A Study on Environmental Impact Assessment Guidelines for Marine Environments in Construction Projects of Thermal Power Plant (화력발전소 건설사업의 해양환경 환경영향평가 가이드라인(안) 연구)

  • Environmental impact assessment(EIA) on the construction and operation of thermal power plant(TPP) is aimed at promoting sustainable coastal development by clearly identifying the marine physics and organisms effects of the project on the surrounding marine environment and minimizing its impact. The primary purpose of this study is to establish EIA guidelines for TPP in order to assess how TPP construction projects influence marine environment and to establish the mitigaion plans of environmental impacts. Through this study, scientific and efficient EIA guidelines for the marine environments were established by a specialist forum consisted of officials from the Ministry of Environment and the Ministry of Trade, Industry and Energy, personnel from five public corporations in charge of TPPs and marine environment experts. In the study, fifteen EIA reports (2009~2015) on TPPs submitted were analyzed to identify the shortcomings of current assessment items on marine environment and to collect a wide range of information including EIA report formulation regulations, domestic and overseas environmental survey guidelines and EIA review comments on TPPs. Based on the findings, a specialist forum put together EIA guidelines for TPP construction projects.

Appearance Frequency of 'Eco-Friendly' Emotion and Sensibility Words and their Changes (친환경 감성 어휘의 종류별 사용빈도 및 변화 양상)

  • The purpose of this study is to investigate sensibility words related with eco-friendly in the two media fashion magazines and internet newspapers and to analysis their appearance frequency and changes by the year through 1999~2010. Most frequently used words are 'nature, eco, cotton, natural fiber, health, fresh, clear, preservation, harmony, com fiber, and Lohas'. The words are divided in 4 groups: 'Nature/Environment, Material/Fiber, Human, and Adjectives/Micell'. A point of appearing time is analyzed: 'ecology, memory-shape material, organic, spa' were used before 2000, 'nature environment, eco-friendly, stretch material, wellbeing, substitute, recycling' were in 2000-2001, 'smart material, eco material, green' in 2002-2003, 'coolbiz, Lohas, natural dye' in 2004-2005, 'herb medicine, sustainable, warmbiz' in 2006-2007, 'greensumer, greenlife, solar energy, forest bath' in 2008-2009. Looking into their changes, in early 2000, the words of eco-friendly emotion and sensibility had appeared frequently relatively, but later on they decreased, and again recently increased showing highest appearing frequency. 'Nature/Environment' words have appeared recently very much, while 'Human' sensibility words have not changed much or decreased a little. 'Adjective/Micell' words has increased little bit recently. 'Material/Fiber' words showed decrease at fashion magazine, while they increased at the pages of internet news.

Indicators and Planning Features of Ecologically Based Urban Regeneration -Cases from Hamburg, Germany and Copenhagen, Denmark (생태기반형 도시재생의 계획지표 및 특성에 관한 연구 -독일 함부르크와 덴마크 코펜하겐 사례를 중심으로)

  • Contrary to urban development, urban regeneration is a process of land development through conservation, restoration, and management. In particular, ecologically based urban regeneration is an attempt to improve the quality of life in an area, establish a stable settlement space, and revitalize the local economy by considering the ecological environment. In this regard, the objectives of this study were to establish theoretical concepts and analyze the successful foreign cases of ecologically based urban regeneration, and propose a direction of socio-economic regeneration along with the physical-environmental regeneration of urban areas in Korea. The study results suggest the following. First, strategies must be developed to coordinate public transportation, such as buses and subways, by considering the importance of bicycle riders, along with the sustainable-commuting system. Second, both the importance of planning parks and trails around water systems in various scales while maintaining the existing natural environment as well as using natural elements, such as electric vehicles and wind-power generation systems, were emphasized. Third, urban regeneration for increased energy efficiency requires specific architectural planning and facilities. Fourth, education and research for easy access by the public, as well as public-private partnership, will be needed in the regeneration process.

