan consulting model and existing researches of factory automation, CIM for material handling automation. Creating effective basis of production, material handling system and energy saving system with expert review, when preparing a material handling automation project, help promote the project planning thus contributing to the performance of the resulting system, which appears though rather weakly in our data. Also the effect of material handling automation can be enhanced through sufficient and effective links to the relevant environments such as production logistics management and automated warehouses. More detailed planning characteristics of project promotion or some time-series data of effective Material Handling Automation System could enhace furthur studies. We propose a consulting model for setting up an efficient material handling automation system.

농업적 토지이용에 따른 토양물리성 변동 평가 (Decadal Changes in Subsoil Physical Properties as Affected by Agricultural Land Use Types in Korea)

  • 토지이용별로 토양 물리성 변화를 평가하기 위하여 2009년부터 2017년까지 전국의 밭, 과수원, 논을 대상으로 토양물리성 특성을 4년 주기로 분석하였다. 밭은 작토심, 심토 유기물 함량, 심토 산중식 경도가 증가하고 심토 용적밀도가 감소하며, 개량기준 초과비율도 지속적으로 감소하였다. 과수원은 경운심이 증가하였으나 심토 유기물 함량이 감소하고 적정기준을 초과하는 비율은 4년 전보다 증가하였다. 논은 작토심, 심토 유기물 함량이 감소하고 심토 용적밀도가 증가하며 개량기준 초과비율이 증가하는 등 물리성 불량이 심화되었다. 최근 10년간 밭, 과수원에 비해 논의 물리성이 악화되는 것을 확인할 수 있었으며, 공통적으로 심토 유기물 함량이 감소하고 심토 용적밀도가 증가하는 주요한 요인은 토양유기물로 평가되었다. 따라서 토양물리성 질 관리에 유기물은 중요한 요소이었으며, 특히 논에서 지속적인 유기물 관리와 경운방법 개선 등이 필요하다.

곰소만·근소만 갯벌어장 관리를 위한 퇴적물-해수 경계면에서 영양염 플럭스 추정 (Estimating Benthic Nutrient Fluxes at the Sediment-Water Interface for the Management of Tidal Flats in Gomso and Geunso Bays)

  • 수층으로 용출되는 질소(N)와 인(P)의 영양염 플럭스는 1차 생산성에 대한 총 영양요구량의 상당 부분을 지원할 수 있기 때문에 퇴적물-해수 환경의 상호작용을 파악하는 것은 중요하다. 본 연구에서는 곰소만 근소만의 환경 일반항목들과 퇴적물-해수 경계면에서 저서 영양염 용출 플럭스를 분석 및 추정하였다. 또한 이전에 보고된 영양염 플럭스의 데이터를 비교하여 지역적인 차이를 확인하고자 하였다. 그 결과 근소만 법산에서 봄철 영양염 용출 플럭스가 DIN $6.14mmol\;m^{-2}d^{-1}$, DIP $0.32mmol\;m^{-2}d^{-1}$로 조사정점 중 가장 높게 나타났다. 퇴적물 COD의 경우 법산의 사계절 값이 $4.0{\sim}10.8mg/g{\cdot}dry$로 나타나 유기물 오염에 의한 환경 악화가 진행되고 있었다. 앞으로 갯벌어장 관리에 대한 방안이 마련되지 않는다면 양식생물의 생산량 감소의 문제가 발생될 것이다. 따라서 생물자원의 지속적인 이용을 위해 갯벌 환경의 장기적인 모니터링이 선행되어야 할 것으로 판단된다.

토마토에 염류 내성을 유도하는 바실러스 균주 처리 후 근권 미생물 군집 구조 연구 (Assessment of Rhizosphere Microbial Community Structure in Tomato Plants after Inoculation of Bacillus Species for Inducing Tolerance to Salinity)

