Development and Application of a Mountain Village Revitalization Index Using Big Data (빅데이터를 활용한 산촌 활성화 지수 개발 및 적용)

  • This study aimed to develop an index to assess the level of revitalization in mountain villages by utilizing big data and to verify its applicability in such areas. To achieve this, four key indices related to mountain villages were developed to evaluate the degree of revitalization, namely, Settlement Index, Workplace Index, Learning Index, and Leisure Index. These indices enable users to compare the revitalization levels of different mountain villages by establishing living zones, assigning data weights, extracting comparative data, and generating results in both map and report formats. The revitalization index developed in this study was applied to five mountain villages (A, B, C, D, E) located in Jeollabuk-do. Results showed that Village C had the highest comprehensive score of 320 points, while Village E had the lowest score of 141 points. In the mountain village indices of Jeollabuk-do, the Workplace Index generally showed higher scores, whereas the Learning Index had relatively lower scores on average. The development of these indices provides a practical means to identify which areas should be prioritized for support to enhance revitalization in specific mountain villages and offers a clear comparison of the revitalization levels across different regions and individual villages. The mountain village revitalization index developed in this study is expected to serve as valuable foundational information for formulating mountain village revitalization policies.

Temporal Variation and Spatial Distribution of Water Resources (수자원 분포의 시공간적 변동)

  • The increase of meteorological uncertainty and unstable fluctuation of its behavior due to the global warming affect the temporal variation and spatial distribution of water resources and water use patterns in agriculture. There have been steady efforts to understand hydrological components and deal with such water related problems. This paper reviews firstly, the future effect of water resources due to climate changes, secondly, recent progress for precipitation, evapotranspiration, soil moisture, and thirdly, GIS/RS based integrated information systems conducted by both researchers and government ministries. There should be continuous studies and investments to cope with climate changes, and to accomplish sustainable development with the help of agricultural water resources. Some research topics were suggested to attempt with substantial contents considering our present capability and situation.

An Evaluation of Environmental-Control Function on Forest Using GIS (GIS를 활용한 산림녹지의 환경조절적 기능 평가)

  • The purpose of this study is to establish the evaluation model through the systematic process of selecting the indicators and to evaluate the environmental-control function on forest using GIS in Deagu for the sustainable forest planning. The 35 indicators as basic items were selected by literature review and those were squeezed into the 29 indicators through expert brainstorming. Also, the 8 indicators to evaluate environmental-control function were selected by the first survey and the 5 final indicators such as carbon sink, temperature decrease, wind formation, water circulation, air purification were determined by MCB analysis using the second survey. The evaluation model was established through the weight of each indicator by AHP analysis using the third survey. According to the result of evaluating the environmental-control function on forest, the functions around the top area of Mt. Ap, Mt. Biseul, Mt. Palgong had more than 66 scores. On the other hand, the functions around Mt. Waryong and forest of Chilgok in Buk-gu had less than 40 scores. It is necessary to improve the function through the sustainable restoration and management in case of forest that the environmental-control function was lower. Furthermore, these results will be able to be utilized as basic data in order to establish the preservation area and control development area at the urban, environmental, and forest planning.

  • The objective of this study was to introduce the current status and development strategy for an environmental restoration of stream side in Japan, and to consider a methodology which could be effectively applied for the environmental restoration of stream side in Korea. 1. In order to change the recent direction of the forest conservation and erosion control projects which are focused on the restoration of stream side ecology, we have to quit the past erosion control policy such as water control purpose, and establish new plans regarding on the forest conservation and erosion control which is considered the regional environmental restoration of watershed. 2. When we restore stream side and river side ecosystem, we should establish restoration plans which can keep the original nature of stream and river. 3. The forest conservation and erosion control construction projects for the restoration of stream and river ecosystem should be planned for the perfect restoration of their ecosystem by way of sustainable maintenance and management. 4. The restoration direction of stream and river ecosystem needs to be planned to restore the diversity of small geographies such as waterway, shoal and puddles rather than flattening of stream bed. 5. The main principle in the restoration of stream and river ecosystem is to accomplish forest conservation and erosion control construction projects which can conserve the existing stream and river ecosystem.

