The mountain village development program in Korea started in the mountain villages, the 45.9% of total land and one of the typical marginal region, from 1995 to achieve the equilibrium development of national land and the sustainable mountain development in Chapter 13 in Agenda 21, and it has been accelerated to increase the happiness and the quality of life of mountain community residents through the expansion by province and the improvement of related laws and regulations. This study has been aimed to analyze the response of main stakeholder's -mountain village residents and local government officials - on mountain villages development, and to provide the future plan as community development. The survey and interview data were collected from the mountain villages which already developed 59 villages and developing 15 villages in 2003. The mountain village development program has achieved the positive aspects as community development plan in the several fields, - the voluntary participation of residents, the establishment of self-support spirit as the democratic civilians, the development of base of income increasement, the creation of comfortable living environment, the equilibrium development with the other regions. Especially the mountain residents and local government officials both highly satisfy with the development of base of income increasement and the creation of comfortable living environment which are the main concerns to both stakeholder. However through the mountain development program, it is not satisfied to increase the maintenance of local community and the strengthening of traditional value of mountain villages. Also to improve the sustainable income improvement effects, it is necessary to develop the income items and technical extension which good for the each region. In the decentralization era, it is necessary for local government should have the more active and multilateral activities for these. With this, the introduction of methods which the mountain community people and the local government officials could co-participate in the mountain villages' development from the initial stages and the renovation of related local government organizations and the cooperatives will be much helpful to the substantiality of mountain development program. Also it is essential for the assistance of central government to establish the complex plan and the mountain villages network for all mountain area and the exchange of information, the education and training of mountain villages leader who are the core factor for the developed mountain villages maintenance, the composition of national mountain villages representatives. In case the development proposals which based on the interests of the main stakeholder's on mountain community could be positively accepted, then the possibility of the mountain village development as one of community development will be successfully improved in future.

Demands for housing has diversified recently due to low birth rate and the growth of aging population. Also, a share of idle houses and obsolete houses over 20 years old is gradually rising. Therefore, there is a need for a sustainable, environment-friendly improvement policy that is in line with a new housing paradigm and avoids full-scale new construction, such as a customized housing renovation plan considering local economic circumstances. Therefore, afforestation system applicable to buildings are assessed positively, but lack objective performance evaluation. Through one-year, long-term monitoring of replicated obsolete buildings that have poor insulation performance, this study calculated monthly average power consumption and analyzed power charges by applying pricing plans before and after the revision of progressive tax in order to examine economic effects expected by applying the afforestation system. In the obsolete buildings, the study showed that monthly average power consumption was reduced by 16.6kWh with 5.2% average reduction rate. Highest reduction was made in July at 11.3%. Aggregate monthly power consumption charges were relatively high in winter before and after the revision of progressive tax. Power charges reduction effect was highest in March when monthly power consumption was reduced to 300kWh level by applying the afforestation system.
This study is to make the preservation plan for sustainable preservation restoration of Namsa-Yedamchon, Sancheong-gun, Gyeongsangnam-do through analyzing the site's characteristics and prototype landscape. Namsa-Yedamchon proudly presents ancient traditions and various historic resources. And several development plan and projects associated with historic resources of this site are in progress. Therefore, it was carried out to make master plan of Namsa-Yedamchon for preserving various prototype landscape. To achieve this, literature search, field survey, local residents' interview and the estimation of value on each prototype landscape were carried out. In literature search, it was analyzed to the previous studies related to this study and past data was collected like past picture, antique books, articles and so on. In field survey, it was carried out to analyze the present condition and the problems of prototype landscape in this site. In addition, the progress of landscape change in this site was analyzed through local residents' interview. The estimation of value on each prototype landscape was carried out to set up the appropriate preservation directions and preservation scope through selecting more important prototype landscape among them. Through these steps, the master plan was deducted and it was divided into 3 type; preservation conservation zone, restoration maintenance zone and renovation utilization according to landscape components, preservation scope, surroundings and so on.