  • BACKGROUND: Soil salinity causes reduction of crop productivity. Rhizosphere microbes have metabolic capabilities and ability to adaptation of plants to biotic and abiotic stresses. Plant growth-promoting bacteria (PGPB) could play a role as elicitors for inducing tolerance to stresses in plants by affecting resident microorganism in soil. This study was conducted to demonstrate the effect of selected strains on rhizosphere microbial community under salinity stress. METHODS AND RESULTS: The experiments were conducted in tomato plants in pots containing field soil. Bacterial suspension was inoculated into three-week-old tomato plants, one week after inoculation, and -1,000 kPa-balanced salinity stress was imposed. The physiological and biochemical attributes of plant under salt stress were monitored by evaluating pigment, malondialdehyde (MDA), proline, soil pH, electrical conductivity (EC) and ion concentrations. To demonstrate the effect of selected Bacillus strains on rhizosphere microbial community, soil microbial diversity and abundance were evaluated with Illumina MiSeq sequencing, and primer sets of 341F/805R and ITS3/ITS4 were used for bacterial and fungal communities, respectively. As a result, when the bacterial strains were inoculated and then salinity stress was imposed, the inoculation decreases the stress susceptibility including reduction in lipid peroxidation, enhanced pigmentation and proline accumulation which subsequently resulted in better plant growth. However, bacterial inoculations did not affect diversity (observed OTUs, ACE, Chao1 and Shannon) and structure (principle coordinate analysis) of microbial communities under salinity stress. Furthermore, relative abundance in microbial communities had no significant difference between bacterial treated- and untreated-soils under salinity stress. CONCLUSION: Inoculation of Bacillus strains could affect plant responses and soil pH of tomato plants under salinity stress, whereas microbial diversity and abundance had no significant difference by the bacterial treatments. These findings demonstrated that Bacillus strains could alleviate plant's salinity damages by regulating pigments, proline, and MDA contents without significant changes of microbial community in tomato plants, and can be used as effective biostimulators against salinity stress for sustainable agriculture.

중소 제조기업의 경쟁력 강화를 위한 제조AI 핵심 정책과제 도출에 관한 연구 (Discovering Essential AI-based Manufacturing Policy Issues for Competitive Reinforcement of Small and Medium Manufacturing Enterprises)

  • Purpose: The purpose of this study is to derive major policies that domestic small and medium-sized manufacturing companies should consider to maximize productivity and quality improvement by utilizing manufacturing data and AI, and to find priorities and implications. Methods: In this study, domestic and international issues and literature review by country were conducted to derive major considerations such as manufacturing AI technology, manufacturing AI talent, manufacturing AI data and manufacturing AI ecosystem. Additionally, the questionnaire survey targeting 46 experts of manufacturing data and AI industry were conducted. Finally, the major considerations and detailed factors importance were derived by applying the Analytic Hierarchy Process (AHP). Results: As a result of the study, it was found that 'manufacturing AI technology', 'manufacturing AI talent', 'manufacturing AI data', and 'manufacturing AI ecosystem' exist as key considerations for domestic manufacturing AI. After empirical analysis, the importance of the four key considerations was found to be 'manufacturing AI ecosystem (0.272)', 'manufacturing AI data (0.265)', 'manufacturing AI technology (0.233)', and 'manufacturing AI talent (0.230)'. The importance of the derived four viewpoints is maintained at a similar level. In addition, looking at the detailed variables with the highest importance for each of the four perspectives, 'Best Practice', 'manufacturing data quality management regime, 'manufacturing data collection infrastructure', and 'manufacturing AI manpower level of solution providers' were found. Conclusion: For the sustainable growth of the domestic manufacturing AI ecosystem, it should be possible to develop and promote manufacturing AI policies in a balanced way by considering all four derived viewpoints. This paper is expected to be used as an effective guideline when developing policies for upgrading manufacturing through domestic manufacturing data and AI in the future.

비생물기원 수소 생산성의 지질학적 평가 관련 해외 연구 동향: 리뷰 논문 (Research Trends of Foreign Countries on Geological Evaluation of Abiotic Hydrogen Productivity: A Review)

  • 최근까지 전 세계 에너지 수요는 화석연료(석유, 석탄, 천연가스)에 의존해왔으며, 이로 인해 지구온난화와 같은 심각한 전 지구적 환경 변화를 유발하고 있다. 에너지 관련 분야의 연구자들은 가장 유망한 에너지 운반체이자 지속 가능한 에너지 개발의 핵심 기술인 수소 에너지에 주목하고 있다. 수소 연료는 생산을 위해 사용되는 연료와 공정처리과정에 따라 그레이수소, 블루수소, 그린수소 등으로 분류된다. 지질학자들은 수소 에너지 개발을 위해 사문암화작용 또는 열수변질작용에 의한 비생물기원 수소 생산메커니즘 규명 연구를 진행하고 있다. 특히, 미국, 호주, 프랑스 등의 국가에서는 실내실험 규모의 물-암석 반응 실험을 통해 다양한 조건에서의 수소 생산성을 연구하였으나, 국내에서는 비생물기원 수소에 대한 연구가 거의 진행된 바 없는 실정이다. 이에 본 리뷰에서는 비생물기원 수소 생산을 위해 물-암석 반응 실험을 진행한 해외 연구 사례의 현황을 파악하고 향후 국내 비생물기원 수소 생산 실험을 위한 발전방향을 제시하였다.
