  • The aim of this study is to conduct a comparative study on the sustainability of the public pension. While the mainstream view on the sustainability of the public pension presupposes financial sustainability, the original purpose of guaranteeing retirement income has been overlooked. The sustainability of the public pension needs to consider not only financial sustainability, but also various factors such as demographic structure, labor productivity, industrial structure, life cycle of working households, government spending on public pensions, economic growth, and social consensus. With this awareness of the problem, this study conducted a fuzzy set qualitative comparative study in 44 countries, including Korea. As a result of the analysis, it was found that Korea had high financial sustainability for a single year, but relatively low integration related to social consultation and public pension operation, and adequacy such as the degree of guarantee and linkage with other pension systems was also relatively low. The sustainability of the broader public pension should be emphasized not only for financial sustainability, but also for adequacy and integration.

  • This paper examines the actions and the factors driving those actions to reduce energy consumption and enhance energy efficiency taken by United States cities. While not much empirical evidence is available on why governments pursue practical sustainability actions, we attempt to shed more light on this important topic by empirically identifying factors that contribute to concrete actions toward sustainability policies. We adopt political market theory as a basic theoretical framework with policy-making applied to city energy consumption. Using the 2010 ICMA (local government sustainability policies and program) data, this study expands the focus of analyses to evaluate the effect of the form of government on energy consumption and energy efficiency by using multiple regression analysis. The findings show that at the city level, the mayor-council form of government are negatively associated with governments' efforts to reduce energy consumption. However, cities with at-large elections and municipal ownership are more likely to adopt sustainability actions. We also find that a large-scale economy has significant effects on the effort to reduce city energy consumption and improve energy efficiency. This shows that environmental policies are directly connected to locally relevant affairs, including housing, energy use, green transportation, and water. Thus, local level administrators could take an executive role to protect the environment, encourage the development of alternative energy, and reduce the use of fossil fuel and coal energy. These efforts can lead to important environmental ramifications and relevant actions by municipal governments.

To this end, systematic literature examination and modified Delphi method were used to investigate start-up sustainability factors based on ERIS Model focused on organizational resilience. The results showed that ERIS model-based entrepreneurial continuity factors were divided into four categories: entrepreneur, resource, industrial environment, strategy, subdivision 8 and detailed factors 54. In addition, the ERIS model-based continuity factors were structured around organizational resilience, and the continuity factors were structured according to ERIS model under five categories: leadership, culture, people, system and environment. The results of this study are as follows. First of all, the results of existing research and analysis show that the concept of successful start-up and sustainability of start-up are used in various fields. Second, it is confirmed that there are common factors of influence on start-up performance and start-up sustainability based on ERIS model. Third, Delphi method's results showed that the general characteristics of entrepreneurs, such as academic background, education level, gender, age, and business experience did not affect the sustainability of entrepreneurship. This study is significant in that it is based on ERIS model focused on organization resilience, and ERIS-R, which integrates Strategy into System and Organization resilience into R in the field of gradually expanding start-up development and support. It is expected that the results of this study will improve the sustainability of start-up that can predict, prevent, and overcome various crises at any time.