Purpose: G-SEED's evaluation of existing buildings in Korea is an important point because the energy consumption and CO2 emissions of existing buildings are continuously increasing due to the aging of buildings over time. In 2016, the government has set up a 'Green Remodeling Certification Standard' in G-SEED in order to revitalize the green remodeling business of existing buildings. As a result, G-SEED is distinguished between buildings with green remodeling and buildings with general remodeling. Therefore, this study analyzed the system of the certification of the green remodeling building which is aimed at improving the performance of the building. Method: First, we analyze characteristics of the existing building certification standards of G-SEED(Korea), LEED(USA), and BREEAM(UK). Second, the evaluation criteria are based on the G-SEED Green Remodeling Certification, 2016, LEED for BD + C: New construction and major renovation v.4, BREEAM UK Non-Domestic Refurbishment and Fit-out 2014. Based on the analysis results, we propose the improvement direction of G-SEED Green Remodeling Certification Standard. Result: Existing buildings should be classified into 'existing building certification' for re-certification and 'green remodeling certification' accompanied by building performance improvement. In addition, building green buildings through performance improvement should include not only energy performance, but also creating a pleasant indoor environment and minimizing environmental impact. Finally, existing buildings have accumulated information on energy and resource use, and a performance improvement plan should be established based on this information.
In the field of architecture, the sustainable architectural concept, "green buildings," has been suggested as an alternative to solve the environmental problems; however, the concept has not yet been converted to awareness and development of related technology. The leading role of public sector has been socially and economically influential in the nation, hence green public buildings are significant to stimulate the spread of green buildings in the nation. This study is to draw an appropriate method of implementing the green building concept to the two main government office buildings of Jeju Special Self-Governing Province based on the plan to improve the work environment; it is also to provide long-term directions of implementing policies and reference for the public and private sector to utilize the green building concept. Its research methodology was the survey method. A total of 142 questionnaires were returned by government employees of the two buildings. It accounts for 20% of the total number of 711 workers of the buildings. According to the analysis of the returned questionnaire, the majority of the surveyed have a positive evaluurned toward the introduction of green buildings due to their expecturned for the possible i the buildingstheir work environment. In addition, they showed more interest in space planning with natural ventilation than automatic systems regarding applied methods for green buildings.

This paper discusses the character of communication among participating stakeholders in the Improving Alley Landscapes in Residential Neighborhoods project. The participation of diverse stakeholders in conventional urban redevelopment is considered to delay and complicate the progress of a project. However, in urban regeneration, a field-oriented operating system and collaboration between diverse stakeholders is considered critical to building a sustainable community. A stakeholder is defined as "a person or organization that can influence decision-making or be influenced by it." This paper uses a case study to examine what types of stakeholders participate and what communicative processes and ideas are shared among them. Six neighborhoods were selected out of a total of 26 of Seoul's 2014 Improving Alley Landscapes project. This research was developed through interviews and a review of the literature. The character of communication among stakeholders in the case study is as follows. Firstly, the administration initiated the project but did not show leadership. This was caused by a gap in understanding about the project between city and borough administrations, Further, the city administration lacked experience with projects that placed an emphasis on fieldwork. Tongjand and Banjang, at ancillary institutions, acted as spokespersons and helped people in the community to understand the administrative process. However, because they led communication and used personal relationships to ensure they communicated effectively, the communication process had limits from the perspective of democratic process. Diverse stakeholders expressed their opinions in the public sphere and communicated about them using diverse media. Finally, experts produced the output, facilitated communication, and mediated in conflicts. Because new experts acted as facilitators and mediators, there was a great deal of trial and error. This project has particular significance: Seoul's city government deals with urban space rather than parks and green space, which are limited by boundaries; and whether "green" can be used for urban renovation was tested by several landscape architects, who sought to identify a new role in urban renovation, namely, the role of landscape and landscape architecture. However, the project has some limitations, including an insufficiently detailed project plan, a lack of common understanding among stakeholders, and a short timeframe. A number of stakeholders overcame these limitations to a certain degree. Officials of the Borough and the Dong managed the project and resolved civil complaints. Experts provided special information, and contributed to the design and construction of improvements.

Researches recently made in advanced countries into entrepreneurship found that various resources and information are mainly provided to ventures through social capital, which is a resource capital based on a network, and through corporate entrepreneurship. This research is an exploratory study on the effects of social capital and corporate entrepreneurship of new ventures upon their corporate performance, conducted from the standpoint of dynamic capability. For that purpose, a questionnaire investigation was made of 171 venture entrepreneurs in Korea, and the following are the results of an empirical analysis of responses to the questionnaire. First, it was found that social capital, which is a resource capital based on a network, had a significant effect on corporate entrepreneurship. Second, social capital also had a significant effect on ventures corporate performance. Third, corporate entrepreneurship had a significant effect on corporate performance. These results imply that social capital and corporate entrepreneurship have a significant effect on the corporate performance of ventures, which have innate disadvantages concerning the supply of resources. On the other hand, ventures, which encounter relatively more intense demands for change and renovation, can be managed in a sustainable manner just when they adequately accumulate their social capital and utilize their external resources and appropriately conduct their corporate entrepreneurship activities.