A Study of Methods for Management and Assessment of Present State of the Coastal Wetlands as Protected Area - Focused on the awareness of local residents in Suncheon Bay and Taeanhaean National Park - (보호구역으로서의 연안습지의 현황 평가 및 관리방안에 관한 연구 - 태안해안국립공원 및 순천만 지역의 주민의식을 기초로 -)

  • The purpose of this study is the investigation and analysis of information on the conservation and the sustainable use of coastal wetlands based on the awareness of local residents in Suncheon Bay and Taeanhaean National Park. To accomplish the purpose of study, a questionnaire survey was chosen and the 98 valid samples(38 from Taeanhaean National Park and 60 from Suncheon Bay) among them were analyzed. The results are summarized as follows: The degree of the satisfaction on the natural environment is alike between Taeanhaean National Park and Suncheon-bay area. This is accorded with the order of the goodness of natural environment. The order for the degree of the satisfaction on the living environment is same as the order for the satisfaction degree on the natural environment. The residents of two regions are not satisfied with the socio·economic environment. The local resident of Suncheon Bay and Taeanhaean National Park Area where natural environment is well-conserved, prefer conservation to development of the region. These results show the following consideration for the ideal method of management for the conservation and sustainable development of coastal wetlands. In case of Suncheon Bay area, where the condition the natural environment is well conserved, should be managed with the minimum development with maintenance of the current state must be driven. In case of Taeanhaean National Park Area, where the condition of the natural environment is well conserved and the development potential exists, such as sustainable development and ecotourism destination the development that is in harmony with the nature must to be driven.

A Study on Setting up Conservation Areas through Habitat Value Assessment of Developing Area (개발예정지역에서의 서식지 가치평가를 통한 보전지역 설정에 관한 연구)

  • For both a healthy environment and sustainable development, we frame a habitat assessment method, concerning biodiversity and physical characteristics. With the method, we set up and extract conservation areas from Peace Valley Resort Development Areas which can function as habitats. Absolute and relative assessment items which are the size of area, habitation of species with conservation value, distribution of communities, functions of habitats, ratio of non-native plants, connectivity of habitats, vegetation layers of forests and age of forests, and water systems are considered on newly extracted conservation areas, and the habitat value assessment was calculated on the items in a 3-point scale. By comparing and examining 3 existing proposals for extracted conservation areas, we assess existing proposals, make an alternative proposal, and try to verify the possibility of applicability to extracted conservation areas. Proposal A and C must not be adopted since almost all conservation areas would be developed in the proposals. Proposal B, consisting of 53% development areas and 47% non-development areas, does not have enough development areas, so high density building arrangements should be encouraged in order to preserve conservation areas. Therefore, proposal B would be the best in ecological terms among the 3 proposals, if 3 conditions are considered : 1) new extracted conservation areas should be conserved; 2) 10~15m wide green-zones on both sides of the water system, which can play a role as ecological corridors, should be considered in development areas; 3) building arrangement should not interrupt the ecological corridors.

A Study on Developing the Index for Forest Sustainability in Korea (산림지속성 지수 개발에 관한 기초연구)

  • This study was carried out to find out the possibility for developing methodologies on the index for forest sustainability and to assess sustainability indices of metropolitan and provincial districts based on conditions of their forest health and management programmes in Korea. To find out some indicators to be utilized in developing the forest sustainability indices, total 84 possible indicators were selected and combined from 69 major programmes contained in the 4th Forest Development Plan and the Forest Vision for 21st Century and other 15 indicators selected separately from other forest policies. Those candidate indicators were reviewed throughly under evaluation processes and 33 indicators were finally chosen in developing the forest sustainability indices. Those indicators were classified into 3 categories, namely indicators for pressure, state, and response. Forest health could be represented by pressure and state indicators, while forest management programmes could be assessed by response indicators. Scores of importance for each indicator were assigned through Delphi survey and analyzed to project the extra weight value by summing rankings given to each index an applied to the standardized value of each index. Forest sustainability indices of metropolitan and provincial districts were analyzed and compared, based on relevant data of the year 2002. This study was kind a preliminary one in forest sustainability index and the names of metropolitan and provincial districts were not identified in this study. The indices could be very valuable in assessing quantitatively the level of forest health and intensity of forest management programmes in each districts and comparisons could be made among them, if all self-governing districts agree unanimously on the indices of forest sustainability and relevant indicators chosen in the study.