Information Management System of Solid Waste Landfill based on 3 Dimensional Method (3차원기법을 이용한 폐기물매립지 정보관리시스템 구축 연구)

  • An information management system for a solid waste landfill site was developed, in this study, to optimize the operation and management of solid waste landfill in real time in addition to provide the information of landfill status to the landfill operator, public official concerned and local residents. The landfill information management system is composed of two systems (Solid waste landfill history management system and landfill operation and performance management system). The solid waste landfill history management system based on automated RFID/LPR system allows landfill operators to provide information of waste collection vehicles and received waste. In addition, the system aids in the identification of 3-dimensional (3D) position for landfilled solid wastes. Using the landfill operation and performance management system based on 3D laser scanner delivers information about landfill volume, settlement, landfill density, and current landfill capacity to landfill operators in real time, resulting in optimum space utilization. Ultimately, this system would dramatically reduce exposure of landfill operators to hazardous materials and improve the productivity of landfill operations.

Business impact analysis for disaster management of large underground limestone mine (석회석광산 지하대형공간의 재난관리를 위한 업무영향력 분석)

  • As Limestone mines have been operated with various environmental, societal and managemental problems depending on their characteristics and developing methods, many great efforts have been applied to solve these problems. Installing the mining facilities underground is one of the successful efforts to keep the sustainable limestone mine development. This effort could reduce these problems. However, unfortunately it made an side effect of constructing a large underground space in mining site. Moreover, this space caused a necessity of various disaster managements for the safety of workers and facilities. This study introduces the priority list of a limestone mining process if there are disasters in underground mining site. This result is coming from the risk assessment and business impact analysis on survey data which were obtained from the miners of that particular limestone mine. According to the result, the highest risk is 'disregard of safety guidelines in crushing & classifier process'. The result also shows the highest priority business, above all things, is 'a pit linked work of in & out process'.

A Geomorphological Classification System to Chatacterize Ecological Processes over the Landscape (생태환경 특성 파악을 위한 지형분류기법의 개발)

  • The shape of land surface work as a cradle for various environmental processes and human activities. As spatially distributed process modelings become increasing important in current research communities, a classification system that delineates land surface into characteristic geomorphological units is a pre-requisite for sustainable land use planning and management. Existing classification systems are either morphometric or generic, which have limitations to characterize continuous ecological processes over the landscape. A new classification system was developed to delineate the land surface into different geomorphological units from Digital Elevation Models(DEMs). This model assumes that there are pedo-geomorphological units in which distinct sets of hydrological, pedological, and consequent ecological processes occur. The classification system first divides the whole landsurface into eight soil-landscape units. Possible energy and material nows over the land surface were interpreted using a continuity equation of mass flow along the hillslope, and subsequently implemented in terrain analysis procedures. The developed models were tested at a 12$\textrm{km}^2$ area in Yangpyeong-gun, Kyeongi-do, Korea. The method proposed effectively delineates land surface into distinct pedo-geomorphological units, which identify the geomorphological characteristics over a large area at a low cost. The delineated landscape units mal provide a basic information for natural resource survey and environmental modeling practices.

An Ecological Interpretation on Korean Traditional Dwelling Houses and Their Landscape Gardens (전통주택과 조경공간의 생태학적 해석 - 동계(桐溪) 정온(鄭蘊) 가옥과 전주(全州) 최씨(崔氏) 종택을 중심으로 -)

  • This study focuses on the methodology of an ecological interpretation of Korean traditional landscapes through both life-oriented philosophy and traditional Korean philosophy which are similar to ecology. Also, useful tools for discovering an ecological technique of formation based on the ecological thoughts in ancestors' life are shown. Ecological key words as interpretative tools on the traditional landscape replaced ecological concepts in Korean culture and landscape. There are 'Bonsung(本性; the original nature)', 'Chungjeol(中絶; moderation)', 'Hyoyul(效率; efficiency)', 'Sangsaeng(相生; symbiosis)', 'Jasaeng(自生; self-generation)', 'Chunghwa(中和; neutralization)', 'Bangtong(旁通; communication)', and 'Byuntong(變通; variableness)'. For the case study, the concepts of 'spatial structure', 'constructive elements in the traditional gardens', and 'structural elements in the dwelling houses' were extracted from $\ulcorner$Imwonkyeongjeji$\lrcorner$ as an interpretative subject. As a result, Jeongon house, Jongtaek of Choi's family(the first incoming resident) showed us an ecological technique of formation by interpretation on the composing elements. Namely, they are natural dwelling houses in harmony with natural conditions and delicate relational styles. Five kinds of ecological characteristics were exposed. They are: 1. land use method following natural features('本性' '相生' '中和'), 2. physical and spatial elements in a body with nature('中絶' '相生' '中和'), 3. sustainable circulation system by recycling limited resources('效率' '自生' '旁通'), 4. use of natural materials based on the regional climate ('中絶' '效率' '自生') and 5. plane and structural decision by microclimate('效率' '自生' '變通'). Consequently, the dwelling houses and their traditional gardens aimed at the consuming space of the efficient resources by utilizing and circulating natural energy more than different types of the traditional spaces.