Nowadays, there are increasing demands of golf courses and it is necessary to make more golf courses than the present. To do this, we need to improve the environmental problems with the regional inhabitants, and it is said that the first thing to be considered in developing any golf course in Korea is to preserve the environment. In this context, the purpose of this study is to set forth several design factors to lessen the negative impacts which are accompanied with the development of golf courses. 1. The present conditions of golf courses in Korea Many new golf courses have come into being, particularly since the late 1980s, and now, in the year of 1997, over one hundred of golf courses are doing their business, yet the number of golf course is still less than required. So far, over a half of them have been made in the vicinity of Seoul on account of various reasons, and this has adversely affected on our natural environment. This unreasonable development of golf courses has caused serious water pollution, landslides and the other problems. Also, the topography of Korea is not good for golf courses. Although the demands of golf courses are increasing, the suitable sites for them are very limited, and therefore it is sometimes unavoidable to make golf courses on steep hills. In Japan, the vacancy rates of office buildings have been at high in big cities since 1992. This problem is especially acute in Tokyo, where it is estimated that over 2.27 million square meters of office floor area will be oversupplied in 2003: big urban redevelopment projects will be completed in 2003. Under these circumstances, International Cooperative Research and Development on Sustainable Urban Management by Conversion of Buildings, called “SUMCOB”, has been carried out. This research aims to regenerate urban areas by converting redundant offices into flats, although instances of conversion are still very few in Japan. This paper introduces part of current results by SUMCOB, and discusses legal problems with conversion and basic capacity of vacant offices in Tokyo. It has been confirmed that there are no constraints concerned with Real Estate Registration Law (although it requires the change of the registration after conversion). and City Planning Law. However, some criteria are incompatible with Building Standard Law and Fire Service Law if the use of the building is changed from offices to flats. Typical incompatibility between offices and flats is lightening. If the buildings do not satisfy criteria for flats, the cost of renovation works for conversion will increase. To examine the basic capacity of vacant office buildings for conversion, field surveys in Tokyo have carried out at three areas: Kodenmacho (Chuo-ku), Toranomon (Minato-ku), and Iwamonocho (Chiyoda-ku). They are typical office areas that are included in center core of Tokyo. In Chuo-ku, the oldest commercial area in Tokyo, textile merchants have been located their headquarters. In Minato-ku, many rental office buildings have been located and several large scale redevelopments are advancing. Chiyoda-ku includes Marunouchi area, which is the prime office area in Japan. Thirty percent of the buildings in survey areas suffer from over twenty percent vacant floor rate, and fifty five percent were constructed before 1990. Especially most of buildings over forty percent vacant floor rate were constructed in 1980s. Vacant office problems haven't been seen in old buildings in Tokyo yet. The number of dwelling units made from office space will influence the conversion scheme. Seventy percent of the office buildings in survey areas have floor area of less than two hundred square meters. If they have been subdivided into two bedrooms type or three bedrooms type, the number of dwelling units in a floor would be less than three. The difficulty of conversion planning derives from frontage size, depth size, and their proportion. The five categories are proposed to grasp actual requirements for converting offices into flats.
This study proposes a strategy to attract visitors by analyzing the justification for hosting the 2027 Summer World University Games in Chungcheong, Korea, as well as by assessing the internal and external factors to promote regional development. Using Environmental Analysis as the diagnostic approach, we focus on strength/opportunity (SO), strength/threat (ST), weakness/opportunity (WO), and weakness/threat (WT) analyses. SO analysis show that a matching strategy of mid- to long-term cooperation among the four cities and provinces in Chungcheong and development of local sports by promoting its linkages to science, and industry offer best strategic use-value. ST analysis shows that optimal infrastructure development and establishment of competition management strategies in preparation for non-face-to-face engagement make balanced regional development possible. WO analysis shows the need for rearrangement and renovation of outdated sports facilities, development of programs linked to convergence sports tourism products, efficient and strategic attraction activities, and promoting sustainable development of bed town cities. WT analysis suggests that the imbalance in regional development due to expansion of sports facilities, insufficient cultural contents in tourism, and tourism demand fluctuation are potential problems. Follow-up studies can focus on deeper analysis of the possibility and attractiveness of hosting the Summer World University Games in Chungcheong, Korea using qualitative methods such as focus group interviews and in-depth interviews with stakeholders and local residents.