Factors Required to Sustain Pastoral Farming Systems and Forage Supply In Winter-Cold Zones in Korea (한국의 동계한냉지역에 있어서 초지개발과 조사료 공급의 활성화에 필요한 요인)

  • The area of grassland established and the arable land in forage production have been decreased recently in Korea. As a result, forages available from the grassland and the arable land provided only 40% of the total roughage consumed by cattle in 1991, compared with 54% in 1989. The decreasing trend of the forage production has been impinged on by a number of legislative. socio-economic. technical and other constraints negatively affecting grassland and forage development. Consequently. effective systems and strategies are quite necessary to have sustainable grassland farming in Korea. In spring and autumn, temperatures are too low for subtropical forage crops, and the summer monsoon climate is another serious limitation to the use of cool-season species. Therefore it is an imperative that not only the research-based grassland development but also the forage crop production should be strongly supported by the government authorities to overcome such climatic limitations. Private forest land holdings are of relatively small units in Korea. Accordingly. it is necessary and important to enlarge the forest land holdings per farm to develop as economic units of grassland. For this the government should introduce new policy measures such as for example: long-term leases of Sorest land and the idle arable land of absentee owners ; rational rental system of national and public forest lands; integrating livestock and forest production. All the laws and regulations standing in the way of the grassland development in forest lands should be modified and revised to open the way for much easier development of grassland. It is also proposed that a high level of financial incentives -hould be provided for structural improvements for the grassland development. They may be: mechanization facilitation, construction of new roads relating to grassland, and land exchange and consolidation. And it is basically necessary that financial enumeration or profits must be garanteed in order to motivate farmers to keep up farming continuously. For more efficient grassland development in mountainous areas, reorganization of Alpine Experiment Station and NAB1 Namwon Branch Station may be needed. Research should be strengthened for completion of pasture mixtures, development of maximum forage production methods with a view to saving labor and reducing production costs, introduction of grazing and forage conservation techniques. and utilization of rice straw as more palatable and nutritious forage source. In order to have more efficient and effective transfer of advanced forage production technologies to livestock farmers the user-clients. it is also essential that special training measures should be given to livestock farmers through making greater use of specialized research and extension workers.

Analysis on the Quarry Restoration Methods in Hong Kong (홍콩의 채석장 식생복원공법에 관한 분석)

  • The agency which is responsible for work related to the restoration of vegetation on the quarry in Hong Kong is the Geotechnical Engineering Office of Civil Engineering and Development Department (CEDD). CEDD's environmental management system was certified as ISO 14001 : 2004 in 2006 and diverse instructions and technical documents about the restoration of the quarry were published and used for the performance of work and the implementation of the project. The restoration of the quarry is being carried out to respond to short-term and long-term goals. The general instructions for the restoration of vegetation says that a plant, when selected, should be self-sustainable with minimum maintenance required, have a high growth and survival rate, be tall enough to cover the rock slope faces, and preferably produce colourful flowers. These instructions prescribe the vegetation introduction technology, planting seasons, structural material of the vegetation works, maintenance and management, tree nursery operation, means of water supply, etc. This report introduced the outline of work on restoring vegetation carried out at Anderson Road, Shek O, Lam Tei, Turret Hill, Lamma, all large-sized quarries. In addition, it additzed Anderson Road's master plan. It is hoped that the Hong Kong examples so introduced are referred to in terms of institutional and technical considerations related to the nation's project for restoring quarries.

Characteristics of wastewater from unit systems of automative process for manufacture of paper mulberry pulp fibers (닥 펄프 제조공정 자동화에 따른 단위공정 폐수의 특성)

  • Paper mulberry fibers have been used as fibrous raw materials for manufacturing traditional handmade paper, hanji for a long time. Compared to wood pulp fibers, pulp fibers from mulberry bast tissue have some benefits in physical and chemical properties due to their high D.P (degree of polymerization), M.W (molecule weight) and long fiber length. Specially, Korean handmade hanji shows outstanding characteristics in mechanical tensile strength, folding endurance, flexibility and long sustainable conservation properties. Therefore, hanji is widely applied to daily supplies, hygienic goods, medical supplies, clothing industries and so on. Recently, the potential demand of mulberry pulp fibers is more and more increased on the strength of high application fields. This study was focused on the possibility of wastewater recycling in unit operation systems for the development of automated mass production line. The properties and environmental loads of wastewater from debarking, cooking, bleaching and screening process were analyzed by means of COD, conductivity, turbidity and solid materials. The wastewater from debarking and cooking process was comparatively high in pollution load, and would be treated by additional approaches of chemico-physical method.