An Evaluation and Suggestion of Photovoltaic Power Plant Locations based on Environmental and Social Impacts, and Sustainability (환경적.사회적 영향을 고려한 태양광발전소의 기존 입지 타당성 평가 및 지속가능한 입지 제안)

  • Korea has recently constructed a number of renewable photovoltaic power plants in Jeolla province as an effort to provide environment-friendly energy. However, several problems appeared in the power plant locations because they were not appropriately chosen ignoring social-environmental perspectives. Consequently, locations of both currently existing photovoltaic power plants require an social and environmental evaluations. This study aims to provide appropriate photovoltaic power plants locations and evaluation of current photovoltaic power plants in Jeolla province. By presenting location analysis of photovoltaic power plants, this study would minimize environmental and social side effects regarding photovoltaic power plants. Kriging and Analytic Network Process (ANP) are applied as methodology. ANP generates correct weights in combining spatial data, so that the result would present optimal locations. In addition environmentally sensitive regions were excluded in the analysis process. The results show that South and West coastal areas have a number of appropriate locations for photovoltaic power plants. In addition, evaluating currently running photovoltaic power plant locations, total 23 out 81 are turned out to be inappropriately located. This study is expected to contribute avoiding social and environmental conflicts in photovoltaic power plant locations and present criteria in evaluating photovoltaic power plants.

Korea's Public Diplomacy Policy towards Africa: Strategies, Instruments and Its Implications on Economic Linkages with Africa (한국의 대 아프리카 공공외교: 전략과 방안 그리고 경제 연계에 미치는 영향)

  • Korea-Africa relations date back to the period of independence of African countries. During this time, the ties between Korea and Africa has passed through stagnation, inconsistencies and weak diplomatic exchanges. Recently, Korea began to refocus its efforts towards Africa in order to revitalize their relations. This paper examines Korea's public diplomacy strategies towards Africa and how its various strategies are working in the interest of Korea as well as Africa. The study shows that Korea's renewed interest in Africa is primarily driven by the security threat from North Korea and the need to diversify its market for industrial goods as well as energy sources. The latter motives override Korea's interest in the continent. These motives are not at variance with those pursued by large powers like the US and China in Africa. Furthermore, the paper shows that Korea is employing a mixture of public diplomacy instruments in Africa with varied outcomes. Economic linkages between Korea and Africa are on an upward trajectory since the late 2000s. In order to build sustainable relations, the paper provides a number suggestions with far-reaching implications on Korea's public diplomacy towards Africa in the future.

A Study on Improvement of Parking Guidance System to Low-Power Operation for Green Building

  • The parking guidance system can increase driver's convenience with detailed parking information service, but it continuously consumes electrical energy with large amount of sensors, displays and control modules. With the increase of the demand for green and sustainable building design, it becomes a meaningful issue for parking guidance system to reduce operating power. This paper presents the preliminary design and estimated results of a parking guidance system which is optimized to reduce the power consumption mainly on detectors and displays. The system design is based on commercial wireless parking detectors, wireless-loop-detector and earth-magnetic-detector. We have performed system architecture design, communication network design, parking information service scenario planning, battery life regulation and at last operating power estimation. With the 7 years of battery replace cycle, the estimated result for power consumption of designed system was 0.33W/slot, which is 13% of the traditional system's estimation result. The estimated annual maintain cost was similar to the traditional ultrasonic sensor based system's. The low power operable designed system can be expected to reduce CO2 emission.
